A Study on Implementing a Cooperative Urban Planning: A Case of Wisconsin in U.S.A. (협력적 계획의 실행에 관한 연구: 미국 위스콘신을 사례로)

  • As social needs are increasing to minimize the occurrence of external effect due to urban development and to diffuse the benefits of development to surrounding areas, diverse cooperative planning methods are increasingly being discussed. In the long term, laws and systems need to be refined to support cooperative planning, but prior to such development, elements, procedures, and methodologies wherein cooperative planning in U.S.A cases could be implemented were examined to derive the alternative to and implications of cooperative planning that can apply not only to single administrative districts but also to complex boundary new towns being developed by various local governments. This paper surveyed and analyzed the cases of Wisconsin State of the U.S.A, thereby deriving the following implications. First, joint planning areas should be established within the boundary area of various local governments to establish cooperative planning areas in special areas such as complex boundary new towns, and to this end, urban planning means should be prepared. Together with such efforts, to boost the flexibility of cooperative planning, life sphere unit-based planning unit should be established, and a well-organized operation system to activate communities should be prepared. Also, revenues, generated through regional growth, should be distributed to individual local governments through joint tax according to the agreed-upon ratios, and as such, measures to share services and operate joint tax in small-size regions should be secured. Together with such efforts, to establish cooperative governance, measures to manage conflicts through the participation by stakeholders and arbitrators should be prepared from the planning stage, and measures for implementing cooperative planning at the level of basic urban planning should be prepared.

  • In recent years, we recognize a new paradigm in the development process:From object oriented development, to the development process which has focused on the use of standard components. In recent years a lot of research related to the component-based development has been done, especially in business domain. but still there are many open and unresolved problems in this area. such as established development process for a distributed environment, formal process, infrastructure for COTS, development and management tool considering maintenance to guarantee a proper treatment of components. It also required a service and an application integration for component. In this paper, we propose cooperative information systems (CIS) that supports component based development. It must address for component based systems to achieve their full potential. We identify a set of CIS organized 3-tier which is a presentation layer, business logic layer and data control layer. We also discuss the specific roles and activities for the layers. we also define the behavior and managed information for business logic layer as core level. As an illustration of the CIS, we present a successful considerations which is widely helpful to user when they make decision in component development and assemble. Also, we expect to component reusability and efficiency in business domain.

Dynamic Spectrum Load Balancing for Cognitive Radio in Frequency Domain and Time Domain

  • As a solution to spectrum under-utilization problem, Cognitive radio (CR) introduces a dynamic spectrum access technology. In the area, one of the most important problems is how secondary users (SUs) should choose between the available channels, which means how to achieve load balancing between channels. We consider spectrum load balancing problem for CR system in frequency domain and especially in time domain. Our objective is to balance the load among the channels and balance the occupied time length of slots for a fixed channel dynamically in order to obtain a user-optimal solution. In frequency domain, we refer to Dynamic Noncooperative Scheme with Communication (DNCOOPC) used in distributed system and a distributed Dynamic Spectrum Load Balancing algorithm (DSLB) is formed based on DNCOOPC. In time domain, Spectrum Load Balancing method with QoS support is proposed based on Dynamic Feed Back theory and Hash Table (SLBDH). The performance of DSLB and SLBDH are evaluated. In frequency domain, DSLB is more efficient compared with existing Compare_And_Balance (CAB) algorithm and gets more throughput compared with Spectrum Load Balancing (SLB) algorithm. Also, DSLB is a fair scheme for all devices. In time domain, SLBDH is an efficient and precise solution compared with Spectrum Load Smoothing (SLS) method.

  • In this paper, the energy transaction system was optimized by applying a resource allocation algorithm and deep reinforcement learning in the distributed power system. The power demand and supply environment were predicted by deep reinforcement learning. We propose a system that pursues common interests in power trading and increases the efficiency of long-term power transactions in the paradigm shift from conventional centralized to distributed power systems in the power trading system. For a realistic energy simulation model and environment, we construct the energy market by learning weather and monthly patterns adding Gaussian noise. In simulation results, we confirm that the proposed power trading systems are cooperative with each other, seek common interests, and increase profits in the prolonged energy transaction.

