With the wider availability of sensor technology through easily affordable sensor devices, several Structural Health Monitoring (SHM) systems are deployed to monitor vital civil infrastructure. The continuous monitoring provides valuable information about the health of the structure that can help provide a decision support system for retrofits and other structural modifications. However, when the sensors are exposed to harsh environmental conditions, the data measured by the SHM systems tend to be affected by multiple anomalies caused by faulty or broken sensors. Given a deluge of high-dimensional data collected continuously over time, research into using machine learning methods to detect anomalies are a topic of great interest to the SHM community. This paper contributes to this effort by proposing a relatively new time series representation named "Shapelet Transform" in combination with a Random Forest classifier to autonomously identify anomalies in SHM data. The shapelet transform is a unique time series representation based solely on the shape of the time series data. Considering the individual characteristics unique to every anomaly, the application of this transform yields a new shape-based feature representation that can be combined with any standard machine learning algorithm to detect anomalous data with no manual intervention. For the present study, the anomaly detection framework consists of three steps: identifying unique shapes from anomalous data, using these shapes to transform the SHM data into a local-shape space and training machine learning algorithms on this transformed data to identify anomalies. The efficacy of this method is demonstrated by the identification of anomalies in acceleration data from an SHM system installed on a long-span bridge in China. The results show that multiple data anomalies in SHM data can be automatically detected with high accuracy using the proposed method.
팹랩(Fablab)은 디지털 제작 시설을 갖춘 글로벌 네트워크이다. 개방형 혁신 공간인 팹랩은 개인의 자유로운 제조 가능성을 확대하기 위한 실험적 디지털 공방이며, 교육·훈련, 연구개발, 제작을 연결하는 차세대 디지털 인프라로 주목받고 있다. 팹랩은 단순히 자신이 원하는 제품을 만드는 시설로서의 랩(Lab)을 넘어서, 사용자 주도로 커뮤니티에 필요한 제품이나 서비스를 발굴하는 공간으로 발돋움하고 있다. 더 나아가 다양한 시민 주도형 프로젝트를 통해, 지역과 사회를 변화시켜 나가는 혁신의 전진기지 역할을 수행하고 있다. 본 연구에서는 한국과 일본의 팹랩(팹랩 서울, 팹랩 부산, 팹랩 가마쿠라, 팹랩 키타카가야)의 운영 실태를 살펴보고, 각 팹랩이 어떤 목적을 중심으로 팹 시설을 운영하고 있는지, 비즈니스 모델과 지속 가능한 발전 가능성을 탐색한다. 이를 위해, 첫째, 양국의 팹랩 설치 및 이용 실태에 대해 비교·분석한다. 둘째, 양국의 팹랩이 각각 어떤 목적에 중점을 두고 운영되고 있는지 분석한다. 셋째, 양국의 팹랩이 지속가능한 발전을 위해 취하고 있는 비즈니스 모델의 유용성을 린 캔버스를 통해 살펴본다. 양국의 사례 분석을 통해 얻은 성과물을 바탕으로 한국의 팹랩 발전을 위한 제언을 제시하고자 한다.
ISNI가 확산되면서 개인명이나 단체명을 식별하고 연계하는 전거제어의 프로세스와 활용방식도 확장되고 있다. 이에 본 연구에서는 미국, 영국, 프랑스, 독일 등의 국가전거와 ISNI 연계와 활용의 특징을 도출하여, 우리나라 국립중앙도서관을 중심으로 국가전거와 ISNI의 연계와 활용의 개선 방안을 제시하였다. ISNI 창립부터 정착과 활용에 적극적으로 참여하고 있는 주요국을 중심으로 국가전거와 ISNI 연계 방식 및 서비스에 활용된 ISNI 데이터 등을 분석하였다. 본 연구에서 제시된 ISNI를 활용한 국가전거 개선 방안은 첫째, ISNI를 활용한 전거 업무 지원, 둘째, 국가서지작성기관과 출판계와의 긴밀한 협력체계 마련, 셋째, 국가차원에서 ISNI와 전거레코드 연계를 위한 인프라 구축, 마지막으로 전거데이터를 바탕으로 이용자 서비스 페이지 제공 등이었다.
