동선체계 변경 시 유효한 피난계획에 대한 건축계획적 연구 (An Architectural Study on the Efficient Evacuation Plan for the Change of Circulation System)

  • 코로나 19의 확산 방지를 위하여 다중이용시설의 입구를 통제하는 것은 일반적인 상황이 되었다. 이 연구는 현재의 코로나 19와 같은 재난으로 인하여 건축물내 동선체계의 변화가 발생하였을 때 효과적인 피난계획을 수립하기 위한 연구이다. 만일 다중이용시설의 분석을 통하여 건축물의 동선체계의 변화에 대한 사항을 미리 고려하여 건축계획을 한다면 재난의 발생 시 확산을 막을 수 있을 것으로 기대한다. 본 연구는 인간의 행동패턴의 특성과 다중이용건축물의 설계단계에서 고려하여야 할 사항을 분석하여 재난의 발생시에 능동적으로 대처가능한 임시적인 동선체계의 변경에 유효한 피난계획의 수립에 대해서 연구하고자 한다.

수도권 지역의 대기환경관리 시행계획 추진결과 평가를 위한 대기질 모델링 적용 방법 (Methodology of Application to Air Quality Model to Evaluate the Results of the Enforcement Plan in Seoul Metropolitan Area)

  • The Government had devised legislation of Special Act and drew up guidelines for improving air quality in Seoul Metropolitan area. In 2007 local government of Seoul, Incheon and Gyeonggi conducted the results of application policy by reduced air pollutants emission for the first time. Although there was reduction of air pollutant emission in each local government, it was ineffective as expected using air pollution monitoring database. Therefore we worked out a way to prepare modeling input data using the results of enforcement plan. And we simulated surface $NO_2$ and PM10 before and after decrease in air pollutants emission and examine reduction effects of air pollution according to enforcement regulation except other influence, by using MM5-SMOKE-CMAQ system. Each local government calculated the amount of emission reduction under application policy, and we developed to prepare input data so as to apply to SMOKE system using emission reduction of enforcement plan. Distribution factor of emission reduction were classified into detailed source and fuel codes using code mapping method in order to allocate the decreased emission. The code mapping method also included a way to allocate spatial distribution by CAPSS distribution. According to predicted result using the reduction of NOx emission, $NO_2$ concentration was decreased from 19.1 ppb to 18.0 ppb in Seoul. In Gyeonggi and Incheon $NO^2$ concentrations were down to 0.65 ppb and 0.68 ppb after application of enforcement plan. PM10 concentration was reduced from 18.2 ${\mu}g/m^3$ to 17.5 ${\mu}g/m^3$ in Seoul. In Gyeonggi PM10 concentration was down to 0.51 ${\mu}g/m^3$ and in Incheon PM10 concentration was decreased about 0.47 ${\mu}g/m^3$ which was the lower concentration than any other cities.

  • 자체방제계획서는 위험물질의 등급, 주위환경의 피해, 사고대응계획 등으로 구성된 체계적인 관리제도이다. 자체 방제계획서 작성지원 프로그램의 개발 목적은 사고를 예방하고, 사고를 제어할 수 있도록 안전관리 시스템을 각 시설에 제공하는 것이다. 이 프로그램은 MSDS(Material Safety Data Sheet), SOP(Standard Operation Procedure), ERP(Emergency Response Plan) 등 일반적인 안전관련 자료를 포함하고 있다. 자체방제계획서는 위험 확인, 평가, 예방 계획, 안전 분석 등으로 구성되어있다. 또한, 자체방제계획서 작성지원 프로그램은 정부 또는 관련 기관이 중소기업에서 발생 가능한 사고를 관리하는데 유용하다.