  • We propose a timing-offset resilient OFDMA with achieving full diversity for uplink cooparative base station (BS) systems. In uplink OFDMA, timing offset (TO) among multiple users destroys subcarrier orthogonality and thus, it degrades the performance. In order to avoid this performance degradation, the accurate processing, so called 'ranging', is required to synchronize. However, in cooparative BS systems, it is difficult to perform ranging scheme. This is because if the ranging scheme is performed for a specific BS, timing offset has to occur for other BSs. Thus, the conventional ranging method cannot achieve full diversity gain in cooperative BS systems. By employing TO resilient OFDMA, so called, 'ZCZ time-spread OFDMA'. we achieve full diversity gain even with TO among multiple users. We show that the proposed scheme achieves the same performance with case of no multiple acces interference.

  • The objective of bridge construction cost allocation is to distribute in a fair and rational manner the bridge construction costs among those vehicles using the bridge. In most bridge construction cost allocation studies, bridge construction costs are mainly distributed according to traffic load(gross vehicle weight), without any consideration of bridge capacity requirements(the number of lanes). In this paper, a bridge cost allocation method for considering both traffic capacity and traffic loads is developed. The proposed method is based on cooperative game theory, particularly two concepts known as the Aumann-Shapley (A-S) value and Shapley value. This method can help to analyze the impact of traffic capacity costs. By applying the proposed method to an example, traffic capacity cost is found to be high so that traffic capacity should be considered to allocate the bridge construction costs to vehicle classes in a more equitable manner.

  • This paper deals with a precise position synchronous control of two axes rotating systems by a cooperative control method. The system's dynamics including motor drives described by a motor circuit equation and Newton's kinetic formulation about rotating system. Current and speed controllers are designed very simply by conventional PID control law. Also, position synchronous controller designed to minimize position errors according to integration of speed errors between two motors. Then, the proposed control enables the distributed drives by a software control algorithm to behave in a way as if they are mechanically hard coupled in axes. Finally, the validity of the proposed system is confirmed through some simulations and experiments.

  • Cyclic Delay Diversity (CDD) is a diversity scheme used in OFDM-based telecommunication systems, transforming spatial diversity into frequency diversity and thus avoiding intersymbol interference without entailing the receiver to be aware of the transmission strategy making the signal more reliable achieving full diversity gain in cooperative systems. Here the analyzation of the influence of CDD-SC scheme in Cognitive Radio Network (CRN) is done with the challenge of overcoming the complication called channel estimation along with overhead in CNR. More specifically, the closed-form expressions for outage probability and symbol error rate are divided under different frequencies among independent and identically distributed (i.i.d.) frequency selective fading channel model i.e., the signal is divided into different frequencies and transmitted among several narrow band channels of different characteristics. It is useful in the reduction of interference and crosstalk. The results reveal the diversity order of the proposed system to be mainly affected by the number of multipath components that are available in the CNR.

  • The radical development of recent network technology provides the basic foundation which can establish a high speed and cheap cluster system. It is a general trend that conventional cluster systems are built as the system over a fixed level based on stabilized and high speed local networks. A multi-distributed web cluster group is a web cluster model which can obtain high performance, high efficiency and high availability through mutual cooperative works between effective job division and system nodes through parallel performance of a given work and shared memory of SC-Server with low price and low speed system nodes on networks. For this, multi-distributed web cluster group builds a sub-cluster group bound with single imaginary networks of multiple system nodes and uses the web distributed shared memory of system nodes for the effective data transmission within sub-cluster groups. Since the presented model uses a load balancing and parallel computing method of large-scale work required from users, it can maximize the processing efficiency.

  • The sensing and communication abilities of a mobile robot are essential to cooperative behavior in distributed autonomous robotic systems. In general, as the number of robot goes on increasing, the limitation of communication capacity and information overflow occur in global communication capacity and information overflow occur in global communication system. Therefore a local communication is more effective than global one. In this paper, we analyze information propagation mechanism based on local communication. To find an optimal communication radius, we propose three methods with different conditions. Also, to avoid chaotic behavior which occurs when a robot obtains and loses information, we find stable condition of information propagation.
