항만의 경쟁상황을 고려한 동적모형 개발에 관한 연구 (A Study on the Development of Dynamic Models under Inter Port Competition)

  • Although many studies on modelling of port competitive situation have been conducted, both theoretical frame and methodology are still very weak. In this study, therefore, a new algorithm called ESD (Extensional System Dynamics) for the evaluation of port competition was presented, and applied to simulate port systems in northeast asia. The detailed objectives of this paper are to develop Unit fort Model by using SD(System Dynamics) method; to develop Competitive Port Model by ESD method; to perform sensitivity analysis by altering parameters, and to propose port development strategies. For these the algorithm for the evaluation of part's competition was developed in two steps. Firstly, SD method was adopted to develop the Unit Port models, and secondly HFP(Hierarchical Fuzzy Process) method was introduced to expand previous SD method. The proposed models were then developed and applied to the five ports - Pusan, Kobe, Yokohama, Kaoshiung, Keelung - with real data on each ports, and several findings were derived. Firstly, the extraction of factors for Unit Port was accomplished by consultation of experts such as research worker, professor, research fellows related to harbor, and expert group, and finally, five factor groups - location, facility, service, cargo volumes, and port charge - were obtained. Secondly, system's structure consisting of feedback loop was found easily by location of representative and detailed factors on keyword network of STGB map. Using these keyword network, feedback loop was found. Thirdly, for the target year of 2003, the simulation for Pusan port revealed that liner's number would be increased from 829 ships to 1,450 ships and container cargo volumes increased from 4.56 million TEU to 7.74 million TEU. It also revealed that because of increased liners and container cargo volumes, length of berth should be expanded from 2,162m to 4,729m. This berth expansion was resulted in the decrease of congested ship's number from 97 to 11. It was also found that port's charge had a fluctuation. Results of simulation for Kobe, Yokohama, Kaoshiung, Keelung in northeast asia were also acquired. Finally, the inter port competition models developed by ESB method were used to simulate container cargo volumes for Pusan port. The results revealed that under competitive situation container cargo volume was smaller than non-competitive situation, which means Pusan port is lack of competitive power to other ports. Developed models in this study were then applied to estimate change of container cargo volumes in competitive relation by altering several parameters. And, the results were found to be very helpful for port mangers who are in charge of planning of port development.

공공투자사업의 입·낙찰 분석 (Analysis on Procurement Auction System in Public Procurement Service)

  • 공공투자사업에서는 최저가낙찰제, 턴키 제도, 대안입찰제 등 다양한 방식이 사용되고 있다. 최근 가격경쟁을 통한 효율성 제고를 주목적으로 하는 최저가낙찰제가 확대되어 시행되고 있다. 본 논문은 우리나라 입 낙찰 제도의 현황과 특징을 파악하고, 대형 공공투자사업에 주로 적용되는 최저가 낙찰제, 턴키 대안 입찰제도하에서의 가격 경쟁효과가 직접적으로 드러나는 낙찰률을 비교 분석하는 것에 의미가 있다. 각 입찰제도의 성과는 경쟁의 행태에 달려 있음을 고려하여 경쟁률과 낙찰률을 중심으로 여러 입찰제도의 입 낙찰 현황을 분석하였다. 1,000억원 이상 사업의 경우 최저가낙찰제하에서 평균 입찰참여자 수는 33.75명, 평균 낙찰률은 61.18%로 나타나, 턴키 대안 입찰제의 평균 입찰참여자 수 2.94명, 평균 낙찰률 90.20%와 큰 차이를 보였다. 최저가낙찰제의 경우 규모의 차이를 고려한다 하더라도 낙찰률이 현저히 낮으며, 경쟁의 정도가 심한 것을 확인할 수 있다. 이러한 낙찰률의 차이는 근본적으로 제도의 차이로 해석할 수 있으며, 경쟁의 차이로도 일부 해석할 수 있다. 민간투자사업의 경우, 평균 입찰참여자 수는 1.88명이며, 평균 낙찰률은 90%에 이르고 있어 경쟁 활성화를 통해 효율성을 제고할 여지가 있음을 제시하였다.

  • Newly constructed plate shape control system, using attached shape measuring instruments and work roll bender, was put in service in No. 2 Plate Mill, POSCO. Recently, customers demand the improvement of flatness and plate crown accuracy. Many competition Plate Mill introducted shape control system, for example, pair cross mill, work roll bender which includes shape measuring instrument and shape control mathematical models, and No. 2 Plate Mill, POSCO introducted work roll bender and shape measuring instruments. This report describes the properties of No. 2 Plate Mill shape control system and work roll bender.

  • Recently the recognition of Logistics becomes important to enterprises as a means for improving their competition, but the Korea enterpries falls for far behind in management techniques for analyzing realities and problems in the logistic compare to the advanced countries. In describing a distribution network, we have stated that it is basically a system or a set of locations that ship, receive or store material plus the routes that connect these locations. Using a Dynamic Programming on logistics, we can decrease the inventory level and increase the service level on logistics and the management performance.

