Objective: glucometer is one of POCT(point-of-care testing) devices used by EMS. Accurate measurement value is important for patient decision making. Quality control is necessary for this, but most EMS are still using glucometer without quality control it. Therefore, management status and quality control status of glucometers used by 119 paramedics waswere investigated. Methods: 6 and 8 of glucometers and blood glucose test strips were submitted from 4 safety centers in 2010 and 8 safety centers in 2012, respectively. Glucometers submitted by local safety centers were analyzed in 2010 and 2012. The control glucometer, which was well managed at A University Hospital, was assumed to be accurate for at blood glucose measurement. Glucose values of various quality control materials control solutions were measured and analyzed using linear regression and Pearson's correlation test. Error rates were obtained via error tolerance range required by the 2011 ISO(International Organization for Standardization) guideline. For statistics, Excel and MedCalC programs were used. Results: mong 14 safety centers in the region, 4 centers(28.5%) in 2010 and 8 centers(57.1%) in 2012 submitted 6 and 8 glucometers. In the first evaluation in 2010, 2 out of 6(33.3%) glucometers were untestable due to error, and 45 out of 6(66.683.3%) blood glucose test strips' validity were expired. In the second evaluation in 2012, 1 out of 8(13.5%) glucometers were untestable due to lack of battery, and 2 out of 8(25%) blood glucose test strips' validity were expired. All correlation coefficients were above 0.989 in 2010 and above 0.997 in 2012. Error rates were generally high when using expired blood glucose test strips. Conclusion: Among 119 paramedics' guideline, quantity and operation status of POCT devices are well managed, but quality control is not. Therefore, it is necessary to add management status and quality control status of POCT devices to the EMS' field work guideline.

While small libraries have steadily increased in quantity, parts of qualitative growth such as lack of manpower and poor operation have been pointed out as problems. Accordingly, with the aim of establishing a foundation for linkage and cooperation between public libraries and small libraries, the small library itinerant librarians project has been promoted since 2010, and its scale has been continuously expanding. However, the lack of manpower and poor operation still remain tasks to be solved, and the poor treatment and job environment of itinerant librarians have not improved. In this context, this study aims to examine the problems of small libraries and job problems experienced by itinerant librarians and to find ways to improve the job environment of itinerant librarians based on this. Through the analysis of previous studies, small libraries and net companies were investigated, and in-depth interviews were conducted with participants related to itinerant librarians and small libraries. Through interview data analysis, a total of 17 meaning topics were extracted, including 'lack of work authority', 'lack of work manual', 'lack of communication, community', 'lack of integrated operating system', 'poor treatment and working environment', 'malicious user', and 'lack of belonging'. Based on this, four improvement measures were proposed, including the improvement of the job authority and standard regulations of itinerant librarians, the establishment of a community organization, job security guarantees, and job education reinforcement.
This study aims to examine what made leisure activities of citizens activated and to evaluate their importance and thereby to present basic data for governments at all levels via analysis of characteristics of activated leisure activities by area. To attain the objectives of the study, for a qualitative and empirical analysis to develop measuring tools, a total of 400 copies of the questionnaire, 100 copies for each of the four areas - Incheon, Daejeon, Gwangju, and Busan- were distributed and collected for a quantitative analysis such as technical statistical analysis, exploratory factor analysis and reliability analysis using a SPSS 18.0 program, with the following results: First, the qualitative analysis generated 15 factors via interviews of experts, and six factors of facilities, programs, organization and experts, promotion, policies, and other were extracted via open-end questions, comments of experts, and findings from existing literature. Second, based on the six factors extracted from the qualitative analysis, the 400 copies of the questionnaire were analyzed and, through factor analysis, the six factors were classified into four factors for facilities, two factors for leisure policies and other, respectively. In addition, questions on the promotion factor were all deleted, as they were lack in validity and reliability, resulting in 10 factors extracted in total. Third, Importance of the questions was five points or over on average, in most cases.

This case study reports on the redevelopment of a course, Local Culture Information Theory offered by the Department of Library and Information Science at C University, into a capstone design course using a project-based learning approach. In collaboration with a local community youth organization, the redesigned course provided an opportunity for LIS students to develop and implement a digital literacy program that enabled high school students to use a variety of digital multimedia technologies to complete a project of digital Human Library featuring video, audio, and digital are such as webtoons. Through semi-structured interviews with 5 students and 3 staff from partner organizations, this study reports on course development process, the establishment of local partnerships, project outcome, as well as suggestions for improvements. In addition, a qualitative analysis of the participating students' interview responses using the Framework for 21st Century Learning (P21) found they developed and improved 11 skills across three core areas: life and career skills including self-direction, project management, collaboration with diverse teams, flexibility, responsibility, leadership; learning and innovation skills including communication and collaboration, problem-solving, creativity, and critical thinking; and information, media, and technology skills through media creation. Lessons learned and recommendations from this case study may be useful for other LIS programs and faculty interested in implementing project-based learning or developing capstone design courses.

This study was conducted to identify the operation status of Dobong-gu public libraries in order to establish a mid- to long-term development plan for Dobong-gu libraries, and to analyze local residents' perceptions of libraries by factors through user surveys to suggest specific development plans for Dobong-gu libraries. Overall, the satisfaction level of Dobong-gu residents with library services was found to be high, and all libraries were analyzed to be providing high-quality services. From this, the following operational strategies for the mid- to long-term development plan of Dobong-gu public libraries can be derived. First, libraries need to continue to collect and provide books that meet the quantitative and qualitative levels to satisfy the needs of the community and users. Electronic and online materials, including e-books and audiobooks, as well as subject-specific materials should be expanded to provide relevant programs. Second, although Dobong-gu is an aging city, a wide range of age live there, so there is a need to promote communication and understanding between generations and promote integration of the community through a generational empathy program. Third, it is necessary to remodel and improve the space of aging libraries by organizing library facilities and environments into open spaces and creating makerspaces and multicultural spaces for direct experience and practice, reflecting the latest trends in library space organization.