Climate change causes ocean warming, ocean acidification, sea-level rise, dynamic coastal risk, change of ecosystem structure and function, and degradation of ecosystem services. Not only that, but it has negatively impacted the well-being of people, society, and culture, including food security, water resources, water quality, livelihood, health, welfare, infrastructure, transport, tourism, recreation, and so on, especially by particularly degrading indigenous communities and generating an inequitable distribution of benefits and costs. As pointed out here, these adverse impacts of climate change on the ocean have been emphasized at the international and national levels. In contrast, the ocean field has been neglected in the climate change conversation for too long. However, since the UNFCCC COP 25, the ocean has been drawn into the discussion as a solution to address climate change. Moreover, the U.S. Congress recently unveiled a bill called the 'Ocean-Based Climate Solution Act, OBCSA' that reflects the new paradigm of the international regime. The comprehensive legislative bill includes elements related to climate inequity, a blue economy, and a community-led bottom-up policy mechanism, which will have a significant bearing on the ocean-climate legal system. Therefore, this study reviews the OBCSA and deduces implications with regard to the ocean-climate legal system in Korea.
과학기술·연구개발체계의 패러다임은 기존 단독형 연구수행 형태에서 변화하여 관측과 실험에서 발생한 대용량 데이터를 고속 네트워크를 통해 연구현장에 송수신하고 저장하며, 이를 각 연구자 (기관)의 목적에 맞도록 활용하는 형태로 변화하고 있다. 네트워크형 첨단연구는 협업화, 공유화, 공용화, 글로벌화 하는 형태로 발전하고 있으며, 이를 위해 과학기술과 IT기술의 결합 뿐 아니라, 점점 거대화되는 데이터의 실시간 공유와 활용을 위해 최적화된 네트워크 환경과 기술 간의 융합이 필요하다. 본 논문에서는 국가과학기술연구망 (KREONET)의 네트워크형 첨단 연구의 사례를 통해 변화의 방향을 제시하고, 데이터흐름을 분석한다. 이를 통해 주요 데이터흐름과 용량에 따른 네트워크 최적화 모델을 제시하였으며, 네트워크형 첨단연구에서 요구되는 실시간성 연구수행 성능을 충족하였다.
The Ministry of Land, Infrastructure and Transport (MoLIT) and the Korean Automobile Testing and Research Institute (KATRI) are supporting the development of Lv.3 automated vehicle (hereinafter, AV) technology by constructing an automated driving pilot city (as known as K-City) equipped with total 5 evaluation environments (urban, motorway, suburban, community road, and autonomous parking facility) which is a test bed exclusively for AV (2017~2018). An upgrade project is in a progress to materialize harsh environments such as bad weather (rain, fog, etc.) and reproduction of communication jamming (GPS blocking, etc.) with the purpose of supporting the development of Lv.4 connected & automated vehicle (hereinafter, CAV) technology (2019~2022). We intend to proactively establish a national level standard for CAV test-bed and test road requirements, test method, etc. for establishment of a road map for the construction of the test bed which is being promoted step by step and analyze and, when required, benchmark the case of China that has announced and is utilizing it. Through this, we plan to define standardized requirements (evaluation facility, evaluation system, etc.) on the test bed for the development of Lv.4/4+ CAV technology and utilize the same for the design and construction of a test bed, establishment of a road map for the construction of a real car-based test environment related to the support for autonomous driving service substantiation, etc. through provision of an evaluation environment utilizing K-City, and the establishment of a K-City upgrade strategies, etc.
