한국 자치경찰의 인력충원 방안 (Policy of Personnel Recruiting in the Korean Municipal Police System)

  • 본 연구는 자치경찰제 시행이념을 구현하고 주민친화적인 치안서비스를 제공하는데 적합한 인력을 충원하기 위한 현실적인 대안을 제시하는데 목적을 두고 있다. 자치경찰제의 실시가 가시화되고 있는 만큼 자치경찰의 인력충원을 위한 실증적 연구는 의미가 있을 것이다. 이에 따라 이에 대한 연구가 향후 자치경찰법안의 입법과정과 자치경찰제의 안정된 정착에 기여할 수 있을 것으로 보고, 이에 대한 세부적 방안을 모집 및 채용, 교육훈련, 신규배치로 구분하여 제시하였다. 먼저 모집 및 채용영역에서는 지역실정에 부합한 자치경찰 모집의 필요성과 지방행정의 집행력을 강화하기 위한 특사경 전문가의 확보방안을 제시하였으며, 주민친화적 경찰행정을 구현하기 위한 여성인력 확보방안을 제시하였다. 그리고 채용시험의 직무적 합성 확보방안과 자치경찰사무 관련 자격증에 대한 가산점 부여방안, 개방형공모 제도를 통한 자치경찰대장 임용방안을 제시하였다. 교육훈련 영역에서는 지역 내 자치경찰 교육훈련 기관의 확보방안과 지역대학과의 연계교육을 통한 자치경찰 교육훈련의 실효성 확보방안을 제시하였으며, 자치경찰 전문직무교육 과정을 제시하였다. 끝으로 신규배치 영역에서는 지역출신자들에 대한 우선배치의 필요성과 자치경찰의 전문성 확보를 위한 제한적 배치방안을 제시하였으며, 국가경찰과의 정기적 인사교류의 필요성을 강조하였다.

중국 초미세먼지 현황 및 정책 동향 (Review on the Current Status and Policy on PM2.5 in China)

  • The emission of air pollutants in China has increased rapidly as its economy expanded over the last decades. The Chinese government has recently acknowledged the seriousness of the resulting air pollution and is trying to improve air quality in many ways. Here, we review the air quality control and management policies in China, one of our closest neighbors, because these policies may also influence the air quality in Korea. This study examined the recent policies on $PM_{2.5}$ reduction and analyzed the variation in air quality and air pollutant emissions in China. The ambient air quality and emission standards in China have been strengthened, based on China's Air Pollution Prevention and Control Action Plan of 2013. As a result, the annual mean concentration of $PM_{2.5}$ in 2015 in 74 large Chinese cities declined by 23.6% compared with 2013 values. Coal consumption in China also has been reduced by more than 10% per year since 2013. Furthermore, the laws controlling atmospheric emissions were revised again in 2016, and an air pollution forecasting and warning system was implemented to help manage air pollution problems. At present, the Chinese government is trying to evaluate its policies on $PM_{2.5}$ and find a new paradigm to mitigate ongoing $PM_{2.5}$ pollution. In this context, a joint study between Korea and China has been initiated to investigate the characteristics and sources of ambient $PM_{2.5}$ and to identify factors contributing to the high $PM_{2.5}$ concentrations in northeast China. We expect that this academic collaboration will benefit both countries in their search for new policies for $PM_{2.5}$ reduction.

The Pyramid of Injury: Estimation of the Scale of Adolescent Injuries According to Severity

