Common issues in research and policy on cultural heritage can be extracted among Eurasian countries although countries in the region show different colors of policies and studies. Among them one thing peculiar to Central Asian countries is that in general they do not have well delineated laws and regulations on the protection of cultural heritage. It may be because they had no enough time and experience to legislate and implement relevant laws and regulations ever since they got independence. Research on cultural heritage in Central Asian countries is often made in cooperation with foreign institutions. As shown in archaeological excavation projects in Central Asian countries, cooperative projects exceed noncooperative ones in terms of size and longevity. UNESCO, through its projects on the Serial and Transboundary World Heritage Nomination of the Silk Roads in Central Asia, also supports countries in Central Asia and others along the Silk Road in order to facilitate inclusion of their cultural heritages in the Tentative List of the World Heritage. With regard to activities on the protection of cultural heritage, while respective countries in Central Asia have made good efforts, they could not produce effective outcomes due to short of budget and specialized manpower. They have rich resources of cultural and documentary heritage but their registered heritages on the UNESCO's World Heritage List and Memory of the World are under-represented because of short of technology and experience among other things. A new trend in cultural heritage studies that combined cultural heritage with tourism has merged in recent years. While some critics have raised some negative questions, this new fashion became popular and will continue with the support of governments of Silk Road countries. In conclusion, Korean institutions are further encouraged to organize cooperative networks for research and policy with respective Eurasian countries.

One of the Cooperative Intelligent Transportation System(C-ITS) priority services is collision prevention support service. Several studies have considered V2I2V communication-based collision prevention support services using Artificial Neural Networks(ANN). However, such services still show some issues due to a low penetration of C-ITS devices and large delay, particularly when loading massive traffic data into the server in the C-ITS center. This study proposes the Artificial Neural Network-based Collision Warning Service(ACWS), which allows upstream vehicle to update pre-determined weights involved in the ANN by using real-time sectional traffic information. This research evaluates the proposed service with respect to various penetration rates and delays. The evaluation result shows the performance of the ACWS increases as the penetration rate of the C-ITS devices in the vehicles increases or the delay decreases. Furthermore, it reveals a better performance is observed in more advanced ANN model-based ACWS for any given set of conditions.

Autonomous driving technology, when commercialized, has the potential to improve the safety, mobility, and environmental performance of transportation networks. However, safe autonomous driving may be hindered by poor sensor performance and limitations in long-distance detection. Therefore, cooperative autonomous driving that can supplement information collected from surrounding vehicles and infrastructure is essential. In addition, since HDVs, AVs, and CAVs have different ranges of perceivable information and different response protocols, countermeasures are needed for mixed traffic that occur during the transition period of autonomous driving technology. There is a lack of research on traffic flow optimization that considers the penetration rate of autonomous vehicles and the different characteristics of each road segment. The objective of this study is to develop weights based on safety, operational, and environmental factors for each infrastructure control use case and autonomous vehicle MPR. To develop an integrated evaluation index, infra-guidance AHP and hybrid AHP weights were combined. Based on the results of this study, it can be used to give right of way to each vehicle to optimize mixed traffic.
Cognitive Radio (CR) ad hoc network is highly considered as one of promising future ad hoc networks, which enables opportunistic access to under-utilized licensed spectrum. Similarly to other CR networks, the spectrum sensing is a prerequisite in CR ad hoc network. Collaborative spectrum sensing can help increasing sensing performance. For such an infrastructureless network, however the coordination for the sensing collaboration is really complicated due to the lack of a central controller. In this paper, we propose a novel collaborative spectrum sensing scheme in which the final decision is made by the node with the highest data reliability based on a sequential Dempster Shafer theory. The collaboration of sensing data is also executed by the proposed contention-aware reporting mechanism which utilizes the sensing data reliability order for broadcasting spectrum sensing result. The proposed method reduces the collecting time and the overhead of the control channel due to the efficiency of the ordered sequential combination while keeping the same sensing performance in comparison with the conventional cooperative centralized spectrum sensing scheme.

