The Community Social Service Investment project started as a state subsidy project in 2007 and has grown very rapidly in quantitative terms in a short period of time. It is a bottom-up project that discovers the welfare needs of people and plans and provides services suitable for them. The purpose of this study is to analyze using big data to determine the social response to local community service investment projects. For this, data was collected and analyzed by crawling with a specific keyword of community service investment project on Google and Naver sites. As for the analysis contents, monthly search volume, related keywords, monthly search volume, search rate by age, and gender search rate were conducted. As a result, 10 items were found as related keywords in Google, and 3 items were found in Naver. The overall results of Google and Naver sites were slightly different, but they increased and decreased at almost the same time. Therefore, it can be seen that the community service investment project continues to attract users' interest.

The purpose of this study was to explore the experiences and future challenges in providing of social service based on agro-healing. The study conducted was a general qualitative research which involved the collection and analysis of experiences shared by four representatives of participating in Gyeonggi-do community service investment pilot project. The data were gathered through individual in-depth interviews, and the findings were thoroughly analyzed to draw meaningful insights. The study revealed three main topics of discussion: "knowing the necessity of entering social services," "thresholds to be crossed to enter social services," and "future tasks". Based on the these results, implications for the development of community social services related to agro-healing were suggested, and the limitations were also discussed.

본 연구는 사회서비스에서 비중이 급격히 확대되고 있는 지역사회서비스투자사업에 초점을 맞추고 의미 있는 발전을 위해 필요한 논의가 무엇인가를 찾고자 하였다. 산물분석 틀을 이용하여 지역사회서비스투자사업의 내용을 분석하고 사업을 구성하는 사회적 선택의 근거가 되는 가치를 축으로 분석하였다. 지역사회서비스투자사업의 내용과 가치 분석을 토대로 도출한 정책적 쟁점은 다음과 같다. 첫째, 지역사회서비스투자사업은 지금보다 더 '지역'에 초점을 맞출 필요가 있다. 둘째, 시민의 개별성에 초점을 맞추는 사회서비스가 더 중요해질수록 주민참여에 기반한 지역사회서비스투자사업의 '지속가능성'에 대해 생각할 필요가 있다. 셋째, 지역사회의 '공동체 형성'과 관련하여 지역사회서비스투자사업의 목표 수정에 대해 논의할 필요가 있다. 이를 위해 지역주민의 의사결정 통로 부재, 소득 기준 대상 선정, 사업명칭에서 '투자'라는 용어의 적절성에 대해 재검토가 필요하다.

This study aims to comprehensively understand the dynamics between the factors related to service quality, satisfaction and reuse intention. The contents of the study are as follows. First, it draws the limitations of the existing studies by reviewing the literature related to the relationships between service quality, satisfaction and reuse intention. Second, it highlights the characteristics of System Dynamics as a means of overcoming their shortcomings as well as examining the dynamic mechanism of the relevant factors. Third, it explores the feedback loops of the relevant key variables and the feedback structure of the system. Lastly, it concludes with the suggestions and implications of the key research findings. This study is expected to emphasize the importance of the feedback mechanism operating around the service quality, satisfaction, and reuse intention. Further, the causal loop diagram developed can be a basic material for the diverse levels of governments as well as service providers to refer to for improving the service quality of Community Social Service Investment Program.

바우처를 활용한 사회서비스가 확대되면서 성과평가가 강조되고 있으며, 바우처의 이용자중심 재정지원방식이라는 특성상 이용자 측면의 평가인 이용자 만족도가 중요한 의미를 갖게 되었다. 하지만 아직 바우처 사회서비스의 성과에 대한 실증적 연구는 부족하다. 이에 본 연구는 바우처 사회서비스의 성과를 이용자 만족도로 규정하고, 서비스 이용자의 특성과 서비스 제공기관의 조직 특성을 고려하여 이용자 만족도에 미치는 영향을 분석하였다. 분석자료로는 지역사회서비스투자사업의 지역개발형 서비스 이용자 1445명과 서비스 제공기관 70개를 대상으로 한 설문조사 자료를 활용하였으며, 분석방법으로 이용자수준과 조직수준의 다층분석에 적합한 위계선형모형(HLM)을 사용하였다. 사회복지서비스 성과와 관련된 선행연구와 바우처와 관련된 선행연구들을 통해서 이용자수준(수요측면)과 조직수준(공급측면)의 변인들을 추출하였으며 이러한 변인들이 이용자 만족도에 미치는 영향을 분석하였다. 분석결과, 이용자수준에서는 성, 욕구수준이 이용자 만족도의 차이를 유의미하게 설명하였으며 조직수준에서는 서비스유형과 지역 및 기관유형 변인이 제공기관 간 이용자 만족도의 차이에 유의미한 영향을 미치는 것으로 나타났다. 이러한 분석결과를 바탕으로 바우처 사회서비스 정책에 대한 정책적 함의를 논의하였다.

