The construction industry is still the most risky industry and labor accident is a significant management factor on construction site. Safety management has been studied for improving the safety performance on construction sites. However, Almost all of them have been considered on the site safety management for the contractors and evaluation of accident rate. To resolve the limitation of current research, this study is focused on considering accident result and effort by performing the evaluation of safety level of the head office and site in construction companies. By studying the research about a safety management and interviewing with specialists in safety management, 7 items were selected and weighted based on the KOSHA18001 List. Consequently, The checklist was developed to evaluate safety performance management in construction company and Safety Management Index was suggested to coordinate 1) the score of results in accident rate and 2) the effort to evaluate a safety performance management. Safety Management Index is more helpful to evaluate the safety management results and effort. As a result of considering the score of the accident rate and the safety performance management, the outcome of prequalification was changed. Using this index, contractors will attempt to prevent accidents and owners will be able to discriminate individual differences in bidding process.

Recently, mainly in downtown, there have been frequent safety incidents in underground space like ground subsidence and land sinking. Out of diverse coping measures, the government is carrying forward the establishment of underground space integrated map. As a core element of the underground space integrated map, the 3D geotechnical information is used as major data of underground space impact assessment obliged in accordance with the "Special Act on the Safety Control of Underground Space Safety". The construction method of 3D geotechnical information is drawn when establishing the basic establishment plan of underground space integrated map, and the continuous construction is performed by the Integrated DB Center of National Geotechnical Information. However, it is necessary to draw concrete measures with accuracy, efficiency, and utilization. This study drew the construction plan considering the accuracy, utilization, and efficiency of 3D geotechnical information for the support of underground space safety. For this, accuracy between elevation and underground level is compared using MVS and MakeJiban which are software to construct boring information with geotechnical information in geotechnical information portal system. In the results of general analysis, the milepost-based construction of whole strata in a lump would be the most suitable in the aspect of accuracy, utilization, and efficiency. Based on the results of this study, Plan to construct 3D geotechnical information will be pursued.

While more attention has been paid in recent years to urban point source pollution control, no considerable measures have been taken to control urban non-point source pollution. Contaminants from non-point sources deposited on urban impermeable surfaces such as road and highway are easily released to the public waters by rainfall, leading to the deterioration in water quality in urban area. The present study investigated a system using filter media to reduce the level of contamination in urban road runoff. Three different media, designated as J-P (polypropylene, blowing type), B-P (polypropylene, fiber type), and P-F (Polyvinyl alcohol, cube and sheet type) were evaluated on the basis of pollutant removal efficiency as well as hydraulic property. Experiments were peformed using a 1/4-scale treatment unit at various pollutant roading and rainfall intensity with real rainwater runoff collected from road surfaces. The results at different rainfall intensities shows that the medium J-P is superior to the other media for water permeability. J-P was not blocked at 10 mm/hr rainfall and its permeability was stable. On the other hand, B-P and P-F resulted in substantial overflow ratio even at I mm/hr rainfall intensity. Comparing treatment efficiencies for suspended solids, all media showed similar removal ranged from 91 % to 95%. However, J-P seems to be better than the other media considering its higher water permeability. J-P and P-F, both hydrophobic, yielded over 76% of heavy metal removal. But, the hydrophilic media B-P showed much smaller removal ranging from 26% to 47%. This indicates that J-P and P-F are beneficial to remove heavy metal due to their hydrophobic property. The treatment efficiencies over PAHs (poly aromatic hydrocarbons) showed the similar removal efficiency ranging from 66% to 97% for all three media.

The rock excavation work on the sea is planned as underwater process if the elevation of the rock is lower than the M.S.L.(Mean Sea Level). However, in case of West and South sea which are largely different between the rise and fall of the tide, the earth work can be performed on the ground while the work surface is exposed above the sea according to the tide cycle. Thus, it may a good substitute to make up for shortcomings of underwater construction works such as safety problems of workers, loss of efficiency and increasement of construction costs. But the difference between the height of the rock excavation surface and the water surface changed by the tide makes the exposure time of work surface, that is the possible working hours be changed. Also, it may cause the changes of construction cost. Thus, this study analyzes the economical efficiency of the construction method using the difference between the rise and fall of the tide in comparison with the construction method which is performed under the sea, and it also suggests the way to analyze the economical working hours by estimating the possible working hours on the ground. We also try to find out the application possibility of the way like the rock excavation work on the sea using the difference between rise and fall of the tide.

