A Generalized Integrated Inventory Model for a Multi-Item and its Raw Materials (공급사슬에서 다완제품-원자재의 통합재고정책에 관한 연구)

  • In this paper, we consider a single-manufacturer single-buyer supply chain problem where a single manufacturer purchases and processes raw materials into a family of items in order to deliver a family of items to a single buyer at a fixed interval of time for effective implementation of Just-In-Time Purchasing. An integrated multi-item lot-splitting model of facilitating multiple shipments in small lots between buyer and manufacturer is developed in a JIT Purchasing environment. Previous research on the integrated model assumed that the manufacturer orders raw materials m (integer) times for every production run (lot multiplier policy for the raw material). In this paper, we consider a generalized policy in the replenishment of raw materials, allowing lot multiplier policy and lot splitting policy. An iterative solution procedure is developed to find the order interval for finished goods and raw materials, and number of shipments between buyer and manufacturer. We show by numerical example that when the integrated policy is adopted by both buyer and manufacturer in a cooperative manner, both parties can benefit.

Status and Characteristics of the Newly Established Cooperatives in Agricultural Sector (농업분야 신생 협동조합의 현황과 유형별 특징)

  • This study attempted to provide policy recommendations in promoting new cooperatives established in agriculture based on the 2012 Cooperative Act. A questionnaire survey was conducted with 195 newly established cooperatives as the policy target of this study. The new cooperatives were classified as three kinds namely as 'Business' Cooperatives', 'Consumers' Cooperatives', 'Social Cooperatives' based on their member attributes and objectives. Interesting to note that, all of these new cooperatives born by the new Act has taken the marketing business as their main stream business. Among the three types, 'Business Cooperatives' are ranked the highest amount of capital shares per person in average, having about 30 members in size. In categorization, 'Business Cooperatives' include farmer cooperatives as majority and employee cooperatives. They are usually involved in both production and marketing and even in processing activities, and have tried to secure their business performance by e-commerce and stable business contracts. Their diverse activities are highly associated with their local community. Consumers' Cooperatives include consumer cooperatives and stakeholder cooperatives in achieving welfare of members. This type has lower share in capital but has over 30 members in a cooperative, taking marketing (distribution) business as main and often take advantage of their social network and physical store. Regional relationships are less than producer cooperatives. 'Social Cooperatives' are established by public interest and have around 10 members and lowest per capital. their business and community activity is similar to the consumer cooperatives. This study recommends the needs of designing suitable business models by these three types of cooperatives in the future, while appropriating their membership size for their tangible business operations. The government policy direction should aim to develop their new business opportunities and its management stabilization, especially in conjunction with the existing agricultural cooperatives (Nonghyup). It must be rather than to provide simply policy supports for establishment. An in-depth study is recommended in this regard.

A Study on the Evolution of the Holding and Utilizing System of Fisheries Resources in Korea (수산자원 소유.이용제도의 변천에 관한 연구)