지역사회서비스에서 서비스 이용자 만족도는 사회서비스의 품질 향상과 서비스 제공 기관의 자립을 유도하는 중요한 요인으로 작용하고 있다. 논 논문의 목적은 지역사회서비스 이용자를 중심으로 서비스 지속 의향에 영향을 미치는 만족도 요인을 살펴보고 기관에서는 이용자 중심가치 실현과 서비스 만족도를 높이기 위한 방향 제시 및 수요예측에 대한 정보 자료를 제공하고 한다. 본 연구에서는 각 측정도구의 신뢰도를 파악하기 위해 신뢰도 검사를 실시하고, 연구 대상자의 일반 특성을 파악하기 위해 기술통계와 빈도분석을 실시하였고, 이용자 만족도 요인이 서비스 지속성에 미치는 영향을 알기 위해 로지스틱회귀 분석을 실시하였다. 본 연구의 결과로 지역사회서비스에서 서비스 이용자 만족도는 사회서비스의 품질 향상과 서비스 제공 기관의 자립을 유도하는 중요한 요인으로 작용하고 있는 것을 확인하였다.

현재 지역사회서비스 분야는 다양한 형태의 서비스 제공 방식이 가능한 형태로 앞으로 사회서비스 시대를 맞아 수요가 더욱 증가할 것으로 예상한다. 그러나 지역사회서비스투자사업은 상품으로서의 재화와 서비스의 거래가 이루어지는 추상적인 영역에서 인간의 행동에 영향을 미치는 심리의 작용이나 원리에 시장기제을 도입하여 공정한 경쟁을 통한 질적 향상을 위한 구조를 만들었으나 현재 사회서비스 시장은 서비스품질의 체계적인 관리 및 모니터링이 부족한 실정이다. 본 연구의 목적으로 이러한 환경적 요구에 맞게 수요자 방식의 사회서비스 품질향상을 위해 서비스 선택에 대한 요인들과 서비스품질과의 관계를 알아보고 품질향상을 위해 연구결과를 활용하고자 한다. 본 논문에서 사용될 연구모형은 지역사회서비스투자사업 품질측정에 사용되고 있는 신뢰성, 응답성, 공감성, 확신성, 유형성 등으로 서비스 만족의 5가지 요소영역을 측정하여 서비스 구매결정요인과 서비스 품질만족의 차이를 알아보고자 한다. 또한, 본 연구의 4가지 연구가설의 주요요인을 찾아내어 그 결과를 활용함으로써 지역사회서비스투자사업의 품질향상을 유도할 수 있는 다양한 전략적 시사점을 제시하였다.

본 연구는 대구 지역사회서비스투자사업을 제공하는 기관별 현황과 성과를 통해 효율성을 살펴보고 각 기관의 효율적인 운영을 위한 방향을 모색하는데 그 목적이 있다. 지역사회서비스투자사업의 추진 목적에 부합되는 관리 실태를 점검하여 효율적이고 효과적인 사업추진을 도모하기 위하여 수요자에게 필요한 체계적인 서비스 제공 및 품질개선, 환경개선을 위해서는 서비스 제공기관의 효율성 분석을 통해 정확한 상황과 그에 대한 문제점을 파악하고, 지역 특성에 맞는 프로그램을 개발하고 적극적인 서비스 관리가 필요하다. 구체적으로 각 기관의 정보를 바탕으로 효율성을 측정하고 이를 지방자치단체 간 비교 분석함으로써 보다 안정적이고 지속가능한 지역사회서비스의 제공방향을 모색하는 것이다. 이를 위해 DEA(data envelopment analysis, 자료포락분석) 방법을 활용하여 각각의 기관을 효율성을 분석하고 지자체별로 비교하여 효율적 운영을 위한 목표와 정책적 함의를 제시하는데 그 의의가 있다.

본 연구의 목적은 지역사회서비스투자사업 제공기관 종사자를 대상으로 직급별 교육 필요도와 직무 실행도 인식을 분석하여 교육요구를 파악하는 것이다. 이를 위해 경기지역 지역사회서비스투자사업 중 아동재활치료기관 종사자 619명의 자료를 수집하였으며, 수집된 자료는 t-검정을 통해 분석하였다. 연구결과, 교육 필요도와 직무 중요도의 차이를 보이는 항목은 기관장의 경우, 전문자격분야 10개, 사업운영관리분야 2개, 고객관리분야 4개, 서비스개발 및 마케팅분야 4개이었고, 실무자의 경우 전문자격분야 3개, 사업운영관리분야 2개, 고객관리분야 2개, 서비스개발 및 마케팅분야 5개였다. 치료사의 경우는 35개 모든 교육내용의 필요도 및 직무 수행도 간에 차이가 크게 나타났다. 본 연구결과는 지역사회서비스투자사업 종사자들의 교육방향을 수립하는데 기초자료로 활용될 수 있을 것이다.

At this point in time South Korea is rapidly metastasizing to a aging society. A major cause of aging can be summarized as increased life expectancy, decrease of nuclear family and birthrate, and South Korea's progress is faster than any other country. From the 1970s, western society has changed social welfare to deinstitutionalization and community care because of problems about economic reason and facilities protection, so the type of elderly social service has also changed from the facility welfare service which is accommodated old people in certain facility to community welfare service which provides various welfare services with living together. Public facilities for low income group which are supported by government are lower, 6.6%, than the United States or Japan, 50%. They are divided into private manage facilities and subscription elderly facilities. These subscription elderly residential facilities show poor administration because of focusing on development and market analysis for investment returns. Therefore, in order to vitalize the elderly welfare residential facilities in Korea, we need plans about systematic services facilities for welfare and phased medical treatments. Therefore, the purpose of this study is that (1) the types and functions of residents for community elderly residential facilities in elderly welfare policies of U.S., and supported policies are researched as a transcendental model, (2) data about operating system with the principles of the market is analyzed, and (3) basic data about welfare facility plan for community residential elderly people is provided.
