Optimal Siting of UPFC for Reducing Congestion Cost by using Shadow Prices

  • As competition is introduced in the electricity supply industry, congestion becomes a more important issue. Congestion in a transmission network occurs due to an operating condition that causes limit violations on the transmission capacities. Congestion leads to inefficient use of the system, or causes additional costs (Congestion cost). One way to reduce this inefficiency or congestion cost is to control the transmission flow through the installation of UPFC (Unified Power Flow Controller). This paper also deals with an optimal siting of the UPFC for reducing congestion cost by using shadow prices. A performance index for an optimal siting is defined as a combination of line flow sensitivities and shadow prices. The proposed algorithm is applied to the sample system with a condition, which is concerning the quadratic cost functions. Test results show that the siting of the UPFC is optimal to minimize the congestion cost by the proposed algorithm.

  • Economics of available alternatives in the transmission planning are evaluated by the investment cost, loss cost and congestion cost. Congestion/loss cost is calculated in many years and many load levels by unit commitment of generators, optimal dispatch, load flow, judgement about transmission congestion and re-dispatch to reduce the congestion. The greatest difficulties to introduce variable optimization techniques on the transmission planning is the convergence of load flow. In this paper, economics in the transmission planning are evaluated using DC load flow, and case study is conducted on the Korea power system by proposed congestion/loss calculation methods.

도로 혼잡비용 추정 이론과 사례 (1999년 설날 연휴 고속도로 경부구간의 경우) (An Estimation of Congestion Cost on the Seoul-Pusan Express Highway)

  • 1999년 설날 연휴기간중 고속도로의 교통혼잡비용을 경부구간 한 방향 운행 차량(설날 전의 귀성차량과 설날 이후의 귀경차량)을 대상으로 추정하였다. 추정에 앞서 명절 고속도로 혼잡은 수요의 비탄력성과 초혼잡의 특성을 가지나 전통적인 혼잡비용 추정방법을 적용할 수 있음을 보였다. 추정 결과 연휴 5일 기간 중 평균 주행 속도는 귀향 첫날 시속 18.8km로 가장 느렸고, 경부구간 전체 주행에 총 18시간이 소요된 것으로 나타났다. 정상소통시의 기준속도로 주행할 경우의 소요시간 5.6시간에 비해 무려 12.4시간이 더 걸린 것이다. 연휴 기간에 이 구간 통행 차량의 혼잡비용은 약 448억원으로 추정되었다. 혼잡비용의 내용 면에서는 시간 지체로 인한 시간 비용이 대부분을 차지했으며, 유류 비용이나 환경오염 비용은 상대적으로 적었다.

  • As a competition is introduced in the electricity supply industry, a congestion problem arises in the transmission network. The congestion causes the transmission cost to increase. One way to decrease the congestion cost is to control the transmission flow through the installation of TCSC(Thyrister Controlled Series Capacitor). This paper deals with the optimal site of the TCSC for reducing the congestion cost using a shadow price which is one of the economic signals for the systems. Test results show that the site of the TCSC is optimal to minimize the congestion cost by the proposed algorithm.

  • The congestion cost caused by transmission capacities is an important issue in a competitive electricity market. To allocate the congestion cost equitably, the active constraints in a constrained dispatch and the sequence of these constraints should be considered. A multi-stage method which was proposed by H.S. Jung reflects the effects of both the active constraints and the sequence. In a multi-stage method, the types of congestion are analyzed in order to consider the sequence, and the relationship between congestion and the active constraints is derived in a mathematical way. But in some cases, the inactive constraints can affect the congestion sequence and it is reasonable to allocate the congestion cost to them.

Comparative Study of Two Congestion Management Methods for the Restructured Power Systems

  • Congestion management is one of the most challenging tasks of a system operator to ensure the operation of transmission system within operating limits. In this paper, cluster/zone method and relative electrical distance (RED) method for congestion management are compared based on the considered parameters. In the cluster/zone method, rescheduling of generation is based on user impact on congestion through the use of transmission congestion distribution factors. In the RED method, the desired proportions of generations for the desired overload relieving are obtained. Even after generation rescheduling, if congestion exists, load curtailment option is also introduced. Rescheduling cost, system cost, losses, and voltage stability parameter are also calculated and compared for the above two methods of congestion management. The results are illustrated on sample 6-bus, IEEE 30-bus, and Indian utility 69-bus systems.

  • 최근 들어 학계와 연구원 등에서 기존의 교통혼잡비용 산정 방식과 내용에 대한 수정 요구가 증대하고 있다. 이에 본 연구에서는 교통혼잡비용에 대해 살펴보고, 교통혼잡비용의 개선방안을 도출하였다. 개선방안으로 교통혼잡비용에 사회적 외부비용을 추정에 포함하는 방안, 온실효과비용, 환경오염 비용 등을 교통혼잡비용의 추정에 합산하는 방안, 교통혼잡비용의 산정방법에 비 반복정체의 문제, 혼잡판단 기준속도의 문제, 혼잡시간대의 추정 문제, 통행속도 문제 등에 대한 대안을 도출하였다. 본 연구에서 제시한 교통혼잡비용 추정 개선 방안이 여러 가지 현실적용에 있어서의 어려움이 있는 한계를 가지고 있지만 지속가능한 발전이라는 시대의 흐름에 맞는 교통혼잡비용의 변화의 기초 자료로 제공하였다는 사실에 의의가 있다.

Cost Behaviors and Cost Structure of Public Hospitals in India: Analysis from the Perspective of Congestion Costs

  • The goal of this study is to understand better the relationship between hospital bed occupancy rate and cost rigidity as a proxy for the degree of hospital bed congestion, as well as the relationship between the risk of changes in hospital bed occupancy rate and congestion cost, targeting public hospitals. As public hospitals for analysis, we selected hospital projects from the Public Enterprises Survey Reports published by the Department of Public Enterprises, Ministry of Finance, and obtained unbalanced panel data consisting of 1,505 hospitals and 15 years, totaling 12,595 hospitals and years. The analysis revealed that the risk of changes in the bed occupancy rate increases the degree of cost rigidity and leads to a decrease in the variable cost ratio; furthermore, an increase in the bed occupancy rate decreases the degree of cost rigidity and leads to an increase in the variable cost ratio. These findings suggest that although public hospitals are taking managerial actions to avoid congestion costs, congestion costs resulting from higher bed occupancy rates have not been eliminated. The regression analysis results show that even if congestion costs arise as the occupancy rate increases, they are covered by the increase in revenue associated with the increase in the occupancy rate.

This paper deals with the optimal site of the FACTS for reducing the congestion cost using a shadow price which is one of the economic signals for the systems. 시장참여자별 혼잡 및 손실 비용 산정 (Congestion and Loss Cost for the Market Participants)

  • Recently the power system consists of the more complicated structure, due to increase of power demands. In this circumstance, the congestion and loss capacity in transmission line is also increased. Accordingly, the investment planning of transmission system is required to reduce the congestion and loss of the transmission line. This paper proposes a method to compute the congestion and loss costs which are the key elements in economic assessment of the power system planning. And the benefit of market participants in CBP (Cost Based Pool) is computed. To demonstrate the efficient of the suggested methods, these methods are applied to peak load system of 2016 in the 4th Basic plan of Long-Them Electricity Supply and Demand.