ODA란 개발도상국 빈곤층을 대상으로 인간의 기본권을 지키려는 국제사회의 노력과 행동이다. UN은 현재 2030년까지의 개발목표로 SDGs를 설정하였다. SDGs에서는 기존 ODA의 한계를 극복하기 위하여 개념을 확장하고 공공부문과 민간부문이 협력하여 다양한 재원을 조달함으로서 ODA와 그 범위를 넘어서는 개발원조까지 포괄하고 있으며, 이에 적합한 개념이 촉진적 원조이다. 촉진적 원조에 의한 개발협력은 인도주의적 원조 보다는 경제 인프라 및 생산시설 등 경제 발전의 기반을 구축하여 수원국의 지속가능한 개발을 지원하는 사업이다. 본 연구에서는, 한국의 경험과 현재의 역량을 토대로 KSP를 연계하여 민관협력사업 발굴, 집중지원 대상국의 선정 및 원조배분 원칙의 명확화, 사업 특성에 맞는 유·무상 원조의 유연한 적용, SPC 설립에 의한 CSV의 실현 및 이를 종합적으로 이끌어 갈 PCSD 체제의 구축을 제안하였다.
This study conducted an assessment of potential impacts on the drought in agricultural reservoirs using the recently proposed SSP (Shared Socioeconomic Pathways) scenarios by IPCC (Intergovernmental Panel on Climate Change). This study assesses the potential impact of climate change on agricultural water resources and infrastructure vulnerability within Gyeongsangnam-do, focusing on 15 agricultural reservoirs. The assessment was based on the KRC (Korea Rural Community Corporation) 1st vulnerability assessment methodology using RCP scenarios for 2021. However, there are limitations due to the necessity for climate impact assessments based on the latest climate information and the uncertainties associated with using a single scenario from national standard scenarios. Therefore, we applied the 13 GCM (General Circulation Model) outputs based on the newly introduced SSP scenarios. Furthermore, due to difficulties in data acquisiton, we reassessed potential impacts by redistributing weights for proxy variables. As a main result, with lower future potential impacts observed in areas with higher precipitation along the southern coast. Overall, the potential impacts increased for all reservoirs as we moved into the future, maintaining their relative rankings, yet showing no significant variability in the far future. Although the overall pattern of potential impacts aligns with previous evaluations, reevaluation under similar conditions with different spatial resolutions emphasizes the critical role of meteorological data spatial resolution in assessments. The results of this study are expected to improve the credibility and accuracy formulation of vulnerability employing more scientific predictions.
