One of the most fundamental and the oldest issues in the provision of health care throughout the world has been the issue of the role of the public and private sector of health care, and the relationship between them. This paper describes issues associated with the concept of health oriented partnerships in the United Kingdom and seeks to contrast public and private partnerships both in health and in health care. In the United Kingdom it is suggested that health care is conceived by the population to equate to the National Health Service(NHS) with "add on" private health care for certain sectors of the community and within certain well defined clinical parameters. This paper can provide us with valuable information on the characteristics of UK health care systems, current health policies as well as issues relating to the public and private partnerships in health/ health care in the UK, thus offer important policy implications for the improvement of Korean health care system which lacks health-oriented coordinations and partnership between public and private sector very considerably.

In Korea, the position of health among the sectors of everyday life lies behind the others. The inhabitants don't consider health so important and immediate as food and shelter. Primarily, it seemed more important for them to eat something and to educate their children than to secure health. Under this situations we must take into consideration their health status and health problems in terms of the social system. Health cannot be maintaned by itself. It inter acts with a set of social conditions such as income, knowledge about health, health institution, health insurance, social class, culture and etc. But the community health projects which have carried out in Korea since the beginning of 1970s focused mainly on the medical care and medical delivery itself regardless the background of health care. According to the existing results of socio-epidemiological and medico-sociological researches, a set of social conditions has a great effect on the inhabitants' health status and health care. So, such conditions will be considered primarily in Korea University Health Project. This paper is prepared as a preliminary step for such a program. In this paper we mainly inquired into the relationship between health and the attitudes of inhabitants.

Methods: Qualitative research was conducted by in-depth interviews with 17 professionals from various fields of organizations involved in developing and implementing tele-healthcare systems. Data were analysed thematically, using a conceptual model of diffusion of innovations. Results: The system users were reacted positively to the 3 attributes out of 9 which decided the adoption of innovation. In addition, it is required to redesign the tele-health care system simpler and easier so that the system users can access to the system much more easily regardless of space and time limitations. From the design stage on an individual level, it is necessary to conduct detailed needs analysis and listen to users who are at the center of innovation diffusion. On an organizational level, it is necessary to actively prepare for possible problems during system implementation, educate the users and build communication channels continuously. Conclusion: This study has identified the factors affecting the innovation of tele-health care systems and contributed to the understanding of the operation of tele-health care systems by the diffusion of innovation theory in community health posts.
The increased needs for medical cost containment and the quality of life improvement for the low-income elderly with chronic disease require the complementary relationship between hospital care and community health services. This study investigated the current status of the linkage between Korean hospital care and community services using Seoul Welfare Panel Study(SWPS) data. Logistic regression analysis was used to examine the effects of experiences of hospitalization and outpatient health services on use and needs of community health services. The analysis results indicated that the elderly with chronic disease who have not experienced outpatient health services were unlikely to receive health and social services in the community. Even those who have experienced hospitalization were not provided complementary health services in the community despite the increasing demand.

Methods: Data were collected from September 3 to October 9, 2012 targeting 196 baby boomers residing in Seoul and Gyeonggi-do with the measurement of long-term care service needs having five domains. Collected data were analyzed using the SPSS 20.0 program. Results: Demand for long term care service in those who preferred nursing homes was highest as $4.40{\pm}0.69$ in the safe environment domain. In case of those preferring home care services, demand was highest as $4.37{\pm}0.56$ in the social interaction domain. People who preferred nursing homes had higher needs in personal health care and improvement of the service quality domains. Those who preferred home care services showed diverse needs according to their characteristics. Conclusion: The baby boom generation had high needs in all the domains of long-term care services and such needs were diverse according to their characteristics. During the last half a century the Korean rural society have experienced drastic changes : the retreat of Japan from the colonial interference and suppression in 1945, the Korean war and disorder in the 1950s, the implementation of the first and second five-year economic development plans in the 1960s, the ambitious implementation of the new village movement called Saemaul Undong to modernize the traditionally stagnant rural village in the 1970s, and socioeconomic and political turmoil in the 1980s. In this complex process of change the rural health care system in Korea was grdually reformed. This paper reviews the socioeconomic change and the basis of the changing structure of the health care system in rural Korea, on the basis of the existing literature and secondary data. Thus this is not a research paper but a review article in its nature. After reviewing the past and present situation, the directions and strategies for the reformation of the rural health care system are suggested.
