This research focuses on the university-business incubation from the prospective of triple helix and summarizes complementary researches and develop plans for university-business incubation. To pursue these objectives, we analyzed the studies of triple helix on domestic as well as overseas university-business incubators and their collaboration. The findings of this study showed that firstly In order to innovate the business incubator of the university, it is necessary to secure sufficient competence for the capability. For this purpose, Research and policy implications from various perspectives must be preceded.. Second, the collaborative relationship of business incubations should lead to organic and dynamic cooperative relations instead of static cooperative partnerships. Furthermore, based on the internal innovation that runs the business incubation program together with bottom-up rather than top-down approach, it is necessary to plan incubation and lead the transformation through creative ideas. Third, for the dynamic collaboration of business incubation, the management and practice of the organization should be given priority so that the boundary spanning appropriate to each situation, which turn increase the absorption capacity. As a future direction, studies are expected to explore the development of innovative university-business incubation about boundary spanning and knowledge transformation.
Organizational culture provides organizational members with identity, homogeneity and behavioral guidance, and promotes organizational commitment and enhances the stability of social systems. What organizational culture positively influences organizational performance? In this study, we tried to categorize organizational culture as creativity, change, cooperation, trust and knowledge sharing for specific public institutions and to diagnose the organizational culture by examining the level of recognition of the organizational members. The purpose of this study is to investigate the effect of organizational culture on organizational culture. The result of this study shows that the degree of future - oriented and cooperative culture of the public institutions that are the subject of research is not so high. In order to improve the performance of the organization, it is necessary to create a futuristic and cooperative culture. In order to create such a culture, various efforts must be made to continuously communicate and build trust among the members of the organization. In particular, leadership efforts to distribute, transfer, and trust authority to subordinates are a priority. In other words, it is very difficult to build a future-oriented, collaborative culture successfully without the efforts of managers.

One of the Cooperative Intelligent Transportation System(C-ITS) priority services is collision prevention support service. Several studies have considered V2I2V communication-based collision prevention support services using Artificial Neural Networks(ANN). However, such services still show some issues due to a low penetration of C-ITS devices and large delay, particularly when loading massive traffic data into the server in the C-ITS center. This study proposes the Artificial Neural Network-based Collision Warning Service(ACWS), which allows upstream vehicle to update pre-determined weights involved in the ANN by using real-time sectional traffic information. This research evaluates the proposed service with respect to various penetration rates and delays. The evaluation result shows the performance of the ACWS increases as the penetration rate of the C-ITS devices in the vehicles increases or the delay decreases. Furthermore, it reveals a better performance is observed in more advanced ANN model-based ACWS for any given set of conditions.
Changes have been taking place in North Korea, which has been pushing for selective informatization with a priority on a system safety. North Korea has been developing its own mobile communication industry over the past decade by expanding base stations, producing smartphones on its own, and developing applications useful in real life. Recently, the introduction of 5G technology has been elevated to the status of a national agenda to be fostered as a key industry for national economic development. The time has arrived when the needs of North Korea, which has to advance technology, are aligned with the capabilities of South Korean mobile communication companies, which are seeking to new markets to overcome stagnant growth. The purpose of this paper is to illustrate a cooperative scenario for mobile communications companies between the two Koreas in the early stages of the 4th Industrial Revolution and its core technology 5G, while also making a timely proposal to position North Korea in the GVC. Mobile communications is a large-scale industry that can create synergies from inter-Korean economic cooperation by facilitating exchanges and cooperation between the two Koreas, inducing numerous derivative industries and driving job creation. Joint mobile communications activities with North Korea would be an effective cooperative aspect that can contribute to the economic prosperity of the entire Korean Peninsula.
Big science such as nuclear fusion accelerators shares the characteristic of requiring long-term and massive budget input, human power, and related state-of-the-art technology. Because big science, by nature, thus requires large-scale budgets and facilities yet harbors the possibility of failure, most projects are led by the government. When the actual circumstances are examined, however, such projects are often implemented through the formation of cooperative relations with small and medium businesses (SMBs) possessing outstanding technological capacity. On the other hand, the reality is that the entry of corporations into the business ecosystem of big science is not easy and that even those that have once entered big science likewise fail to find sales outlets for technology that they have developed following the supply of single items, thus leading their technological capacity to lie idle. Consequently, based on an awareness of the problem, the present study seeks to propose strategies for activating the business ecosystem of nuclear fusion and accelerators and to present alternatives regarding which policy tasks must be pursued first by using the analytic hierarchy process (AHP) technique. The present study derived the four policy alternatives of approach, care, expansion, and infrastructures in accordance with the results of empirical analysis to activate the business ecosystem of nuclear fusion and accelerators and analyzed their priority in terms of urgency and effectiveness, the results of which were, in this order: care-approach-expansion-infrastructures. The significance of such research results lie in presenting the policy direction when the government determines which policy task must be pursued first and implements strategies for the activation of the business ecosystem of nuclear fusion and accelerators with limited financial resources in the future.
The purpose of this study was to classify types of family visitors' behaviors more concretely, which could be useful in planning of exhibition spaces in a science museum, with given priority to their behaviors according to interaction between them, and to understand characteristics of the behaviors. With this view, the scope of this study was restricted to subjects, who were family visitors of Gwacheon National Science Museum, consisting of parents and their one elementary school child per family unit. For understanding their behaviors, itinerary tracking and observation method of behavior were conducted. Moreover, for understanding substantial types and characteristics of family visitors' behaviors, multivariate analysis was applied. Accordingly, the results of the study are as follows. First, as a result of factor analysis, two main factors were derived. In other words, they were 'Durability of viewing' as the first and 'Interactivity between family members' as the second, which were shown valid in classification of the types of their behaviors. Second, according to the factors derived, the types of their behaviors were classified into in-depth cooperative viewing, selective independent viewing, interest concentration child-led viewing and consideration parent-led viewing. They were shown valid in topological localization and classification, as a result of analysis of the main factors. Third, in view of common characteristics of the types, it is judged that active orientation prior to regular viewing could encourage visitors coming to the museum for the first time to feel more friendly to unfamiliar exhibition environments, during the initial seek time, and to reduce visual supersaturation. Fourth, it is judged that distributed arrangement of exhibits, which result in continuous standby, could avoid confused visitor circulation by the estimated time required for viewing.
The objective of this study was to develop the export strategic core technologies for IT fusion next generation agricultural machines by the analysis of comprehensive and cooperative systems of industries, universities, and institutes. In order to achieve the objective of this study, an expert panel was formed and operated. The first survey was conducted by the Delphi method. For this the export strategic core technologies were surveyed and analyzed using the questionnaire. Based on the results of the first survey, the second survey was conducted. The questionnaire used for the second survey was designed by results of the first survey. The results of the second survey was analyzed by AHP method. The third survey was conducted based on the second one, and the final results were analyzed and the export strategic core technologies were developed through the expert meeting. The study results showed six export strategic core technologies as the followings : 1) environment-friendly engine technology for high performance 2) high performance/high efficiency power transmission system technology 3) development of measurement system technology for safety of agricultural products 4) field application of sensor networks 5) large size combine development technology for high performance 6) quality evaluation technology for agricultural products.

