The main purpose of the study is to analyze the information aspects of the impact of COVID-19 on the labor market in the EU and Ukraine. In addition to studying the key parameters of changes in the labor market under the influence of COVID-19, i.e. the unemployment rate and the share of the employed population, a thorough study of gender equality, labor migration and the impact on youth made it possible to characterize the effectiveness of the policy of stabilization and restoration of the labor market in the EU and Ukraine. The results obtained form the necessary information basis for modeling labor market regulation in the event of possible subsequent disturbances, in particular under the influence of global pandemics.

Korean Government started to publish Korean CCI(Construction Cost Index) again at February 2004 since CAK(Construction Association of Korea) stopped publishing it 1994. CCI is developed using the verified statistical data, that is, input-output table and producer price index by Korean Bank and labor unit cost by CAK. Though the method is available as it uses the verified statistical data, there is a limitation to reflect the characteristics of construction. For overcoming this limitation, this study suggests CCI development method investigating the input structure of labor and material cost for each type of construction project and applying the cost variations of the items.

Wage is a very important issue not only for the workers' current living but also for the future laboring landscape. As of 2014, it is reported that about 290,000 workers suffer from delay in payment of wage. The construction industry is particularly labor-intensive, which implies that delay in payment of wage is a serious problem. Despite this fact, in terms of the delayed payment of wage most studies have been conducted on the improvement of a system to resolve delayed payment in exclusion of labor workers' awareness and thinking. Thus, the purpose of this study is to understand construction labor' awareness and analyze the effectiveness of the resolution step of the delayed payment of wage based on construction labors' awareness. In the research result, more than 30 percent of all construction labors and managers are never aware of the settlement procedure of the delayed payment, and it appears that the resolution step system needs to be greatly improved. In conclusion, it is expected that this study will be utilized as fundamental data for the settlement procedure of the delayed payment, and the influence of delayed payment on construction labors' safety behavior and productivity should be further studied in the future.
Electrical construction business has public and professional characters. It may require appropriate interventions of the government because these business activities stand for not only profit-seeking competition, but also supplies of one of the key functions in our society. In other words, public benefit and private benefit are still in existence. The government therefore considers such an aspect of public importance of the business sector and needs to plan to adjust technical and engineering manpower of this market. This study focuses on the imbalance for labor supply and demand of technical engineer in electrical construction business. A system dynamics analysis is applied to understand and simulate the imbalance as a soft approach. It has the merit of causal loop diagram to alleviate the limitation of data lack problem. We find that excess demand is expected from 2010 to 2011, and excess supply is predicted from 2012 to 2021 about the manpower of technical engineer. It shows considerable disagreement between the supply and demand of human resource. So we suggest that it is strong necessity to construct statistics infrastructure for a manpower supply and demand plan.

Ukraine has a significant in quantity and unique in quality parameters, in particular, the level of education, a resource - the labor force, which, along with natural resources, can serve as the basis for economic growth and the achievement of sustainable development goals. The study is aimed at a thorough identification of the main factors influencing the formation and use of the labor force in Ukraine, including by comparing with the indicators of the EU countries, before the start of the active phase of military aggression by the Russian Federation. It was found that until February 24, 2022, there were negative trends in the change in the quantitative and qualitative indicators of the labor force due to the demographic crisis, the transformation of the national economy and shortcomings in state regulation of labor market development processes. The military actions not only exacerbated pre-existing problems, but also led to the emergence of new ones. A significant number of refugees and internally displaced persons, with the termination of the activities of half of the economic entities, provoked a sharp increase in real unemployment and a decrease in wages. The specific problem of the labor market of Ukraine - the "labor crisis", which has and will have a significant impact on the labor force, is carefully considered.

