An investigation is given to a behavioral analysis of automobile users applying congestion toll theory for the purpose of maintaining the efficiency of transportation system. A case study is performed for the city of Seoul, where modal split behavior of automobile user groups is analysed in various level of congestion toll. Automobile users are grouped with respect to their income levels and work shift times. Automobile user behavior is then explained against the field data. A Logit-type model is applied for modal split changes through the application of congestion toll. It is found in the case study that the users in the monthly income bracket of 1.0~1.5 million won is the most predictable group whose work travel time begins 7:00~9:00 a.m. It is also found in the study that 1,000~1,500 won of congestion toll whould reduce the auto use as much as 5%.

In this paper, we analyze an M / M / 1 queueing system where there are incentive conflicts among customers. Self-interested customers' decisions whether to join the system or not may not necessarily induce a socially optimal congestion level. As a way to alleviate the over-congestion, toll imposition was used in Naor's paper [3]. Instead of using a toll mechanism, we study the usefulness of imperfect information on system state (queue size, for example) as a way to reduce the over-congestion by self-interested customers. The main conclusion of this paper is that by purposefully giving fuzzy or imperfect information on the current queue size we can improve the congestion in the system. This result might look contradictory to rough intuition since perfect information should give better performance than imperfect information. We show how this idea is verified. In deriving this result, we use the concept of Nash equilibrium (pure and mixed strategy) as introduced in game theory. In some real situations, using imperfect information is easier to apply than imposing a toll, and thus the result of this paper has practical implications.

지금까지 토지이용-교통모형은 전적으로 수치해석적 분석도구로만 이용되어 왔는데, 최근 이론개발 노력의 결과 정책변수에 대한 후생함수의 1계 도함수 간편식을 구할 수 있게 되었다. 본 논문은 혼잡통행료가 소득세 경감을 통해 재순환될 때 혼잡통행료의 변화에 대한 후생함수의 도함수를 어떻게 유도할 수 있는지 보여준다. 분석결과 혼잡통행료의 부과가 가져오는 후생변화분을 (1)혼잡의 완화로 인한 후생증가분과 (2)노동공급과의 상호작용에서 발생하는 후생손실로 분해할 수 있다. 이 결과는 기존의 연구결과와 일치한다.
