There are two types of bibliographic database, the one IS bibliographic database with creativlty. the other is bibliographic database without creativlty, The purpose of this paper is to investigate the problems of bibliographic database with creatlvity by giving consideration of copyright law and the problems of bihographic database w~thout creat~vity by sui genem system. Thus thls paper provided the methods that resolve the problems of the current copyright law in order to protect all types of database being produced by way of the cooperation between the libraries and the information service centers. Secondly, this paper provlded the legal devlces to protect bibliographic database produced by the libraries wh~ch cannot be protected due to the lack of the creatlvity in the selection or arrangement of the material.

The purpose of this study is to induce a librarian to construct databases lawfully and the user with a copyright and the fair use. Based on information from web sites, the domestic medical libraries(32) were investigated for analyzing how to deal with copyright problems. The results show that only 28% of the medical libraries provide users with information on copyright at their web site. The terminology used was different among libraries. 44.4% of the libraries use 'copyright law' and 33.3% 'copyright' The terminology appeared at the 'notice' menu and 'library guidance' menu. The detail part of copyright contents was shown at 'the data copy and transmission', 'full text DB use', 'thesis and dissertation service', 'FAX/file transfer', 'Image(Ariel)', and 'interlibrary loan'. In general, there was a necessity to the correct understanding of the copyright and fair use.

Although the primary liability for online copyright infringement may fall on the individual who illegally copies, transfers, and/or distributes the copyrighted content, the issue of indirect liability for Online Service Providers (OSPS) that provide a channel for the distribution of illegal content has recently come under the spotlight. Currently, in an effort to avoid liability for indirect copyright infringement and improve their reputation, most OSPs have voluntarily applied filtering technology. Under the Copyright Act of Korea, special types of OSPS including P2P and Web-based Hard Drive (WebHard) are required to incorporate filtering technology, and may be charged with penalties if found without one. However, despite the clear need for filtering mechanisms, several arguments have been set forth that question the efficacy and appropriateness of the system. As such, this paper discusses the liability theory adopted in the US. -a leader in internet technology development-and analyzes the scope of liability and filtering related regulations in our copyright law. In addition, this paper considers the current applications of filtering as well as limits of the applied filtering technology in OSPS today. Finally, we make four suggestions to improve filtering in Korea, addressing issues such as clarifying the limits and responsibilities of OSPS, searching for cooperative solutions between copyright holders and OSPS, standardizing the filtering technology to enable compatibility among different filtering techniques, and others.

Spending on research and creative wrtings in South Korea been growing. In this study, we introduce the legal analysis for IPR like copyrights. Current copyright law(Art. 23, Sec.1) allows to open some writings previously published in the textbooks under high school. Can this custom be justified? There is conflicts between right of education and intellectual property. We review preliminary issues before concentrated research.

The purpose of this study is to examine the current state of illegal distribution of literary works on internet cafes and homepages, and figure out how to protect the rights of copyright holders. For this study, examined were the cafes and menus of homepages of major Websites on the Internet, where illegal copying and delivery of literary works could happen. For each Website, the volumes of the entire collection, the number of literary works held, the maximum and average number of transactions were investigated, and literary works categorized according to genres were analyzed. The result shows that the strict legislation and regulation by government or copyright organizations could hinder the positive distribution of awareness about the copyright : but, still strongly needed is the promotion and education of the importance of copyright to help the public understand better. Providers of portal services should take a proper step to strengthen the training of and systematic support for copyright-related issues for both operators and users of cafes and homepages on Websites.

Computational creativity is a field of artificial intelligence research to replicate creativity of human beings, creating works in various fields or helping human authors. The copyright of works produced by computational creativity has not been established in most countries yet, however, there will be the need for systems to protect the copyrights with the development of the technology in the future. In this paper, we propose a copyright protection system based on blockchain technology that protects the copyright of various contributors contributing to the creation of computer creative creativity, and transparently and safely records the contribution of copyrighted works. The proposed system records the contribution of all related works from the machine learning of computer creativity to the creation of the final work on the blockchain so that it is possible to establish quantitative evaluation criteria for the copyright when the future copyright law system is revised.

Although regulation generally shall be based on the law, many regulations are not based on legislation. Shadow regulation that is not mandatory but functions as regulation may be developed and enforced by non-govermental body. This article examines shadow regulations of copyright protection online of the US, the EU and the UK and draws their implications for Korea. In case of self-regulation, the following factors shall be considered: to acquire the technology to filter copyright infringement and to solve the problems arising from the application of it, to prevent the infringement of freedom of expression, to ensure the appropriateness of the sanctions imposed on the alleged copyright infringement, to ensure the participation or monitoring of internet subscribers in the negotiation between the internet industry and copyright holders, and to clarify the government's role and responsibility.

The purpose of this study is to provide possible suggestions in order to promote online transmission service of digital works and the construction of digital libraries. To achieve this purpose, the definition, and characteristics of digital library were reviewed. And the current status of information service of digital libraries in Korea. Japan, and U. S. was examined. The regulations relating to online transmission in digital libraries on the copyright law revised in December 1999 were understood. As a result, this study suggested the establishment of center to manage the reproduction and online transmission of digital works collectively. And it also suggested the introduction of technical measures to protect copyright.

It is one of ways to protect their contents copyright. So on this paper Internet Radio solution is provided to solve the problem between copyright holders and someone wants to use their contents and to make a part of new market on the music contents.
