Contract Awarding Process and its Reasonable Improvement for Defense Acquisition (공공사업 경쟁입찰에서 낙찰자 결정방법분석 및 국방획득사업의 합리적인 사업자결정 방안)

  • The current contract awarding process regulated by laws and ordinances is analyzed and more reasonable processes are suggested. To this end, the principle of economic analysis is described with emphasis on the cost-effectiveness analysis, and the laws and ordinances regulating the process are thoroughly examined. The current contract awarding rule is based on the weighted sum of effectiveness score and cost score. This may not conform to the framework of economic analysis where effectiveness is supposed to be measured as an output and cost measured as an input. An improvement is attempted to the defense acquisition system and it is recognized that the economic analysis and policy consideration should be performed separately. Concept of statistical testing is introduced to see if the results of the cost effectiveness analyses show the significant difference between the alternatives. It is suggested that the contract awarding process can be improved by performing significance test followed by the aggregation of the two analyses. A minor improvement is also suggested on the application of current rules.

A Study on Contribution to Reducing Chemical Accidents of Reporting for Awarding a Contract of Hazardous Chemicals (유해화학물질 도급신고 제도가 화학사고 감소에 미치는 영향 연구)

  • Purpose: Since the implementation of the Chemical Substance Management Act, data on the number of occurrences by annual chemical accident in Korea and the contractor's contract data received from the competent authority were used. After the implementation of the contract reporting system, the contribution to the reduction of chemical accidents is summarized by statistical data. The characteristics of each region, month, type and those of similar industries and human life were compared and analyzed. Method: 4 years of chemical accident statistics from 2015 to 2018 and since 2003, we have used data from the Chemical Safety Clearing-House (CSC), which provides safety information on cases of chemical accidents. Results and Conclusion: The risk of accidents increases as a number of unskilled workers are put into the workplace during the period when the hazardous chemical handling process is temporarily suspended. Through the reporting for awarding a contract, the operators are strengthening the safety management of chemical accidents by educating unskilled workers and wearing personal protective equipment.

Analyzing the Engagement of Professional Construction Managers in Construction Management firm and Its Improvement Measures (CM 전문회사 단장 활용실태 및 개선방안)

  • The number of construction management firms has been increased as construction management delivery system has been active in Korean construction market. the capability of leading construction management professional, who is responsible for managing project administration, is important for commissioning construction management contracts. The quality of project proposal and the capability of leading construction management professional, which are assessed by the board of contract awarding committee, are the major contributors for commissioning the public construction management projects administered by the Korean public procurement service for contracting. Therefore, employing a very competent leading construction management professional is the critical strategy for awarding contract to the construction management firms' part. That is why the firms should secure a fixed number of leading construction management professional in a waiting list to proceed the contract commissioning process for expectant candidate projects, even if there is no project assignable to the leading construction management professionals. However, a measure that makes effectively use of the leading construction management professional in a waiting list has not been systematically implemented in the firms. In turn, the firm suffers considerable loss in a project personnel supply and demand plan. Expert opinions were obtained by the survey questionaries administered to top management of the construction management firms which are engaged in the construction management contracts for commissioning the public construction management projects administered by the Korean public procurement service either as principal or co-principal deliverer. This paper presents the findings obtained by investigating the actual employment state of the leading construction management professional in the waiting list and by analyzing the issues involved in mobilizing and demobilizing them. It contributes to implement a practical guide for searching effective solutions to the issues.

A Study on Keijo Imperial University's Landscaping Characteristics and Construction Process in the Period of Japanese Occupation (일제강점기 경성제국대학 정원 특성과 시행과정 고찰)

  • This study examines the implementation process of landscaping projects in Japanese colonial era focusing on landscaping of Keijo Imperial University and draws conclusions as follows. First, landscaping of Keijo Imperial University in Japanese colonial era progressed based on Hoegyebeop and it provides important materials including the floor plan of the garden, detailed statement and other documents required for the construction. Second, it was all Japanese enterprises that took part in landscaping of Keijo Imperial University and the construction progressed under a private contract by lowest-price contract-awarding system after five enterprises' submitting estimates. Third, according to the floor plan for the landscaping, the garden had a shape of a quadrant and its boundaries were utilized as side gutters and connected to a drainage system. Fourth, though the floor plan doesn't clarify specific names of trees, detailed statement shows sorts of trees of the time. Trees of Chosun were plentifully introduced due to regional features and pines were the most expensive one when they were voluminous. This study has significance that it conducts an empirical research on main materials and techniques of landscaping projects in Japanese colonial era.
