A Study on the Management Planning for the Conservation and Environmentally Friendly Use of Korean Coastal Wetlands (우리 나라 연안습지의 보전과 환경친화적 관리방안에 관한 연구)

  • The purpose of this study is to establish the management plannings for the conservation and environmentally friendly use of Korean coastal wetlands. The function, economic value, and the necessity for the conservation of coastal wetlands are described. The current management status, Korean Governmental policies for the use of coastal wetlands, and their problems are surveyed and analysed. The management plannings for the environmentally friendly use of Korean coastal wetlands is suggested as follows: (1) The coastal wetlands need to be divided into 3 different regions based on PSR(Pressure, State, Response) of OECD. (2) Each region should be managed by appropriate management plans which are suggested in Chapter IV of this paper. Finally, in order to realize these management plannings the change of Governmental system and laws are suggested as follows: (1) The change of relevant laws is required. Additionally, each region should managed by proper governmental agencies. (2) The EIA(Environmental Impact Assessment) system should be improved. (3) The participation of regional people should be guaranteed in the decision making processes of the business and other important planning regarding coastal wetlands. (4) The system which primed the ecological value of coastal wetlands should be established.

A Study on the Environment Planning of Exhibition Space for Conservation of Collection in a Museum (박물관자료의 보존을 위한 전시공간 환경계획에 관한 연구)

  • The purpose of this study is to suggest the design guidelines of exhibition space for conservation of collection in a museum. With the purpose of this study, examined the concept and a condition of conservation which is focused on deterioration in a exhibition space, investigated the actual condition of total 42 facilities and analyzed the specific instance which is excellent by factor of environment plan. Hereupon, the results of this study are as follows. First, exhibition space should be equipped with sufficient 'Filtering Space' before the outdoor and located central territory in a museum facility. Second, exhibition space should be partition off an area into the quality of collection, and then controlled by each of them. Third, in consideration of the annual air fluctuation of our country, the database which is adaptable for setting up the standard of temperature and RH must be prepared. Fourth, it is necessary to establish a 'Reference Exhibition Room' which is formed cellular type and a 'Garnering Exhibition Center'. Fifth, for the prevention of deterioration which is generated in exhibition space, the showcase must be high air-tight. Sixth, it is necessary to reduce a inside space of high air-tight showcase. Seventh, art-sorb is suitable for control the organic matter of collection and a except of fiber optics is not suitable for lighting of showcase. Eighth, wall-type showcase should be have air-chamber which is formed like museum storage and run over 8 hours a day.

A Study on the Perception of Public Value from Public Corporation in the Agricultural and Rural Sector - The Case of Korea Rural Community Corporation - (농업·농촌 부문 공기업의 공익적 가치 인식 연구 - 한국농어촌공사를 대상으로 -)

  • This study analyzes the perception of public value created by Korea Rural Community Corporation, a representative public corporation in the agricultural and rural sector. We categorize agricultural and rural public values as 'stable food supply,' 'conservation of national environment and nature,' 'formation and cultivation of water resources,' 'prevention of soil loss and flooding,' 'conservation of ecological system,' 'conservation of rural tradition and culture.' For the qualitative analysis, we apply content analysis. And, for the quantitative analysis, we use topic modeling and Latent Dirichlet Allocation (LDA) analysis which is used widely in the field of text-mining. Results show that internal perception for value suppliers are mainly created for 'stable food supply,' 'formation and cultivation of water resources,' and 'conservation of rural tradition and culture.' External perception for value demanders are created for all public values, but its evaluation and demand include various aspects including both positive and negative opinions.

Things To Be Considered for a New Conservation Laboratory (보존처리실 신설시 고려 사항)

  • Although a conservation laboratory is a kind of hospital for cultural assets, it is often planned on the standard of ordinary offices. In this study, things and conditions to be considered for a new conservation laboratory were discussed and suggested briefly, for the sections of architecture, electricity and lightning, air condition, fire protection, machinery and tools. As methods of creating a workspace adequate to conservation work, the method of dividing workspace on the basis of workstand and the method of placing machinery and tools on the basis of water supply and sewage systems were explained., Because a conservation laboratory varies in its duties and functions, it seems difficult that all the standards and conditions suggested in this study be fulfilled in every case. But understanding general standards and conditions and choosing ones adequate to special functions of each laboratory will be helpful to planning a new conservation laboratory.

  • The purpose of this paper is to present a strategic approach to selecting prior areas of soil erosion to be examined for effective soil conservation planning and management, in conjunction with remote sensing data and GIS skill for surface characteristics. To do this, two basins are selected: Andong and Imha basin. Geographically one is in the vicinity of the other but turbidity in the main reservoir of each basin is quite different. it is important to clarify general behavior of soil erosion driven by rainfall event for both basins for further understanding and effective soil conservation planning and management. Also, Both basins are divided into several sub-basins and the severity of soil loss is intensively investigated to identify areas with high erosion potential for each sub-basin so that the efficiency of soil conservation program may increase. Especially, this study analyzed soil erodibility factor(K), topographic factor(LS), cover management factor(C) and soil erosion; 3 sub-basins for Andong basin (up-, mid-, downstream) and 6 sub-basins for Imha basin (up-, mid-, and downstream for two tributaries) because Imha basin consists of two tributaries (Banyeon and Yongjeon river). The approach suggested herein will provide a guideline for choosing prior areas to be examined and managed for soil conservation planning.

