Congestion problems can be approached from the viewpoint of system dynamics theory. The relationship between road capacity and congestion can be explained by the 'relative control' archetype among four system archetypes suggested by Wolstenholme. There is a balancing feedback loop between road capacity and road congestion. However, there is another balancing loop between road congestion and car traffic volume, which keeps disrupting the equilibrium of the former loop. A system dynamics model, which is based on a partial adjustment model of induced traffic in the literature, is built to simulate three road building scenarios: 'Expanding investment', 'Balancing investment' and 'Frozen road investment' scenarios. The 'Expanding investment' scenario manages to drop congestion levels by 9% over 30 years, however, causing much higher emissions of $CO_2$ than other scenarios. The trade-off relationship between congestion levels and environmental costs must be taken into consideration for road investment policies.
Ship's delay caused by port congestion has drawn attention to the necessity for analysis on overall operation in port. But, in order to analyze the complicated port operation which contains large number of variable factors, queueing theory is needed to be adopted, which is applicable to a large scale transportation including ship's arrival in a large port. In this paper, a simulation model for Inchon Port was developed by the software SIMAN V and presented congestion rate under a certain scenario regarding the arrival ship's number and service levels. To develop the simulation model, types of ships and cargoes during the 1995 in Inchon Port was analyzed in advance. The results of the simulation can be summarized as follows : In order to maintain present levels of congestion rate and time with the increasing number of arrival vessels, service rate should be increased at an exponential rate. To improve the current congestion effectively, part of cargoes are needed to be transferred to a newly developing port. Results obtained from simulation can be used properly to prepare improved service levels and to plan appropriate investment strategies.

Economics of available alternatives in the transmission planning are evaluated by the investment cost, loss cost and congestion cost. Congestion/loss cost is calculated in many years and many load levels by unit commitment of generators, optimal dispatch, load flow, judgement about transmission congestion and re-dispatch to reduce the congestion. The greatest difficulties to introduce variable optimization techniques on the transmission planning is the convergence of load flow. In this paper, economics in the transmission planning are evaluated using DC load flow, and case study is conducted on the Korea power system by proposed congestion/loss calculation methods.
PURPOSES : This study analyzed the lane-by-lane traffic flow characteristics in Korea by using real-world data, including congestion levels, for 2-, 3-, and 4-lane freeways. METHODS : On the basis of a literature review, lane flow and speed characteristics were analyzed using flow measurements and speed ratios. In addition, the effect of congestion levels on traffic flow were visualized using rescaled cumulative plots. RESULTS : Driver behavior varied depending on the congestion level. During free-flow conditions, the lane-use ratio of individual lanes varied largely, whereas during congestion, the ratio was nearly the same for all lanes (i.e., equilibrium). During maximum-flow and congestion conditions, the median lane was used more than the shoulder lane, whereas during all other conditions, the shoulder lane had a higher lane-use ratio. In 3- or 4-lane freeways, the lane-use ratio of the median lane always exceeded 1 and was the highest during free-flow conditions. CONCLUSIONS : The results of the present analysis can be used as an index to predict congestion before a lane is overcapacitated. Moreover, the results can be applied in variable lane guidance systems, such as car navigation systems and variable message displays, to control traffic flow.
An investigation is given to a behavioral analysis of automobile users applying congestion toll theory for the purpose of maintaining the efficiency of transportation system. A case study is performed for the city of Seoul, where modal split behavior of automobile user groups is analysed in various level of congestion toll. Automobile users are grouped with respect to their income levels and work shift times. Automobile user behavior is then explained against the field data. A Logit-type model is applied for modal split changes through the application of congestion toll. It is found in the case study that the users in the monthly income bracket of 1.0~1.5 million won is the most predictable group whose work travel time begins 7:00~9:00 a.m. It is also found in the study that 1,000~1,500 won of congestion toll whould reduce the auto use as much as 5%.