문재인 정부의 건강보험 보장성 강화대책 (Moon Jae-in Government's Plan for Benefit Expansion in National Health Insurance)

  • Moon Jae-in Government announced the Government's 5-Year Plan on July 19, 2017, President Moon directly announced the Government's Plan for Benefit Expansion in National Health Insurance on August 7, 2017. The main contents of the announced expansion include benefit coverage for all medically necessary services with control over non-covered service occurrence, a decrease in the cost-sharing upper limit, and monetary support for catastrophic medical costs. Although past governments have been continuously striving for benefit expansion in the last 15 years, this plan has its breakthrough aspect in that all medical services will be covered by the National Health Insurance. In alignment, there are important tasks to solve: attaining a proper fee schedule, reforming the healthcare delivery system, and improving healthcare quality. This plan is a symptom oriented action in that it is limited in reducing patients' out-of-pocket money, unlike the systematic approach of the National Health Insurance. The sustainability of the National Health Insurance is being threatened due to South Korea's low birth rate, rapidly aging society, and low economic growth, in addition to the unification issue of the Korean Peninsula, medical utilization of the elderly, management of non-communicable diseases, and so on. Therefore, the Government needs to plan the National Health Insurance system reformation including actions addressed toward medical consumers.

CFD 모형을 이용한 홍수조절지 여수로의 흐름해석 (Analysis of Flow in the Spillway of Flood Control Reservoir Using CFD Model)

  • 본 연구에서는 군남 홍수조절지 여수로의 흐름을 FLOW-3D 모형을 이용하여 모의하였다. 기본계획안에 따라, 월류웨어의 방류능력과 접근수로의 안정성을 검토한 결과 여수로 규모가 적절하지 못하고, 접근수로 내의 흐름은 불안정한 것으로 나타났다. 그래서, 문제점올 해결하기 위한 개선안을 마련하였다. 개선안에 따라 여수로의 흐름을 모의하고, 월류웨어의 방류능력과 접근수로의 안정성을 검토하였다. 그 결과 개선된 여수로의 규모는 적정한 것으로 나타났고, 접근수로의 안정성은 향상되는 것으로 나타났다.

북한의 중재법의 주요 특징과 시사점 (Characteristics and Suggestions of Arbitration Act in North Korea)

  • Laws regarding to Arbitration in North Korea are Arbitration Act, Foreign Economic Arbitration Act, Regulations on the Foreign Trade Arbitration Commission, Regulation for treatment of cases in Arbitration Commission, Rules of Hearing. North Korea has enacted the laws related to Arbitration including Arbitration Act enacted in 1995 and Foreign Economic Arbitration Act enacted in 1999. In the North Korea's planed economy system, as there will be many disputes among organizations, companies, other Institutions Arbitration Act resolves the disputes to compete the economic plan. North Korea's Arbitration Act is different from Normal Arbitration Acts in particular other socialist states in view of arbitration agreement and selection of arbitrator and functions as the tools controlling the members of North Korea and have the characteristics such as national arbitration system and mixture of criminal trial and governmental control and strict legal control system on violent acts in North Korea's plan and plan regulation. And North Korea's Arbitration Act deals with the civil disputes and limits the parties and subject matter of arbitration. The parties in dispute such as organizations, companies, other Institutions could apply for arbitration to Central Arbitration Body and Provincial (City under the direct control of Government) Arbitration Body and Sectional Arbitration Body. The purpose of this paper is to contribute to the enhancement of the understanding arbitration in North Korea by studying the clauses in the Arbitration Act.

토마토 온실내 담배가루이의 축차표본조사법 개발 (Development of Sequential Sampling Plan of Bemisia tabaci in Greenhouse Tomatoes)

  • 담배가루이(Bemisia tabaci)는 광식성 해충으로 토마토황화잎말림바이러스(Tomato Yellow Leaf Curl Virus; TYLCV), 카사바갈색줄무늬병(Cassava Brown Streak Disease; CBSD)를 매개하는 해충이다. 담배가루이 방제를 위해 화학적 방제가 주로 시행되지만 저항성으로 인한 한계로 인해 종합적해충방제를 위한 고정정확도를 이용한 표본조사법(Fixed precision sampling plan)을 개발하였다. 표본추출은 토마토 식물이 50 cm 높이의 레일 위에 위치한 배지를 이용해 재배되고 있어 배지로부터 130 cm 이상(지상에서 180 cm 이상)을 상단, 70 cm~100 cm (지상에서 120 cm~150 cm)를 중단, 50 cm 이하(지상에서 100 cm 이하)를 하단으로 나누어 각 위치별 토마토 7엽의 잎 뒷면에서 관찰된 담배가루이 노숙 유충 마리 수를 조사하였다. 담배가루이 노숙유충은 이동성이 거의 없어 알에서 우화한 뒤 고착화하여 용과 성충 단계를 거치기 때문에 중단, 하단에 밀도가 높았다. 공간분포분석은 Taylor's power law (TPL)를 이용하여 도출된 TPL의 회귀계수를 통해 분석하였고, TPL 계수의 차이는 공분산분석(ANCOVA)하여 차이가 없어 자료를 통합(pooling)하여 계산된 새로운 TPL 계수를 이용하여 표본추출정지선과 방제의사결정법을 개발하였다. 개발된 표본추출법의 적합성을 판단하기 위해 분석에 사용하지 않은 독립된 자료를 이용하여 Resampling Validation for Sampling Plan (RVSP) 프로그램으로 평가하였다.