Assessment of Interruption Costs for Public Customers

  • As the power industry moves towards open competition, there has been a call for methodology to evaluate power system reliability by using customer interruption costs. This paper presents an evaluation of the interruption costs for public customers in Korea using customer survey methodology. When various research results are examined, the evaluation of direct interruption costs becomes much more simplified. Especially, in the case of public customers, it is known that the evaluation of direct interruption costs is more useful. Accordingly, this paper selected the customer survey method to evaluate the interruption costs for public customers in Korea considering interruption and customer characteristics.

  • As international commerce pattern changes toward the system of developed countries market competition, developing countries experience difficulties in international commerce market. Developed countries request their trading counterparts to obtain environment restriction. We also endure the environmental pollution due to industrialization. These environmental problems force Western Europe countries to install Environment Management System. This article presents description of development processes of ISO 14000 draft, compares ISO 9000 with 7750 requirements, and describes the common points and differences between ISO 9000 and 14000 draft.

국내 생명보험산업의 경쟁도 변화에 대한 융합적 연구: 방카슈랑스와 퇴직연금제도의 시행을 중심으로 (Competition in the Life Insurance Market: Evidence from Korea using the Panzar - Rosse Model)

  • 최근의 규제완화 및 금융겸업화 추세로 인한 경쟁의 가속화는 생명보험산업에 큰 영향을 미쳐 생명보험사의 대형화와 인수 합병, 전략적 제휴 등 보험시장구조에 큰 변화를 가져왔다. 본 연구는 이러한 금융환경의 변화가 생명보험산업의 경쟁도에 어떠한 영향을 주었는지를 Panzar-Rosse 모형을 통해 분석한다. 방카슈랑스 시행 이전과 퇴직연금제도 시행 이전의 표본기간을 대상으로 한 분석에서는 H-통계량 값이 음의 값으로 추정되어 국내 생명보험산업이 독점 또는 카르텔로 추정되었으나, 방카슈랑스와 퇴직연금제도 시행 이후의 기간을 대상으로 한 분석에서는 H-통계량 값이 통계적으로 유의하게 양의 값으로 추정되어 생명보험산업이 독점적 경쟁상태로 평가되었다. 분석결과들을 요약하면 방카슈랑스의 시행과 퇴직연금제도의 시행으로 생명보험 회사들의 경영과 서비스의 효율성이 제고 되어 경쟁력 향상이 증진되어서 생명보험산업이 독점적 경쟁상태로 전환되었다고 판단된다.

동해에 있어서 한국과 일본 오징어채낚기어업의 재편방향 (Reorganization of the International Fisheries Regime in the East Sea - Case by Korea and Japan Squid Angling Fisheries -)

  • This study intends to review the development of Squid Angling Fisheries of Korea and Japan and subsequent changes in the fisheries regime as well as management conditions and to examine reorganization directions. Although catches and productivity are all increasing in Korea and Japan as the squid resource in the East Sea is improving, the number of fishing vessels and the conditions of fisheries management are showing a symmetrical relationship. The former is increasing in Korea and decreasing in Japan while the latter is aggravating in Korea and rather stable in Japan. And while the competition between the two countries for more fishing grounds and catches are not that serious since the resource is relatively increasing, the catch and price competition with other domestic fisheries is a more significant problem. Furthermore, even though light restriction is implemented in both countries in order to suppress over-competition, it is adopted as a means to curtail management costs and block over-investment rather than to adjust international or inter-fisheries circumstances. Japan has been implementing the TAC system on squid resources since 1998. However, it has a different meaning than as a resource management method in its original sense because it is based on the highest catch level of the past and takes into consideration the fishermen's management conditions. In case of Korea, it is necessary to establish a plan to strengthen its fisheries management competence to address its shrinking catch in the Japanese waters. The developments mentioned so far have appeared amidst the increase of squid resources, and if such conditions disappear, problems such as international allocation of catches and fishing seasons, access to fishing grounds, and domestic conflicts among different fisheries will emerge.

RFID 도입을 위한 부산항과 상해항의 항만경쟁력 비교 연구 (A comparative study on competitiveness of Busan harbor and Shanghai port for RFID introduction)

  • 본 연구는 항만물류시스템에서 RFID 적용에 따른 경쟁력을 부산항과 상해항을 중심으로 분석하였다. 특히 유비쿼터스의 핵심기술인 RFID 기술이 항만물류시스템에 적용되는 경우 항면 경쟁력에 어떠한 시너지(Synergy) 효과가 나타날지에 대한 궁금증에서 출발하였다. 이에 본 연구는 물류정보시스템이 물류성과에 미치는 영향에 관한 기존의 연구를 바탕으로 RFID 시스템이 항만물류성과에 미치는 영향을 분석하고, 이를 통해 향후 항만물류산업에서 성공적인 RFID 시스템을 도입하기 위한 방안을 제기하였다. 연구결과 본 연구를 통해 상해항이 부산항에 비해 소폭이지만 경쟁력이 높은 것으로 나타났다. 2007년부터 상해항이 부산항보다 경쟁력이 높게 나타났지만 그 격차가 문제였다. 본 연구를 통해 큰 격차를 보이지 않는 것으로 보여 향후 충분한 경쟁관계에 놓을 것으로 판단된다. 즉 우리나라의 항만 물류 경쟁력 수준이 위기에 처해있고 경쟁은 갈수록 심화될 것으로 판단된다.
