The purpose of this study is to suggest the implications for the domestic media education policy which is still in a state of pace by document research of the case in France which has a long history of media education. France has consistently maintained the tradition of the philosophical value of media education, such as 'the cultivation of consciousness and qualities as a democratic citizen' through legal, policy and educational improvement. At the same time, in the digital era, conceptual expansion was carried out that embraced the concept of 'information' rather than resting on classical media education. This was complemented by education legislation, enforcing information education programs in school, and the manage of CLEMI, the media and information education training organization. It will be necessary to construct software system for media education of Korea through the manage of governmental organization and the cooperation system with related institutes under the constant philosophic direction.

Modern society is the era of convergence, and storytelling requires the necessity of storytelling in which two types of data types, emotional stories and information, are fused. Particularly, in the case of VR contents, the user must directly participate in the content and select the information through the process of freely searching $360^{\circ}$ space, so that the user can interact with the content immediately. Therefore, there is a limit to access to the existing storytelling method, and it is considered that the implementation of 'convergent storytelling' that meets two areas of sensitivity and information is considered to be an urgent genre. In this paper, we focus on the spatial characteristics of VR contents, and then, as a way to effectively implement 'convergent storytelling' in VR contents, We propose a custom system by organizing the type into a circle structure. Based on this, it is expected that the technology will be developed into a research of a personalized system that meets two areas of emotion and information by utilizing the context recognition process for VR content and interaction in the fourth industrial revolution era.

In the era of the Fourth Industrial Revolution, where the concept of comprehensive security is applied, the most remarkable ICT is believed to be artificial intelligence (AI). Therefore, The purpose of this study is to explore the factors and to establish a development strategy for the development of national crisis management policies based on artificial intelligence (AI). To this end, Analyze the internal capabilities of the Korean government through SPRO analysis to derive strengths and weaknesses. And the external environment through PEST analysis to derive opportunities and threats. The various factors that have been derived through SWOT analysis to derive SWOT factors with consultation from experts who studied and worked for long-term information and communication technology (ICT), security and disaster areas. Focusing on these factors, the Korean government's development of national crisis management policies in the era of the Fourth Industrial Revolution. Focusing on these factors, the Korean government established strategies for the development of national crisis management policies and made policy suggestions during the Fourth Industrial Revolution.

In this sense, it is necessary to standardize the curriculum of universities to foster security manpower to meet the needs of the era. In this paper, we develop and present a model to standardize the curriculum in the field of information security. Using this model, each educational institution will be able to select the necessary track or field to guide the students and cultivate information security manpower effectively.

Recently, the era in which various services using smart devices are used is sometimes referred to as the so-called "smart era". Among these, Smart Home Service' have not only brought about significant changes in the residential environment and culture, but are evolving very rapidly. and The 'Smart Home Service' provides more convenient services to users through communication between various electronic products in general homes, and has a bright future in the future. In particular,'Smart Home Service' provides various services combined based on IoT(Internet of Things) technology and wired/wireless communication in connection between various devices. However, such a "smart home service" inherits the security vulnerabilities of the underlying technologies such as the Internet of Things and wired and wireless communication technologies, and accidents that lead to the leakage of personal information and invasion of privacy continue to occur. So, it is necessary to prepare a countermeasure and prevention against the weak factors of the underlying technologies. Therefore, this paper is expected to be used as basic data for future application technology development and countermeasure technology by examining various security vulnerability factors of 'Smart Home Service'.

This study decided that it was necessary to present a strategy for survival in the new normal era and securing competitive advantage, and tried to suggest a management strategic alternative. To this end, this study derives the new normal caused by Corona 19 and the business environment change trend and response strategy type caused by this through literature research and intensive interviews of 10 corporate CEOs. This study limited the scope of the study to the digital-based management and business-level strategic alternatives among strategic alternatives that can be deployed in various fields and areas. Business structure redesign strategy, resilience reinforcement strategy, ESG management strategy, and digital transformation strategy were suggested as alternatives to corporate-level digital-based strategies. As an alternative to business-level digital-based strategies, a digital strategy for industrial structure leading, a competitive strategy for digital innovation, an open innovation platform strategy, and a customer value-oriented strategy were suggested. It contributed in that it was an attempt to systematize a digital-based strategy more and it contributed in that it can support companies who have to deal with difficult situations wisely to implement strategic responses more systematically.

This paper focuses on the usability of smart healthcare based on the development of Information and Communication Technology(ICT), briefly introduces concepts and the current status related to smart healthcare, and discusses strategies and future tasks in the field of mental health welfare in the COVID-19 era. This paper first introduces the smart healthcare programs of the National Mental Health Center and the Seoul Mental Health Welfare Center. Second, we introduce various smart healthcare programs used in Germany, China, the U.S., and Australia, review the actual examples, and examine both public and private responsiveness. Finally, we examine the possibility of using smart healthcare in the mental health social work system in South Korea and examine future tasks and implications. This paper would contribute to the growth of world-class mental health social work services.

This study is to propose a FOCUS Teaching & Learning model to educate pre-service early childhood teachers and in the era of convergence and integration and the Fourth Industrial Revolution. In an era where the use of digital technology is maximized due to COVID-19, boundaries of each fields are blurred and convergence is emphasized, a teaching and learning model is needed to strengthen capabilities of freshmen at colleges that train specialists. This study proposes ways to vitalize ICT education in early childhood education and proposes an integrated teaching and learning model. Through this model, pre-service early childhood teachers will be able to enhance their digital capabilities and contribute to the field of early childhood education by producing video content, activities and teaching aids to be provided to early childhood education institutions. In addition, the model can be applied to areas other than early childhood education to improve digital capabilities through video production and utilization.

Recently, Chat GPT artificial intelligence (AI) is of keen interest to all governments, companies, and military sectors around the world. In the existing era of literacy AI, it has entered an era in which communication with humans is possible with generative AI that creates words, writings, and pictures. Due to the complexity of the current laws and ordinances issued during the recent national crisis in Korea and the ambiguity of the timing of application of laws and ordinances, the golden time of situational measures was often missed. For these reasons, it was not able to respond properly to every major disaster and military conflict with North Korea. Therefore, the purpose of this study was to revise the National Crisis Management Basic Act, which can act as a national tower in the event of a national crisis, and to promote artificial intelligence governance by linking artificial intelligence technology with the civil, government, military, and police.

The purpose of this study was to explore ways a digital therapeutics-based community care plans for the rehabilitation in dysarthria in a situation where non-face-to-face services are expanding in the COVID-19 era. To this end, a qualitative study was conducted on experts working in hospitals, speech-language pathology centers, and social welfare centers, and as a result of the study, 3 topics, 9 sub-themes, and 18 content units were derived. Based on the analysis results, the digital therapeutics-based community care model consisted of 9 types: remote diagnosis, telepractice, rehabilitation training program, peer supporters, clinical support, communication, psychosocial intervention, and care plan services. This study will be able to provide basic data for health care & welfare services using digital therapeutics and guidelines for establishing shared care plans based on multidisciplinary cooperation.
