The Master Plan of Natural Environment Conservation in Korea by Ministry of Environment has been carried out since 1986. The 2nd 10-year survey started in 1997, and there are three major parts in the Master Plan : First, the basic natural environment survey, second, sites in special features of ecological characteristics such as uninhabitable islands, wetlands, etc, and third, biological species featuring status of habitat, and population dynamics. However the information in the Master Plan is very fragmented and collected data are not so abundant due to insufficient man-power and unsynchronized survey time/season. In this regard this paper examined the similar National Biological Survey in USA and compared the differences with the Master Plan in Korea. The Master Plan in Korea should separate the management zone based on hydrological characteristics, and in each zone we should set a management goal in the long term basis. Secondly the species list is not so meaningful that we must concentrate more on research activities. In each taxonomical group we set up hypotheses and research goals. Thirdly local residents and communities should be involved in research so that enhanced biological diversity should benefit people in areas. Lastly legislation and laws should be reexamined and rectified to provide information to the managers that deals with natural resources, expecially when conflicting with economic matters.

To understand restoration and conservation projects conducted in Korea for endangered freshwater fishes and amphibians/reptiles, information about Request for Protocols-related studies on restoration, breeding, and release were collected. Trends of studies were visualized via word clouds and VOSviewer program using a text mining technique. Analysis of restoration projects for endangered freshwater fishes elucidated that most research studies conducted to date were focused on genetics and release through captive breeding that could be classified into captive breeding and habitat environments. As for research projects related to amphibians/reptiles, monitoring projects had the highest number, followed by genetic, translocation, and monitoring studies. In addition, restoration projects for amphibians/reptiles included a large number of post-capture translocation projects. Thus, many projects were confirmed by public institutions rather than by the Ministry of Environment. Network analysis revealed that it was largely classified into capture, translocation, and Kaloula borealis. Based on these results, limitations, achievements, and challenges associated with projects conducted thus far are highlighted. Research directions for future restoration and conservation of endangered freshwater fishes and amphibians/reptiles in South Korea are also suggested.
The purpose of this study was to analyze the status of conservation and management of KIAHS(Korea's Important Agricultural Heritage System) by focusing on which of the conceptual and institutional characteristics and stakeholder activities, and to suggest improvement plans. The results were summarized as follows, first, insiders prioritize financial support and participate in plan execution and activities. Second, rural utilization and traditional agricultural succession activities and support are deficient. Third, administrators (intermediary) focuses primarily on KIAHS designation; ordinance enactment, manpower recruitment and other structural considerations are lacking. Fourth, the role of administrators (intermediary) is limited to operational funding and facility management support at the enforcement and activity stage. Fifth, outsiders besides visitors, such as the public or business enterprises, lacked participation methods. For the sustainable KIAHS, municipality must perceive agricultural heritage as a resource and recognize the importance, and treat it accordingly. The establishment of local-led conservation activities and movements must be considered in an enhanced investigation and excavation stage. The complementary policies that ensure continual support from experts from the first investigation and excavation stage to the final monitoring stage are necessary. The standards and regulations are necessary to achieve parity between conservation and maintenance of agricultural heritage, and its utilization.

Among the 13 species of otters in the world, only one Eurasian otter (Lutra lutra) is found in South Korea. In the Korean Peninsula, otter pelts were historically valuable and expensive commodities used for international trade, and otters have long been poached as hunting animals. Recent rapid economic development in South Korea has increased habitat fragmentation and loss, creating a continuing threat to the natural environment. Otters live only in the area of rivers and streams as a family group and are territorial (linear habitat). Due to these limited conditions of otter habitat, the population size of otter is lower than that of onshore mammals. According to recent research, DNA analyses using microsatellite markers have shown that only approximately 7-21 otter individuals inhabit river systems for a length of 50-230 km. Korea's urban streams are associated with many threats that hinder otters from inhabiting them. Many areas around the urban streams are surrounded by high concrete riverbanks, and the risk of roadkill is also high. Nevertheless, ecological restoration projects in the urban rivers will contribute greatly to the stable inhabitation of otters. Detailed otter conservation strategies, such as the elimination of threat factors, improvement of habitat environment, and restoration of food resources and shelter, will provide a positive restoration effect on otter and river ecosystems as well.

The Boundary Region in Gyeonggi Province has environmental vulnerability due to the increasing development pressure although usually regarded as an ecologically well-preserved region. This paper is aimed to analyze the status of environmental loading on natural resources of the Boundary Region in Gyeonggi Province through investigating land-use conversion pattern during the past 15 years(1985-2000), the attitude of the local community towards conservation policy, and the status of environmental treatment facilities for water quality management. The results are as follows. Firstly, the development pressure has been focused upon the southwestern part of the Boundary Region in Gyeonggi Province such as Gimpo, Paju, Dongduocheon, and Yangju since 1995. Secondly, local residents' strong aversion exists towards the conservation policy led by the government because of their underdevelopment. Finally, the risk of environmental degradation is high because the region is not equipped with adequate environmental treatment facilities for water quality management. The status of environmental loading in the Boundary Region suggests the necessity to establish a well-designed management plan for natural resources in this area.

