Bridging the Gap Between Science and Industry: The Fraunhofer Model

  • Fraunhofer was founded in 1949 and grew into Europe's largest application-oriented research organization. Fraunhofer currently employs over 20,000 members in Germany, is internationally networked, and manages an R&D budget of over 1,8 Billion Euros per year. An important step for Fraunhofer to become an integral component of the German innovation system was the introduction of the Fraunhofer Model of financing based on a performance-related system of financial management. The underlying model of the allocation and distribution of public funding to Fraunhofer that is subsequently allotted to specific research groups is one of the success factors of Fraunhofer. Fraunhofer is proud of its decentralized organizational model. Fraunhofer is comprised of 60 Institutes in Germany working in different fields, under one legal framework, and with a strong brand value. Every Fraunhofer Institute is affiliated with a German University and every institute director simultaneously holds a chair at the affiliated university. It is a challenge for the headquarter organization to balance the intended competition of individual Fraunhofer Institutes with complementarity cooperation in science among Fraunhofer-Institutes, especially when coming from different knowledge domains; however, this goal results in a significant advantage. The unique strengths of Fraunhofer offer system solutions in a world with increasingly complex R&D challenges. While growing to become the largest organization on Europe to focus on applied research it is the challenge to remain an agile organization that is flexible in organizational structure. Fraunhofer has reached a well-recognized position in the European innovation landscape. It is often referred to by science and governments as a role model for innovation policy and a key element of the latest successes in the German economy that has recovered quicker from the latest economic crisis than most other western economies. The paper explains Fraunhofer as an organizational paradigm and its underlying management model to elaborate on the challenges of managing a research organization. We wish to show how it is possible to transfer the management model and philosophy of Fraunhofer to innovation systems with different framework conditions and challenges. A universal conclusion may be drawn based on the description of Fraunhofer; however, changes in existing structures and innovation systems cannot be implemented over night.

  • This study argued problems and improvement of export support system for SMEs in the uncertain world global trade environment with G2(US-China) risk. In SMEs export support system, The authorities needs stronger control tower to promote consistent export support policies. There is also another problem of repetitious work that export support system has been operated by individual project. In order to overcome these problems, first, the authorities set clearly organization to control various export support policies. Second, export support system needs the efficient operation based on long term road map. Third, the authorities defines clear roles and responsibilities of supporting units, and enhances cooperation between the different organizations. Finally, the system should arrange performance evaluation index and feedback system to build the desirable export support system.

  • The purpose of this paper is researching musical elements to analyze plagiarism between two sources. We first search digital music elements to analyze music source and examine how to use these in plagiarism analysis using compiler techniques. In addition we are used open source Java API JFugue to process complex MIDI music data simply. Therefore we designed music plagiarism analysis system by using MusicString which is supported in JFugue and construct AST after investigate MusicString's syntax processing elements to manipulate music plagiarism analysis efficiently. So far music plagiarism analysis is evaluated emotionally and subjectively. But this paper suggests first step to build plagiarism analysis systemically. If this research is well utilized, this is very meaningful to standardize systemically which music is plagiarized or not.

  • In recent years, small and medium-sized businesses are rapidly changing to an industrial structure where process/quality/energy data aggregates can be automatically or real-time to achieve global competitiveness. In particular, real-time information analysis produced in the production process of small businesses is evolving into a new process process that analyzes, predicts, prescribes and implements significant performance of small businesses. In this paper, we propose a platform-building model that can transform the automated production information system of small businesses into big data so that they can upgrade data that is generated by small businesses. The proposed model has the capability to support operational efficiency (consulting and training) and strategic decision making of small businesses by utilizing a variety of data on the basic information of products produced by small businesses for data collection by smart SMEs. In addition, the proposed model is characterized by close cooperation between small and medium-sized businesses with different regional characteristics and areas of information sharing and system linkage.

  • Small and medium-sized Korean companies are currently changing their industrial structure faster than in the past due to various environmental factors (such as securing competitiveness and developing excellent products). In particular, the importance of collecting and utilizing data produced in smart factory environments is increasing as diverse devices related to artificial intelligence are put into manufacturing sites. This paper proposes an artificial intelligence-based smart factory model to improve the process of products produced at the manufacturing site with the recent smart factory. The proposed model aims to ensure the increasingly competitive manufacturing environment and minimize production costs. The proposed model is managed by considering not only information on products produced at the site of smart factory based on artificial intelligence, but also labour force consumed in the production of products, working hours and operating plant machinery. In addition, data produced in the proposed model can be linked with similar companies and share information, enabling strategic cooperation between enterprises in manufacturing site operations.