The purpose of this study is to investigate exchange between companies and rural communities in 1 company - 1 village campaign and assess functions of NACF(National Agricultural Cooperative Federation)'s 'I Farm Love' as intermediary organization. The result shows that Korea companies participated in 1 company - 1 village campaign to understand rural area and revitalize economic condition in rural community. Most of exchange programs are volunteer works and direct dealing of farm products. The functions of NACF was highly assessed as an informant and intermediary. However establishing networks or promoting exchanges between corporation and rural village were low assessed. It is necessary of NACF to make up for advanced mediation and intermediary between rural villages and companies so that 1 company - 1 village campaign become corporate community investment. Moreover functions to develop programs suited characteristic of companies and set up networks of multi-stakeholders are needed.
This study aimed to present that the understanding of the relational structure among stakeholders of a national park with the usage of 'social network analysis' can help more effectively to diagnose conflicts among stakeholders and to resolve them, Conducting a telephone-interview survey with 12 stakeholders of the Taean-Haean National Park, Republic of Korea, this study examined their perception of conflicts related to the park, and compared their social networks when their conflicts emerged with their networks when the conflicts did not appear. When the conflicts appeared, the more respondents tried to seek other information sources apart from the Korea National Park Service (KNPS) and the fewer interactions among the stakeholders occurred than when the conflicts were not present. Based on the findings, it was suggested that KNPS need not to directly distribute information to the stakeholders, and to create the third party to generate more interaction and cooperative relationship among the stakeholders, Thus, it can be said that the employment of social network analysis is worth being employed in the study of conflict management in national parks.
Such factors as the increase of population and me development of information technology were raised the needs of citizens in Korea. To meet these needs for the better services, Korean government has built up the computer networks that connect forty-two administrative operations of the central government since 1984. Through the computerization of administrative services, Korean government has been pursuing the balanced development among the regions in the country. To this end, regional informationization has been implemented since the mid 1980s. Specifically, rural villages has become information network villages (invils) by adopting computers and networks. Consequently, three hundred thirty-seven invils were implemented in the country. By selecting forty-six invils in Kyeongbuk province in Korea, this research was intended to find efficient and effective ways of operating invils. To find the problems and opportunities of the invils, the researcher has visited each of the forty-six invils between January 12th. and February 12th. in 2009. Two-round surveys were distributed to the managers of these forty-six invils. This research identified ten problems as below. a. Problems after the implementation of invils b. Problems occurred at the same rime as the operation of invils c. Problems with regard to the invil managers d. Problems with regard to the criteria of success or failure e. Problems with regard to the cooperation of administrative offices f. Problems with regard to the boosting of invil experience g. Problems with regard to software assurance developed in invils h. Problems with regard to incentives to invlis i. In this paper, it proposes a protocol of resource adaptive data dissemination for sensor nodes in a wireless sensor network. In general, each sensor node used in a wireless sensor network delivers the required information to the final destination by conducting cooperative works such as sensing, processing, and communicating each other using the battery power of a independent sensor node. So, a protocol used for transferring the acquired information to users through the wireless sensor network can minimize the power consumption of energy resource given to a sensor node. Especially, it is very important to minimize the total amount of power consumption with a method for handling the problems on implosion. data delivery overlapping, and excessive message transfer caused by message broadcasting. In this paper, for the maintaining of the shortest path between sensor nodes, maximizing of the life time of a sensor node and minimizing of communication cost, it presents a method for selecting the representative transfer node for an event arising area based on the negotiation scheme and maintaining optimal transfer path using hop and energy information. Finally, for the performance evaluation, we compare the proposed protocol to existing directed diffusion and SPIN protocol. And, with the simulation results, we show that the proposed protocol enhances the performance on the power consumption rate when the number of overall sensor nodes in a sensor network or neighbor sensor nodes in an event area are increased and on the number of messages disseminated from a sensor node.

Wireless sensor network consists of sensor nodes which are disseminated closely to each other to collect informations for the various requests of a sensor application applied for sensing phenomenons in real world. Each sensor node delivers sensing informations to an end user by conducting cooperative works such as processing and communicating between sensor nodes. In general, the power supply of a sensor node is depends on a battery so that the power consumption of a sensor node decides the entire life time of a sensor network. To resolve the problem, optimal routing algorithm can be used for prolong the entire life time of a sensor network based on the information on the energy level of each sensor node. In this paper, different from the existing Directed Diffusion and SPTN method, we presents a data dissemination protocol based on lower-power consumption that effectively maximizes the whole life time of a sensor network using the informations on the energy level of a sensor node and shortest-path hops. With the proposed method, a data transfer path is established using the informations on the energy levels and hops, and the collected sensing information from neighboring nodes in the event-occurring area is merged with others and delivered to users through the shortest path.

The purpose of this study is to reveal the specific current and future shapes of the collaborative network among organizations witch cope the COVID-19 in Korea. For this, this study conducted social network analysis, based on the response data of 73 experts from 36 COVID-19-related organizations. As a result of the analysis, it was confirmed that the Korea Disease Control and Prevention Agency (KDCA) plays a pivotal role as a control tower in coping COVID-19 in all of the analysis of degree, betweenness, and closeness centrality. In addition, the results revealed concrete forms of collaborative relationships among participating organizations in the public and private sectors that constitute the present and future networks centered on the KDCA. Furthermore, this study presented which organizations and relationships should be the focus of establishing a future collaborative network through comparative analysis between the current cooperative network and the network to be built in the future. The analysis results and discussions of this study are expected to be used as useful information for policy development related to collaborative networks that can effectively respond to disasters caused by new diseases in the future.
