Cooperative Development with Socialist Countries: Singapore Story and Implications for South-North Korea Economic Cooperation (사회주의 국가와의 협력적 개발: 싱가포르 사례와 남북경협에 주는 시사점)

  • Singapore, a city state with less than 6 million population, has continued successful cooperative development and become one of the most successful Asian countries in exporting expertise in urban and real estate development. This research aims to analyze Singapore's cooperative development with socialist countries including China and Vietnam from Singapore's perspective as an investor. For cooperative development projects in China, Singapore adopted Singapore-style physical urban planning concepts as well as its own institutional and administrative systems. Singapore-Vietnam cooperative development managed to acquire profitable land and diversify its portfolio in terms of industry types and rents. This made Singapore's industrial parks more competitive than other parks in Vietnam. By showcasing successful project implementation in China and Vietnam, Singapore has proved that its model for industrial park and urban development is transferable. Singapore's success in cooperative development with socialist countries provides important implications for future cooperative development between South and North Korea. For example, phased development approaches starting from individual industrial parks expanding to mixed-use townships will be very useful to realize sustainable urban planning in North Korea and reduce financial risks. Singapore dominated development opportunities in advance when socialist countries opened their economy. To pattern ourselves after Singapore, we should not only improve our relationship with North Korea but also prepare with practical components such as financing and organizational structure.

A Study on the Development Paradigm of Cooperative Unit (작목반의 실태조사를 통한 발전모형 개발 연구)

  • The purpose of this study was to explore a paradigm for the development agricultural cooperative unit in Korea. To fulfill the purpose of the study, both a review of literature and case studies was used. The agricultural cooperative units selected for the survey were Doduram Swine, Songtan Cooperative Organization, Okyung Cooperative Farms, and Harim Poultry Company. To identify major factors and limitations associated with effective management of agricultural cooperative units, selected cooperative units for production, processing and marking were surveyed and analyzed. This study identified four major factors to be included in a development paradigm of effective agricultural cooperative units which were: 1) active participation of farmers, 2) techniques end attitude of participants, 3) horizontal integration of a high technology enterprise with agricultural production, and 4) increasing cooperative work on production and marking within the unit. Based on the results of the study, the following recommendations were made for further improvement and development of agricultural cooperative units : First, farmers should be encouraged and motivated to participate actively in agricultural cooperative units. Second, participants of the agricultural cooperative units should be equipped with both technical knowledge and skills on agricultural production, processing and marking. Third, a national net-work system should be established for the agricultural cooperative units throughout the country. Fourth, agricultural cooperative units should be expanded to various agricultural sectors covering wider area. Finally, agricultural cooperative units should be supported by farmers, agricultural organizations and the government for more effective management and further development.

  • This paper aims to evaluate the regional development model related regional cooperative system, especially, with the governmental-educational-industrial mutual cooperative establishment plan for regional development to propose the basic direction pursued by engineering colleges, regional development policy and policy of science and technology. It proceeds through the analysis of the distinctive qualities of modern scientific technique and the system to pursue it's policy, and the study of the necessity and concepts of regional cooperative system. For this, the present condition and main issues regarding the cooperative research system among the government, education and industry complex such as the regional consortium projects and the regional cooperative research center etc, are analyzed and examined. Besides these, questionnaire survey method for experts on regional development is used concerning the regional cooperating system, their ongoing cooperative research, main issues and the roles of the mutual cooperative system. In conclusion, it proposed evaluating methods for solidifying cooperation and development of mutual relations between regional development and regional cooperative system.

  • The objectives of this study is to explore the cooperative directions of extension services between Rural Development Administration and National Agricultural Cooperative Federation. Both organizations should share their extension roles and functions in order to increase the effectiveness and adaptability of their services, and activity. It is desirable that the R.D.A. takes responsibility for technological of the services and the N.A.C.F. takes responsibility for management aspects.

A Game Theoretic Study of Energy Efficient Cooperative Wireless Networks

  • In wireless networks, it is well-known that intermediate nodes can be used as cooperative relays to reduce the transmission energy required to reliably deliver a message to an intended destination. When the network is under a central authority, energy allocations and cooperative pairings can be assigned to optimize the overall energy efficiency of the network. In networks with autonomous selfish nodes, however, nodes may not be willing to expend energy to relay messages for others. This problem has been previously addressed through the development of extrinsic incentive mechanisms, e.g., virtual currency, or the insertion of altruistic nodes in the network to enforce cooperative behavior. This paper considers the problem of how selfish nodes can decide on an efficient energy allocation and endogenously form cooperative partnerships in wireless networks without extrinsic incentive mechanisms or altruistic nodes. Using tools from both cooperative and non-cooperative game theory, the three main contributions of this paper are (i) the development of Pareto-efficient cooperative energy allocations that can be agreed upon by selfish nodes, based on axiomatic bargaining techniques, (ii) the development of necessary and sufficient conditions under which "natural" cooperation is possible in systems with fading and non-fading channels without extrinsic incentive mechanisms or altruistic nodes, and (iii) the development of techniques to endogenously form cooperative partnerships without central control. Numerical results with orthogonal amplify-and-forward cooperation are also provided to quantify the energy efficiency of a wireless network with sources selfishly allocating transmission/relaying energy and endogenously forming cooperative partnerships with respect to a network with centrally optimized energy allocations and pairing assignments.