A Basic Study on Establishment of the Ecological Landscape Planning Model (경관생태계획 모형설정을 위한 기초적 연구)

  • The aim of this research is to set a systemic Ecological Landscape Planning Model to cope with the destroyed landscape problems which was caused by massive development project and thoughtless development in country areas. The summary of research result are as follows. As a result of analysis on domestic and international literature, there are 60 planning index items which are nature conservation area, landscape conservation area, and build and manage wetland biotope and so on. total number of planning index is 34 after finalizing the physical index items. As a result of on-spot research, all 34 planning index after literature analysis is existing. Also, there are 38 finally-selected index which includes 4 added planning index in the process of research like natural vegetation in frequently-used spot. As a result of importance analysis on detailed planning index, most are above 5 points, which is relatively high. As a result of factor analysis on patterning for the detailed planning index, it was classified with seven elements. The first Ecological Landscape Planning model was set with integrated analysis on result of pattering for the detailed planning index and importance of detailed planning index. Based on first model, to make more systematic landscape, the analysis of MCB was conducted. As a result of MCB analysis according to planning index, it is confirmed that each planning index shows maximum. As a result of importance analysis on the 9 plans keynote, the average importance point was 4.62 for conservation area and 4.54 for enrichment area respectively. By integrating the result of importance analysis on basic aims of the first model, MCB analysis and plans, we set the second Ecological Landscape Planning model. In vertical transition, for example, 'conservation area' showed the importance point above 5.2 for all planning index except setting recreational space. Also, the analysis on parallel structure showed that relation between 'additional improvement, management, and connection' and other planning index is above 5.3 and importance on correlation with 'the part which should be protected from nature and landscape' marked 6.07 which is the highest.

Consideration on Environmentally Friendly Erosion Control Strategy for Conservation of Stream Valley Ecosystem (I) (계류생태계 보전을 고려한 환경친화적 사방 전략(I))

  • This study was carried out to introduce current status to discuss erosion control strategy for the conservation of stream valley ecosystem. To restore stream valley ecosystem, we should establish restoration plans to keep the original shape of stream. It is necessary to use environmentally sound materials with conservation of valley stability. Valley construction for erosion control works should be evaluated continuously based on concepts of conservation and development of stream valley ecology. It is categorized in point of the important of class of stream valley conservation ahead planning and constructure. We suggest that the development of stream valley construction needs to prevent mass movement of soil sediments. In addition, it is established the basal strategy to protect macro and micro aquatic organisms in stream valley ecosystem.

A Legal Approach for Preservation and Management of Natural Landscape (자연경관 보존 및 관리를 위한 제도적 접근)

  • In Korea, a regulation of visual impact evaluation on development plan in natural environment is provided at the Natural Environment Conservation Act, but it was difficult to obtained the effectiveness enough to conserve natural landscape. So, the visual impact review on development plan is introduced to the act, through the revision of the Natural Environment Conservation Act in 2005. The basic directions of visual impact review are preservation, restoration, view protection, and harmony. The items of review are as follows; (1) development alternations for the provided plan, (2) executive reduction plan of visual impacts including consideration of growth of plants, (3) deliberation process between persons or parties concerned, etc. For rapid settlement of visual impact review system, it needs that the validity, the reliability, and the objectivity should be confirmed through steady research about reasonable guidance of review.

Study on Assessment Institution of Urban Ecosystem in Korea (우리 나라의 도시생태계 평가제도 고찰)

  • Assessment institution of urban ecosystem is divided into ‘Urban Planning Act’and ‘Environmental Management Act’in Korea. The assessment institution of urban planning is divided into ‘Standard of land development approval’and ‘Environmental assessment of urban planning’. The institution of environmental management is divided into ‘Environmental impact assessment’and ‘Advance environmental assessment’. Assessment institution of urban ecosystem is progressed very slowly, because of development oriented policy. And so there are many problems that objective assessment method is not invented except ‘Degree of growing tree number per unit area’and ‘Degree of human disturbance of vegetation’, and insufficiency of conservation measures or post evaluation, etc. Activation of assessment institution of urban ecosystem is necessary followed countermeasures in Korea. (1) Development of objective assessment method for urban ecosystem as biotope map, (2) Appointment of censer-vation zone or consideration of damage for high value in conservation, (3) Parallel establishment of development and ecosystem conservation plan, and enforcing post evaluation

The Improvement of Wetland Conservation Plan for Upo Wetland Protected Area (우포늪 습지보호지역 보전계획 개선방안)

  • The Wetland Conservation Plan is used as a tool to set the management direction of wetland protected areas, and which is establishing a plan for the conservation, wise-use, and management based on wetland's condition. This study was conducted to establish a conservation plan considering the functions and management conditions of Upo wetland protected area. To this end, there are analyzed the current issues, plans and implementation status of Upo Wetland Conservation Plans in the past. The management elements to be considered in establishing the Wetland Conservation Plan were selected through prior research analysis and the priority of those elements was identified through the AHP. As a result, it was found that lack of considering the changes and performance evaluation of the existing plans in wetlands, conducting short-term projects related to maintenance original function of wetland, different management methods for wetland protected areas and other adjacent areas, lack of understanding and cooperation by stakeholders, inconsistencies in timing of the Conservation Plan and survey of wetland protected areas. In order to improve the problem, it needs to include the performance evaluation stage of establishing the conservation plan, strengthen cooperation of stakeholders and expertise, continuing of projects for wetlands' maintenance, priority of the project considering the management side, and to adjust the timing of plans to improve data availability.
