The Study on the Model Development and Analysis of 'Child Growth and Developmental Clinic' - Focusing on the public health center - (영유아 성장발달 크리닉 운영모형개발 및 시범사업 결과 분석 -서울시 일개 보건소를 중심으로-)

  • Purpose: This study was intended to develop the framework of public health center based 'Child growth and developmental clinic' and analyze the efficiency of services. This was the part of Mother-Child Health Guidance Project by the Public Health Center in Seoul. The purposes of this project were to improve children's health and development with early detection of developmental delay by screening test, and to assist and guide the parent for child care and rearing, so that children can reach their maximum potential. Method: Framework and standards for operation of 'Child growth and development clinic' were developed. We selected screening tool. developed parent education materials, and educated the personnel of public health center. Result: 243 children were enrolled for developmental screening, and we detect the children with developmental delay and referred them for further evaluation. The proportion of developmental delayed children was approximately 2% of the enrolled children. Also, we analyzed the characteristics of enrolled children, and their parental needs and attitude on child rearing. Some problems in operation of developmental clinic were discussed. Conclusion: Though we can found some limitations, we are confident that pubic health center can be charge of important role for improving child development for the majority. This study will be the basis of children's developmental clinic running by public health center.

A Study on the Operational Status of Locally Oriented Family Nurturing Support Projects: with a Focus on the Operational Cases of the Child Care Support Center of Jinju City (지역중심 가정양육지원사업의 운영 실태에 대한 연구: 진주시 육아종합지원센터 운영사례를 중심으로)

  • The purpose of this study is to find out the operational status of regionally focused home rearing support projects. The existing rearing support policies on the government level are assessed as not capable of reflecting various requirements of each family and not practically supportive. Therefore, to overcome these limitations, this study focused on the operation case of Jinju City's child rearing comprehensive support center, which is operating various rearing support projects on the regional community level. To find out the operation status of regionally focused home rearing, this study performed literature collection related to home rearing support projects in JinjuCity, interviewed the persons in charge as well as participants, and observation by actual participation. The results show the characteristics of realization of publicity in child rearing focused on municipalities, operation of projects with consistent directionality, and creation of networks reflecting various characteristics and requirements of the community, through the operation status of regionally focused home rearing. This study will be a useful reference for the settlement and operation of the child rearing comprehensive support center, which is entering into a new transition period, and is meaningful as this study provides the basic material for the desirable direction to be pursued by the regionally focused home rearing support projects.

Development of the Workplace Spirituality Belief Scale for Prospective Early Childhood Teacher (예비유아교사의 일터영성신념 척도 개발)

  • The aim of the study was to develop the scale for measuring prospective teacher's belief on workplace spirituality. The researchers revised the 'Workplace Spirituality Scale for Early Childhood Teacher (Lim, 2014)' into the draft of 'Workplace Spirituality Belief for Prospective Early Childhood Teacher (WSBS_PECT)' and then validated the draft of WSBS_PECT statistically. The data were collected from 664 prospective teachers participating 5 early childhood teacher programs. EFA, CFA, Correlations and some statistical methods were carried out for testing validity and reliability of the scale. As a result, the WSBS_PECT with 21 items of 4 factors - i.e. 'awareness of meaning of life', 'belief on calling for ECE teacher job', 'belief on relationships in community', and 'belief on membership in community'- was developed and identified as a available measurement for prospective childhood teachers.

The Effects of Mothers' Parenting Behaviors and Teacher-Child Relationship on Young Children's Adjustment to Child-Care Centers: Focused on Low-Income Families (저소득가정 유아의 보육시설 적응에 어머니의 양육행동 및 교사-유아관계가 미치는 영향)

