A Study on the necessity and Effect of constructive minilateralism and subregionalism in Northeast Asia: Focused on Korean perspective (关于东北亚地区内 "建设性的微边主义, 小区域主义" 制度 建设的必要性和效果的研究 -以韩国的视角为中心 -)

  • This article not only theoretically explores the necessity and effect of constructive minilateralism and subregionalism in Northeast Asia, but also delves into a series of practical solutions from viewpoint of seeking common ground while reserving differences in this region. The main contents are as follows: First, the various obstacles that hinder the formation of regionalism, subregionalism and minilateralism in the Northeast Asia are discussed. That is to say, geopolitical realism, My Country First ideology, exclusive nationalism in the socio-historical context, and North Korea's latest provocations, etc. Second, this article explores the philosophy and basic principles of realizing Northeast Asia regionalism and minilateralism. Third, in the 21st century, Northeast Asia becomes the center of the world. It examines the core points, controversial focus and platform for building sub regionalism in the region. Finally, based on the institutional platform such as minilateralism and sub regionalism, the various ideas and practical plans of cross-border cooperation among major countries in Northeast Asia were discussed. Because there are a lot of obstacles, so first of all it is more appropriate to promote economic or functional minilateralism or sub regionalism than multilateral cooperation. In order to promote the formation of regionalism and minilateralism in Northeast Asia, the issues to be considered are as follows: First, for the sake of leading regional solidarity and minilateral economic cooperation, it is advisable for China, as a regional economic power, to implement a stable and responsible diplomacy. Secondly, regional solidarity based on credible politics and security should be promoted for a long time beyond the level of economic cooperation. Third, the primary prerequisite for the realization of Northeast Asian regionalism is that in the process of denuclearization of North Korea, the stability and peace mechanism of the Korean Peninsula should be established. Fourth, with the continued hegemonic competition between the United States and China in Northeast Asia, under the circumstance that countries in the region are pushed into so-called "East Asian Paradox", it is profoundly important for them to consider transition from the hostile relationship as the "Thucydides trap" to the order of "coexistence" in which competition and cooperation run side by side, and the two countries should explore a conversion plan for the foreign policy line. This mutual cooperation and peaceful coexistence of the US-China relationship will create a friendly atmosphere for the formation of regionalism in Northeast Asia. In the future, the cooperation of minilateralism in Northeast Asia will break the existing conflict between the maritime forces and the continental forces in order to promote peace. And along with the philosophy that "peace is economy", recent policies of common prosperity as the framework, such as China's "Belt and Road Initiative", North Korea's "Special Zone and Development Zone Policy", Russia's "New Eastern Policy", Japan's participation in the Belt and Road Initiative and South Korea's The "Korean Peninsula New Economy Map" are organically linked and it should promote the so-called "networked regionalism".

Factors Affecting the Insured Organizations Participation in Decision Making Process in Health Insurance Policy Committee (건강보험정책심의위원회 가입자 단체의 의사결정 참여에 영향을 미치는 요인)

  • Background: Due to the asymmetry of information and knowledge and the power of bureaucrats and medical professionals, it is not easy for citizens to participate in health care policy making. This study analyzes the case of the insured organization participating in the Health Insurance Policy Committee (HIPC) and provides a basis for discussing methods and conditions for better public participation. Methods: Qualitative analysis was conducted using the in-depth interviews with the participants and document data such as materials for HIPC meetings. Semi-structured interviews were conducted with purposively sampled six participants from organizations representing the insured in HIPC. The meanings related to the factors affecting participation were found and categorized into major categories. Results: The main factors affecting participating in the decision making process were trust and cooperation among the participants, structure and procedure of governance, representation and expertise of participants, and contents of issues. Due to limited cooperation, participants lacked influence in important decisions. There was an imbalance in power due to unreasonable procedures and criteria for governance. As the materials for meetings were provided inappropriate manner, it was difficult for participants to understand the contents and comments on the meeting. Due to weak accountability structure, opinions from external stakeholders have not been well received. The participation was made depending on the expertise of individual members. The degree of influence was different depending on the contents of the issues. Conclusion: In order to meet the values of democracy and realize the participation that the insured can demonstrate influence, it is necessary to have a fair and reasonable procedure and a sufficient learning environment. More deliberative structure which reflects citizen's public perspective is required, rather than current negotiating structure of HIPC.

A Field Study on Global R&D Centers in Korea: Focusing on Global IT Industry Policy with Gap Approach (글로벌 R&D센터에 대한 현장조사연구: 갭접근방법에 의한 글로벌 IT산업정책중심)

  • Innovative capacities and performance are essential for the growth of the IT industry and the development of the Korean economy. Global R&D centers are important sources of innovation in the IT industry. In order to identify the structure of the innovation environment of global R&D centers in IT industry, we conducted a field survey of 50 global R&D centers and 50 global R&D policy experts in IT industry. According to the empirical results obtained using the Linear Structure Model, it is suggested that, first, with regard to a short-term IT global policy, the direction of the Korean government's policy should act as a trigger to connect the research domain and the market domain; second, the government policy should act as a facilitator to connect the development domain and the research domain in the mid-term period; and, finally, the government's R&D policy should serve as a disseminator to connect technological capability and the market space domain in the long-term perspective. For an effective way of internationalizing innovation, IT policy planners should regard global IT R&D centers as the important components of national innovation system and encourage the effective involvements by them in the process of IT industrial innovation.