KoFlux는 한국의 주요 육상생태계와 대기간의 에너지, 물, 이산화탄소의 순환을 감시하기 위해 구축한 에디 공분산 기술을 기반으로 하는 미기상학 플럭스 타워 관측지의 국내 관측망이다. KoFlux의 사명은 AsiaFlux와 동일하게 지구상의 생명의 질과 지속가능성을 보장하기 위해 아시아의 주요 생태계를 감시하고 돌보는 것이다. 구체적인 KoFlux의 목적은 (1) 생태계를 감시하고, 자료를 수집, 저장하고 배포를 가능하게 하는 하부구조와 (2) 이에 관련된 지식과 자료를 효과적으로 적용하고 배포하기 위해 정기적으로 포럼과 단기 훈련과정을 과학공동체에 제공하는 것이다. KoFlux는 아시아의 주요 육상생태계의 탄소/물/에너지 교환에 관한 생태계과학 정보와 지식을 창출하고, 과학적 연구와 적용에 있어서 다학문간 협력과 융합을 촉진하고, 지속적인 생태계 서비스를 지역사회에 제공함으로써 AsiaFlux의 비전인 "사고하는 공동체, 배움의 프런티어"를 추구하며 실천해 나간다. 현재 KoFlux 네트워크는 총 일곱 개의 관측지로 구성되어 있는데 국내의 경우 활엽수림, 침엽수림, 혼효림, 논과 비균질 농경지를 포함하며, 국외의 경우 남극과 북극의 툰드라 생태계에 위치해 있다. 등재된 관측지는 모두 표준화된 프로토콜을 사용하여 자료를 체계적으로 처리하고 있으며 자유롭게 자료 활용이 가능하도록 품질 검증된 플럭스 자료의 데이터베이스를 지속적으로 구축해 가고 있다. KoFlux는 정기적인 학술 논문 출판, 포럼 및 훈련과정을 통해, 네트워크를 성장시키고, 플럭스 관측 및 모델링 전문가간의 연결 및 정보교환을 위한 아고라를 제공하며, 관측 및 자료 분석을 위한 전문인력 양성을 위한 교육에 힘쓰고 있다. 그러나 이러한 지속적인 노력에도 불구하고 KoFlux에 등재된 산학연기관을 제외하고는 아직까지 네트워크의 성장이 제한되어 있는 실정이다. 이러한 학문간의 벽을 허물고, 네트워크에 대한 동반자 및 주인 의식을 고취시키기 위해 KoFlux는 2011년부터 서울대학교에 설립된 국가농림기상센터를 중심으로 NCAM의 주요 서비스를 담당하게 될 것이다. 이러한 일치된 협력은 현재의 감시 네트워크를 더욱 보강시키고, 차세대 과학자들을 길러내며, 우리 사회에 지속가능한 생태계 서비스의 제공을 보장할 수 있도록 이끌어 줄 것이다.
최근 지능정보화사회가 가져올 급격한 변화에 대비하는 새로운 교육의 필요성에 대한 인식이 고조되고 있다. 세계 각국에서는 이러한 변화에 대비하여 첨단 정보통신 기기의 도입과 활용이 중심이 되는 스마트 학교 등을 시도하고 있고, 국내에서도 혁신 학교 등을 통해 새로운 시대를 준비하는 교실 환경과 교육과정의 변화를 위한 노력들이 이루어지고 있다. 본 연구에서는 이러한 변화의 맥락 속에서 이루어지고 있는 학교의 기반 시설과 교육과정을 비롯한 제도의 변화에 대하여 과학교사가 어떻게 인식하고 있는지를 알아보았다. 또 그러한 교육 환경의 변화에 대한 인식 속에서 과학교사들의 수업 실천에서는 어떠한 도전과 변화가 나타나는지를 알아보았다. 이를 위하여 일반학교와는 차별화된 변화를 시도하고 있는 중학교의 과학교사 2인에 대한 심층 면담을 통해 얻어진 연구의 결과는 다음과 같다. 첫째, 교사들은 그들이 소속된 학교가 학교의 규모와 기반시설, 동료 교사들의 교사 문화, 학생의 역량 면에서 과학 수업을 변화시킬 수 있는 요소들을 갖추고 있다고 인식하고 있었다. 둘째, 다양한 수업 방식을 시도하는 교사의 열정과 ICT 기반 시설에 적응한 학생들이 갖춘 역량이 시너지를 일으켜 선순환의 고리를 형성하면서, 교사들이 새로운 수업을 시도할 수 있는 진입장벽이 낮아지고 지속적인 도전을 지원하는 학교 문화가 생성되었다. 셋째, 과학 수업은 활동 중심으로 변화하였고, 교사들은 이러한 변화가 학생들의 자기 주도적 학습을 촉진한다고 인식하고 있었다. 넷째, 교사들은 스스로 교과 교육과정 운영에 있어서 주체적인 역할을 수행하고 있다고 인식하였고, 이 인식은 더 다양한 시도를 촉진하였다. 이러한 학교의 학습 환경과 제도의 변화, 자생적 교사 학습 공동체와 같은 도전과 혁신을 공유하는 문화의 형성을 통해 교사들은 교육과정을 재구성하고 수업을 변화시키는 실천을 지속적으로 시도하고 있었다. 이처럼 학교의 변화는 교사, 학생, 기반 시설의 상호작용 맥락 속에서 이해될 필요가 있다. 이러한 변화의 요소들 사이에서 형성된 상승적 상호작용 속에서 변화의 핵심 주체인 교사의 도전과 실천이 지속될 수 있을 것이다.
