This paper presents a fundamental study to establish a standardization system of the Construction Continuous Acquisition and Life-cycle Support(CALS). A state of the art in standardization of the Construction CALS is reviewed to find some defects in developing CALS system in construction industry. It is analyzed that three major parts were needed to set up a standardization system for the Construction CALS. Firstly, the range of Construction CALS standardization is set up to identifying Construction CALS and defining the standards and standardization. Secondly, the strategy to carry out more effectively in Construction CALS standardization and make the relationship of the concerned system presented here can be used to establish the Construction CALS standardization system. In addition, the spread and application device are proposed to use Construction CALS standards at public institution and construction related companies. Conclusively, a classification of the Construction CALS standards was proposed and some objects to be standardized were represented in that. Results studied in this paper will provide the primary information and basic model to develop a guideline for standardization of the Construction CALS.

Ministry of Land, Transportation and Maritime Affairs has implemented Construction CALS project for improving informationization level of construction industry and for making construction production system efficient. Although an importance of evaluation on level and performance of construction informationziation projects has been emerged, Construction CALS hasn't been evaluated so far. In this study, the performance indicators of construction CALS as the most important base in creating a performance management system were deduced. For this aim, this study reviewed the former researches on system construction for managing performance, analyzed current status of Construction CALS, arranged the relationship between upper strategies and ISP, developed pools of performance indicators, and this study followed IT BSC methodology. As a result, this study developed performance indicators of Construction CALS through four strategies such as globalization and activation of Construction CALS standards, research & development for reaching to international level in construction informationization technology, stabilization of system operation and distribution by publicizing Construction CALS and improving its functions, and policy implementation for managing and coordinating Construction CALS projects. These indicators will be applied to build a system of performance management.

국토해양부에서는 건설산업의 정보화 수준을 향상시키고 건설 생산체계를 효율화시키기 위해서 건설 CALS(Continuous Acquisition & Life-cycle Support)사업을 추진하고 있다. 건설CALS사업은 1998년부터 시작되었지만 건설CALS의 정보화수준은 어느 정도인지에 대한 측정이 없었다. 본 연구에서는 선행연구에서 도출된 평가지표를 사용하여 건설CALS의 정보화수준을 측정하였다. 연구는 설문항 및 표본 구성, 설문조사, 설문조사 결과 분석의 절차로 진행하였다. 설문조사 결과, 빠른 시스템 장애복구, 시스템의 웹환경 구축, 높은 표준분류체계 활용, 체계적인 정보전략 계획 수립 측면에서 우수한 것으로 판단된다. 본 연구에서 제시하는 결과는 건설CALS의 정보화수준을 정확히 파악하는데 기여할 것이라 생각된다.

건설교통부에서는 건설부문의 정보화를 선도하고자 건설CALS를 시작하였다. 건설CALS는 공공건설부문을 정보화하고 건설인의 정보화마인드 정착에 기여하였으며 투자대비 비용절감 효과도 큰 반면, 시스템의 노후와와 개발한 시스템의 확산전략 미수립 등의 이유로 효과가 반감되고 있다. 현 시점에서 건설CALS의 현주소를 정확히 파악하여 향후 나아갈 바를 정립하고 도입효과를 극대화시킬 필요가 있다. 이에 본 연구에서는 전략을 수립하는데 효과가 있는 SWOT분석 기법을 이용하여 건설CALS가 지향해야 할 핵심성공요인을 제시하였다. 이를 위해 문헌조사를 통해 건설CALS를 둘러싼 내${\cdot}$외부환경을 고찰하여 25개의 강점, 약점, 기회 및 위협요인을 도출하였으며 SO, ST, WO, WT 기본전략을 수립하였다. 최종적으로 전략을 달성하기 위한 14개의 핵심성공요인을 제시하였으며, 제시한 요인의 타당성 확보를 위해 건설 각 분야의 전문가에게 검증하는 절차를 거쳤다. 이 연구에서 제시한 결과들은 향후 건설CALS가 나아갈 이정표를 제시하는데 의의가 있다. 성공요인 달성을 위한 중점 추진분야 선정, 세부연구과제 도출 등의 후속연구가 지속적으로 수행되어야 한다.

Construction CALS is actively being pursued in Korea and Japan. This paper overviews the similarities and differences between both CALS. And this paper reveals both countries have a common ultimate goal of construction CALS, but a slight differences in their implementing processes. Lately Korean construction CALS places much emphasis upon supporting construction management for contractors and project owner, while Japanese construction CALS has made an great efforts in the electronic bidding system and implementing intelligent CAD system and its application. With a firm support and active involvement of enterprises, both countries will flexibly adapt their construction CALS to the changes in future technological trends and build-up of information infrastructure.

건설산업의 생산성 향상 및 건설사업관리의 효율성 제고를 위해 국가차원에서의 건설 CALS/EC 표준을 개발한바 수자원 분야에서도 국가 전자도면 작성기준에 준한 표준체계의 개발이 필요한 시기이다. 따라서 본 연구에서는 국가 건설CALS/EC를 지원하기 위한 수자원분야 전자도면정보의 표준체계 개발전략을 수립하였다. 이를 위해, 수자원분야 공공기관의 건설사업관리시스템, 건설유지관리시스템, 도면작성기준서 등 건설관련 분야의 도면정보 표준, 국내 전자도면 작성표준과 ISO, 미국 NCS, 일본표준에서 포함하고 있는 도면표준을 분석하였다. 그 결과, 건설CALS/EC 지원을 위한 수자원분야 도면정보 표준의 기본적인 방향을 제안하였다. 실무적으로 표준체계를 적용하기 위해, 수자원 분야 공공기관의 현행 표준체계와도 연계되면서 국가 건설CALS/EC을 준수하도록 번호부여체계를 수립하였다. 따라서 본 연구는 건설CALS/EC을 지원하기 위한 수자원 분야의 기본적인 표준화 방향 및 번호부여 규칙을 제시하였다.

정부는 건설 CALS를 통해 건설업을 지식기반 정보산업으로 변화시켜 건설산업의 선진화 및 국제 경쟁력을 확보하기 위해 노력하고 있다. 그러나 제도적 저해요소와 경기침체로 인한 투자위축으로 민간건설업체의 건설 CALS사업 참여가 저조한 실정이다. 본 연구의 목적은 건설 CALS 체제의 조기구축 및 기반 확산을 위해 민간건설업체의 참여를 유도할 수 있는 혜택방안을 마련하는 것이다. 이를 위해 건설업체 정보화 기초현황 조사를 수행하여 국내 건설산업의 정보화수준을 파악하였다. 혜택의 차등적 적용을 위한 평가 카테고리를 정하고 파악된 정보화 수준과 현행법상의 혜택부여 가능성을 점검하여 경제적 혜택방안을 도출하였다.

This paper presents the results of analysis for the flexible computer integrated Construction(FCIC) system to adapt CALS on the construction industry. Acquisition and supply processes of the system are represented by IDEFO function models and FCIC information systems are briefly described in this paper. The model presented here used as a reference for the development of CALS system.

This paper is about the maintenance CALS system development and construction for the urban transit railway. The operation companies of urban transit railway are driving to construct the maintenance CALS system individually. So, there are concerned problems of duplication investment and waste of budget in the national aspect, inefficient CALS system construction, and etc. In order to resolve that, the KRRI is driving to development and construction of the standardized maintenance CALS system for the urban transit railway. This paper describes the result of basic design of the standardized maintenance CALS system using the CBD development method.
