A Comparative Study on the Case of Wide-area Autonomous Communities's Special Accounts Operation for Distressed Region Development (낙후지역 발전을 위한 광역자치단체 특별회계 운영 사례 비교연구)

  • The government established Special Accounts for Balanced National Development in 2005, and the Metropolitan Council has enacted and executed ordinance relevant to special accounts to relieve regional unbalanced growth and to promote regional balanced growth. This study derived a political implication through the comparison analysis of the background of establishment and its purpose, the selection criteria of support target, finance scale and tax revenue finance, appropriation target and finance distribution, etc. on the basis of Chungcheongnam-do Special Accounts for Balanced Development and Jeollabuk-do Eastern part Special Accounts among the special accounts implemented in metropolitan council. The major conclusions of this study are as follows. First, the transition from the concept of balanced development to specialized development is necessary for the development of distressed region. Second, the pure wastefulness ratio of the local government's tax revenue finance of special accounts designed concentrating upon special accounts for Wide-area Autonomous Communities development should be gradually expanded. Third, Special Accounting budget should be supported to promote specialized development through the selection and concentration centering around comparatively advantageous resource within the region. Fourth, the strategic special accounts budget application system of cities and counties to utilize the projects of the government and the province to achieve the goal of cities and counties should be prepared.

  • A new PVC membrane electrode for $UO_2^{2+}$ ion based on 2,2'-[1,2-ethanediyl bis (nitriloethylidene)]bis(1-naphthalene) as a suitable ionophore was prepared. The electrode exhibites a Nernstian response for $UO_2^{2+}$ ion over a wide concentration range ($1.0{\times}10^{-1}-1.0{\times}10^{-7}$M) with a slope of 28.5 ${\pm}$ 0.8 mV/decade. The limit of detection is $7.0{\times}10^{-8}$M. The electrode has a response time of < 20 s and a useful working pH range of 3-4. The proposed membrane sensor shows good discriminating abilities towards $UO_2^{2+}$ ion with regard to several alkali, alkaline earth transition and heavy metal ions. It was successfully used to the recovery of uranyl ion from, tap water and, as an indicator electrode, in potentiometric titration of $UO_2^{2+}$ ion with Piroxycam.

The Transparent Semiconductor Characteristics of ZnO Thin Films Fabricated by the RF Magnetron Sputtering Method (RF magnetron sputtering법으로 형성된 ZnO 박막의 투명반도체 특성)

  • Recently, the growth of ZnO thin film on glass substrate has been investigated extensively for transparent thin film transistor. We have studied the phase transition of ZnO thin films from metal to semiconductor by changing RF power in the deposition process by RF magnetron sputtering system. The structural, electric, and optical properties of the ZnO thin films were investigated. The film deposited with 75 watt of RF power showed n-type semiconductor characteristic having suitable resistivity $-3.56\;{\times}\;10^{+1}\;{\Omega}cm$, carrier concentration $-2.8\;{\times}\;10^{17}\;cm^{-3}$, and mobility $-0.613\;cm^2V^{-1}s^{-1}$ while other films by 25, 50, 100 watt of RF power closed to metallic films. From the surface analysis (AFM), the number of crystal grain of ZnO thin film increased as RF power increased. The transmittance of the film was over 88% in the visible region regardless of the change in RF power.

Magnetoresistance and Hall coefficient in $V_xGe_{l-x}$ single crystal (VGe 단결정의 자기저항과 홀 계수)

  • Substituting transition metals such as V, Cr, Mn, Fe, Co and Ni into semiconductors have been of interest because of its unique electrical and magnetic properties. It was reported that the magnetoresistance(MR) ratio of CrGe was 1.7% and 1 4% at 120 K in fields of 0.5 and 5 T, respectively. The MR ratio of FeGe was 19% at 180K. The electrical resistivity of CrGe changed according to Cr concentration. In this talk, we report transport properties of V-doped Ge single crystals with several different V concentrations. The carrier densities and mobilities will be determined from Hall measurement.

A Study on Natural Element Application Method for Creating Healing Environment in Hospital's Interior Space (병원 실내공간의 치유환경 조성을 위한 자연요소 적용방법에 관한 연구)

  • As interests towards health rapidly increase recently, interests and demand for hospital interior space are increasing as well. Therefore, most of today's hospitals that have been functionally designed are transforming into healing environments that consider psychological aspects, in order to assist patients forget about fear, desperation and have peace of mind. With such creation method of healing environment, natural elements can be applied to spaces in order to allow patients feel vitality, hope and adapt positive thinking, and these can eventually lead to affluent fusion of humans, nature and space. Through case analyses of how natural elements are applied to hospital's interior space, this study understands its characteristics. According to the findings, nature is largely classified into light, water, plant, stone/soil, and its application methods can be classified into center, transition, continuity, division, opening and closure. As evident from case analyses, application of natural elements to hospital's interior space promotes exchanges among patients through community formation, and achieves the effect of spatial concentration and public place. Also, ambiguity of exterior and interior boundary creates a sense of expansion and continuous effect, and can also provide a healing environment that can fully absorb natural environment open to patients. This study aims to be of service when designing hospital's interior space, with its natural element application method for healing environment research, and wishes for continuous studies on healing environments with more diverse methods.

