  • The construction of the health care facilities in terms of medical institutional source cost much and affect on management of another sources like, staffs for the health care delivery systems and the medical service For it is hard to amend and change the physical component of the facilities, the reasonability and the efficiency of the facilities should be the major considering point. Consequently, the purpose of this study is to represent the basic data for determining the size of general hospital by analyzing the use pattern of existing facilities and investigating annual use pattern and user's distance from the facilities.

  • Despite technological developments and application advances of Acoustic Doppler Current Profilers (ADCPs), no standard procedure has been adopted or accepted for calibration of ADCPs. Limitations of existing facilities for calibrating ADCPs, the complexity of ADCP instruments, and rapid changes in ADCP technology are some of the reasons why a standard procedure has not been adopted. However, there is increasing realization of the need for effective Quality Assurance (QA) and as part of that the importance of standardized calibration. In this study, the significance of calibration and QA plans for ADCPs is discussed and the calibration facilities for ADCPs at home and abroad are reported. Furthermore, the method for calibrating ADCPs using a towed car and its limitations are discussed. This study contributes to discussions surrounding the establishment of standard procedures for calibrating ADCPs and QA plans, and the construction of calibration facilities in the future.

Human Hazard by Outdoor Electrical Facilities in Submerged Area (옥외 전기시설물 침수시 누설전류에 의한 인체영향)

  • We show three-dimensional distribution of voltages resulted from the leakage current originated from outdoor electrical facilities in a submerged area. In case these facilities are grounded by the neutral line multiple grounding method, the existence of ungrounded electrical facilities can cause a disastrous effect on near-by passengers. In order to investigate this situation, we installed a real-scale test field for the experiment type I (for the leakage current path between a enclosure grounded electrical facility and another enclosure grounded one), and that for the experiment type II (for the leakage current path between a enclosure grounded electrical facility and another ungrounded one). For both cases, we carried out three-dimensional monitoring of the voltage distribution while varying additional conditions such as the exposure of the underground cables and the finishing of cable connection part. The result shows that a disastrous effect on human safety can arise from the leakage current without a pertinent measure for the construction and maintenance of outdoor electrical facilities.

  • As of August 2005, there are 9,007 facilities for public primary, middle and high schools in Korea. But because of depopulation, hereafter it is expected to allocate much more budget and interest to utilizing the existing facilities reasonably rather than new buildings construction. At present the maintenance of educational facilities is depend on not a preventive but a post preservation. And there is no established maintenance organization and system, which causes both facility deterioration and squandering of the nation's resources. Thus the object of this paper is to examine a maintenance system of established public school facilities and to improve the system which is enable to maximize the efficiency for the existing maintenance organization.

  • The most frustrating of all problems to physically disabled individuals are building and facilities, supposedly created for the public. that are designed and constructed in such a manner that probit the full participation of the physically. The first problem is to determine what might be done to make accessible and fuctional existing buildings that are now nonaccessible. The second task, the simpler of the two, is the development of the standards for proper design and construction of new building and facilities. thus the purpose of this study was co obtain precise information about the inconvenience of architectural barriers in the pubic building and facilities that having the physically disabled. Those listed in this survey 22 pubic building and facilities and 3 general hospital in An-dong city from December 20 to 28. 1995. Measurement obtained were compare with available international criteria and standards. These findings are offered to the appropriate autority as a guide for developing barriers-free design suit able to the Korean situation.

  • The information and communications service is recently being broadened, having much faster transmitting speed and multimedia performance. In addition, its introduction to general residential sites and construction of network facilities are being activated. Therefore new setup paradigm is being established other than the environment of plain old telephone service and data communication. In the present paper, the status of international and domestic standardization are reviewed and the operational environment of customer premise telecommunication facilities are investigated and analyzed. In order to enhance customer cabling facilities in Korea. The problems with the operational environment are analyzed, and how to improve customer cabling telecommunication facilities is suggested based on the above.

A Study on Facility Layout Planning Using Graph Theory (그래프 이론을 이용한 설비배치 계획에 관한 연구)

  • We consider a facility layout problem with the objective of minimizing total transportation distance, which is the sum of rectilinear distances between facilities weighted by the frequency of trips between the facilities. It is assumed that facilities are required to have rectangular shapes and there is no empty space between the facilities in the layout. In this study, a graph theoretic heuristic is developed for the problem. In the heuristic, planar graphs are constructed to represent adjacencies between the facilities and then the graphs are converted to block layouts on a continual plane using a layout construction module. (Therefore, each graph corresponds to a layout.) An initial layout is obtained by constructing a maximal weighted planar graph and then the layout is improved by changing the planar graph. A simulated annealing algorithm is used to find a planar graph which gives the best layout. To show the performance of the proposed heuristic, computational experiments are done on randomly generated test problems and results are reported.

  • The purpose of this study is to gain basic data for operating our country's welfare facilities for the aged by understanding the characteristics of unit care which has been developed in Japan's welfare facilities for the aged. To do this, the theological study through literature and the case studies through field survey on two welfare facilities for the aged in Japan were conducted. As a result, the characteristics of construction in the hardware side and the characteristics of practice in the software side were sorted and organized.

The Fact-finding and Analysis of the Environmental Management Cost in Construction Projects (건설공사의 환경관리비용 계상 및 운용 실태 분석)

  • The purpose of this study is to find the reality of environmental management cost in construction projects and to suggest some policies in order that owners appropriate the environmental management cost reasonably in the construction budget for reducing the environmental pollution at job sites. We surveyed the actual state of appropriating and expending the environmental management cost over 122 construction sites. According to the results of the survey, while the appropriated rate of the environmental management cost was 0.59% of the total construction cost. the expended rate reached at 0.94%. When examining the antipollution facilities which were operated in job sites, the investment for equipment against air-pollution such as tire washer, dust-proof device was relatively higher than other antipollution equipment. As the method appropriating the environmental management cost, we concluded that a quantity-per-unit costing method is more reasonable than appropriating at a fixed rate of total construction cost considering that there is little correlation between total construction cost and the environmental management cost. To do so, antipollution facilities that must be examined at a design or estimation stage of a construction project should be prescribed by the law. Moreover, referenced cost data for the quantity-per-unit costing should be prepared and officially published.

  • As a large portion of defence budget are alloted for military facility construction, reasonable budget estimation in the planning stage has been officers' main concerns. However the proper estimation of construction cost is difficult to be carried out due to the absence of systematic criteria. To improve the budget estimation for military facility construction, this study proposes a cost index model which can convert historical cost to current cost. Thus the developed cost index would enhance effectiveness of budget estimation process 3nd support reasonable decision making. This cost index model is developed by analyzing historical cost data with statistical methodology The study is executed by following process. First, factors which affect construction cost for the most are selected by analyzing historical cost data. second, the selected factors are categorized material cost, labor cost and equipment cost, and weights of those factors are calculated by dividing the cost of each factor by total item costs. Last, cost index is developed by using weighted average method.