  • This study deals with the evolutional history of the holding and utilization of fisheries resources in Korea. Fisheries resources have the basic characteristics of the density dependent self-regulating renewable and common property resources, Irrational utilization of fisheries resources is mainly due to the unlimited access to the resources. The holding and utilization of fisheries resources in Koryo era was opened to everyone. But it was nationalized in the early Yi Dynasty. The purpose of its nationalization was to provent the paticular powered-man with their monoplized holding and to levy fisheries tax. Eoeop-peop, the first modern fisheries law in Korea, was enacted as a part of the invasion policy of Japan in 1908. With the japanese annexation of Korea in 1910, the Japanese Government established a new institutional system of fisheries as a part of an overall reformation of the institutional for an implementation of the colonial policy. It was very the new enacted Fisheries Law (Gyogyorei). Also the Government enacted compulsorily another new Fisheries Law (Chosen Gyogyorei) with its adjunct laws and regulations revise the institutional system of fisheries on May 1, 1930. After Eoeop-peop enactment, the fisheries resources in Korea could be used only under the license, permission, and statement. After Korea was from Japan in 1945, Korea Government at last enacted the new fisheries law (Susaneop-peop) in 1953. The goal of Susaneop-peop was to achive the general usage and protection of the fisheries resources, and to attain the development and democratization of the fishery in Korea. This law was amended 13 times until 1990. The license fishery have a legal right on the fishery, called a fishery rigt. This right means a right of exclusive occupation and utilization of a unit of the inshore fishing grounds. The main evolutional issues of license fishery are as the following : 1) the foundation of the exclusive usable fishery right(1911, Gyogyorei), 2) the deletion of the settled U9space lift net and settled space sein net fishery, and the expansion of the cooperative fishery-No.1, 2, and 3 type cooperative fishery-(3rd amendment, 1963), 3) the deletion of the No.2 and 3 type cooperative fishery, and the separation of the culturing fishery in No.1 and 2 type culturing fishery (13th amendment, 1990). The effective period of the license fishery was amended as the following : 1) 1908(Eoeop-peop) : within 10 years, renovation system, 2) 1929(Chosen Gyogyorei) : within 10 years, unlimited extension system, 3) 1971. 7th amendment : 10 years, renovation system, 4) 1972. 8th amendment : 10 years, only 1 extension system, 5) 1975. 9th amendment : 5-10 years, only 1 extension system, 6) 1990.13th amendment : 10 years, within 10 years of total extensional years. The priority order of the fishery license was established in 1953 (Susaneop-peop). A Study on the Promotion of Regional Innovation and Industrial-Academic Cooperation Using Living Labs (리빙랩을 활용한 지역혁신과 산학협력 촉진방안)

  • Innovation in local industries and the development of public services require, among other things, shared growth with the concept of regional co-prosperity. Regional co-prosperity is essentially aimed at bridging regional balance or regional gaps, which means a relationship that can achieve shared growth through complementary cooperation. In this study, cases using living labs were drawn based on the current status of industry-academic cooperation at the level of regional innovation and its policy implications were sought. Local governments are making various attempts to solve regional problems and enhance the linkage effect of securing mutual competitiveness through co-prosperity cooperation autonomously. In particular, an effective approach has been continued by activating the Living Lab Network, a problem-solving mechanism, focusing on pending regional issues. Above all, one of the strategies for regional development should be linked to the establishment of a cooperative system for win-win cooperation and policy means to support it. The activation of cooperative programs with local universities, companies and local governments and the case of problem-solving using living labs. Therefore, it suggested that active participation by various stakeholders and a cooperative governance model were needed to enable Living Lab.

Unlocking the Future of a Prosperous Green Globe: With a Focus on the G-20 STI Summit

  • Energy consumption is the largest contributing factor for the increase of $CO_2$ emissions and amounts for almost 85% of all emissions. The future energy consumption of Korea is projected to grow exponentially despite its heavy dependence on imported energy that represents 97% of its total energy supply. According to a recent OECD report the carbon emission level of Korea is currently ranked 9th in $CO_2$ emissions, and is growing by almost 3% every year. Against this background, the Korean government introduced the "low carbon green growth" policy in 2008. As the global challenges intensified in the wake of the world economic crisis, Korea has been working hard in raising the visibility of its efforts at the club governance meetings, in particular the G-20 summit. Because of cooperative efforts with major member countries, the G-20 summit agenda has been significantly diversified to include long-term issues such as climate change, development issues, and global health. To achieve an effective green recovery for a new green world economic order, the G-20 summit leaders should concentrate on a strategy of establishing green governance for a global STI cooperation. Korea as the host country is poised to leverage the Seoul G-20 summit to catalyze global efforts toward a new green economic order.

