This study presents a comparative analysis of enforcement and regulatory compliance issues in Korean and American fisheries. The comparison involves characterizing factors which affect regulatory compliance. The study also suggests policy directions and strategies by characteristics of factors suitable to Korean fisheries circumstances in order to induce voluntary compliance from fishers and to make compliance friendly environment for the fishers. In detail, this study has 3 steps as follows. First, this study characterizes factors influencing compliance and non - compliance caused by various reasons and categorizes these factors by considering theories for fisheries regulatory compliance. Major categories of compliance factors consist of fisheries resources, users(fishers), and the government. Each category is composed of several factors and sub - factors by characteristics. Second, this study seeks to diagnose problems and limitations from the regulatory compliance in Korean and US' fisheries by analyzing the current status of the compliance in both countries. The comparative analysis between two countries highlights the problems and limitations of each country's regulatory compliance and leads to implications for Korean fisheries. Third, this study suggests policy directions and strategies suitable to Korean regulatory compliance environment through detailed understanding of U.S.' fisheries regulatory compliance. The suggested strategies are based on the concept of voluntary compliance and compliance - friendly environment, not command and control regulations. Furthermore, this study provides policy suggestions for Korean fisheries regulatory enforcement and compliance issues.

3개 태양전지 견본의 전류 전압특성과 효율에 관한 비교 연구를 수행하였다. 견본 하나는 우리 연구실에서 만든 이온주입식의 것이며, 나머지 두개는 외국의 한 메이커가 만든 열확산식의 것이다. 실험에 의하던 각 견본의 접합형성의 특성과 그 효율은 각 p-n 접합의 전류 전압 특성에 크게 의존된다는 것을 알 수 있었다. 이온 주입식 견븐의 불완전한 특성의 원인은 약간 부족한 불순물의 표면농도, 이온 충격과 잡불순물에 의한 격자 결함, 전극에 있어서의 불충분한 Ohm 접촉등의 원인에 기인된다는 것을 본 비교 연구를 통해서 명백히 알 수 있었다. 변환효율에 있어서는 열화산으로 된 두 견본의 것은 각각 14.3%와 9.3%인데 비해서 이온주입으로 된 견본의 것은 4.2%였다.

Purpose: This study aims to analyze design guidelines for hospice facilities in the US, UK, and Canada focused on design considerations and space requirements, and utilizes them as baseline data for establishing standards for Korean hospice facilities. Methods: Comparative review was carried out to investigate hospice care models, design consideration, and room sizes and requirements for design guideline of hospice facilities in United States, UK and Canada identified on electronic database and review articles, and to examine major characteristics and tendencies of hospice facilities. Results: The hospice care models characteristics in design guidelines is generally largely divided into hospital-based hospice facility, Nursing home-based hospice facility, and daycare hospice. The design considerations in hospice facilities focused on medical efficiency, flexibility, barrier-free environment, person-centered care, and stability. There is also a need for single resident room, rooms for the patient's family, and isolation room for infection control. Implications: it is recommended to establish standards for the installation and operation of required and recommended rooms and considerations when establishing the standards of hospice facilities in Korea. This Study is limited to a simple comparative analysis of the framework of guideline.

Recently, the special alloy, for instance, such as Monel and Inconel, is used for valves, bolt/nuts, and fittings in semiconductor facility, FCEV(fuel cell electric vehicle) and hydrogen gas station, to reduce the hydrogen embrittlement. Even though the Monel material has high cost, it is recommended to use for the cases of ultra high pressure, ultra high leak-proof and so on. The purpose of this study is to investigate the characteristics of Monel material within elastic limit through the comparative analysis when Monel material is extruded or drawn. As the results, the deformation of Monel material was increased as the number of pass was increased, further, the deformation of Monel material by drawing was larger than that by extrusion. In the safety factor, the case that load is less than 420kN, the plastic deformation due to drawing could be happened faster than that due to extrusion. However, the case of more than 420kN, it showed that the plastic deformation for extrusion and drawing was almost similar.

Current percentage differential relaying has been recognized as the principal basis of main protection for stator windings of AC generator. The DWT has merit of obtaining frequency characteristics in time domain. In order to compensate for DFT's defects, we proposed fault detection algorithm using DWT. This paper describes a comparative analysis about conventional DFT-based DFR and advanced DWT-based relaying.

In this paper, we try to explore the nature of open source software development process. The process involves peculiar characteristics which seem to defy the traditional economic reasoning for technology policy. Based upon the comparative case study of open source software development process with the two innovation processes adopted from literature on economic history, we argue that technology policy should strike the balance between provision of innovation incentives and voluntary disclosure of information.

본고는 한국비교교육연구에 영향을 주고 있는 유럽비교교육학회와 영국비교교육학회의 담론생성활동을 고찰함으로서 그 역사적 성격을 밝히고자 하는 연구목적을 가진다. 유럽비교교육학회(CESE)는 1963년 영국 비교교육학자들의 주도로 설립되어 현재 유럽화를 넘어선 국제학회로서의 자리매김을 위한 노력을 하고 있다. 유럽이 세계의 중심이라는 오랜 질서가 미국주도의 세계비교교육학회의 출현으로 인해 위축되고 있으나 여전히 미국적인 것과 차별되는 유럽만의 방법론 구축을 향한 지적 고투를 하고 있다고 보여 진다. 반면 영국은 1997년에 영국국제비교교육학회(BAICE)로 늦게 시작했으나 많은 유학생들과 영어권의 이점으로 국제학회로서의 면모를 보이고 있다. 그 결과 유럽화가 아닌 글로벌 이슈를 적극적으로 다루며 비판적 균형이론으로서 비교교육연구를 자리매김하려는 노력을 하고 있는 것으로 평가된다.

본 연구는 대중교통 이용을 영향을 미치는 TOD 계획요소의 중요도를 분석하여 도시철도 역세권 환경의 실제적 특성과 계획적 특성의 중요도 인식 차이를 규명하고자 하는 연구이다. 평가 방법론적 의미로서 정량적 데이터를 활용하는 평가방법의 타당성과 전문가들에 의한 정성적 설문조사에 기초한 평가방법의 타당성과에 세부적인 논의를 진행하였다. 이를 통해 실제 조성된 역세권 환경(정량적)의 현실적 특성과 전문가 관점(정성적)의 계획적 특성의 중요도 분석을 통해 향후 역세권 개발방향에 대한 시사점을 제시하였다.

This research examines the characteristics of the "rammed earth form" based on the criteria for the selection of forms. For this purpose, the paper first reviews the characteristics and orientation of the earth-construction and looks into the outline, the prerequisite, the current status and the tendency of the rammed earth form system through previous studies. Consequently, we aims to contribute to the criteria for the selection of rammed earth forms in the future through a comparative analysis of the construction cost, quality, safety and easiness of works between the veneer board form and the euroform, which are most widely used at earth housing project in the domestic country. The results reveals that the euroform is better than the veneer board with 21% of total cost in the cost analysis. But this better than that in the side of easiness of construction. In both cases, the buckling of wall panel form and the labor-oriented characteristics of the methods are the future research issues in the rammed earth form system.