  • The requirements of Computer Supported Cooperative Work supporting efficient cooperative or collaborative works between multi-users have been increasing in distributed environments. The various technical sections such as group communication technology and distributed processing technology should be provided in Cooperative Work. The replicated development of Cooperative Work applications of a number of common requirements increases development costs enormously and duplicated investment parts. Therefore, systematical development environments are required to develop these common requirements and applications efficiently in Cooperative Work applications development. In this study, we propose the hierarchical role-based coordination model that improves the coordination model of legacy mobile agent to be appropriate in Cooperative Work applications, and design the development environment for Cooperative Work applications based on mobile agent. The proposed hierarchical role-based coordination model provides multi-layered group concepts of mobile agent, and enables implementation of efficient coordination policy per group. Additionally, it supports efficient Cooperative Work application development by role assignment per group unit.

  • Recently, the educational community has attempted to implement the theory of multiple intelligences. In approaching multiple intelligences, teachers have applied the same structural approach which has been so successful with cooperative learning. Cooperative learning is easy to learn and implement, fun for teachers and students, and produce profoundly positive outcomes along a remarkable number of dimensions. Different structures are designed for different outcomes, including enhanced mastery of subject matter, improved thinking skills, team building, class building, development of social character and social skills, communication skills, classroom management, classroom discipline, and development of and engagement of each of the multiple intelligences. Cooperative learning is becoming an increasingly popular teaching strategy. In this study, it is aimed to clarify the application of cooperative learning in health education. Cooperative Learning in health education enhances student learning by: 1) providing a shared cognitive set of information between students, 2) motivating students to learn the material, 3) ensuring that students construct their own health knowledge, 4) providing formative feedback, 5) developing social and health group skills necessary for success outside the classroom, and 6) promoting positive interaction between members of different cultural and socio-economic groups. Cooperative Learning structures and techniques in health education are following. Flash Card, Focused Listing, Structured Problem-solving, Paired Annotations, Structured Learning Team Group Roles, Send-A-Problem, Value Line, Uncommon Commonalities, Team Expectations, Double Entry Journal, Guided Reciprocal Peer Questioning, What if. Because the purpose of health education is the practice, therefore health specialists have to guide powerful and effective teaching method The application of cooperative learning in health education may improve its effectiveness.

  • This study grasped problems and properties of rural tourism through Cooperative Tourism Development Model Project, so it provided to develop network program and to indicate long-term development direction. This study area was Gubyung-Areum village in Boeun-gun, Chungcheongbuk-do. This village has superior natural landscape and rich area theme. Also, this village was chosen in Areum Village Revitalization Project in 2002, infrastructure full equipment was achieved. Gubyung-Areum village is administering buckwheat flower festival and experience program by Bo-Eun County Office help to change the farm stay village to the rural experience village. But, there were some problems to operate in experience program. So that Chungcheongbuk-do Provincial Government Republic of Korea is propelling Cooperative Tourism Development Model Project for coping these problems from 2007.12.31 to 2008.9.30. This study is going to develop tourism network program that take advantage of enough area resources grasping problem of Gubyung-Areum village through propulsion of Cooperative Tourism Development Model Project. This study present Developing Strategies for Gubyung-Areum village through investigation, analysis and operation process.

  • To increase the synergies of rural experience tourism and overcome the limitations rural tourism are study. A basic cooperative model and theme model have been set up and comprehensive cooperative tourism model has been offered. In order to the development of model example, experience resources has been investigated and problems and features for 7 rural experience tourism villages of Cheongwon have been identified. The basic cooperative model has been selected main line and part hub type. The theme model has been separated nature experience, history and character experience, traditional culture and theme experience, agriculture and rural area experience. Based on this, The thematic cooperative tourism model and the comprehensive cooperative tourism model, its a schedule have been exemplified.

  • Home economics lesson plan model was developed based on cooperative learning stategy focusing on human development and family relations area. The cooperative learning is an instructional strategy that meets the challenge of helping students master home economics content objectives by acquiring and practicing the social skills that are essential in life for satisfactory relationships with peers, families, coworkers, and others in society. Through cooperative learning, students can satisfy their needs for friendship, power, belongs, and fun. Practical problems were selected in human development and family relations area for middle school students assuming that home economics is critical science. Lesson plans were developed according to the practical problems, "what should we do regarding the effective communication between family members\ulcorner".ner".uot;.