Background: Hong Kong's construction industry currently faces a manpower crisis. Blue-collar workers are a disadvantaged group and suffer higher levels of chronic diseases, for example, cancer, than the wider population. Cancer risk factors are likely to cluster together. We documented prevalence of cancer-associated lifestyle risk behaviors and their correlates among Hong Kong construction workers. Methods: Data were collected from workers at 37 railway-related construction worksites throughout Hong Kong during May 2014. Tobacco use, alcohol consumption, unbalanced nutrition intake, and physical inactivity were included in the analysis. Latent class analysis and multivariable logistic regression were performed to identify the patterns of risk behaviors related to cancer, as well as their impact factors among construction workers in Hong Kong. Results: Overall, 1,443 workers participated. Latent class analysis identified four different behavioral classes in the sample. Fully adjusted multiple logistic regression identified age, gender, years of Hong Kong residency, ethnicity, educational level, and living status differentiated behavioral classes. Conclusion: High levels of lifestyle-related cancer-risk behaviors were found in most of the Hong Kong construction workers studied. The present study contributes to understanding how cancer-related lifestyle risk behaviors cluster among construction workers and relative impact factors of risk behaviors. It is essential to tailor health behavior interventions focused on multiple risk behaviors among different groups for further enlarging the effects on cancer prevention.

The government announced a plan for fund support to the enterprises with high possibility of recovery and early restructuring for the enterprises with low recovery by objectifying credit assessment system. Such announcement of government could be extended to restructuring risk of middle standing enterprises with low financial soundness by establishing the basis to prepare prompt restructuring by reinforcing the basis for restructuring through capital market. This research analyzed financial soundness based on the financial evaluation of bank by selecting 10 middle standing construction companies which focused on housing business in 2019, based on such analysis result, it was confirmed that there was a high possibility of restructuring risk. This research determined that there would be a decrease in growth rate of construction industry on the whole in 2020 due to fall of economic growth rate and reinforced real estate regulation, accordingly, there's a big possibility for middle standing construction companies with paid-in capital ratio due to its low possibility of maintenance of stable credit rating. This research established KCSI assessment model by utilizing the material of a reliable research institute in order for middle standing construction companies to evade restructuring risk, and indicated risk ratio differentiated per each item through a working-level expert survey. Such research result could suggest credit risk reduction method to middle standing construction company management staffs, and prepare a basis to evade restructuring risk.

