As the Concept "how environmental friendly" becomes more and more important in road construction. However, so far there is no estimation method. Environmental friendly concept can be incorporated at the plan level in order to influence decision making, and support policies that affect environment. The overall goal of this study was to develop environmental friendly concept measures for the national highway and to develop a methodology to implement a more environmental friendly concept. The research identified 8 performance measures through a project analysis that could address environmental impact assessment system's ten strategic goals - Topography, Wildlife, hydrology, landuse, air quality, water quality, soil, waste, noise, landscape. The qualitatively and quantitatively evaluation approach was selected as the decision support framework and performance measure were investigated using the AHP(Analytic Hierarchy Process) and pilot corridor for a 10 section and calculate the index values. The methodology was applied to a pilot corridor comprised of a 120km section of national highway in korea. The methodology made it possible to identify the specific performance measures that need improvement to enhance the overall environmental friendly concept. It is fairly intuitive, based on readily available data, and is easy to apply. It provides a powerful tool for government to assess the relative environmental friendly conceptof their transportation corridors now and in the future. It allows for comparisons within a corridor and with other corridors and identifies the improvements needed to enhance the environmental friendly concept.
In this paper, it has been studied about the CRCO to maintain or rehabilitate the aged JCP. The CRCO and JCO was constructed at useless section of Seo-Hae-Ahn express highway in South Korea. The performance evaluation was conducted. Especially, it was focused on the roll of longitudinal reinforced steels inserted into the CRCO. On crack survey results from field construction section, the reflection cracks at joint of the existing pavement occurred in CRCO. However, due to the constraints of longitudinal reinforced steels, crack width was small. Total crack length and quantity in the CRCO more than that in the JCO. And crack spacing in the CRCO was narrower than it in the CRCP. Through the bonding strength test results, if the cold milling and cleaning as well as surface treatment is applied, there will be no debonding problem at interlayer in the early age. From analysis of the horizontal behavior at the joint, the longitudinal reinforced steels constrained crack width which became wider than initial state over time. Also, that steel in the CRCO reduced the horizontal movement due to temperature variation(4 times than that in the JCO). But, if interface is debonded, the roll decreased. Vertical VWG data showed that CRCO did not occur debonding problem at steel location, but there was some problem in JCO. It was confirmed by field coring. The tensile strain appeared in the CRCO, But the compressive strain occurred in the JCO in early age. Through the FWD test result, deflection in the CRCO was less than that in the JCO. And K value in the CRCO was greater than it in the JCO.
This research is performed to estimate quality of trial pavement for construction and analyze effect of fatigue life by using the pay factor. Specially, asphalt content which is difficult to control the pavement quality, is selected by pay adjustment standard factors and pay factor is calculated by asphalt content. This research is also analyzed to present relation of fatigue life according to asphalt content, to evaluate quality of the road pavement by calculating pay factor of sampling trial field mixture 2 times. This research confirms that it is different quality of road pavement according to pay factor changes. To analyze the fatigue life of pavement by using asphalt mixture for trial field. As a result, it is conformed that high pay factor could be high fatigue life of trial field. This means that pay factor using probability theory reflects road pavement fatigue life. Also, this study is included that beam fatigue test manufacturing specimen such as mixing type of plant which purvey asphalt mixture to trial field, compared with fatigue life of trial field. As a result, the fatigue life of specimen that is manufactured by mix type is higher than trial field specimen. This means that performance of road pavement can be reduced by gradation or other effects. Therefore, to exactly evaluate the quality of road pavement, pay factor should be calculated appling various pay adjustment standard factors such as gradation, air-void in U.S. states which is adopted pay adjustment.