This paper aims to adjust the window size according to the network condition that the sender determines by making the receiver participating in the congestion levels. TCP-RLDM has the measurement-based transmission strategy based on the data-receiving rate complementing TCP with the property of Additive Increase / Multiplicative Decrease. The protocol can make an performance improvement by responding differently according to the property of errors-whether congestion losses or transient transmission errors - to confront dynamically in heterogeneous environments with wired or wireless networks and delay-sensitive or -tolerant applications. By collecting data-receiving rate and the cause of errors from the receiver and by enabling sender to use the congestion avoidance strategy before occuring congestion possibly, the protocol works well at variable network environments.
It has been presumed that the amount of vehicle's $CO_2$ emission would highly related to vehicle's cruising speeds on highways. In this study, it was tested if vehicle's $CO_2$ emissions would relate to the types of highways and the level of congestion. The results showed that the amount of $CO_2$ emission changes depending on (1) the vehicles' cruising speeds (b) congestion levels, and (c) the types of intersections. It was found that the vehicle acceleration and deceleration methods increases the amount of $CO_2$ emission up to 12%. It was also found that it changed up to 30% and 40% depending on the level of congestion and the types of intersections, respectively. The findings imply that the amount of $CO_2$ emission from vehicles should be improved when vehicles' cruising speeds are well managed through congestion management.

Because best-effort Internet provides no guarantees on packet delay and loss, transient network congestion may cause negative effects on H.264/SVC streaming. Thus, the congestion control is required to adjust bit rate by dropping enhancement layers of H.264/SVC streams. This paper differentiates the video streams according to different levels of importance and proposes weighted-based congestion control algorithms to use the rate-distortion characteristics of streams. To maximize the weighted sum of PSNR values of all streams on a bandwidth-constrained node, this paper proposes WNS(Weighted Near-Sighted) and WFS(Weighted Far-Sighted) algorithms to control the number of enhancement layers of streams. Through simulation, this paper shows that weighted-based congestion control algorithm can efficiently adapt streams to network conditions and analyzes the characteristics of congestion control algorithms.

In this paper, we improve the performance of bidirectional TCP connection over end-to-end network that uses transfer rate-based flow and congestion control. The sharing of a common buffer by TCP packets and acknowledgement has been known to result in an effect called ack compression, where acks of a connection arrive at the source bunched together, resulting in unfairness and degraded throughput. The degradation in throughput due to bidirectional traffic can be significant. For example, even in the simple case of symmetrical connections with adequate window size, the connection efficiency is improved about 20% for three levels of background traffic 2.5Mbps, 5.0Mbps and 7.5Mbps. Otherwise, the throughput of jitter is reduced about 50% because round trip delay time is smaller between source node and destination node. Also, we show that throughput curve is improved with connection rate algorithm which is proposed for TCP congestion avoidance as a function of aggressiveness threshold for three levels of background traffic 2.5Mbps, 5Mbps and 7.5Mbps.
Background and objective: Various images from visual display terminals (VDTs) as well as living lighting are important parts of our daily life; thus, properly controlling the lighting environment - that is, illuminance, color temperature and good images from VDTs - can have a substantial effect on improving the mental health and work efficiency in everyday life. We examined electroencephalography (EEG) and heart rate variability (HRV) responses to various lighting conditions in 25 university students as they viewed images of a green landscape or traffic congestion. Methods: EEG was performed in darkness and when the room was illuminated with 10 different light-emitting diode (LED) color temperatures, while the EEG and HRV responses to green landscape or traffic congestion image stimuli were measured in darkness and during room illumination with three different LED color temperatures. Results: We found a significant difference between darkness and high LED illumination (400 lx) at 7 (CZ, F4, FZ, O1, O2, OZ, and T6) of 30 channels, while the alpha wave activity increased during darkness. In the second experiment, the green landscape image stimuli in the 30 lx-2600 K lighting condition elicited theta wave activity on the EEG, whereas the traffic congestion image stimuli under high LED illumination elicited high beta and gamma wave activities. Moreover, the subjects exhibited better stress coping ability and heart rate stability in response to green landscape image stimuli under illuminated conditions, according to their HRV. Conclusion: These results suggest that lower color temperatures and illumination levels alleviate tension, and that viewing green landscape image stimuli at low illumination, or in darkness, is effective for reducing stress. Conversely, high illumination levels and color temperatures are likely to increase tension and stress in response to traffic congestion image stimuli.
