A Study on Policy Researchers' Requirements for Policy Information Providing Service (정책정보제공서비스에 대한 정책연구자 요구분석에 관한 연구)

  • This study proposed to seek the future development direction of policy information service in Korea by identifying users' needs for policy information and analyzing policy information users' behavior. For this purpose, we analyzed policy information users' needs and behavior through survey and interview methods, and the results are as follows. First, the most common purpose of policy information use was figuring out policy trends, and the Internet was the most common search method used in investigating policy information. Second, electronic resources showed a high rate of use, but the domestic material utilization ratio was higher, and the U.S. resources usage of overseas data was the highest. Third, users most often used materials produced within the last 2-5 years, and Web DB (journals, academic articles, etc.) and reports were the most used material types. Fourth, in the survey of opinion about methods for improving policy information utilization efficiency, cooperation between government agencies' libraries, cooperation between agencies producing the policy information resources, and the overall national collection of policy information were rated the highest.

Development Stages and Characteristics of Place-Based Industry-Academic Cooperation Projects: The Case of Universities Participating in the LINC+ Project (대학-지역 연계형 산학협력 사업의 발전단계와 특성: LINC+사업 참여대학을 중심으로)

  • As the role of universities as a civic university contributing to regional development has been emphasized, industry-academic cooperation projects are increasingly focused on quadruple helix interactions of university, government, business and civic society. Drawing upon focus group interviews, we divided place-based industry-academic cooperation projects into four different types and stages of development, according to two indicators of network participation and network strength. Although the proportion of projects that were in the early stages of development was overwhelmingly high, some universities developed a close cooperative system with the local community to enhance the effectiveness of the industry-academic cooperation projects and to implement them in an advanced stage. These findings suggest that the LINC+ project, which has been criticized for its policy effectiveness, will not only contribute to enhancing policy effectiveness through place-based projects but also enhance the role of universities as the main body of regional innovation.

  • This study, according as the limits on learning and unsatisfaction about e-learning are emerging and the structural contradictions of the e-learning industry are continuing, was carried out to present the policy alternatives for solving these. As a means for overcoming the limitations of e-learning and the healthy growth of e-learning industry, this study presents the application of Bigdata in e-learning and proposes several practical challenges of policy. Policy action plans are technology development support, professional manpower support, SME application support, legal improvement.

Intra-regional Cooperation and Air Cargo Liberalization Policy in Korea, China and Japan (한.중.일의 역내 항공화물운송 자유화정책과 협력중진방안)

  • The 3 Northeast Asian countries of Korea, Japan and China have been stricter to each other than to other countries of out-region in air liberalization. The prominent reason of this intra-regional protective policy in air transportation seems to be the difference in competitive strength of their national flag carriers. As the 3 countries realize the importance of their mutual cooperation in the region, since China grows to be one of the leading economies in the world and the intra-regional trade and visitors increase tremendously, they are now taking the policy of intra-regional air liberalization more vigorously than before. Especially air cargo liberalization is easier than air passenger liberalization because they realize that the development of open economy is based on free flow of logistics regardless of the competitiveness of their national flag carriers. As Korea is the leading country in the region to promote air liberalization, this paper reviews the importance and growing trend of air cargo, analyzes current air liberalization policy between Korea, Japan and China and the initial effects of open sky in the routes of Shandung-Korea, and suggests the new policies of air liberalization to promote free flow of air logistics.

Comparative Analysis on Korea-U.S. space policy system (한미간 우주정책 체계 비교분석)

  • U.S contains the best technology, man power, and big investment in space. It considers space as not only a science and technology related area, but also as an industry and national security related area. Korea's space policy focuses on the development of space systems such as satellites and launch vehicles. Space policy systems of the two countries are also different, causing some discrepancy in mutual interest when we talk about cooperation with the U.S. This study introduced U.S space policy framework and compared it with Korea's policy. It is meaningful in that we can find an effective way of cooperation between two countries.

Vietnam-India Trade: Current Relations and Prospects

  • Purpose - In recent years, the bilateral political relationship between Vietnam and India was upgraded to strategic and comprehensive partnership. Thus, the purpose of this paper is to analyze current relations and prospects of the Vietnam-India trade. Research design, data and methodology - The data was mainly based on World Integrated Trade Solution (WITS) and Foreign Investment Agency of Vietnam Ministry of Planning and Investment (FIA) from 2010-2018. The relationship of the two countries has showed growth in all sectors, including trade cooperation. This paper focused on assessing the current relations of trade cooperation of the two countries and then andlyzed the prospects of trade cooperation in the next period. Result - The Indian Government's strategy shifted from "Look East" policy to "Look East" action by the end of 2015. Vietnam is a partner and a pillar of India's Look East policy (Muni, 2011). The governments of both countries should further strengthen exchanges and trade connections in order to provide cooperation opportunities for investors and businesses of the two countries. Conclusion - The paper discusses and gives an overview of the current status of the trade relations of Vietnam and India as well as lucidating the opportunities and challenges for two countries in the future.

Environmental Cooperation with the Distribution of Urbanization between South and North Korea

  • Purpose - This study aims to lay the foundation for a desirable direction to solve future environmental problems through framework research on environmental cooperation according to distribution of urbanization between South and North Korea. The article also attempts to explore solution to two Koreas' environmental problems from the cooperative perspective between South and North Korea and draw future policy tasks. Research design, data, and methodology - For methodology, North Korea's legal system to cope with disasters is taken into consideration in terms of literature review. This study also analyzes a series of processes related to North Korea's disaster management through case study, and draws policy measures for North and South Korea's cooperation scope and methods. Result - The results support that North Korea is very vulnerable to environmental disasters due to food shortages, economic sanctions, and enormous natural disaster damages including flood damages occurring each year, because of the lack of disaster prevention infrastructure such as river maintenance. Conclusion - At the current time when North and South Koran exchange and cooperation increase, a disaster management cooperative system is needed for the areas where South and North Korea manage through division. It also suggests that there is a need to establish regulations and procedures for support items in advance for a quick response to disasters in North Korean region.

Technology Policy Issues on the Effect of Technology Development Factor on Innovation Performance (기술개발 요인이 혁신성과에 미치는 영향에 대한 기술정책적 과제)

  • Using small and medium sized firms located on 3th seongseo industry complex in Daegu, this study investigated the effects of technology development factors on innovation performance, and suggested the implications in terms of technology policies. Technology development factors are categorized into both fundamental based factors and external cooperation based factors as independent variables. According to the research results, external cooperation based factor positively affects innovation performance, and this positive effect is reported in firms having more than average firm size. Under environment uncertainty, external cooperation based factor plays a key role to increase innovation performance to firms having more than average firm size. Therefore, policy making should be focused on external cooperation, not on fundamental base such as people and infrastructure, and also dissimilar policy suggestion based firm size is needed to be considered.
