Led by the Cultural Heritage Administration, studies on the cultural heritage of railways have merely focused on modern registered cultural heritage and on excavating the cultural heritage of modern rail transportation. Endeavors of institutions relevant to railways to protect the cultural heritage of railways were not sufficiently made. Only the internal guideline to protect the cultural heritage of railways made by the railway corporation is being implemented. This study aims to assert the need to examine the protective measures of the heritage of railroad cars and to vitalize plans of conserving the heritage of railroad cars. Also, plans to protect the heritage of railroad cars and methods to invigorate schemes of protecting the heritage of railroad cars will be suggested. The current situation of protecting the heritage of railroad cars was investigated via a field trip. Through exploring overseas examples of protecting the heritage of the railroad cars, ways to vitalize plans of widely publicizing the heritage of the railroad cars with their historical values were suggested. Results showed that first, the way of openly exhibiting conserved railroad cars by setting up stands other than the way of exhibiting and conserving in one site was necessary. Second, in order to properly preserve and manage the cultural heritage of railways, railroad cars, much like natural monuments or intangible cultural properties, need to be perceived as cultural properties. Also, it is necessary to amend the Cultural Properties Protection Law to include railway heritage. Third, the perception of the cultural heritage of railways should be heightened, and SNS, blogs, and cafes need to strategically promote this heritage in order to increase the public's interest. Fourth, in addition to enacting legislations and gaining institutional support for the cultural heritage of railways, the budget to operate the responsible department, and employing staff for the heritage of railroad cars should be resolved as a priority in order to enhance the capability of managing this cultural heritage. In order to rationally protect the cultural heritage of railways and invigorate plans to protect the cultural heritage of railways, it is necessary to garner administrative and financial support, and enact the appropriate legislation. The heritage of railroad cars is priceless and has a social value in terms of regional icons, historic marks, and the record of life. It is considered that in this situation, the standard of amending both policy and the Cultural Properties Protection Law for the heritage of railroad cars should be urgently established.
When sarira reliquary was found in stone pagoda of Mireuksa Temple, there were 494 gold artifacts, including inner gold pot, gold plate with inscription for Sarira enshrinement, etc. Most of gold artifacts were crafted, but there were 22 gold plates and 4 gold ingots, which did not have any specific shape. It was considered that they had not been crafted. Since gold exists as a metal rather than a metallic oxide in nature, in general, it can be crafted by melting and shaping. However, gold in nature has impurities so it has to be refined to have malleability. The characteristic features were identified through the analysis of gold artifacts from sarira reliquary found in stone pagoda of Mireuksa Temple. The analysis result showed that there were 3 types of gold; pure gold artifacts, artifacts produced with silver containing gold and natural gold ingots. Inner gold pot, gold earrings and gold small beads were produced with pure gold and they contained less than 1wt.% of copper. It seemed like they were produced as pure gold to be shaped by hammering. Gold plate with inscription, tweezers, gold earrings, ingots, etc. were produced with silver containing gold as they had to be more solid. Gold ingots seemed to be natural gold considering the distribution of silver and copper in them, but it cannot be concluded as there are not enough information on gold ingots in Korea. The comprehensive research on gold ingots from various regions in Korea has to be carried out to confirm the above. Sarira Reliquary showed the very sophisticated gold craftsmanship. Gold ingots with the inscriptions, which say 1 nyang, were approximately 14g. Considering the weight of these ingots as standard, weights of other ingots were half nyang(7g), 2 nyang(28g), etc.