  • Using data from an ongoing study of 170 children aged 4-6 years in low-income families, this study tests how mothers' parenting behaviors and teacher-child relationship influences the adjustment to child-care centers of young children. The mothers' parenting behaviors were measured by the mothers of surveyed children, while the teacher-child relationship and children's adjustment were rated by teachers. Measurements were recorded from using the Iowa Parent Behavior Inventory(Crase et al. 1987), Student-Teacher Relationship Scale(Pianta et al. 1995) and the Adjustment to Child-care Centers Scale(Lee 2004). The collected data was analyzed by hierarchical regression using the SPSS Program. Results indicate that mothers' parenting behaviors in the low-income families controlled characteristics of children and are positively associated with one area of early school adjustment, learning readiness. In other words, mothers who are more involved and demonstrate supportive parenting, have children with better learning readiness. The teacher-child relationship is strongly related to all areas of children's adjustment. The interaction effect of parenting behaviors and the teacher-child relationship on children's learning readiness is observed. These results highlight the importance of the teacher-child closeness as well as the quality of parenting behaviors during the preschool period for the low-income family in improving early school adjustment.

A Survey on the Health Examination of Child Care Centers (보육시설의 건강검진 현황에 관한 조사연구)

  • Purpose: This descriptive study was conducted to examine the status of the health examination in child care centers. Method: The participants in this study were 631 child care centers. A self report questionnaire on health examination which has been examined for content validity, was distributed by mail to 2,000 child care centers using randomized sampling. Result: Of the sample, $76.2\%$ child care centers had done health examination for children. Height & weight, urinalysis, dental check, anemia test and visual acuity were the most frequently performed items. The rate for maintaining a health record was highest in the national/public child care centers. Child care centers more closely related to community health centers, showed higher rates of health examination. Conclusion: Health care personnel and financial aids should be provided for child care centers to enhance the level of health management of children.

Missionary Public Health Nursing of Korea during Japanese Colonial Period (일제시대 선교회의 보건간호사업에 대한 역사적 연구)

  • Western missionary nurses practiced in Korea from 1891. and the first trial to begin missionary public health nursing service in 1909 could not put into practice for short of nursing staff and budget. The main focus of missionary medical practice was not in public health program but in the management of missionary hospitals. A few of missionary western R.N. tried district nursing in 1910s. but their activities were personal and focused on the rescue of poor and sick patients. In 1917 the North American Methodist Church dispatched R.N. Elizabeth S. Roberts to begin district nursing in Korea. Roberts began maternal and child district nursing service. Her service was focused on teaching the method of bringing up children. bathing service, and home visiting for delivery. She could not but stop district-nursing service in 1918 to serve for a hospital in Siberia. The North American Methodist Church dispatched a few of R.N. to Korea in early 1920s and the missionary public health nursing of Korea could be activated. R.N. E. T. Rosenberger began public health nursing program in Seoul with Korean graduate nurse, Shin-gwang Han, and missionary M.D. Hall. Their public health nursing program was focused on maternal and childcare. They did home visiting in the morning, and served at a well baby clinic in the afternoon. The first baby competition began in 1925. and contributed to the teaching the method of bringing up children. They expanded public health nursing activity to school health nursing and milk station. Their public health nursing program was such a success that In 1929 Severance hospital. Eastgate Hospital. Taehwa Social Evangelistic center organized Seoul Child Health Union. Maren P. Bording, another missionary R.N. and midwife dispatched by the North American Methodist Church began public health nursing program at Kongjoo in 1924. Her program was focused on the maternal and childcare and close to that of Seoul. She started the first milk station in Korea in 1926. As she was a midwife and could get M. D. license in Korea, her program was more focused on maternal care than that of Seoul. The first day nursery school in Korea and the first graduate course for public health nursing in Korea began at Kongjoo in 1930. As the city of Choongcheongnam Province moved from Kongjoo to Daejeon in 1932, missionary public health nursing service in Kongjoo extended to Daejeon. There were lots of public health nursing program in Korea in 1920s and 1930s by missionary western nurses and Korean nurses. There were 13 missionary public health-nursing center in Korea in 1932. But in the late 1930s. Japan extended colonial war and drove out western missionaries. The missionary service in Korea was daunted. and the missionary public health nursing service could not but shrink.