  • Objectives: Due to their developmental characteristics, adolescents have a higher probability than other age groups of experiencing injuries caused by accidents, violence, and intentional self-harm. The severity and characteristics of injuries vary by the intentionality and mechanism of injury; therefore, there is a need for a national-level estimate of the scale and the severity of injuries in adolescents that takes these factors into account. Methods: By using data from the Emergency Department-based Injury In-depth Surveillance Data, National Emergency Department Information System, the Korean National Hospital Discharge In-depth Injury Survey, and cause of death statistics, we calculated the emergency department (ED) visit rate, hospitalization rate, and death rate of injuries per 100 000 adolescents for each injury mechanism. The calculated rates were used to generate the injury pyramid ratio (ratio of death rate to hospitalization rate to ED visit rate) to visualize the scale and the severity of the injury. Results: The mortality rate in adolescents due to injury was 10/100 000; the corresponding rates for hospitalization and ED visits were 1623 and 4923, respectively, resulting in an injury pyramid ratio with the general pyramid form, with a 1:162:492 ratio of deaths to hospitalizations to ED visits. The mortality rate due to suicide/intentional self-harm was 5/100 000, while 35 were hospitalized for this reason and 74 made ED visits. The pyramid ratio of 1:7:15 for intentional self-harm/suicide showed a steep pyramidal form, indicating considerable lethality. The mortality rate due to motor vehicle collisions (MVCs) was 3/100 000; 586 were hospitalized for this reason, while 1023 made ED visits. The pyramid ratio of 1:195:341 for MVCs showed a gradual pyramid form, indicating that the lethality was low and the scale of injury was high. Conclusions: The main categories of injuries in adolescents were visualized in pyramid form, contributing to an understanding of the scale of each injury by mechanism in terms of levels of death, hospitalization, and ED visits. These findings will be helpful for understanding how to prioritize injuries in adolescents.

보중익기탕가미방의 면역기능 증진 효과 (Immune Function-enhancing Effects of Bojungikkitanggami-bang)

  • The immune system acts to protect the host from infectious agents that exist in the environment and from other noxious insults. The immune system has two functional divisions: the innate and the acquired. Both components involve various factors such as cytokines. A number of methodologies exist to assess aspects of immune function. There are large inter-individual variations in many immune functions even among the healthy. Genetics, age, gender, smoking habits, habitual levels of exercise, alcohol consumption, diet, stage in the female menstrual cycle, stress, history of infections and vaccinations, and early life experiences are likely to be important contributors to the observed variation. While it is clear that individuals with immune responses significantly below 'normal' are more susceptible to infectious agents and exhibit increased infectious morbidity and mortality, it is not clear how the variation in immune function among healthy individuals relates to variation in susceptibility to infection. Oriental medicine is an important factor contributing to immune competence. The author investigated the immune enhancement effects of Bojungikkitanggami-bang (BITB). The forced swimming test (FST) has been used as a screening model for new immune enhancement agents. In the present study, the author investigated the effects of BITB on FST and blood biochemical parameters related to fatigue, glucose (Glc); blood urea nitrogen (BUN); lactate dehydrogenase (LDH); creatinine; and total protein (TP). The author found that BITB (1 g/kg) significantly reduced the immobility time in the FST compared to the control. In addition, the contents of Glc, LDH, BUN, TP in the blood serum were increased in BITB (1g/kg)-fed group. Also, the author investigated the effects of BITB on the production of cytokines in human T-cell line, MOLT-4 cells. BITB (1 mg/ml) significantly increased the interferon (IFN)-vproduction compared with media control (about 2.2-fold for IFN-γ) at 24 h. However, BITB has not affect the production of IL-2 and IL-4. In addition, BITB increased the protein expression level of IFN-γ in MOLT-4 cells. Thus, BITB may have therapeutic value in generating or enhancing immune function in a clinical setting.

Vanadate 처리가 종양세포의 방사선 감수성에 미치는 영향 (Enhanced Radiosensitivity of Tumor Cells Treated with Vanadate in Vitro)