"The world is flat" as the popular author Thomas L. Friedman declares in his best belling book about the progress of business globalization in the $21^{st}$ century [3]. Construction projects and related businesses have been global since the 1800's, but it has never seen such rapid transformation in both scope and depth as in the past decade. Construction projects today often bring together international design talents, construction management firms, local and international labor forces, and global suppliers. On a visit to Dubai in the United Arab Emirates on the Persian Gulf, a person will experience the complexity of globalization of modern construction projects- with Arab owners, European engineering and design companies, American construction management teams, Korean general contractors, Jordanian subcontractors, and labor forces from Thailand, Indonesia, Turkey, and Sri Lanka. A count of material suppliers reveals over 60 countries involved, covering all continents. Indeed construction projects are getting more and more complex and competitive, as is the project execution. The trend toward globalization poses both challenges and opportunities to construction and engineering companies competing on a global scale. While global competition may be a threat to many companies, there are, however, many opportunities for synergistic collaborations that can create win-win scenarios for construction business, research, and education. This paper presents some of the opportunities between the U.S. and Asia in business integration, research collaboration on technologies, and educational development, which may mutually benefit countries on either side of the Pacific.

With labor shortage and high-wage era, the construction cost is rising and the construction business is dull, demanding the construction environment of Korea to raise profitability through major cost savings and rationalization of construction management. However, although reinforcing bar(rebar) work, which greatly effects the building's safety, endurance, and construction time, is an important phase in construction, it holds serious problem of quality and productivity deterioration due to its characteristic of intensive-labor and maintaining of old work methods resulting in poor management, and costs increase. Therefor in this study to investigate current situation and problems of rebar work and to find methods of betterment, a survey was conducted to site engineers and individuals in division of cost estimate of domestic construction company. The survey questions were on the subjects of (1) calculating rebar quantity, (2) ordering and procurement, (3) rebar cutting and bending, and (4) rebar work management. Industrial robotic arms are widely adopted in numerous industries for manufacturing automation under factory settings, which eliminates the limitations of manual labor and provides significant productivity and quality benefits. The U.S. modular construction industry, despite having similar controlled factory environments, still heavily relies on manual labor. Thus, this study investigates the U.S., Canada, and Europe-based leading modular construction companies and research labs implementing industrial robotic arms for manufacturing automation. The investigation mainly considered the current research scope, industry state, and constraints, as well as identifying the types and specifications of the robotic arms in use. First, the study investigated well-recognized modular building associations, the Modular Building Institute (MBI), and renowned architecture design magazine, Dezeen to gather industry updates. The authors discovered one university lab and a few companies that adopted Switzerland-based robotic arms, ABB. Researching ABB robotics led to the discovery of ABB's competitor, Germany-based KUKA robotic arms. Consequently, research extended to the companies and labs adopting KUKA models. In total, this study has identified seven modular companies and four research labs. All companies employed robotic arms and gantry robot combinations in a production-line-like system for partial automation, and some adopted design standardization for optimization. The common goal among the labs was to achieve greater flexibility and full automation with robotic arms. This study will help companies better implement robotic arm automation by providing recommendations from investigating its current industry status.

사업의 지속적인 성장을 위해서, 생상성의 향상은 필수적인 요소이다. 건설업은 노동집약적인 산업이고 그래서 건설기능인력은 생산성에 영향을 미치는 가장 중요한 요인이다. 그러나 매해 건설기능인력은 감소하고 있는 추세이다. 따라서 이러한 문제는 반드시 교육체계와 직급체계의 제안을 통해 관리되어져야 한다. 이 연구의 목적은 기존의 문헌고찰을 통하여 현재의 교육체계와 직급체계의 연관된 문제를 찾아내고 이러한 문제를 해결하기 위하여 교육체계와 직급체계를 제안하는데 목적이 있다. 또 이러한 교육체계와 직급체계의 타당성 검증을 위하여 건설 기능 인력의 설문조사와 건설 실무자의 면담, 조사를 통하여 타당성을 도출해낸다. 좀 더 세부적인 사항이나 결론은 아래의 글에서 알아보기로 한다.

Due to the labor-intensiveness, high investment cost, long execution time, frequent change orders, and many stakeholders in a BIM project, a BIM manager is bound to face a lot of risks to make decisions in cost managing process. Since the productivity of a BIM team will affect the execution cost, this study investigates a simple method of assessing the productivity of a BIM team using the working timesheet records of the team. In this research, the productivity of a BIM team is defined as the effective working floor area (in square meters) of BIM uses per labor-time (in man-months) spent by the team. After the applicability of this method is tested by regression analysis using data from 5 real BIM projects in the construction phase, it is found that the simple productivity definition adopted in the method, although easy-to-implement, does not produce a statistically constant productivity value. More research is therefore needed in the future to devise better indicator(s) for assessing the productivity of a BIM team.
