Instantaneous GHG Emission Estimation Method Considering Vehicle Characteristics in Korea (국내 차량의 동적 주행 특성을 반영한 미시적 온실가스 배출량 산정방법론)

  • There are lots of variations on speed, acceleration and engine power during vehicle driving. It is well known that Green House Gas emissions by these dynamic driving properties are not precisely estimated by the average speed based emission estimation model which has been currently used in Korea. MOVES are selected as an appropriate transferable model among Micro-level emission estimation models. Based on MOVES, a novel emission estimation model can be used in Korea is developed. In this model, MOVES concept of emission estimation method and the MOVES method of estimating the Micro-level emission rate map is adopted. The results from the proposed model were compared with those from the average speed based emission model. The comparison results show the estimated base emission maps are good to be applied in Korea, but needed to be adjusted to consider the vehicle size differences between the two countries. Therefore, the factors for calibrating vehicle size difference were calculated and applied to acquired the micro-level emission maps for the Korean standard vehicle types.

Ability to Resist Chloride Ion Penetration and Dry Shrinkage Evaluation of Magnesium Phosphate Ceramics (인산마그네슘 세라믹의 염소 이온 투과 저항성 및 길이변화 특성에 관한 성능 평가)

  • The performance degradation of concrete pavement by winter deicer is very serious in Korea, and its maintenance and rehabilitation brings a high expense. Therefore, a suitable method for rehabilitation of such concrete pavement and repair material of proper performance are required. In this study, the properties of compressive strength, ability to resist chloride ion penetration, and properties of dry shrinkage of magnesium phosphate ceramics were assessed to evaluate its applicability as a repair material for concrete pavement in Korea. As a result, the mortar flow showed a normal level of 190 mm, but the viscosity was high and the self-flow ability was poor. The setting time was 12 minutes, leading very rapid-hardening, and thus a prompt work was required. The compressive strength of mortar was 38.4MPa in 2 hours, 73.8MPa in 24 hours, and 111.0MPa in 28 days, showing a significant level. As a result of the test to chloride ion penetration resistance, mortar showed 143 Coulombs, and concrete showed 172.6 Coulombs, which fell under very low level. The drying shrinkage of MPC concrete in 40 days was below $60{\times}10-6$, and comparing with normal cement concrete, it showed the level below 1/10 of other concrete to secure an excellent volume stability. As above, magnesium phosphate ceramics has excellent strength performance, chloride ion penetration resistance, and volume stability, and this in the future shall be used in construction under the consideration of working time or workability, requiring further improvement for such performance.

  • In the construction industry, there are so many qualitative factors affecting the performance of a project. So it is crucial to measure the factors in an effective way in order to analyze the interrelationship among the various factors. To improve the performance level of a project, it is also important to identify the most appropriate management practices which are inter-linked with the subject project. The purpose of this study is to develop a project performance management system (PPMS) to quantitatively analyze the variety of project performance data and identify the best management practice to increase the potential level of a particular performance area. Using a comparative statistical method, this study developed a quantification method and web-based computerized system to enhance the usage of the system. The system, however, is still under the validation stage because of the shortage of data set. In the future, when more and more completed project data are stored in the system, the system would play a crucial role in predicting the performance level and matching the best management practice for a subject project. In addition, the system can also be modified as a tool for a business- or industry-level system by incorporating the existing enterprise resource programs.

Dynamic Relationship between Domestic Construction Market Condition and Overseas Construction Business (국내 건설경기 변화와 해외건설수주 간의 관계성 분석)

  • This study undertakes a comparative analysis of the correlation between the condition of the domestic construction market and the expansion of overseas projects within construction companies, based on the vector error correction model. The analysis results verified that, in the post-IMF crisis period, domestic construction companies took on more overseas projects only when the residential construction market slowed down. Compared to the pre-crisis period, construction companies grew more responsive to the condition of the domestic market for residential construction, and they took on more overseas construction projects when the domestic market slumped. This is because the business portfolios of Korean construction companies' render them highly vulnerable to the condition of the residential construction market. When the domestic residential market slows down, the business condition of construction companies quickly takes a turn for the worse, and to cope with this, they turn to overseas projects to compensate for the slowing of the domestic market. As the analysis shows, expanding overseas construction projects as a way to turn around business condition amid a slow residential construction market actually undermines the management of the companies even further. In other words, shifting business focus toward an overseas market during a hard time might be useful for securing cash flow, but might not help to restore profitability. Thus, construction companies need to carefully manage their level of business diversification to ensure strategic flexibility.

A Study on the Legislation for Separate Prime Contracting in the Fire Facility Business (소방시설업의 분리발주 법제화에 관한 연구)

  • This study analyzes the present public construction ordering system focussing on the legal framework for the fire facilities construction business and investigates the problem of subcontracting, and further reviews why Separate Prime Contracting should be recommended in policy, social, legislative and regulative terms. This study suggests the amendment of Fire Facilities Construction Business Act, with new bill drafting. The result of this study shows the present public construction ordering system has huge disparities between main building construction business and fire facilities construction business, and recommend Separate Prime Contracting should be adopted in the fields of fire facilities construction business. The system of Separate Prime Contracting may secure business entities' responsibility and higher quality of fire facilities, and also result in reasonable construction practices in reasonable costs. This system may also contribute to improve public safety level in fire facilities construction.