Entrepreneurial Universities for Science and Technology: Cases of KAIST and POSTECH

  • The entrepreneurial university concept is a new challenge and opportunity for science and technology universities in Korea. The traditional university functions of education, research, and community service are still highly relevant, but increasingly so are new types of collaboration for research outcomes and funding resources. Strategic university management is needed to handle socioeconomic contribution, involving the creation and maintenance of proactive relationships with firms, national and regional governments, and other regional entities. The emergence of the entrepreneurial university in Korea is similar to the socioeconomic changes observable in the history of university development in America and in many other developed countries. In this paper, we examine the emerging paradigm of entrepreneurial universities in Korea and discuss the interactions among universities, firms, and government strategy and policy by investigating and comparing two universities, POSTECH and KAIST, in their leadership, adaptation to changes in the environment, business strategies, organization, and cooperative network. We conclude with policy points that emphasize the fact that while entrepreneurial universities are an emerging concept, they can expand innovation and creativity in education and research in Korean universities in the mid-to-long term if university administration, policymakers and public administrators, and regional innovation actors take an interest in the need for a new organization and system where university research can contribute socioeconomically.

Technology Diffusion Policies of Korea : Current Situation and Policy Directions (우리나라 기술확산정책의 현황과 전개방안)

  • Technology diffusion policy can be defined as the role of government in linking knowledge production with usage. It has an importance due to the fact that linking knowledge between the producing agent and using agent does not automatically occur. If knowledge produced by an R&D agent is not used by somebody else, the knowledge may deteriorate to a social loss since knowledge production consumes a considerable degree of social resources. Explicit technology diffusion policies are not found in Korea. There we, however, a number of implicit policies to promote technology diffusion, mainly by promoting cooperation among universities, industries and research institutes. Government R&D programs have provided incentives for cooperative research projects, and many government sponsored institutes have been assigned the role of technology assistance for small and medium sized firms. Nevertheless, diffusion policies remain weak in comparison to other innovation and technology policies. This is reflected in the relatively small scale of government support for technology diffusion programs. In addition, there is no systematic approach between the different ministries for enhancing diffusion across technologies, institutions, sectors and regions. A comprehensive evaluation of government diffusion programs, which is necessary for improving policy and program design, is lacking. Enhancing the diffusion of technology in Korea will require the strengthening of policies at different levels, including; 1) increasing the orientation of science and technology policies towards diffusion; 2) increasing the scale of existing diffusion programs; 3) developing new diffusion programs, in particular sector-specific or manpower training programs; 4) developing policies to encourage a culture of cooperation that can facilitate technology diffusion; and 5) carrying out substantial policy research to develop diffusion policies.

Singularity Avoidance Path Planning on Cooperative Task of Dual Manipulator Using DDPG Algorithm (DDPG 알고리즘을 이용한 양팔 매니퓰레이터의 협동작업 경로상의 특이점 회피 경로 계획)

  • When controlling manipulator, degree of freedom is lost in singularity so specific joint velocity does not propagate to the end effector. In addition, control problem occurs because jacobian inverse matrix can not be calculated. To avoid singularity, we apply Deep Deterministic Policy Gradient(DDPG), algorithm of reinforcement learning that rewards behavior according to actions then determines high-reward actions in simulation. DDPG uses off-policy that uses 𝝐-greedy policy for selecting action of current time step and greed policy for the next step. In the simulation, learning is given by negative reward when moving near singulairty, and positive reward when moving away from the singularity and moving to target point. The reward equation consists of distance to target point and singularity, manipulability, and arrival flag. Dual arm manipulators hold long rod at the same time and conduct experiments to avoid singularity by simulated path. In the learning process, if object to be avoided is set as a space rather than point, it is expected that avoidance of obstacles will be possible in future research.

  • The purpose of this paper is to review China's perception on the U.S. power after the global financial crisis. Although economic power of U.S. was declined by the global financial crisis, U.S. hegemony in the international order still maintains. Gap of national power between U.S. and China may be narrow because of decline of U.S. economic power. It can be predicted China will push a policy that secures an initiative of reform in the global monetary system and is going to take a more cooperative policy without U.S. hegemony power harming China's core interests.

  • This paper addresses the necessity of integration between buyer and suppliers for effective implementation of Just-In-Time purchasing in a multi-item environment. An integrated inventory model of facilitating multiple shipments in small lots is developed. Also, an iterative solution procedure is developed to simultaneously find the order(contract) interval for each item and number of shipments between buyer and suppliers. We show by example that when the integrated policy is adopted by both buyer and suppliers in a cooperative manner, both parties can benefit.