This study developed a high strength and performance concrete pavement material with low shrinkage and reflection of sunlight. Based on the literature review, a new mix-design of applying flash ash to improve the strength and performance of the concrete as well as to reduce the dry shrinkage is suggested. In addition, adding black pigment to reduce the reflection and technique of applying OAG (Optimized Aggregate Gradation) is also included. The result of the laboratory experiment indicates that the brightness and the reflection, which depends on the ratio of black pigment addition, did not deviate from the normal range. When OAG is considered for the mix-design, the strength and performance of the concrete improved greatly. In addition, the mix-design using fly ash reduced the dry shrinkage of concrete and improved the resistance to the permeation of chloride ion. Furthermore, the mix-design, which uses fly ash (25% replacement) and black pigment (3% addition) with the application of OAG, is found to be the most effective mix to reduce the shrinkage and reflection as well as improving the strength and performance of the concrete. The result of an economic analysis indicates that the initial construction cost of this proposed mix is more expensive than that of normal concrete pavement material. However, it can be more economic in the long run because the normal concrete pavement material is likely to cost more due to higher probability of maintenance and repair and higher social cost due to traffic accident, etc.
Roads in Korea can be classified into four types according to their responsible authorities. For example, Motorway is constructed, managed, and operated by the Korea Highway Corporation. Ministry of Construction and Transportation is in charge of National Highway, and Province Roads are run by each province government. Urban/county Roads are run by corresponding local government. This study analyses the trends of road accidents for each road type. For this purpose, the numbers of accidents, fatalities, and injuries are compared for each road type for last 15 years. The result shows that Urban/County Roads are the most dangerous, while Motorways are the safest, when we simply compare the numbers of accidents, fatalities, and injuries. However, when we compare these numbers by dividing by total road length, National Highway becomes the most dangerous while Province Roads becomes the safest. In the case of road accidents, fatalities, and injuries per vehicle km, which is known as the most objective comparison measure, it turns out that National Highway is the most dangerous roads again. This study also developed time series models to estimate trends of fatalities for each road type. These models will be useful when we set up or evaluate targets of national road safety.
Ecotourism has the potential to boost the energy of a village as it pays keen attention to the ecosystem and the residents of the village. It is empowered by participation of and cooperation among stakeholders who are closely involved in ecotourism. However, many of them express difficulty in striking a right balance between development and conservation with regard to promoting ecotourism. Against this backdrop, this research paper investigates the structure of conflict that the stakeholders, especially those in Stork Village in Yesan County, South Chungcheong Province of Korea, experience during the process of establishment of government-led ecotourism. In addition, this study examines the problems of government-led ecotourism model and how they can be addressed. To analyze conflict structure, this paper used Q methods and found out that the budget-related stakeholders are largely divided into four groups as who; a) complain about how business profits are distributed; b) secure profits by expanding programs; c) consider human settlement, and; d) broaden people's participation. The biggest contributor to the conflicts is found that compensation was given discriminately to different jurisdictions. The second finding is that residents became less cooperative when the financial compensation did not live up to their expectation. For instance, they would demand the tourism facility physically expanded, repeatedly complain about the process of the work, and even accuse the government of degrading ecosystem. In other words, unless the compromise is reached with the residents regarding financial compensation, it could be difficult to encourage their participation and develop as a program-oriented tour. Lastly, the tour program needs to induce voluntary participation of the residents and deliver proper information on ecosystem and natural resources so as to last as sustainable ecotourism. The success of ecotourism will be subject to the cooperation of stakeholders in a region, conservation of our fragile ecosystem, and realization of sustainable growth through sharing economic benefits. This study looks into the cause of the conflicts of ecotourism sites and their structure. If this paper can bring about cooperation of stakeholders, the management and operation of ecotourism sites would be more sustainable.