Monetary Policy in Open versus Closed Economies in the Presence of Distortions: A Simple Transformation and Its Applications (왜곡이 있는 경우 개방경제와 폐쇄경제의 통화정책 비교: 간단한 변환과 적용)

  • This paper compares the monetary policy problem in open economies with that in closed economies. It is found that the monetary policy problems in open and closed economies are isomorphic even in the presence of distortions in a steady state and hence the optimal monetary policies have similar properties. On the other hand, the monetary policy maker in open economies has a distorted incentive to manipulate the terms-of-trade. Because of the additional distortion in open economies, there exist gains from international monetary policy cooperation even in the case of a unit intertemporal elasticity of substitution, in contrast to the literature that abstracts from distortions in a steady state. Also, it is found that in the presence of distortions inflation bias is decreasing in openness, which is line with empirical evidence. In addition, this paper presents a simple transformation so that methods in closed-economy models are easily applicable to open-economy models.

  • The purpose of this research is to prepare measures to secure the competitiveness (of Korea?) in the global market by further developing the domestic smart city business, which is in a transition period. First, we examined the origin and growth process of domestic smart city (U-City) policy, Second, we analyzed the functions and policy problems that appeared in the process of building smart cities. Third, we studied advanced cases in which smart city projects overseas were promoted in a different way from domestic ones. Fourth, we examined the concept of the expanded smart city and the pattern of policy changes in Korea. Fifth, we analyzed previous studies and presented the direction to take and challenges to overcome for the future development of smart cities in Korea. This research, which looks at the trend of domestic smart city policy from the earliest point in the past to the present, and presents the future direction based on environmental changes, is significant, in that it is expected to serve as the basis for establishing policies for the development and advancement of smart cities in the future.

  • Recently, the use of nanotechnology in products is constantly expanding, and the problems on human health hazard has emerged as a major issue. A nanomaterials regulatory policy on the products is urgently required. This study analyzed the introduction of regulatory policies of nanomaterials contained in industrial products. In this study, the AHP (Analytic Hierarchy Process) method was applied and three regulatory policies were evaluated to analyze the validity of the introduction of a nanomaterials regulatory policy. To select the optimal regulatory policy, the policy evaluation criteria were set as enforcement (effectiveness), economics, acceptability, and protection. For the regulatory policies, self-regulation, product labelling, and enforced registration were introduced and evaluated as the regulatory policies, and product labelling was selected as the optimal regulatory policy.

  • The purpose of this study is to examine the main features of South Korea's New Northern Policy and to make some suggestions for cooperation with neighboring countries' initiatives. The New Northern Policy encompasses the whole of Eurasia, but the starting development area would be the border region of the Korean Peninsula. In this viewpoint, this study examines the Belt and Road Initiative of China, the New Eastern Policy of Russia and the Steppe Road Initiative of Mongolia, and presents the characteristics, problems and some implementation strategies of the New Northern Policy. Apart from the future possibilities of the regional cooperations that include North Korea, it would be necessary for South Korea to secure and expand the possible opportunities for "Korea-China-Mongolia-Russia" cooperation. In order to create a close cooperative environment with North Korea in the future, it would also be necessary to build a maritime route, with port development around major border regions on the Korean Peninsula, including Russia, and to develop the port-railway intermodal transportation system with neighboring countries. South Korea need to actively cooperate with neighboring countries to develop the new Eurasia logistics routes would be more favorable to the Korean Peninsula in preparation for the time when the North Korean nuclear issue will be resolved.

  • EUREKA is one of the most important international technological cooperations in politics for the EU. Until now, most research examined horizontal business relationships. This paper attempted to discover the factors of vertical business relationships throughout international technological cooperation, specifically EUREKA. The results of this paper found that the supplier in a vertical relationship business could have more power through EUREKA cooperation.

  • This paper aims to analyze the status and prospects of chinese e-commerce, review previous literature, and provide future direction for cooperation with far east asian area This study deals with the reform, the open and entering WTO of China economy to suddenly change domestic IT industry, legal regulation of Chinese e-commerce market and cooperation with far east asian area. Especially, Chinese e-commerce market is much developed in recently, but relative legal system is unsatisfactory. Therefore this paper research firstly the present conditions and characteristics of Chinese e-commerce market, secondly Chinese e-commerce policy and legal regulation tendency, thirdly the e-commerce activity between Korea and China, and cooperation with far east asian area.

  • The purpose of this study is to understand the present conditions and problems of the joint education between industry and the academic world in the field of dental technology which were identified by the department of dental technology with the related industries and to meet their expectations for the cooperative education. The results of this study will be able to be furnished as basic data in deciding the direction of policy toward skillful dental technicians with a view to improving job employment rate of college graduates. The questionnaires for data were done by the dental technicians working in Daegu City and Kyeongbuk Province and students studying at the department of dental technology, Daegu Health College. The questionnaires of this study were processed by SPSS program. We could confirm through the investigation that on-the-job training as one of the joint policies between industry and the academic world is closely related to all the college education and that the results of on-the-job training can be expected under the close cooperation and the complementary relationship between industry and the academic world. Therefore, this study indicates the directions of policy toward skillful technicians through the cooperation between industry and the academic world as follows : 1. The cooperative systems among industry, academic world, and government are needed for the improvement of efficient job employment rate. The continuous training programs are needed to be built up for the maintenance and development of the technicians'specialty after employment. 2. The all-in-one educational programs both education and employment are needed for the on-the-job training through the cooperation between industry and the academic world, and the activation of the organizations which fully operate them is also needed. That's because the sufficient on-the-job training as one of the joint policies between industry and the academic world and the education of the whole man and the improvement of sociality for the expectant graduates in the academic world can be the methods which reduce the jobless rate and the job-change rate.