This study compared the characteristics of cultural heritage in China and Vietnam, which have developed in the relationship of mutual geopolitical and cultural influence in history, and the following conclusions were made. First, the definition of cultural heritage in China and Vietnam has similar meanings in both countries. In the case of cultural heritage classification, both countries introduced the legal concept of intangible cultural heritage through UNESCO, and have similarities in terms of intangible cultural heritage. Second, while China has separate laws for managing tangible and intangible cultural heritages, Vietnam integrally manages the two types of cultural heritages under a single law. Vietnam has a slower introduction of the concept of cultural heritage than China, but it shows high integration in terms of system. Third, cultural heritages in both China and Vietnam are graded, which is applied differently depending on the type of heritage. The designation method has a similarity in which the two countries have a vertical structure and pass through steps. By restoring the value of heritage and complementing integrity through such a step-by-step review, balanced development across the country is being sought through tourism to enjoy heritage and create economic effects. Fourth, it was confirmed that the cultural heritage management organization has a central government management agency in both countries, but in China, the authority of local governments is higher than that of Vietnam. In addition, unlike Vietnam, where tangible and intangible cultural heritage are managed by an integrated institution, China had a separate institution in charge of intangible cultural heritage. Fifth, China is establishing a conservation management policy focusing on sustainability that harmonizes the protection and utilization of heritage. Vietnam is making efforts to integrate the contents and spirit of the agreement into laws, programs, and projects related to cultural heritage, especially intangible heritage and economic and social as a whole. However, it is still dependent on the influence of international organizations. Sixth, China and Vietnam are now paying attention to intangible heritage recently introduced, breaking away from the cultural heritage protection policy centered on tangible heritage. In addition, they aim to unite the people through cultural heritage and achieve the nation's unified policy goals. The two countries need to use intangible heritage as an efficient means of preserving local communities or regions. A cultural heritage preservation network should be established for each subject that can integrate the components of intangible heritage into one unit to lay the foundation for the enjoyment of the people. This study has limitations as a research stage comparing the cultural heritage system and preservation management status in China and Vietnam, and the characteristic comparison of cultural heritage policies by type remains a future research task.

The purpose of this study is to preserve the sustainable traditional landscape of the "Terraced Paddy Fields of Gacheon Village, Namhae". To this end, the changes in the traditional landscape and its factors were analyzed, and a conservation plan was sought to coexist with local communities. The results are as follows; First, the traditional scenery of "Terraced Paddy Fields of Gacheon Village, Namhae" is characterized by stonework built on a steep topography to secure cultivated land and narrow rice fields. To this end, local communities have maintained the traditional landscape through their long-established traditional knowledge, but after the designation of cultural heritage, the unique landscape of the "Terraced Paddy Fields of Gacheon Village, Namhae" changed as standardized stone construction methods were applied. Recently, the Cultural Heritage Administration recognized these problems and returned to the direct repair system of local communities, so cultivated land is regaining the scenery of the past. Second, the factors that changed the traditional landscape of the "Terraced Paddy Fields of Gacheon Village, Namhae" were largely found to be a decrease in voluntary conservation consciousness, a limited management range of preservation society, a decrease in agricultural population, and a lack of skilled traditional skills. After the designation of cultural heritage, expectations for policy support by the state or local governments accelerated the damage as existing farmland was neglected, and the lack of agricultural population also resulted in the same result. The preservation society is making efforts to preserve it, but the phenomenon of excessive and insufficient management personnel is intensifying. Conflicts between residents due to profit polarization have spread to the problem of escalating. In addition, there are concerns about the loss of traditional knowledge such as step farming technology and stone construction functions. Third, to suggest a win-win plan with local communities for preserving the traditional landscape, it is necessary to seek the ways to expand farming participants and generate profits through the placement of professional careers and public-private linkage system. In addition, it is desirable to improve the profit distribution system through the preservation society to strengthen the management authority and induce participation. And a support system is required for education on the transmission of terraced farming technology and stone construction functions.