Development of an in Vitro Assay for the Proteolytic Processing of the CDP/Cux Transcription Factor

  • The CDP/Cux transcription factor was previously shown to be proteolytically processed at the G1/S transition. In view of characterizing and eventually identifying the protease responsible for CDP/Cux processing, we have established an in vitro proteolytic processing assay. CDP/Cux recombinant proteins expressed in mammalian or bacterial cells were efficiently processed in vitro using as a source of protease either whole cell extracts, the nuclear or the cytoplasmic fraction. Processing was found to take place optimally at a lower pH, to be insensitive to variations in salt concentration, and to be inhibited by the protease inhibitors MG132 and E64D. Interestingly, the bacterially-produced substrate was more efficiently processed than the substrate purified from mammalian cells. Moreover, processing in vitro was more efficient when CDP/Cux substrates were purified from populations of cells enriched in the S phase than in the G1 phase of the cell cycle. Altogether, these results suggest that post-translational modifications of CDP/Cux in mammalian cells inhibits processing and contributes to the cell cycle-dependent regulation of processing. The in vitro processing assay described in this study will provide a useful tool for the purification and identification of the protease responsible for the processing of CDP/Cux.

  • In order to more closely examine the vacuum arc phenomena, it is necessary to predict the magnetohydrodynamic (MHD) characteristics by the multidisciplinary numerical modeling, which is coupled with the electromagnetic and hydrodynamic fields, simultaneously. In this study, the thermal-fluid characteristics of high current vacuum arcs were calculated by a commercial multiphysics package, ANSYS, in order to obtain Joule heat, Lorentz force and the interactions with flow variables. We assumed the diffused-mode arc within an AMF vacuum interrupter. It was found with four different currents that the temperature distributions on the anode surface are diffused uniformly without concentration in 7kA for both types (cup and coil-type). But the arc plasma transition and an increase of thermal flux density for increasing the applied current have caused the change of temperature distributions on the anode surface. We should need further studies on the two-way coupling method and radiation model for arc plasmas in order to accomplish the advanced analysis method for multiphysics.

Effect of Additives on Catalytic Activity in Thermal Catalytic De-NOx Process (Thermal catalytic de-NOX 공정에서 첨가제가 촉매의 활성에 미치는 영향에 관한 연구)

  • We sdudied effect of additives on catalytic activity in thermal catalytic de-NOx process which was composed of thermal reduction, catalytic reduction and catalytic oxidation stage. Pd-Pt/${\gamma}$-$Al_2O_3$ catalysts with the addition of transition metals(Co, Cu, Fe, Ni, W, Zn, Zr) and rare earth metals(Ce, Sr) were prepared by the conventional washcoating method. Those catalysts were characterized by CO pulse chemisorption, ICP, $N_2$ adsorption, SEM and XRD. The effect of catalyst additives on NOx removal for diesel emission was studied in thermal catalytic de-NOx process at reduction temperature(350~50$0^{\circ}C$), space velocity(5,000~20,000 $hr^{-1}$) and the engine load(0~120kW). The concentraton of CO, $CO_2$, NO and $NO_2$ in the exhaust gas increased with the engine load. On the other hand the concentration of $O_2$ decreased. The de-NOx activityof all prepared catalysts increased with respect to high CO and low $O_2$ level in the thermal reduction stage of the process. Insertion of Ce to Pt-Pd/${\gamma}$-$Al_2O_3$ catalyst showed the best activity of all the catalysts under these experimental conditions. De-NOx catalysts are effective to remove CO in addition to NOx in the catalytic reduction stage.

  • Because of the low temperature operation, proton exchange membrane (PEM) fuel cell has a water phase transition. Therefore, water management is an important operation issue in a PEM fuel cell because the liquid water in the fuel cell causes electrode flooding that can lower the cell performance under high current density conditions. In this study, in order to understand the reactant distributions in the cathode channels of the PEM fuel cell, an experimental technique that can measure the species concentrations of reactant gases by using gas chromatograph (GC) is applied for an operating PEM fuel cell. The oxygen distribution along the cathode flow channels of PEM fuel cell is mainly investigated with various operating conditions. Also, the relations between cathode flooding and oxygen concentrations and oxygen consumption pattern along the cathode channel configurations of the unit cell adopted for this study are discussed using GC measurement and visualization experiment of cathode flooding. It is found that the amount of oxygen consumption is very sensitive to various operating conditions of the fuel cell and was much affected by the flooding occurrence in cathode channels.

Effect of MLN8237, a Novel Aurora A Kinase Inhibitor, on the Spontaneous Fragmentation of Ovulated Mouse Oocytes

  • Aurora A kinase is a mitotic serine/threonine kinase whose proposed functions include the maturation of centrosomes, G2/M transition, alignment of chromosomes at metaphase, and cytokinesis. In this study, we investigated the effect of MLN8237, an aurora A kinase inhibitor, on the postovulatory aging of oocytes based on the frequency of oocyte fragmentation, cdk1 kinase activity, and cyclin B degradation. The fragmentation of ovulated oocytes during prolonged culture was inhibited by treatment with MLN8237 in a concentration-dependent manner. The frequency of fragmented oocytes was significantly lower in oocytes treated with 2 ${\mu}M$ MLN8237 (13%) than in control oocytes (64%) after two days of culture. Most of the control (non-fragmented) oocytes (91%) were activated after two days of culture. In comparison, only 22% of the MLN8237-treated oocytes were activated; the rest of the oocytes (78%) were still in metaphase with an abnormal spindle and dispersed chromosomes. Next, cdk1 activity and the level of cyclin B were examined. The level of cyclin B and cdk1 activity in MLN8237-treated oocytes were nearly equal to those in control oocytes. Our results indicate that MLN8237 inhibited the fragmentation of ovulated oocytes during prolonged culture, although it blocked the spontaneous decrease in activity of cdk1 and degradation of cyclin B. This mechanism of inhibition is different from that in oocytes treated with nocodazole, which have high levels of cdk1 activity and cyclin B.
