Developed in this paper is a feature based modeling of welded plate construction(WPC) which is composed of flat or bended plates represented as reference plane with a constant thickness. First, the necessity and the characteristics of the feature based modeling of WPC as compared with the assemblies of mechanical parts are investigated. Second, feature library for the assemblied of WPC is shown which contains several types of features like joint feature, groove feature, materialfeature and precision feature. Third, the assembly procedures are presented whichmainly consist of both the assembly transformation and the correct assembly checking. Fourth, weld lines generated in the assembled WPC are defined so that those can be used in the process planning or the manufacturing stage. Finally, A prototype system isdeveloped by using a geometric modeling software Pro/Engineer, a graphic software GL(Graphic Library), and C language on a CAD workstation IRIS.

A set of study has been made on the table of vehicle running costs, officially used by Korean government, in view to clarifay the relative value of costs composition characteristic and reduction rate due to road surface improvement. The amount of vehicle running costs in Korea and of the components, has been compared, with the corresponding value of the USA, Japan, France, Great Britain and Italy. Findings are briefly summerized : vehicle running costs have been found to be generally much expensive in Korea than the four developed countries except Italy; and significant differences have been also found on the pattern of savings for components of vehicle running costs presumable by pavement construction on road surface, between two countries, Korea and the USA.

It is very difficult to partially describe the hull shape made up of 3-dimensional free form surface. With computerizing skill in ship design, the geometric modeling technique has been developed. In hull shape modeling, the blending technique has not yet been adapted to the hull shape surface has a variable curvature. By adapting the blend surface, small surface on drawing plane is to be softly blended with given hull surface and a projecting part. This study has adapted to the ship design one of the blending methods by which offsets data of the blend surface can be obtained by the input of blend radius on two base surfaces.

This study has been done to make a practical suggestion in figuring out required size of electricity power facility in preparation for reunion of Korean Peninsula, estimated based on capacity increase and demand changes in the past. In making the suggestion, balanced development of South and North Korea Economy, recovery of existing power facilities, and construction of new power facilities were taken into consideration. As an alternatives, study result of power system interconnections in Korean Peninsula and/or in North-East Asia Region, PEACE Network, is suggested with a cooperation scheme of information and communications technology as an extra advantage. Concluded a cooperation of electric power system and information & communications technology in the peninsula is expected to be a great opportunity in developing electric power economy, maintaining clear environment, improving security of power supply in the region, and in reunion of Korean Peninsula and peace in the world.

Wind energy, as an alternative to fossil fuels, is plentiful, renewable, widely distributed, clean, and produces no greenhouse gas emissions during operation. However, the construction of wind farms is not universally welcomed because of their visual impact, competing land use, comprising human health impacts, building and crop damage, loss of amenities and ecological impact, impact on wildlife, danger to birds, safety hazard, aesthetics and noise. Offshore wind power, in particular, offers a huge potential to generate clean energy. However, the envisaged massive expansion of wind farms in oceans is already causing severe environmental conflicts. Wind farms cause further harm to already threatened oceans. Wind power has negligible fuel costs, but a high capital cost. The expansion of climate-friendly wind energy use both onshore and offshore can only be successful it the legal and organizational conditions undergo some clear improvements.

This paper presets the process of knowledge aquisition by partitioning the phase of analysis & design for knowledge-base module construction of Expert System into five steps to derive rule systematically. Also, this paper presents the process and the task that knowledge engineer must do work each step. The knowledge-base module of STAFS expert system was constructed by considering the destruction rate and the commander\`s intention using the proposed rule derivation methodology.

A general practice in software ordering behavior in public sector has been an enormous obstacle standing in development path of Korea's software industry. Standard on software development cost estimation is supposedly based on Function Point, but in general, it is on headcounting (a number of people involved in a project). Moreover, it is difficult to change a contract in an on-going project, since statement of work is not precisely and carefully described. But it has a simple solution. Design and Implementation should be a separate project, as in construction industry, and both power and responsibility for design should be given to an expert with a national-level qualification. Here, there is a simple way for Korea to reborn as one of the strongest software country.

This paper deals with investigation on the spot for grounding systems of buildings based on international standards at construction sites. The investigation was carried out for grounding method, grounding type, shape of grounding electrode, grounding for a lightning protection system, continuity of steelwork in reinforced concrete structures, etc. The investigation on the spot was performed by a researcher and engineer with over fifteen years of industry experience all over the country. As a result of the investigation on the spot in 13 buildings, common grounding and structure grounding methods were dominant. The safety improvement methods include installation of equipotential bonding conductors for the connection to the main earthing terminal, equipotential bonding conductors for supplementary bonding, use of Surge Protective Devices (SPD), and safe connections between earthing conductors and the rebar.
