Efficiency analysis of the community welfare centers for people with disabilities using data envelopment analysis (자료포락분석을 활용한 장애인복지관의 효율성 분석)

  • Until now, the operation of community welfare centers for people with disabilities has brought a positive or a generous awareness. Nevertheless, in order to obtain a wide range of welfare outcomes efficiently, the imperative step in rehabilitation researches is to determine whether reasonable and scientific services are being provided to people with disabilities in rehabilitation centers. The purpose of this study was to analyze efficiency and productivity of 176 community welfare centers for people with disabilities. As a result, average technical efficiency for community welfare centers for people with disabilities was 0.4488; pure technical efficiency and scale efficiency was 0.6040 and 0.7080, respectively. The major conclusions of this study were as follows. First, applying the technical efficiency analysis, DMU2, DMU3, DMU8, DMU9, DMU11, DMU13, DMU14 were shown above average. It seems to have a regard for political elements in accordance with the regional social and economic differences. Second, as a result of scale efficiency analysis, the inefficient community welfare centers for people with disabilities such as DMU1, DMU5, DMU12, DMU16 are required to improve the number of employees, revenue, facility area. Finally, this study is expected to be an effectiveness analysis and performance evaluation for the rehabilitation services.

A Study on the Use of General Social Welfare Facilities for the Planning of Integrated Care Center - Focused on four social welfare facilities in Southern Gyeonggi-do (통합돌봄센터 계획을 위한 고령인구의 종합사회복지관 이용실태 연구 - 경기도 남부 4개 사회복지관을 대상으로)

  • Purpose: The purpose of this study is to derive basic data for desirable location and functions of the integrated care center. Methods: Survey, Questionaire and statistical analysis are the main research method of this study. In order to collect data related to utilization pattern and favorite functions of the senior people, researchers have visited 4 social welfare facilities located in Southern Gyeonggi Province. 403 questionaires have been gathered from 4 facilities and they have been analyzed by using Excel Program of MS. Results: First, compared to other services, healthcare services have been preferred by many older people in Social welfare Facilities. This means that integrated care centers providing healthcare services for older people rather than services for children or disabilities is desirable. Second, Integrated Care Centers had better be established within the walk distance of elderly people. If it is not easy, the introduction of shuttle bus for older people is desirable. Especially, in case of large Care Center. Implications: This study shows that small facility with community care rather than big facility is desirable for small community in the point of friendliness, convenience, economy, etc.. However it is necessary to combine welfare service and healthcare service even in small centers.

Organizational Culture and Community-Centered Social Inclusion Orientation Among Social Service Organizations for People with Disabilities: Focused on Market Orientation As a Mediator (장애인복지기관의 조직문화유형과 지역사회중심사회통합지향성에 관한 연구 : 시장지향성의 매개효과를 중심으로)

  • The purpose of this study is to examine the effects of organizational culture types (rational culture, developmental culture, group culture, and hierarchical culture) on Community-Centered Social Inclusion Orientation(COSI) among social service organizations for people with disabilities. More specifically, this study developed and empirically tested two theoretical models where each of organizational culture types were hypothesized to affect COSI either directly or indirectly through market orientation. For data collection, self-administered type questionnaires were mailed to 416 social service organizations for people with disabilities across the nation and 293 responded (response rate: 70.4%) from June 1 to September 22, 2006. For analysis, however, only 263 respondents were used, excluding Independent living centers due to their small size and short history. Structural Equation Modeling was employed for analysis and Full Information Maximum Likelihood was used for estimation. Findings indicated that market orientation had a significant effect on COSI. In addition, developmental culture and hierarchical culture were found to affect COSI directly while rational culture and group culture were found to affect COSI indirectly through market orientation. These findings imply that market orientation needs to be emphasized as a strategy in order to enhance social inclusion orientation for those organizations. Given that all the four types of organizational culture have direct or indirect impacts on COSI, those organizations are also advised to develop the four types of organizational culture harmoniously rather than one single type of organizational culture.

Correlates of Self-Stigma, Self-Esteem, and Quality of Life Among Persons with Mental Disabilities (정신장애인의 자기 낙인과 삶의 질, 자존감과의 관계 연구)

  • The purpose of the this study was to investigate the association of self-stigma, quality of life, and self-esteem and analyze the mediating role of self-esteem in the relationship between self-stigma and quality of life among people with mental disabilities. For this purpose, the data were collected from 254 people with mental disabilities who utilize the community mental health centers located in D and K regions. Findings of the study indicated that there were statistically significant relationships among self-stigma, quality of life and self-esteem. In addition, self-esteem had partial mediating effects on the relationships between self-stigma and the quality of life domains such as physical, psychological, and environmental areas, while self-esteem was a full mediator in the relationships between self-stigma and social relationship in the quality of life. Based on the findings of, possible practice implications for improving the quality of life among people with mental disabilities by reducing self-stigma along with empowering their self-esteem and recommendation for further study were provided.