A Study of School Doctor Program for Dysmenorrhea in Korean Medicine (월경통 한의 교의 사업에 관한 연구)

  • Objectives This study aims to investigate the effect of the Korean medicine in treating dysmenorrhea as a part of school health program (SHP) and satisfaction rate of the participated students in this program. With this study, we tried to contribute to the development of health promotion program of Korean medicine. Methods As part of the 'Korean Medicine Health Promotion Project', we conducted a dysmenorrhea program at one of many high schools in Eumseong-gun. From April to June 2018, we conducted the promotion program a total of 7 times and analyzed the questionnaire regarding satisfaction and the monthly experience of menstruation. Results The study participants' grade distribution was $2^{nd}$ grade 32, $3^{rd}$ grade 23 with a total 55 students. Mean dysmenorrhea VAS was $6.07{\pm}2.10$, and the mean number of visits to the dysmenorrhea program was $3.61{\pm}1.47$. There were no significant differences in the average number of visits between grades. Overall satisfaction was $4.06{\pm}0.97$, teacher satisfaction was $4.29{\pm}1.10$, and lecture satisfaction was $4.18{\pm}0.95$. Dysmenorrhea decreased but was not statistically significant. Conclusions Korean medicine is appropriate for the health promotion program. With cooperation and support from local schools, it will be very possible to carry out a successful business. It is also necessary to organize the program according to the viewpoint of youth and to interact with the students.

A Study on Factors Relevant to Effects of Shared Leadership, Organizational Trust and Job Performance (공유리더십, 조직신뢰, 직무성과의 영향 요인에 관한 연구)

  • The change to the horizontal structure of the modern corporate management environment requires joint efforts and cooperation to share responsibility and purpose and to increase positive mutual influence in order to achieve the corporate goal beyond the individual capacity of the organizational members. In order to achieve the purpose of the organization, the organizational structure in which various members share information and aim at collective leadership is more effective than the structure concentrated on one individual (leader). This study was to examine the effectiveness of shared leadership, and to investigate the causal relationship and effect of shared leadership, organizational trust, and job performance. As a result of the analysis, shared leadership had a positive effect on organizational trust, and organizational trust had a positive effect on job performance. This means that high trust in organization has a positive effect on performance.This study is meaningful in that it examines the difference between shared leadership and existing leadership types that have not been studied yet.

Effects of Hypochlorous Acid, Calcium Chloride and Phosphoric Acid in a Highly Saline Solution on Cell Death Rate and Growth Rate of Porphyra yezoensis and Ulva intestinalis (고염수 처리제에 차아염소산, 염화칼슘 및 인산 첨가가 방사무늬김(Pyropia yezoensis)과 창자파래(Ulva intestinalis)의 사세포율과 엽체 성장에 미치는 영향)

  • We investigated the effects of a highly saline solution (HS) containing hypochlorous acid, calcium chloride ($CaCl_2$), and phosphoric acid ($H_3PO_4$) on cell death and growth rate of laver Porphyra yezoensis and green laver Ulva intestinalis. Cell death rates of laver treated with HS and HS plus hypochlorous acid (HS + HOCl) in the harvesting stage were less than 0.5%, and there were no significant differences between the HS and HS + HOCl treatments. However, cell death of green laver treated with HS + HOCl in the harvesting stage was greater than 81.2%. These results indicate that the addition of HOCl is highly effective to eradicate noxious green laver without causing damage to laver. The addition of HOCl and $H_3PO_4$ to HS did not increase the area or weight of laver blades. A combination treatment of $CaCl_2$ and HS, however, significantly increased the area and weight of laver lades compared to controls (P<0.05).

Case Study on the Building Organization of Medibio Research Laboratory Facilities in Research-driven Hospital (연구중심병원 의생명연구원의 실험실 구성 사례 조사)

  • Healthcare technology has been growing and fostering cooperation between industry, university and hospitals as growth engines in korea. So, the medibio research institutes in hospital have been constructed to promote research and industrialization centering on healthcare technology. The purpose of this study is to investigate the cases of research institutes in hospitals, and search the characteristics of building organization of medibio research laboratory facilities. Case study is investigated by floor plan, homepage and site visits about five research institutes selected in research-driven hospitals. The facility title and size of research laboratory is originated from site area and research building location. The building function include not only the research lab and business office reflecting on the development platform, and but assembly and meeting room in the ground level. Laboratory floor plans have three types, rectangular, rectangular+linear and linear type, one is traditional and efficient, the others are people and friendly. And building core types are correlated with lab space unit modules, single and double side core are shown in rectangular type. All the laboratories are open lab, composed with laboratory bench and research note writing desk facing the lab service and enclosed lab-support area. And they have communication space looking as warm and cozy common area for the innovation, convergence and collaboration. As the high risk of contamination and high standard for safety and security, equipment and facilities are well managed with biological environment including BSC, fume hood, PCR classification, eye washing and emergency shower.

Design of an Information System Prototype for Generating and Linking Ultra-precision Digital Maps of Construction Sites (건설 현장의 초정밀 디지털 맵 생성 및 연계를 위한 정보체계 프로토타입 설계)

  • By nature, smart construction technology is a convergence technology, therefore aptly constructing and running an information system is needed in order to effectively develop and maintain it. Thus, in this study, an information system prototype was developed for the creation and linking of high precision digital maps at road construction sites for the effective performance of the development of the Information Collecting and Analyzing Techniques in the Construction Site (ICAT). For this, (1) defined input/output (I/O) data of each technical detail of ICAT, (2) analyzed the data flow, (3 ) proposed an information system prototype for high precision digital maps development and connection. Based on the information system prototype constructed in this study, it was inferred that each technique and its information for the Smart Construction Technique Development Business was in a consistent flow. Developed information system prototype would enable effective cooperation between subjects directly involved in the technique development, by defining I/O data in advance. Moreover, it would be of value to practitioners for refining the output data from each technique, thereby linking databases and forming Entity Relationship Diagram.