친환경적 도시건축계획을 위한 환경계획지표개발의 방향 (Development Guidelines of Environmental planning Indicators for Environmentally friendly Urban and Architectural Planning)

  • Through the harmony of natural and artificial systems a city is composed of, the ecology-oriented urban planning seeks for qualitative improvements of a city on which our life is based. To enhance the ecology-oriented urban planning, the followings are suggested by a comparative analysis of Korea with Germany regarding the development process, the instruments, and the establishment of indicators for the planning. Firstly, though our national land development plan is closely connected with B-plan, it has little to do with the natural environment. Moreover, the natural environment plan of the Ministry of Environment is almost impossible to carry out in terms of urban construction work. For this reason, the instrument for dealing with the development and environment plan systems together as well as the completion of the current plan system is needed for the ecologically acceptable urban development in the long term. Secondly, in order to realize what is mentioned above in the concrete it seems to be desirable for the system and the instrument to be devised at the extent of B-plan. The regulations of the plan should have strong legal binding force and practicality as well. The element of ecology-oriented urban planning are (1) degree of independence and appropriate density, (2) conservation of natural elements such as soil, water, animals and plants etc., (3) energy saving in land use, (4) activation of B-plan and inducement of active participation of residents. Thirdly, it will be useful to develop various kinds of indicators for the environment plan provided in advance so that the ecology-oriented urban developments may be under control. It also should be taken into consideration that the indicators are supposed to be comprehensive, representative, and practical enough to make the most of at the early stage of drawing up a plan. The kinds of indicators which can be used in the ecology-oriented urban development include (1) soil, (2) water, (3) vegetation and plants, (4) animals, (5) climate, and (6) transportation.

  • 강원도 지역은 매년 다양한 재해를 반복적으로 겪고 있으며 이러한 재해는 이 지역의 지속적인 발전에 장애요인이 되고 있다. 특히 2002년 태풍 루사 및 2003년 태풍 매미에 의한 집중호우는 막대한 피해와 더불어 우리사회의 많은 교훈을 남겼다. 지역방재계획에는 강우사상에 따른 피난계획이 수립되어 있으나 실제 상황에서는 그 역할을 기대할 수 없었다. 또한 재해복구에 있어서도 원상복구에 그치고 있어 재해에 대한 잠재적 가능성을 그대로 남아 있는 실정이다. 따라서 본 연구에서는 지역수방계획의 문제점과 지역의 특성을 고려한 종합적인 대책에 대하여 고찰하였다.

만성질환자의 사회적 지지, 기분과 운동이행계획수립에 관한 연구 (Social Support, Mood, and Commitment to a Plan for Exercise of Korean Adults with Chronic Diseases)

  • Purpose: The purpose of this study was to assess social support, mood, and commitment to a plan for exercise of Korean adults with chronic diseases. Further, the relationships between social support, mood, and commitment to a plan for exercise were assessed. Method: The participants in this study were 230 Korean adults over 18 years of age with chronic diseases who were recruited in hospitals or health centers. The instruments used in this study were Exercise Social Support Scale, POMS (Profile of Mood States), and Commitment to a Plan for Exercise Scale. Result: The results of descriptive analysis showed that Korean adults with chronic diseases were perceived with relatively low commitment to a plan for exercise while they were perceived with moderate social support and mood states. Pearson's correlation coefficient showed significant relationship between these three variables. Stepwise regression indicated that 37% of the variance in commitment to a plan for exercise was explained by social support and vigor factor of the POMS. Conclusion: Health professionals can use this information for planning a targeted strategy to increase regular exercise among Korean adults with chronic diseases in order to improve their quality of life and control disease-related symptoms.