Analysis on Reduction Effect Factors of Occupational Fatalities in Construction Industry - Focusing on Agency Factors - (건설업의 산업재해 사고사망자 감소 영향요인 분석 - 기관 행정요인을 중심으로 -)

  • The purpose of this study is to determine whether the variables of the agency factors affected the number of occupational fatalities in the construction industry in order to determine whether there is a relationship between the number of occupational fatalities occurring at the construction sites and the agency. The considered agencies are KOSHA (Korea Occupational Safety and Health Agency) and MOEL (Ministry of Employment and Labor). The variables of two agency factors are classified as follows: the variables of two agency factors are the number of employees, budget amounts, technical support and guidance for construction sites of KOSHA, and the number of labor inspectors, the number of inspection and oversight workplace, the number of criminally punished construction sites and fines levied on them in the industrial accident prevention departments of Regional Employment and Labor Office. The multiple regression analysis was conducted to determine the effect of two agency factors on the total number of occupational fatalities in the construction industry. The policy implications derived from this study are that, in order to reduce the fatalities of construction sites by KOSHA, the appropriate level of increased budget for KOSHA must be secured every year. In addition, the amount of fines levied on construction sites by the labor inspector in the industrial accident prevention departments of Regional Employment and Labor Office reduces the occupational fatalities at the construction sites.

A Study on the Introduction of a Rigging and Slinging Certificate System to Reduce a Struck by Object Accidents (건설현장 물체에 맞음 사고 저감을 위한 줄걸이 작업 전문 자격제도 도입에 관한 연구)

  • According to 'The Analysis of Industrial Accidents in 2016' by Ministry of Employment and Labor, the number of deaths caused by accidents in the construction field is 391, accounting for 47% of 826 industrial fatalities in all industries. The breakdown of the 391 fatalities of the construction industry shows that 'struck by an object' accident had 30 fatalities, the 3rd in frequency following falling (235) and crashing (32) accidents. This study aims to explore ways to reduce the 'struck by an object' accident with emphasis on safety education and certificate system for rigging and slinging works. This study reviews literature on rigging and slinging works and analyzes 'struck by an object' accidents. The rules and regulation on the rigging and slinging works are also reviewed both for Korea and other countries with best practices in construction safety such as Singapore, Japan, U.K., and U.S. The rigging and slinging certificate systems of those countries are also reviewed to find any advantage in the construction safety management. In addition, a pilot rigging and slinging certificate system was executed in one of domestic construction site followed by two surveys: one on the riggers who participated in the pilot operation and the other on general managers in domestic construction sites. Based on the analysis of the 'struck by an object' accidents and pilot operation, this study proposes a rigging and slinging certificate system to reduce accidents, enhancing safety condition of construction sites. The certificate system was proposed in a way to accommodate working practice of construction sites. Depending on rigging careers and a crane load capacity, riggers are eligible to apply either basic or master certificate which makes difference in the level of rigging works. The safety condition of rigging and slinging work could be substantially enhanced if workers, managers, supervisors, administrators, and policy makers work together consistently.

Building an Ontology based on the Unified Construction Information Classification System (통합건설정보분류체계 기반 건설정보 온톨로지 구축)

  • Recently, extensive research has been conducted on classification systems for managing a huge amount of information with various froms in the construction industry. Classification Systems such as ISO/DIS 12006-2 and MasterFormathave been proposed as international standards, and accommodating them for Korean situation the Korean Ministry of Construction and Transportation has proposed the Unified Construction Information Classification System. As the construction industry becomes bigger and more complicated, however, the need for higher-level semantic representation of construction information has been recognized. In this study we develop a prototype ontology based upon the Unified Construction Information Classification and suggest a practical way of applying an ontology technology to the construction information systems. An ontology is a useful tool to effectively manageconstruction information and to support interoperability among heterogeneous information systems by clarifying the semantic relationship between concepts.

Integrated Code Classification System for Work Sections in Standard Method of Measurement and Construction Standard Specifications (수량산출기준 및 공사시방서의 공종분류코드 통합기준 연구)

  • Considering that the classified items in the work section level can have an applicability when those items are being used to cost and specification information with consistency, the work section classification code should be applied as an Integrated code system. Our construction industry is using three work section classification systems for civil engineering projects, such as integrated construction information classification system, standard method of measurement and guide of project specification. And each standard construction specification is also using different work section classification systems. This study suggests a methodology to integrate the code systems in construction specifications with civil engineering standard method of measurement. And the methodology suggested in this study was applied to a web-based prototype system with practical specification codes.

  • Information technical dependence degree is coming to be high from constructive information-oriented field. The size and complexity of constructive information are increasing and consequently, the standard for a construction information resource management becomes important. Currently the certification about construction information standard is being enforced part system and information-oriented level etc. from domestic. So we have a plan which will propel the diffusion strategy for the practical application of constructive information standard with introduction of the certification system about construction information standard. For a certification system preparation, we studied a feature and definition about construction information standard and analyzed domestic and foreign case. From that, we accomplished a classification and an analysis about construction information standard becomes the object of certification. And then, we selected the object of the certification through deriving necessities of certification about each construction information standard and considering the priority at the time of introduction. Finally we suggested an certification institutional operation plan about the object which is selected. Held a consultation meeting about the fact where the professional knowledge or technique is demanded and established secured directivity about authentication institutional operation plan and professionalism.
