The purpose of this study is to identify the characteristics of the community design ordinance in Seoul as view of the community design activation and to seek improvement. The findings of this study are as followings; Most of the provisions of the ordinance, such as the concept of community design, the basic plan, and the contents of the project, are defined in a similar manner. From the establishment of the concept of community design, it is necessary to establish the regulations that reflect the actual situation and characteristics of the village. In addition to physical facilities improvement, the ordinance should include support for securing space at the core center, which plays an important role in revitalizing community design. Step-by-step approaches are needed to understand the residents at the beginning of the project, because there is not enough practical support related to resident capacity and community solidarity. As the importance of the competent residents increases, the support elements related to humanware areas should also be expanded. In particular, the supporting process and contents for the support system and program for the training of village leaders and the securing of professional manpower should be well established.

The paper suggests making a policy and strategies for a way of exporting Korean ICT product effectively in the EU and Eastern area, and an effective preparation of 4^th industrial revolution through analysis of preparation status of 4^th industrial revolution of the Visegrad group. Analyze policy, status, what they want for 4^th preparation in the Visegrad group from comparing characteristics analysis of each country's official data, publication data, portal, paper, and etc. They have been preparing for 4^th industrial revolution long time ago as basic research and business before 4^th wave word. With these basic results, they are trying to apply such as, AI, S/W, security, ICT, etc. of 4^th wave core technology. For the development of new export market in EU, the Korean team should research with university and research center or venture company. Through these cooperation, they should understand their personal characteristic, lifestyle, and what consumers want to purchase in EU. And this results can be used in South Asia and India that give a big effect to all over the world ICT market. The external impact of the 4^th wave must have a long-term shift in manpower, and production policy is related to the EU's strategic role, or the preparation of the 4^th wave to the V4 country in the short term.

As technology rapidly develops, the demand for manpower by new industries is increasing. In order to respond to the changing demands of the workforce, universities are actively introducing interdisciplinary majors, which is a program formed by two or more departments cooperating to develop new majors. Although the importance of the interdisciplinary major is increasing, universities have difficulties managing them due to non-flexible educational systems. The purpose of this study is to present an effective management direction for interdisciplinary majors based on the results of a survey on student satisfaction with interdisciplinary majors. Also, we analyzed the required level and possessed level of the IS practitioners' competencies, and developed specific educational directions for training IS talents. The results showed that there was a significant difference in satisfaction with the curriculum development and curriculum evaluation of existing subjects provided by existing departments and new subjects established of interdisciplinary majors, specifically the satisfaction of new subjects is higher than existing subjects. In the IS field, there was a high demand for education in the following areas, in order: information security, information technology strategy planning, information technology operation, information technology development, information technology management, information technology sales, and core competencies. Based on the results of the analysis, the satisfaction of students and the cultivation of the talents that the interdisciplinary major aims to develop can be improved.

Due to the city concentrated symptoms, high-rise building symptoms and diversity, the scale of fire disaster is increasing. So the economic expectation of fire disaster industry is growing. The domestic fire industry has an inadequate system, and hasn't a methodical system to foster the industry. And also most of the fire industry company are small and poor scale. So they haven't enough infrastructure like technical skill, manpower, marketing and so on. In order to drive fire industry from local fire protection industry to knowledge service, in this study, the items of human resources fostering, infrastructure and R&D were set and analyzed as detailed growth analysis factors. Also, the improvement plans were suggested and compared with IT industry which is defined as core industry in the 21st century knowledge-based economy in Korea.

Purpose : The purpose of this study was to investigate the influence of organizational culture on job satisfaction of fire officials. Method : The subjects of this study were 251 fire officials in Gongju and Choengju province and Daejeon City. Data were collected using self-administering questionnaire from February 20 to March 20 in 2006. Collected data were analyzed using SPSS 14.0 program. Real number, percentage, mean and standard deviation were calculated, and t-test, ANOVA, Pearson correlation coefficient, multiple regression were analyzed. Result : The results of this study were as follows : 1. The job satisfaction was found to be significant positive correlations with full organizational culture(r = .595, p = .000). 2. The job satisfaction was found to be in significant positive with rational goal culture, open system culture and human relation culture. 3. How organizational culture affects the job satisfactions was as follows; 25.2% of core values of manpower, 6.3% of rational goal culture, and 4.9% of job initiative. Conclusion : Enhancing the job satisfaction of fire officials would improve personalized factors and changes rational goal culture.