The purpose of this study is to establish common indicators that constitute a "low-carbon green city" and determine their priorities from the perspective of Incheon Metropolitan City with a view to help develop its climate change strategy strategic city. Several major cities, domestic and overseas, were benchmarked to come up with preliminary indicators consisting of six areas, twenty two planning factors, and 74 indicators. In order to evaluate the validity and relevance of preliminary indicators, expert FGI (Focus Group Interview) was conducted that changed the numbers of final indicators to six areas, twenty two planning factors, and 82 indicators. Finally, AHP (Analytic Hierarchy Process) was conducted to assign relative importance (i.e. weights) to each indicator. Through the layering process of AHP, the upper category of "field" and lower category of "planning factors" were set up as policy prerequisites for constructing a low-carbon green city (6 fields, 22 planning factors). The AHP results for the first level (fields), green city space was ranked first, followed by energy and resource circulation, green traffic, ecological preservation, green logistics, and governance. Among all planning factors, land use, energy efficiency, traffic system improvement, location planning, securing of ecological area, efficiency of logistics, and cooperative organization showed the highest priorities.
The purpose of the study is to analyze the perception and expectation made by parents, regarding the goal, methods and management of kindergarten education. The study is designed to identify social needs for the early childhood education and to produce some important information necessary for the development of education programs for kindergarteners and for the management of a kindergarten. As subjects of the study, 623 mothers of kindergartens were sampled from kindergartens. The researcher constructed a questionnaire of multiple-choice type for surveying opinions of the subjects, based on the analysis of curriculum materials published by Korean Ministry of Education. In data analysis, frequency of response on each item of the questionnaire was tabulated, and chi-square test was applied for testing the difference between independent samples. The results of the study are summarized as followings: First, parents feel kindergarten education necessary because 'interaction with peers' itself must be an important condition for socialization of younger children. For an 'ideal personality' to be pursued in kindergarten education, parents place 'moral personality' in the first priority.' And for educational objective of kindergarten they select 'development of cooperative attitude' as the most important one. Second, 'play method' is emphasized by parents as the most desirable educational method for kindergartener. Third, they think it is necessary for parents to participate in the management of kindergarten. And they also feel that parents of kindergartener should be educated on the early childhood education. Fourth, parents emphasize that the early childhood education should be integrated into a public educational system in order to provide equal educational opportunity for all preschoolers.

In this paper, we propose a random backoff scheme for Emergency Warning Messages (EWMs) in the vehicle-to-vehicle environment. The EWMs are disseminated from a vehicle that detects an emergency situation to other vehicles in a multi-hop fashion. Since the vehicle-to-vehicle communication based on IEEE 802.11 adapts CSMA/CA, the density of vehicles increase the probability of collisions between transmissions. Moreover, in the presence of background traffic, the EWM should have a higher priority than that of other messages in neighboring vehicles. To that end, we propose the Distant-Dependent Adaptive Backoff (DDAB) scheme, which set a different contention window for random backoff depending on the distance from the sender to the receiver. In the case when a vehicle is expected to located in the outskirts of the communication boundary, the proposed scheme makes the contention window size small in order to compete the background traffic transmission. Otherwise the contention window is set to a large number to reduce the collision possibility among the EWM transmissions. Via simulations, we show that the proposed scheme performs better than the previous schemes for EWM.