  • Intracellular ions which have a major role in cellular function have been reported to affect repair of radiation damage. Recently it has been reported that ouabain sensitizes A549 tumor cellls but not CCL-120 normal cells to radiation. Ouabain inhibits the $Na^+-K^+$-pump rapidly thus it increases intracellular Na concentration, Vanadate which is distributed extensively in almost all living organisms is known to be a $Na^+-K^+$-ATPase inhibitors, This study was performed to see any change in radiosensitivity of tumor cell by vanadate and any role of $Na^+-K^+$ATPase in radiosensitization. Experiments have been carried out by pretreatment with vanadate in human cell line(A549, JMG) and mouse cell line(L1210, spleen). For the cell survival MTT assay was performed for A549 and JMC cells and frypan blue dye exclusion test for L120, and spleen cells. Measurements of $Na^+-K^+$-ATPase activity in control, vanadate treated cell, radiation treated cell (9 Gy for A549 and JMG, 2 Gy for L1201, spleen), and combined $10^{-6}M$ vanadate and radiation treated cells were done. The results were summerized as fellows. 1. L1210 cell was most radiosensitive, and spleen cell and JMG cell were intermediate, and A549 cell was least radiosensitive. 2. Mininum or no cytotoxicity was seen with vanadate below concentration of $10^{-6}M$. 3. In A549 cells there was a little change in radiosensitivity with treatment of vanadate. However radiation sensitization was shown in low dose level of radiation i. e. 2- Gy. In JMG cells no change in radiosensitivity was noted. Both L1210 and spleen cell had radiosensitization but change was greater in tumor cell. 4. $Na^+-K^+$-ATPase activity was inhibited significantly in tumor cell by treatment of vanadate. 5. Radiaiton itself inhibited $Na^+-K^+$-ATPase activity of tumor cell with high $Na^+-K^+$-ATPase concention. Increase in radiosensitivity by vanadate was closely associated with orginal $Na^+-K^+$-ATPase contents. From the above results vanadate had little cytotoxicity and it sensitized tumor cells to radiation. Inhibitory effect of vanadate on $Na^+-K^+$-ATPase activity might be one of the contributing factors for radiosensitization to tumor cells which has greater enzyme activity than that of normal cell. It was suggested vanadate could be used as a potential radiosensitizer for tumor cells.

Seasonal Variation of PM2.5 Components Observed in an Industrial Area of Chiba Prefecture, Japan

  • In order to survey the seasonal variation of the chemical composition of particulate matter of $2.5{\mu}m$ or less ($PM_{2.5}$), $PM_{2.5}$ was sampled from 8 February 2013 to 31 March 2014 in an industrial area of Chiba Prefecture, Japan. Chemical measurements of the sample included: ionic components ($Na^+$, $NH_4{^+}$, $Ca^{2+}$, $Mg^{2+}$, $K^+$, $Cl^-$, $NO_3{^-}$ and $SO_4{^{2-}}$), carbonaceous components - organic carbon (OC) and elemental carbon (EC), and water-soluble organic carbon (WSOC). Also, secondary organic carbon (SOC) was measured based using the EC tracer method, and char-EC and soot-EC were calculated from the analytical results. The data obtained were interpreted in terms of temporal variation. Of the overall mean value of $PM_{2.5}$ mass concentration obtained during the study period, ionic components, OC and EC accounted for 45.3%, 19.7%, and 8.0%, respectively. $NO_3{^-}$ showed a unique seasonal distribution pattern due to a dependence on temperature and absolute humidity. It was estimated that an approximate temperature of $14^{\circ}C$, and absolute humidity of $7g/m^3$ were critical for the reversible reaction of $NH_4NO_3(p){\leftrightharpoons}NH_3(g)+HNO_3(g)$. The amount of OC and EC contributing to the monthly $PM_{2.5}$ mass concentration was higher in autumn and winter compared to spring and summer. This result could be attributed to the impact of burning biomass, since WSOC and the ratio of char-EC/soot-EC showed a similar pattern during the corresponding period. From the comparison of monthly WSOC/OC values, a maximum ratio of 83% was obtained in August (summer). The WSOC and estimated SOC levels derived from the EC tracer method correlated (R=0.77) in summer. The high occurrence of WSOC during summer was mainly due to the formation of SOC by photochemical reactions. Through long-term observation of $PM_{2.5}$ chemical components, we established that the degree to which the above-mentioned factors influence $PM_{2.5}$ composition, fluctuates with seasonal changes.

