The government has operated financing fund under the National Finance Act for the smooth conduct of national policy. But, It is exposed to problems such as the possibility of abuse of fund and the lack of after-loan management. In this paper, It uses fintech such as the blockchain and machine learning to solve these problems. The fund operation procedure is designed as a consortium blockchain, and it suggests the application of PBFT negotiation algorithm and the smart contract. In case of the fund management, it suggests utilizing multilayer artificial neural network model of machine learning and a module of result interpretation. The introduction of this research approach will improve the transparency and efficiency of the financing fund, ensure the credibility and also contribute to the improvement of the fund management and the establishment of the fund policy.

The purpose of this study is to optimize the patient(examinee) flow in a health examination center via a simulation model and to improve operational efficiency. Two experimentation scenarios were implemented into the simulation model to determine which proposed scenario provides better improvement in terms of the following performance measures: LOS(Length of Stay), staff utilization, and occupancy level. The simulation results demonstrated that there was no significant difference in response results of two scenarios. Although the original motivation of this study was suggest optimal policy for a patient(examinee) flow, the insight into applying simulation in efficiently managing hospital operations is of more value. Simulation approach is a powerful technique that supports efficient decision-making compared to traditional healthcare management approach based on past experience, feelings, and intuition. Therefore, the proposed experimentation model has wide applicability in healthcare systems.

Population aging in Korea is in progress rapidly, though it isn't recognized as a critical situation now. Absolute scale of population will decrease since 2030 and that of 2050 will stay in 2005 levels. But most serious problem is that the core working age group, 25-54 ages will begin to decrease since 2012 because of low fertility and population aging. In these situation of population aging, we will face inevitably great amount of labor force shortages and we should build up policy alternatives for solving these problems. I proposed some policy alternatives. firstly, pronatalism policies including state-supported child-care system for preventing decreases of absolute scale of population. Second, facing up to labor shortages under population aging, I proposed policy alternatives for increasing labor market participation, measured by employmeny rate, of aged (or aging) people including wage-peak system of extending retiring ages and women including lowering opportunity costs of women labor market participation rates, given laboer forces. And to conclude, we should approach to the aging problems by steady state equilibrium ecnomic growth, under inevitable population aging.

COVID19 is causing many fundamental phenomena all over the world. Since January 2020, the number of confirmed medical examinations has increased significantly worldwide, and the medical systems in each country have become paralyzed. South Korea has taken a proactive approach and is doing well, befitting the name K-Peace Prevention. However, it can be said that there is still a lack of awareness of legal and administrative limits. In this study examines the shortcomings and limitations of the laws relevant to the current infectious disease prevention and management systems from the perspective of criminal policy based on the "Infectious Disease Control and Prevention Act," and comparatively analyzes the laws in advanced countries to propose effective and practical criminal policy response measures for the prevention and control of infectious diseases.

The development case presented is about the development of smart education contents for development of creativity, and suggests the development contents and approach to design of software of teaching materials based on G-Learning which allow learner to interact depending on their dispositions. Above all, focusing on design approach in order to maximize interaction which is the characteristic of game, the education contents that enable learner to be immersed by education level as per learner's disposition have been developed, and it allows to compose the level of difficulty based contents according to level design plan. Also, it is the case that the contents allow for effective education by setting visual environment which enables learner to be immersed depending on learner's disposition with the realization of object which appears in respect of vision and visual Customizing of character.

This paper identifies technology trends of national research and development (national R&D) by exploiting Korean national R&D patents, ranging from 2007 to 2010. In this paper, co-word analysis (CWA), which is a method to identify the relationship among technology terms by using their co-occurrences, is incorporated into network analysis to visualize the relationships among technology keywords of national R&D patents and calculate network indexes concerning inter-relationship diversity and strength of technology keywords. As a result, this research found that inter-relationship among technology keywords in national R&D are getting increasingly strengthening in an overall sense. In addition, the keyword inter-relationship diversity-strength map proposed in this paper revealed some significant technological keywords of national R&D : core technology keywords including "sensor", "film" and "fuel" and emerging keywords including "biosensor" and "thermoelectric". Because the proposed approach helps identify interdisciplinary trends of technology keywords from a massive volume of national R&D patents in a visual and quantitative way, we expect that the approach can be incorporated as a preliminary into the R&D planning process to assist R&D policy makers to understand technology convergence of national R&D and develop relevant R&D policies.

To improve the performance of R&D investments, government has taken great efforts for advancing the structure and process in R&D systems. However, due to the drastic internal/external changes in the technological environment and the steady increase of investment scale, the necessity for a innovative approach which accomplishes returns to scale through the utilization of various external resources is emerging. In this regard, open innovation approach can minimize the possibility of government failures by strengthening the absorptive capacity of external resources and enhancing the cooperation and participation of diverse innovative participants within the R&D system. This paper evaluates the previous researches and government policies concerning the performances of government R&D investments, and presents the connectivity between open innovation and its possible contribution to the improvement of R&D investment performances.

Diffusion model is popular research topic in marketing and economy particularly for the areas of model specification and market size forecasting. In particular, Bass model can explain Roger's innovation diffusion and product life cycle through easy mathematical representation and hence the model has been widely used for the explanation of adopting innovative new products and technologies. Nonetheless, there're only a couple of pioneering researches about semiconductor market, using diffusion models. Consequently, we'd utilise NLS approach diffusion model to estimate the market potential of MOSFET, major switching device for power management of system, and explain the process to industry stakeholders and policy makers for delivery of managerial implication with pragmatic purpose.

Coding education is an effective convergence type educational tool. While solving problems and designing programs, students can enhance problem solving ability, logical reasoning ability and creative thinking. Researches on coding education are done primarily for elementary school and middle school students. However, researches on college students are lacking. Today, educating college students about coding is in dire need. Although there are efforts to promote the importance of coding education and make it requirements. People find it difficult to find ways to provide training. There is a need for researches on coding as universal education. Therefore, this research proposed educational training using app inventor based on flipped running in order to effectively promote coding education. This study conducted the survey and the personal interview to measure the effectiveness of coding education. It is hoped that, through coding education, students who do not major in coding could combined their knowledge of their major with coding to improve their problem solving ability to solve various problems based on computing knowledge and approach.

This research focuses on the modern social phenomenon on child education which still, heavily focuses on knowledge transfer where in the past, traditional society emphasized its focal point on character education. At this, character education plans from various angles have been performed. However, the timely request for character education is becoming more desperate in demand. Therefore, the research has contemplated on Sohak, which was the foundation of character education in Korean traditional education, and recognized necessity to review its modern values as the convergence era has approached our society. Modernization of Sohak's teachings to approach modern issue of character education in our society will hold significant value because of its creative inheritance of psychological values and culture to children from the traditional society.