Main Function, Management Difficulties and Activating Conditions of the Cooperative Child Care Sharing Center Based on Field Cases (현장 사례로 본 공동육아나눔터의 주요 기능과 운영상 문제 및 활성화 조건)

  • This qualitative study focused on the activation of cooperative child care sharing centers'. Eight centers nationwide were selected as example cases in accordance with region (large city, small and medium-sized city, county unit), opening time, operating institution, location, full-time care for dual-income children, and participation in the 2020 care community pilot project. Co-researchers visited each center together to observe the site and conducted in-depth interviews with the head of the center or dedicated staff using semi-structured questionnaires. Interview data were analyzed using triangle verification and transcribed : the data were then grouped into 12 categories and 34 subcategories. From this, the following three topics were derived: the main functions, operational difficulties, and activation conditions. In conclusion, four suggestions are made: 1. proper relationship with the Family center, the cooperative childcare sharing center, and the local care communities 2. activation plan through "solution of operational difficulties" 3. "extension" of the cooperative child care sharing center 4. the role of the Ministry of Gender Equality and Family, the Korea Institute for Healthy Family, local governments, and Family Centers.

A Study on Factors to affect Performance Satisfaction of Comprehensive Child Care Services of Child Care Center Workers (보육시설종사자의 포괄적 보육서비스 수행 만족도에 영향을 미치는 요인 연구 -지역사회자원과의 연계를 중심으로-)

  • The objective of this study was to examine factors that affect service linkage and Satisfaction of Comprehensive child care services through Community resources linkage. The subjects were 370 child care center workers providing child care services in Busan. The results showed that: First, in personal factors, maintenance of service interchange for maintenance of relationship with other facilities had significant effect on the satisfaction level, Second, in the case of organizational factors, closeness with linkage facility, sufficient business capital, positiveness for linkage, and preparedness of internal provisions for linkage had significant effect on the satisfaction level. Third, in the case of environmental factors, proximity with linkage agencies, level of environment fostering, and level of cooperation with linkage agencies had significant influence.

Changes in Parenting Support Policy and Opening Day Nurseries to Local Communities in Japan (일본 자녀양육지원정책의 변화와 보육소의 지역사회 개방(開放))

  • This study reviews recent changes in parenting support policy in Japan, and examines the roles and functions of day-nursery as the base for parenting support in the local community. The purpose of this study is to provide implications for the direction of the parenting support policy and child-care facilities for the local communities in South Korea. The analysis concentrates on the official national reports such as the Declining Birthrate White Paper and Japan's National Guidelines for Care and Education at Day Nursery by the Japanese Cabinet Office. The study finds that the Japanese government has introduced comprehensive medium and long-term policies for all the members of the community with recognizing the changes in the domestic and foreign child-rearing environments and social needs. These policies have also helped to improve the social awareness of parenting. The role of the day-care center has been raised as a significant part of the support for child-rearing in the local community due to the revision of the Child Welfare Act for nursery school teachers in 2001 and the official announcement of Japan's National Guidelines for Care and Education at Day Nursery in 2008. The study also concludes that the social responsibility of the nursery center has been strengthened by being utilized as a public resource for the community. From the findings, we can elicit the conclusions and implications that the roles and functions of child care centers as a significant base for parenting support in the local communities need to be considered. We also listen to the voices of stakeholders such as parents and staff of child care centers. Last but not least, we would understand the social role and importance of bringing up children by cooperation of the community members, and promote the role of child care centers as a central place providing and communicating information on child-rearing in the local communities.

Examining Conceptions of Volunteering in Early Childhood Education from Diverse Perspectives (예비 유아교사의 전공 관련 봉사학습의 의미 탐색)

  • This qualitative study explores how volunteering to help in early childhood education is conceptualized from the perspectives of three parties involved; university students, university professors, and principals as well as teachers, and children‘s mothers from a local daycare center and a kindergarten. Data was collected through journals, interviews, and several other artifacts, such as student portfolios, and letters from mothers. Findings were as follows: firstly, preservice early childhood teachers defined voluntary activity in early childhood education as a service that requires motivation and responsibility, and as an activity that helps to establish their identities as teachers. Secondly, university professors constructed the system for service learning activities and helped preservice early childhood teachers’ change the view from volunteering activity to volunteering learning. Thirdly, the local community referred to these activities in terms of the partnerships made for children‘s education and the possibility of cooperative childcare. The findings of this study describe the perspectives of parties involved and may be helpful in planning and executing specialized volunteer projects as well as in understanding volunteer behavior.