치주염 유발 세균 Aggregatibacter actinomycetemcomitans와 Porphyromonas gingivalis에 의한 committed osteoclast precursor 분화 증가 (Augmented Osteoclastogenesis from Committed Osteoclast Precursors by Periodontopathic Bacteria Aggregatibacter actinomycetemcomitans and Porphyromonas gingivalis)

  • 치주질환은 만성염증성 질환으로 치조골소실을 일으켜 성인치아상실을 유발하는 요인 중 하나이다. 그람 음성세균인 Aggregatibacter actinomycetemcomitans와 Porphyromonas gingivalis는 치주질환환자의 병소에서 쉽게 동정된다. 지질다당체(Lipopolysaccharide; LPS)는 그람 음성세균의 핵심 독력인자로 알려져 있다. 이러한 세균과 LPS는 파골세포에 의한 골소실을 조절하는 요인 중 하나이다. 그러므로 본 연구에서는 동물모델을 활용하여 A. actinomycetemcomitans와 P. gingivalis의 의한 골소실 여부를 확인하고, 기전규명을 위하여 A. actinomycetemcomitans, P. gingivalis, A. actinomycetemcomitans와 P. gingivalis에서 분리한 LPS에 의한 파골세포분화 영향을 연구하였다. 열사멸한 A. actinomycetemcomitans (HKAa)와 열사멸한 P. gingivalis (HKPg)가 복강으로 투여된 쥐의 대퇴골은 대조군에 비해 감소된 골량을 보여주었다. 이러한 골소실의 증가가 파골세포분화 때문인지 확인하기 위해 파골세포분화를 연구한 결과, bone marrow-derived macrophage (BMM)의 RANKL-매개 파골세포분화를 감소시켰으나, committed osteoclast precursor의 파골세포분화를 유도함을 확인하였다. 세균에 의한 파골세포분화 결과와 동일하게 A. actinomycetemcomitans와 P. gingivalis에서 분리한 LPS 역시 RANKL-매개 파골세포분화는 감소시키고, committed osteoclast precursor의 파골세포분화를 유도하였다. 결과적으로 치주원인균인 A. actinomycetemcomitans와 P. gingivalis는 committed osteoclast precursor의 파골세포분화를 증가시키는데, 이 세균들의 LPS가 핵심 역할을 수행하는 것으로 판단되며 이를 통해 골 흡수를 유발함을 알 수 있었다.

시민보호를 위한 생활안전 마을지도 설계에 관한 연구 (A study on the Safe-Life Village Design for the Citizen Security)

  • 본 연구에서는 시민의 안전을 확보하고, 이를 통한 지역경제 활성화에 기여하며, 시민의 복지환경인 안전복지와 사회복지 환경을 개선 등을 이루기 위하여 마을의 안전을 확보하기 위한 시범마을로 서울시 서대문구 북가좌2동을 선정하고, 이 마을에서 2011년부터 사건사고와 재해재난 등이 발생할 수 있는 요인인 차도, 인도, 학교내, 놀이터, 공연장, 휴식장소, 건축물 등 다양한 사회적 변화 시설물에 대한 위험요인을 발굴하고 이를 개선한 내용을 재해경감 교육과 훈련 목적으로 한 곳에 정리하여 생활안전 마을지도를 설계하였다. 3년간 지속적으로 안전모니터링에 의하여 위험요소 발굴 및 개선활동을 한 결과, 2011년부터 마을의 사망자가 2010년 시민 34,000여 명 중 151명 사망자에서 128명으로 23명이 감소하였으며, 이는 한국의 평균 사건사고 사망자 비율인 12.8%인 인구대비 18명으로부터 5명이 더 추가로 감소되었다. 재해에 강한 도시를 만들고, 안전모델 마을을 방문하기 원하는 사람들을 돕기 위하여 탐방로지도와 10대 생활안전 요인들을 제시하였다.