This study diagnosed the status of marine environmental impact assessment(MEIA) for project near the habitat of marine protected seagrass species such as Zostera caespitosa, Zostera asiatica, Phyllospadix iwatensis. For the preparation of a marine environmental impact statement, different monitoring parameters are used without any specific guideline for the assessment of current status. And also, both tools and techniques for MEIA are needed to improve for implementing. The monitoring plans and parameters are not considered well with the accuracy of the environmental predictions and effectiveness of any applicable mitigation measures. This study suggested the reasonable standard of the MEIA for the conservation of the marine protected seagrass species which have the habitat located near affected area. The inshore seagrasses need to be monitored including shoot count based on the "No Net Loss of Seagrass" as part of the monitoring parameters to assess the status of marine environment of environmental impact statement. In a process of effect prediction, we suggested a concentration of 10 mg/L suspended solids which added by the new developmental project near seagrasses habitat, referring to study of overseas case. But a further study for an appropriate standard is necessary effectively. In a mitigating process, priority needs to be considered in order of avoidance, minimization, reduction, compensation. In a post-monitoring process, it is necessary to monitor the seagrass species abundance to identify the variation of b/a (before and after) project. And in a case of implementing transplantation, survival rate need to be included to determine a success of project.
The Korea Environmental Impact Assessment (EIA) system was introduced in 1977 through the Environmental Conservation Act. It has progressed through many laws and regulations promoting the balance between development and conservation, and functioning as a Preventitive environmental policy. Despite the efforts to minimize environmental damage from development and to uplift social awareness of environmental preservation, deficient impartiality and objectivity in completing and investigating environmental assessments, there have continously existed conflicts among related stakeholder, neglecting arrangements and ineffectiveness of public participation. This research present EIA obstacles and analyzes the overall status of the EIA through surveys from related experts. On the basis of this research, the actual complications regarding the developer, public participation, examiner and consultant are brought about. Also, remedies are proposed to ensure effective EIAs and restore confidence in them.
In this study, the momentum conservation type punching mechanism for micropunching system was developed to avoid the punch failure in the misaligned status between the punch and die. The punching energy can be precisely controlled by the falling height of the projectile mass and the intermediata mass, which contacts with the punch, transmit the energy to the punch with the same contact condition. The potential energy of the projectile mass is converted to kinetic energy at the light weight punch that the projection speed into the sheet metal workpiece can be accelerated. The butt formation characteristics for the alignment condition and for the projection speeds are investigated to verify the feasibility of the proposed punching mechanism.
Ceratopteris thalictroides is a semi-aquatic fern with a circumtropical distribution. Because this species is designated internationally on the IUCN Red List as requiring at least some concern, Korean populations are of great concern for the species' long-term survival, as they are at the northern limit of the species distribution. To establish an effective conservation strategy for those populations at the genetic level, we used the Mi-Seq platform to develop three sets of 25 polymorphic microsatellite markers for C. thalictroides, which is endangered in Korea. In populations sampled from Busan and Gochang, the number of alleles ranged from 2 to 13 (average of 5.64), and plants presented an expected heterozygosity of 0.000 to 0.860. These markers will be useful for evaluating the genetic status and conserving Korean populations of C. thalictroides more effectively.
The term "conserved remains" refers to cultural remains that are preserved in accordance with the valuation of buried cultural properties when important remains are recognized in rescue excavations during construction work. South Korea's rapid economic growth and ensuing land development over the past few decades compelled a sharp increase in the number of rescue excavation cases, and, naturally, of conserved remains. Today, an increasingly large number of conserved remains have raised issues, including those concerning land expropriation as well as the management and utilization of such remains, but no clear solutions have been proposed. This study attempts to propose plans for improvement based mainly on the recognition of institutional issues rather than technical issues related to the conservation of cultural remains. This is because the identification and review of institutional deficiencies must be prioritized in order to efficiently manage conserved remains with limited resources and manpower. Among many possible proposals to demand improvement of conservation policies, one that must first be examined under the current system is the rapid transition, or review thereof, of "conserved remains" to "designated cultural properties." Unlike designated cultural properties, conserved remains are merely a temporary means of conservation, because they lack regulations for follow-ups subsequent to preliminary measures. Naturally, deferring the definition of relics as "conserved remains" for extended periods causes numerous problems. Measures to resolve such problems may include establishing a legal system to manage conserved remains at a level similar to designated cultural properties or seeking ways to improve management under the current system. This study focuses on areas where institutional improvement for conserved remains is possible by methods other than through the rapid transition to designated cultural properties and presents several proposals. Currently, conservation measures are divided into three categories: on-site conservation, relocation conservation, and record conservation. This study reclassifies these categories from three into four categories. On-site conservation includes only two categories: conserved remains and the newly-proposed soil-covered remains. Two remaining categories, the relocation conservation remains and the record conservation remains, are presented as classifications in which development projects are possible, and they are presented as alternative conservation types that contrast with on-site conservation. Unlike conserved remains, soil-covered conservation presented as a new category in which development projects are possible.
