A defect dispute surrounding an apartment building is in constant trouble, a defect consulting is necessary that objective and impartial for solving a defect. The defect dispute about a defect lawsuit is conducted in the order that filling of lawsuit, consulting order, defect inspecting, estimating a repairing cost, writing a consulting report, submitting a consulting report, and decision by court. Of these, a step of defect inspecting is extensively investigated an occurred defect that each defect index and type from each part and place. At this time, it is collected of many data and created many information. For this, it need to organize and manage. The study is a modeling of field investigation work process that second phase of defect inspecting step. A literature study is defined a work until level 2. This study is defined the work until level 3 to 4. In addition, the modeling can do for using a job name, a place to job, a job to do, and a person concerned about defect consulting case. The modeling is expected a contribution of improving a defect consulting process and systematizing a judgment standard.

There is urgent for defect consulting work to standardize the investigated method, repaired and reinforced method, and estimated cost about defect in increasing a defect lawsuit of apartment building. For the purpose of developing the standard process of defect consulting work, the review that a used process in law and institution should take precedence. There is not prepared the national standard for defect consulting but is dependent on an experience and a practice of consultants. This study analyzes defect consulting case, defines main steps for developing the standard process, and draws phased work factors. As systemizing this, it is expected to apply to basic structure for developing the standard process of defect consulting work for the next.

우리 국민의 거주 형태로 아주 큰 비중을 차지하는 공동주택의 하자는 입주민에게 큰 불편과 손실을 초래하고 있다. 그러나 시공사에서 하자정보의 관리에 조금 더 관심을 기울인다면 많은 하자를 사전에 예방할 수 있으리라 판단된다. 이에 본 연구에서는 하자 발생을 방지시키기 위한 개선된 하자정보관리시스템을 도출하려 한다. 먼저 관리시스템의 취약으로 인한 하자사례를 조사하여 개선된 하자정보관리시스템의 필요성을 확인하고, 다음으로 설문조사를 통하여 그 결과로써 현재의 하자정보관리시스템의 문제점과 개선 필요성을 파악 할 수 있었다. 그리하여 하자정보관리시스템의 개선 방안을 도출하였는데 이는 하자 발생의 예방에 도움이 될 것으로 기대된다.

In the construction industry, construction management system using information technology has been applied diversely to increase productivity. Although IT device such as PDA, RFID, Barcode, wireless network and web camera has been introduced in construction site, the usage of these device is restricted, because these cause engineer to do additional work. The suggested process using Digital Pen in this study, which can lessen engineer's additional work, get defect data promptly. Also accumulated data is utilized effectively for analyzing construction site. The purpose of this study is to introduce Digital Pen System as a means of construction data acquisition for improving productivity.

현행 실행되고 있는 하자관리의 경우 마감전단계, 시공자 사전점검, 입주자 사전점검시기에만 주로 하자점검을 하고 각각의 하자 데이터는 서로 연관성이 없다. 그리고 기존의 하자관리 연구의 경우 주로 하자를 분류함에 있어 공종 및 공종별 하자 유형으로 하자데이터를 분류하였다. 이에 본 연구에서는 하자 데이터를 분류하는 기준에 하자의 부위를 추가 하여 하자 데이터를 분류하였다. 또한 부위별 하자관리에 의한 상시 하자관리 체계 방안으로 Web을 기반으로 하는 PDA와 3DCAD이용을 제안하였다.

Recently a great deal of people are taking legal action against the housing provider due to the defects of their Apartment house. And most of the housing companies are spending a huge amount of expenses and efforts to keep their brand value. This essay will carry out time series analysis the 20 housing district which are constructed by huge construction companies. This analysis itemised by metropolitan area(Seoul) and others to keep the degree of reliability, and converted future defect maintenance cost into current cost applied by discount rate to figure out suitability of defect maintenance cost. Even though, this essay is not able to represent standard of defect maintenance cost due to the insufficiency of record, while it will be assisted as a referance when long-term record of time series is estabilished.

공동주택의 하자소송 금액에서 가장 많은 비율을 차지하고 있는 균열하자는 하자판정 기준이 명확하지 않아 판결에 따라 하자에 관한 판단이 엇갈리고 있다. 균열하자 판결금액 대부분을 차지하는 층간균열은 균열의 폭이나 상태와 관계없이 모두 하자로 판정되는 추세이며, 보수공법 또한 대부분 일률적으로 정해지고 있다. 이는 균열하자 판정의 기준이 되는 국토교통부의 하자판정기준과 법원에서 기준을 삼는 건설감정실무의 기준이 일치하는 않는 문제에서 출발한다. 법령의 개정과 법원감정실무지침서의 개정 등을 통해 모든 이해관계자가 적용할 수 있는 하자판정 기준의 수립이 필요하다. 또한, 층간균열 보수공법 기준은 층간균열의 폭과 상태에 따라 공법을 적용할 필요성이 있다. 균열에 대한 하자판정과 보수공법적용을 합리화한다면 소송에만 의존하는 현재의 하자분쟁 추세를 바꿀 수 있는 계기가 될 수 있을 것이다.

최근 공동주택의 마감자재가 고급화, 다양화되면서 품질만족에 대한 고객의 욕구가 과거 그 어느 때 보다도 증대되고 있으며 건설업체 또한 자사의 신인도 및 브랜드 가치의 상승을 위해 정밀시공을 통한 품질확보에 많은 노력을 기울이고 있다. 그러나 국내 공동주택 현장의 품질점검 및 하자관리는 현장관리 인원의 부족, 과다한 문서 발생, 업무 절차의 복잡성 및 관련주체간의 비효율적인 의사소통으로 품질점검에 따른 시설물의 이력관리 및 하자관리가 신속히 이루어지지 못하고 있는 실정이다. 따라서 본 연구의 목적은 이러한 품질점검 및 하자관리의 문제점을 해결하고자 PDA 및 웹을 활용하여 공동주택의 품질점검 및 하자관리에 대한 정보를 실시간으로 수집하고 이를 통해 관련 주체간의 효율적인 업무처리와 세대별 이력관리를 지원할 수 있도록 하는 공동주택 품질점검 및 하자관리 시스템을 구현하는 것이다. 본 연구에서 제시된 품질점검 및 하자 관리 시스템의 활용은 기존의 수작업에 의한 업무 절차를 간소화하고 관련 조직간의 원활한 의사소통과 시설물의 하자 관련 이력 데이터를 구축케 함으로써 품질관리 관련 업무의 질적 향상을 도모하고 궁극적으로는 품질 향상을 통한 건설업체의 고객 만족도 및 신인도 제고에도 크게 기여할 수 있을 것으로 기대된다.

In the construction industry, IT based information system has been diversely applied to increase productivity. Although IT device such as PDA, RFID, Barcode, wireless network and web camera has been introduced to gather information in construction site, the effect of the IT device is limited, because of bringing about additional works of engineer. In this paper, we proposed a defect management system which is based on handwritten document digitalization framework for introducing applicability of new IT device, digital pen. By the proposed system, we can effectively gather and input defect information to defect management system by using digital pen and paper like conventional way. Applying the data gathering device, digital pen to defect management, it is able to increase productivity by improving work process, building up and utilizing defect information database of good quality.