  • Based on the Everyday Information Seeking Behavior Theory, this study investigates information activities and library experience of 66 elderly or people with disabilities in Autonomous District A. In addition, this study analyzes contextual circumstances of daily information activities through in-depth interviews with a subset of 11 people. Although community welfare centers provide basic welfare, the elderly and people with disabilities seek to learn and socialize in cultural welfare centers, particularly in libraries. This study shows that libraries can fulfill their top three of Maslow's hierarchy of needs: Self-Actualization, Esteem, and Love and Belonging. Specifically, digital literacy education has been identified to be highly demanded. They seek to distinguish correct online information and to socialize using digital technologies in this contactless society. This study proposes a detailed plan for public libraries to offer cultural and information welfare in order to reduce the information gap within the local communities.

A Study on Family Satisfaction with Community Mental Health Center Services in Gyeonggi Province by Families of People with Mental Illness (경기도 정신보건센터 서비스에 대한 가족 만족도 조사 - 경기도 31개 정신보건센터를 중심으로 -)

  • Purpose: The purpose of this study was to evaluate the service satisfaction for families who have someone with mental illness, and are using community mental health centers in Gyeonggi Province. Methods: The participants in this study were 796 family members. Data were collected using Family satisfaction survey questionnaire developed by the author (23 items on family service and 15 items on client service). Results: The total satisfaction level for the service with family and client resulted in above average scores. Of the 23 service items, data showed the highest level of satisfaction was with professional skills and attitude, and day rehabilitation programs, and the lowest for professional activities for advocacy and social welfare benefits, emergency & crisis intervention, medical expense subsidies. Of the 15 service items, job and housing related service had the lowest level of satisfaction. Conclusion: It is recommended that psychiatric emergency & crisis intervention programs and system development be accelerated. Also, there is a need to develop medical expense subsidy programs for older family caregivers, job and housing focused rehabilitation programs and community facilities for the client, as well as more active and powerful professional advocate activities for persons who have mental disabilities and their families.

Personal Assistance Services (PAS) : Outcomes and Influential Factors (활동보조서비스 성과 및 영향요인에 관한 연구)

  • The purpose of this study was to investigate the outcomes and the influential factors that predict outcomes of Personal Assistance Services (PAS). A phone survey was conducted with 201 people with severe disabilities who used PAS services through 10 Centers for Independent Living. Participants reported an increase in subjective health perceptions associated with use of PAS. Participants also reported increased psychological self-reliance as a consequence of using PAS, and high satisfaction with PAS in general. Additionally, the participants reported increased active participation in their communities, increased employment, and high self-confidence in getting or maintaining jobs as outcomes of PAS. Among influential factors predicting the outcomes of PAS, high monthly income and more mean hours of for PAS were positive predictors of psychological self-reliance. Younger age, lower income, and longer duration of service were positively associated with community participation. Longer duration of disability and service use were positive predictors of employment status. Less severe disability and high monthly income were associated with higher self-confidence related to getting or maintaining a job. The results highlight the importance of ensuring the availability of PAS to all Koreans with disabilities who are interested in these services.

Reliability and Validity of the Korean Version of SERVPERF : A Validation Study (서비스 질 척도(서브퍼프)의 타당화 연구: 종합사회복지관을 대상으로)

  • The purpose of this study is to develop and evaluate the Korean version of the SERVPERF which has been widely used in order to measure service quality in various kinds of fields including social work. A total of 328 adults using social welfare centers in Seoul and Gyeonggi-do participated in this study. Confirmatory factor analysis confirmed that the Korean version of the SERVPERF consists of 5 dimensions(tangibles, reliability, responsiveness, assurance, and empathy) like the original SERVPERF. 5 dimensions of the Korean version of the SERVPERF have acceptable levels of internal consistency. Its convergent validity and discriminant validity are satisfactory. Finally, weak or non-significant correlations between 5 dimensions of the Korean version of the SERVPERF and social desirability scale indicated that the participants' reponses to the Korean version of the SERVPERF were not affected by social desirability.