With the COVID-19 pandemic, the global economy has stagnated and our daily lives have changed. The rural economy is also experiencing damage, such as an average of 65% or more decrease in the number of visitors to rural experience resort villages due to the spread of COVID-19. In order to minimize the damage arising from the prolonged coronavirus, a hospitality system in response to changes in rural tourism behavior and consumer demand is needed to revitalize rural areas and maintain continuous economic independence. Therefore, this study attempted to find ways to utilize landscape resources such as education, culture, history, and ecology in order to complement the existing experience programs in connection with local resources and local environment. Wibong Village, which is the subject of the study, attempted to revitalize the village using the resources through the "Creative village creation" project in 2015. Due to poor management of historical resources, difficulty in operating experience programs, and response to changes in the natural environment, the rate of implementation of the project plan was very low. Currently, the demand for experience is also decreasing due to the COVID-19 effect, so it was judged that it was necessary to develop an experience village program suitable for the needs of experienced visitors by discovering additional local resources for the continuous operation of the experience village. In order to solve the problem of the use of landscape resources and the spatial composition of the study site, additional investigations of local resources were made, and an experience program course that could be operated by theme was proposed by configuring a space suitable for the use of landscape resources. By dividing the additionally investigated landscape resources into history, ecology, and region, an experiential course was created to separate the traffic lines, and the space composition for large-scale experienced visitors that had been previously operated was constructed in a form suitable for the post-corona era. In addition, at least two experiential tour courses that can be operated by period were proposed to maintain economic effects. Starting with this study, if further research on the creation and spatial composition of a rural experience village centered on the connection with the region, it will be used as research results that can be referenced in projects such as village creation, rural space planning, and living area analysis. It is expected that it will be able to effectively cope with the construction of a rural area suitable for the post-corona era, where demand is expected to increase in the future.
According to the progress of national informatization throughout the world, infringement and threaten of privacy are happening in a variety of fields, so government is providing information security policy. In particular, South Korea has enhanced personal impact assessment based on the law of personal information protection law(2011). But it is not enough to effect the necessary cost calculation standards and changeable factors to effect PIA. That is, the budgets for PIA was calculated lower than the basic budget suggested by Ministry of Government Administration Home affairs(2011). Therefore, this study reviewed the cost calculation basis based on the literature review, cost basis of similar systems, and reports of PIA and obtained to the standard with Delphi analysis. As a result, the standards of PIA is consisted to the primary labors and is utilized to how the weights by division of target system, construction and operating costs of target system, type of target systems, etc. Thus, the results of this study tried to contribute to ensure the reliability of PIA as well as the transparency of the budget for privacy in public sector.

The current traffic regulations in Korea stipulate that traffic should keep to the right according to the Road Traffic Act; thus, customarily, the 'seat-on-the-left' system has been maintained. However, an increased number of 'seat-on-the-right' vehicles are being imported via a variety of routes from foreign countries, especially from Japan. According to the data from July 2004, 1,343 cargo vehicles and 593 passenger vehicles (for diplomats, etc.) were currently being driven on domestic road. As these 'seat-on-the-right' vehicles are not compatible with the domestic transportation system of driving on the right side of the road, there is a high risk of accidents. Experiments show that such system-driver mismatch causes longer operation time for directional signals, higher error frequency in yielding due to additional mental adjustments for 'seat-on-the-right' vehicle drivers. These are, therefore, influential factors which can lead to possible accidents. Furthermore, when the experiments test the visual range during overtaking maneuvers, the visual range of the drivers in the 'seat-on-the-left' vehicle was 2.95 meters as opposed to 1.7 meters for the drivers in the 'seat-on-the-right' vehicle. (In the experiment, the drivers were instructed to look at the paper cup 10 meters away from the back of drivers' seat.) The results demonstrate that it is necessary to have additional safety measures be implemented for the 'seat-on-the-right' vehicles.
Congestion on expressways is increasing in spite of continuous road construction. In enlargement of expressway capacity to lessen congestion, a long period is needed and in the case of traffic congestion, it would be impossible to avoid long periods of traffic congestion. So, it is necessary to cope with traffic congestion through continuous traffic condition monitoring, analysis of the causes of congestion and the development of alternatives before traffic conditions worsen. A congestion index that can express traffic operating conditions measurably is needed to monitor those conditions. Thus, in this research, a new congestion index, the Traffic Condition Index (TCI), is developed. TCI is able to evaluate roads that have different grades (or design speeds) and to judge traffic condition as good, fair and poor (congested). In addition, TCI has merits in that it can strengthen the function of existing Freeway Traffic Management Systems (FTMS) and can be applied to congestion management easily: TCI calculates congestion intensity and severity using data obtained from existing FTMS. In order to validate TCI, it was applied to the Kyungbu Expressway and the Seohaean Expressway. As a result, TCI shows a good performance in the aspect of applicability and ability of presentation of traffic conditions compared with travel speed and Travel Time Index (TTI).