조직지원인식과 비윤리적 친조직 행동에 있어서 심리적 특권의식의 조절효과에 관한 연구 (A Study on the Moderating Effect of Psychological Entitlement on Perceived Organizational Support and Unethical Pro-Organizational Behavior)

  • 많은 기업에서 조직 구성원의 비윤리적 행동에 따른 기업의 피해는 줄어들지 않고 오히려 피해규모의 크기나 발생 빈도는 증가하는 상황으로, 조직 관리 차원에서 이에 대한 관리 방안과 실질적인 원인이 되는 변인을 규명하고, 비윤리적 친조직 행동을 줄여주는 조절변인에 대한 연구가 필요한 시점이다. 이에 본 연구는 사회교환이론을 근간으로 하는 비윤리적 친조직 행동의 선행요인으로, 조직지원인식과 심리적 특권의식에 주목하고, 이들 변인 간의 반응 메커니즘을 연구하고자 한다. 특히 현재 직장에 근무하고 있는 노동참여 인구의 연령이 밀레니엄세대(1978년 이후세대) 혹은 Y세대라고 불리는 이들이 노동시장에 대거 참여하고 있는 상황으로 이들의 심리적 특권의식이 조직 내에서 문제가 되고 있기 때문이다. 선행연구를 통해 조직지원인식이 비윤리적 친조직 행동에 미치는 영향과 심리적 특권의식이 비윤리적 친조직 행동에 미치는 영향을 살펴보고 심리적 특권의식이 조직지원인식과 비윤리적 친조직 행동에 조절효과를 갖는지를 실증 분석하였다. 밀레니얼세대에 해당하는 조직 구성원을 대상으로 유효한 185명의 데이터를 바탕으로 회귀분석을 진행하였으며, 조직지원인식과 비윤리적 친조직 행동 간에 심리적 특권의식이 조절효과를 나타내는 것으로 분석결과가 나타났다. 이러한 연구 결과를 바탕으로 비윤리적 친조직 행동과 심리적 특권의식에 대한 이론적·실무적 시사점을 제안하고, 이에 대한 연구를 확장하는데 기여하고자 한다.

B형 간염백신 접종시행 이후 혈청 Anti-HBs 양성율에 관한 조사 (The Positive Rate for Serum Anti-HBs in Korean since the Universal Carrying Out of HB Vaccination)

  • 저자들은 국내에서 B형 간염백신이 사용된 이래 일반주민의 혈청 anti-HBs양성율과 접종이후 장시간이 경과된 후의 접종자들의 혈청 anti-HBs 양성율을 조사하기 위하여 1986년 1월 부터 1987년 3월까지 영남의료원 건강진단센터를 방문한 2,459명을 대상으로 한 문진과 검사결과를 토대로 하여 다음의 결과를 얻었다. 1. B형 간염백신 접종군과 비접종군에서의 혈청 HBsAg 양성율은 각각 0.7%와 9.6%였으며 전체검사자중에서는 8.0%로 나타났다. 2. B형 간염백신 접종군과 비접종군에서의 혈청 anti-HBs 양성율은 각각 66.3%와 47.9%였으며 전체검사자중 51.0%였다. 3. 1회나 2회의 기본접종만 받은 군에서의 혈청 anti-HBs 양성율은 각각 51.4%와 68.6%였고 3회의 기본접종을 받은 군에서는 67.6%의 양성율을 나타냈다. 따라서 현재 일반주민의 혈청 anti-HBs 양성율은 과거보다 높아져 있으나 특히 백신접종으로 항체를 획득한 후는 시간이 경과됨에 따라 역가가 저하되는 것으로 생각되며 접종후는 혈청 anti-HBs의 출현을 확인한 후에 필요시는 더욱 정밀한 방법으로의 검사와 각자의 상황에 따른 적절한 시기의 추가 접종이 요구될 것으로 생각된다.