The construction industry is considered to be a fatal accident industry, accounting for 28.5% of the total industrial accidents in 2017, as the number of industrial accidents in the construction industry has steadily increased over the past decade. So it is necessary to consider introducing Resilience Engineering, which is actively applied to risky industries around the world, to drastically reduce construction accidents. Although Resilience Engineering, which has emerged as the next-generation safety management centered on Hollnagel since the 2000s, claims the importance of strengthening Resilience abilities considering organizational structure and culture, most studies focus only on developing evaluation indicators. The purpose of this study is to analyze the impact of an organization's safety culture on its Resilience abilities in the construction industry. Specifically, it conducted empirical analysis on the impact of safety culture consisting of 'communication, leadership and safety systems' on the Resilience abilities(responding ability, monitoring ability, learning ability, anticipating ability), and the mediation relationship between leadership, communication, and safety system. The survey was conducted on construction workers, and an empirical analysis was conducted on the final 154 responses using SPSS 25 and Smart PLS 3. The results showed that the safety system had a significant impact on all Resilience Abilities, and communication had a significant impact on the remaining three except for anticipating ability among Resilience Abilities. On the other hand, leadership has been shown to have a significant impact on anticipating ability only. In the verifying of the mediation relationship between leadership, communication and safety systems, it was found that leadership affects all Resilience abilities by means of safety systems, but communication can only affect responding ability. This study has practical significance in that it suggests the need for policy-level efforts to introduce and apply Resilience Engineering and then expanded the effective safety management assessment of the construction industry in the future. Moreover, the academic implications are important in that the study attempted to expand the academic scope for a paradigm shift in the future as the safety culture has identified its impact on the Resilience abilities.
This paper aims to analyze the Award wage system in Australia for construction workers. Considering low wages and precarious employment situation of construction workers in general, it is of advantage especially for them in Australia. Furthermore, it seems to be instructive for Korean construction workers, who stand in more precarious and unstable situation and furthermore are lack of fair wage and social safety. After strong and longstanding labour struggle in the late 19th century in Australia, it has been established a tripartite institution called as 'tribunal' between trade unions, employers, and the government. Under the highly institutionalized form of industrial relations, it functions as an arbitration and conciliation system between labour and management. The Award wage system stands in the middle point. This Award wage system including various welfare provisions is settled by the tribunal, today renamed as Fair Work Commission. In this wage system should be defined level of minimum wages according to the various skill levels, which are in turn connected with compulsory superannuation and Medicare as well as vocational education and training. Furthermore, it provides especially for the construction workers, who suffer from job instability, so-called 'portable benefits', which relate to long service leave and redundancy pay. Considering general conditions of precarious construction workers in Korea, In that respect, the Australian Award wage system would be very instructive for our social wage and safety system for construction workers.

Future prospects for the North Korean construction market created by reunification of the Korean Peninsula has consistently been recognized as highly promising. Although rehabilitation projects of the deteriorating construction facilities in North Korea are expected to serve as new source of growth engine to South Korea in future, the status quo of each infrastructure in the North are described verbosely with signs of subjective translation. There has been limited approach on depicting the condition and performance of the North Korean facilities based on quantitative and systematic approach. Thus, this study has been conducted under a twofold purpose. First, this study proposes a performance indicator for identifying the status quo of the major construction facilities in North Korea based on a quantitative approach. Second, this study applies the developed indicator to visualize the results on the conditions of each facility in the form of a report card. This expected to serve as a basis on determining the appropriate level of the construction infrastructure in North Korea and estimating the range of rehabilitation projects along with the investment cost.
The study measured a subway construction worker's Macpa stress by Heart Rate Variability measuring instrument and conducted a survey of Korean job stress from subway construction workers. Also, the study analyzed the relationship between Macpa stress index and Korean job stress result and suggested managing stress method for each item. According to National Statistical Office data, the first line subway in Seoul was started to open in 1974. The extended total length is 996 kilometers until 2019. Many aged workers are currently working at subway construction sites due to the avoidance of young workers since the past until now. It means that the elderly has a substantial portion among subway construction workers. The productivity has been adversely affected by health problems due to the aging of workers, job stress due to heavy work, and personal health problems. So, the regulation and policies on job stress health management are being strengthened. The data were measured Macpa stress by machine measuring heart rate variability and conducted Korean job stress survey(shortened) from Sa-sang to Ha-dan line Busan subway construction workers for analyzing the relationship. Independent variable were age, job duration, job position, employment type, working type in this study. Macpa's dependent variable was stress index and Korean job stress survey(shortened)'s dependent variables were job requirements, job autonomy, relationship conflict, job instability, organizational structure, inappropriate compensation, working place culture, and total score. SPSS 12.0 K Statistics Program was used for statistical analysis. Kruskal-wallis test, a nonparametric statistical analysis, was used because the data are difficult to be assumed as normal distribution. As a result, the paper indicated the significant correlation between Macpa stress index and Korean job stress(short version). The elderly workers presented higher Macpa index and higher job stress due to aging and heavy-duty work. The majority workers were daily workers who had unstable working condition and uncertainty about the future. The study suggested a manual that could reduce job stress for subway construction workers and future study deriving management tool through analyzing job stress factor is necessary.