This study surveyed the Mt. Teomo·Hyeolgu and surrounding areas in Ganghwa Island, located in Ganghwa-gun, Incheon, to identify vascular flora and alien plants to be used as basic data for systematic management of the remarkable plants and biodiversity conservation. The survey was carried out 13 times from March 2019 to October 2020. The identified vascular flora of Mt.Teomo·Hyeolgu was 101 families, 321 genera, 517 species, 13 subspecies, 38 varieties, 5 forms, and 573 taxa. They accounted for about 12.35% of a total of 4,641 taxa of vascular plants in Korea. The identified Northern lineage plants, endemic plants, and rare plants on the Korean Peninsula as designated by IUCN were 68 taxa, 10 taxa, and 9 taxa, respectively. 69 taxa were classified as floristic target species. Three taxa, including Maui sedge [Carex thunbergii var. appendiculata (Trautv. & C.A.Mey.) Ohwi] were identified s Class IV and 14 taxa, including Violet Stanavoi clematis (Clematis fusca var. violacea Maxim.) were identified as Class III. The naturalized plants that appeared in the study site were 63 taxa, including daisy fleabane [Erigeron annuus(L.) Pers.], common ragweed [Ambrosia artemisiifoliaL.] and Canadian fleabane [Conyza canadensis(L.) Cronquist]. The above three species were found to have spread throughout Ganghwa Island and surrounding areas such as Seokmo Island, Gyodong Island, and Gimpo city. As introduced disturbing plants like prickly lettuce [Lactuca scariola L.], bur cucumber [Sicyos angulatus L.] and field dock [Rumex acetosella L.] have been newly reported in the Mt. Teomo·Hyeolgu area, mid- to long-term conservation measures should be established for native plants, such as remarkable plants, and also management measures like physical removal should be prepared at an early stage.
An estuary is an area where a freshwater river or stream meets the ocean. Even before the importance of the value of estuaries was recognized, the estuary was lost because of large-scale conversion by draining, filling, damming, and dredging. In South Korea, 643 estuaries are located, and the total area is 3,248,300 ha, accounting for 32.5% of the total area of South Korea. Over 35% of Korean estuaries are closed estuaries which are only temporally connected with the sea, either permanently or periodically. Since 2008, in order to preserve the estuary ecosystem and solve major issues in the estuary by accumulating knowledge about the estuarine ecosystem, the Ministry of Environment of Republic of Korea has been conducting the "Estuarine Ecosystem Monitoring and Assessment Project". At 668 sites of 325 estuaries, epilithic diatom, benthic macroinvertebrate, fish, and vegetation are investigated, and the habitat condition of each site is evaluated using the newly developed biotic index. More than 100 researchers annually record 2,097 species of estuaries according to the standardized survey guidelines over the past 14 years and provide strictly managed data necessary for establishing estuaries conservation policies. As a result of bibliometric analysis of 1,195 research articles related to the monitoring and assessment of the estuarine ecosystem, research on pollutants such as heavy metals and sediment control have recently been conducted. "Estuarine Ecosystem Monitoring and Assessment Project" is an ecological monitoring type of long-term mandated monitoring that is usually focused on identifying trends. Although it is difficult to identify the mechanism influencing a change in an ecosystem through long-term mandated monitoring, providing empirical data for supporting evidence-based policy, decision-making, and the management of ecosystems. In order to increase the efficiency of the project, research to investigate the relationship between sediments and pollutants and organisms can be conducted at specific estuaries or sites to compensate for the shortcomings of mandatory monitoring.
The horizontal and vertical response spectra using the observed ground motion from the recent 5 macro earthquakes were analysed and then were compared to both the seismic design response spectra(Reg Guide 1.60), applied to the domestic nuclear power plants, and the Korean Standard Design Response Spectrum for general structures and buildings(1997). 74 horizontal and 89 vertical observed ground motions, without considering soil types, were used for normalization with respect to the peak acceleration value of each ground motion. The results showed that the horizontal MPOSD(Mean Plus One Sigma Standard Deviation) response spectra revealed much higher values for the whole frequency bands above 1 Hz than Reg. Guide(1.60). For the vertical response spectra, the results showed slightly higher than just between 7 and 8 Hz frequency band. The results were also compared to the Korean Standard Response Spectrum for the 3 different soil types and showed that the horizontal MPOSD response spectra revealed much higher values for the whole periods below 2 second(0.5 Hz) than those of SE soil type. The vertical response spectra showed similar to the values of the Korean Standard Response Spectrum of SD soil type. These spectral values dependent on frequency could be related to characteristics of the domestic crustal attenuation and the effect of each site amplification. However, through the qualitative improvements and quantitative enhancement of the observed ground motions, the conservation of horizontal seismic design response spectrum should be considered more significantly for the whole frequency bands above the 1 Hz.