This study analyzed the effect of pension insurance on the human resources management of SME workers. As a result of the study, a total of 128 workers were enrolled in 60 SMEs in the Chungnam area who were enrolled in pension insurance. The analysis data were analyzed using frequency analysis, factor analysis, reliability analysis, correlation analysis, regression analysis And post - analysis. First, pension insurance had a significant effect on human resource management, and the correlation between independent variables (clarity, suitability, and satisfaction) and dependent variables (job efficiency) was high....Second, the correlation between pension insurance and job performance is more important than clarity and job performance (.339), fitness and job performance (.541), satisfaction and job performance (.531), job performance and job efficiency, And the turnover intention (.549). Third, there is no statistically significant difference in the analysis of the difference in turnover intention according to the number of years of service of the employees who are enrolled in pension insurance. The purpose of this study is to analyze the impact of pension insurance on human resources management to achieve successful policy objectives by promoting the long - term employment of the core manpower of SMEs and cultivating manpower.

The Korean military is preparing for successful manpower reduction using advanced science and technology, in addition to carrying out the initiative of the Defense Innovation 4.0. Accordingly, studies on core technologies related to defense reform have been conducted both internally and externally in the military, and the corresponding results have also been applied. Nevertheless, compared to the development of such technologies, it is considered necessary to have more preparation for the policies related to the operation of the newly introduced equipment. As for the placement of personnel and the organization of time in service (TIS) with respect to the operation of surveillance equipment, there has been a tendency to sustain the conventional practice. Therefore, this study intends to suggest the schemes for facilitating policy improvements in the operation of manpower and security regulations in the field of information for the purpose of introducing a successful next-generation coastal guard system. To do this, the approach of this study was focused on the policies for the operation of the guard system. This is in contrast to previous studies that centered on its equipment and technologies. In addition, how to efficiently operate the guard system was also studied in view of cognitive science by deriving the most efficient time for a person to execute surveillance through the monitor based on the previous studies.

The condition assessment of engineering systems has increased in importance because the manpower needed to operate and supervise various plants has been reduced. Especially, induction motors are at the core of most engineering processes, and there is an indispensable need to monitor their health and performance. So detection and diagnosis of motor faults is a base to improve efficiency of the industrial plant. In this paper, a model-based fault detection system is developed for induction motors, using steady state vibration signals. Early various fault detection systems using vibration signals are a trivial method and those methods are prone to have missed fault or false alarms. The suggested motor fault detection system was developed using a model-based reference value. The stationary signal had been extracted from the non-stationary signal using a data segmentation method. The signal processing method applied in this research is FFT. A reference model with spectra signal is developed and then the residuals of the vibration signal are generated. The ratio of RMS values of vibration residuals is proposed as a fault indicator for detecting faults. The developed fault detection system is tested on 800 hp motor and it is shown to be effective for detecting faults in the air-gap eccentricities and broken rotor bars. The suggested system is shown to be effective for reducing missed faults and false alarms. Moreover, the suggested system has advantages in the automation of fault detection algorithms in a random signal system, and the reference model is not complicated.

Recently, not only development of curriculum associated directly with job, the development of new education model is in great need. So, the purpose of this study is to develop the instructional design guideline utilizing goal-based scenario(GBS) for college students who major in culinary arts. First, to achieve this goal, we recognized the 7 core elements(learning goal, mission, cover story, role activity, scenario operating, resource, feedback) composing GBS through literature review and case study. Second, we drew a conclusion about the problem and guideline for traditional culinary practice course by conducting inspection about culinary practice environment and needs with professors who are teaching culinary arts. Third, we applied the instructional design guideline for culinary practice to regular classes according to GBS's factors, and then we did formative evaluation with content experts and educational technology expert. Finally, we designed the final instructional design guideline for culinary practice by modifying early model reflected the result of formative evaluation. The results of this study are as following. First, when we applied GBS to culinary practice, professors have to focus on process of materialization by developing easy scenario to students. Also, they have to prepare the class circumstance to feel about sense of realism in advance. Second, to give a conjugally new skill at working, professors's effort is important. culinary practice education at college has responsibility to carry out the vocational training that has competitiveness and difference with labor market's needs. Therefore, it is necessary for us to develop the teaching and learning model for culinary practice which is suitable for major based on the manpower demand for industry without causing job mismatch from demand for industry.

In this paper, we design and implement a contest application that enables artists to participate in contest activities, manpower, and job information using smart-phone, and to share and systematically manage the information. While the competition is very important for the artists, it is not easy for them to search the competition information due to lack of time. Therefore, it is effective to provide them with contest information suitable for their interests and to be more immersed in creative activities by sharing them. The core function is to provide a space where artists can share contests in real time through the contest bulletin board and aims to provide a variety of functions for convenient convenience, such as buying and selling of works by artists and spoon market for purchasing materials and art tools do.