Attempts were made to increase an efficiency of soil contamination investigation systems(SCISs) including Soil Contamination Fact-Finding Investigation Sites and Special Soil Contamination Management Facility Sites in Korea. In order to increase low efficiencies resulting from inappropriate SCISs, possible policy suggestions are driven based on the results from problem findings of Korean policy and comparisons of policies in industrialized countries including United States, United Kingdom, Germany, the Netherlands and Japan. First, functions of Soil Environment Conservation Act(SECA) on liability should be updated and reinforced to initiate a soil contamination investigation process for stakeholders including an owner(s) or a responsible party(ies) of the potentially soil contamination sites positively. Second, appropriate SCISs should be emerged for implementing the Soil Contamination Fact-Finding Investigation Sites and Special Soil Contamination Management Facility Sites properly. Stakeholders for the potentially contaminated sites should easily access and raise the soil contamination issues, and soil contamination investigation implemented by liable and profit environment (consulting) companies should be encouraged. Third, the soil contamination reporting system of SECA needs to change legally responsible. Further more, public announcement system showing soil quality of a site which exceeds a certain scale would be considerable. Fourth, liable environment (consulting) companies should legally execute Soil Environment Assessment of SECA.
The present study was to survey the site environment, vegetation structure and soil characteristics in the wild habitats of Wikstroemia ganpi in Goheung, Busan and Ulsan, and offers basic information for habitat conservation and restoration. Most of the wild habitats were located at altitudes between 28~242m with inclinations ranged as $0{\sim}40^{\circ}$. The canopy openness was 57.56%. The vegetation structure by the PC-ORD based on the Two Way Cluster Analysis were divided into three groups Community I(Castanea crenata-Pinus densiflora), Community II(Quercus dentata-Pinus thunbergii) and Community III (Pinus thunbergii). The species diversity was 1.3650, and evenness and dominance were found recorded as 0.8666 and 0.1333, respectively. The soil textures were silty loam and sandy loam. The average soil pH was 5.5, electric conductivity was 0.15dS/m, soil organic matter was 2.60% and available phosphorus was 4mg $kg^{-1}$. Correlation coefficients based on environmental factors, vegetation and soil analysis were showed that positive correlations between species diversity and evenness, organic matter and total nitrogen, whereas species slop degree and coverage of herb, diversity and dominance were showed negative correlations.

This paper aims to develop a GIS(Geographic Information System) application model as a decision-making support system in order to evaluate the potential of forests according to their functions, or to classify forest functions. The forest functions analyzed in this study are as follows: production of timber, stable supply of water resources, forest hazards prevention, recreation in forests, conservation of living conditions and natural environment. Using a model possible to evaluate the potential of each forest function and to assort forest functions by making priority-based decisions according to the functions, as well as allowing for various possible analysis environments, its application has been reviewed. Factors for assessing the forest functions could be built by using the following three categories: four maps-topographical map, vegetation map, forest site map and basic forest land use map-whose quantitative drawings had already been made; other self-established maps, such as one indicating the location of sawmills, location map of expressway interchanges, and spatial data of national population distribution map; and attribute data of population and precipitation. The GIS application developed here contributes to the evaluation of forest functions in all the subject areas by map units and national forest management districts based upon the assessment system.