As interest in urban safety has increased since COVID-19, various institutions have developed and used indicators that evaluate the safety city model. Yongsan-gu was ranked No. 1 in 2021 by Social Safety Index evaluation and was selected as the safest city in Korea. However, the Itaewon disaster in Yongsan-gu in 2022 caused many casualties. The study of indicators for evaluating cities' safety was necessary. This study aims to examine domestic and foreign safe city models and review the differences between each model and the indicators used to evaluate safe cities. As a result of collecting 11 safe city models and analyzing each evaluation index, safe city models can be classified into program-based safe city models, such as the World Health Organization's International safe community and the UN Office for Disaster Risk Reduction's International Safe city. Considering the diversification of threats to safety, it is reasonable to comprehensively consider digital security, health safety, infrastructure safety, personal safety, environmental safety, traffic safety, fire safety, crime safety, life safety, suicide, and infectious diseases when evaluating safe cities as evaluation parameters.

Dementia is major epidemic disease of the 21st century in the world. Dementia is one of the major issues in public health globally. Also in Korea, the estimated prevalence of dementia was 8.7%(0.47 million) in 2010, the number will reach the 1 million mark in 2024, it will become a 15.1%(2.71 million) by 2050. Among Koreans aged 65 or older, 725,000 are estimated to be suffering from dementia in 2017. Against dementia, Korea developed three National Dementia Plans in 2008, 2012, and 2016. The 1st plan was came into effect in 2008 and focused on prevention, early diagnostic, development and coordination of infrastructures and management, and improving awareness. The 2nd plan was launched in 2012, addressed the same priorities but had a stronger focus on supporting family members. In 2012 the Dementia Management Act established a statutory basis for organization of the National Dementia Plans. Under the Dementia Management Act, the government is required to produce a comprehensive plan for dementia every 5 years. The Act also orders that the government should register the dementia patients and collect statistics on epidemiology and the management of the dementia conditions. The Dementia Management Act of Korea required the operation of the National Institute of Dementia and Metropolitan/Provincial Dementia Centers to make and carry out dementia management plans throughout the nation. The Act also mandate to establish Dementia Counselling Centers in every public health center and the National Dementia Helpline. The 3rd National Dementia Plan of 2016 aims to build a dementia friendly community to ensure people with dementia and their carer live well. This plan focus on community-based prevention and management of dementia, convenient and safe diagnosis, treatment, and care for people with dementia, the reduction of the care burden for family care-givers of people with dementia, and support for dementia research through research, statistics and technology. In 2017, Moon's government will introduce the "National Dementia Responsibility System," which guarantees most of the burden caused by dementia. This plan include that the introduction of a ceiling on self-pay for dementia diseases, expansion of the application of dementia care standards through alleviating the support criteria for long-term care insurance for mild dementia, expansion of dementia support centers, expansion of national and public dementia care facilities. In the meantime, Korea has accomplished many accomplishments by establishing many measures related to dementia and promoting related projects in a short time, but there are still many challenges.
Recently, a lot of effort has been made to reinforce the profitability of the company through successful overseas expansion as one of the major ways to secure the competitiveness and to increase the business value these days. So, this study aims to try to analyse of the status of the overseas expansion case for the recent power industry through the case of the Korea Western Power Co., Ltd. as a measure of the management efficiency strategy of the public sector organization, and to present the policy implications about the management efficiency in the future by drawing upon the management efficiency strategy. This paper suggests alternatives as follows: First, the competitiveness should be reinforced through continuous change and innovation and the management efficiency should be developed. Second, the governance system for public-private sector should be constructed. Third, the efficient management of the global human resources is needed. Fourth, the mutual confidence-building through the active contribution to the community activities is required.
This thesis explores the actual circumstances of Korean nursing by investigating its present situations. Ultimately, the intent of this study aims to establish a future direction of Korean Nursing. As such, the current conditions of Korean nursing is analyzed in the following categories: education, practice, research, nursing policy, expansion of nursing field, and entrepreneurship. In the final conclusion, an appropriate orientation of the future of Korean nursing is discussed. There are two primary Nursing programs, a three-year(63) and a four-year(53), in Korean Nursing education. Master's programs are available at 32 nursing schools or 32 professional graduate schools. A total of 15 nursing schools have a doctoral program in Korea. The ratio of graduates between the three-year and four year programs is 76:24. Hence, it is highly encouraged to expand four-year nursing programs, because it will help raise the social status of nursing professionals as well as the quality of nursing. In the clinical nursing field, independency and self regulation are critical. As such, organizational change, implementation of a standardized nursing m information system, appropriate workforce, and improvement of the reimbursement system in nursing is recommended. In community nursing, the following should be resolved to provide better nursing services: improvement of working condition and benefits, establishment of a law enforcing the hiring of nurses, and providing continuing education. The number of nursing research has increased and nursing studies are in great quantity. However, research in practices and theories are more in demanded. Hence, research that integrates theories and practices are very significant. Ultimately, it is critical to support nursing studies that will influence nursing policy. The Korean Nurses Association(KNA) is an organization that supervises the nation's nursing policy. The primary focus of KNA is to combine the three and four year undergraduate education systems into 4 years and to establish the Nursing Practice Act. The Ministry of Health and Welfare has adapted a system to educate and certify nurse specialists in 10 nursing areas in 21 nursing graduate schools expecting high-quality nursing services and a decrease of cost. The government also allowed nurses to operate facilities for health management or welfare agencies.
This study considers some changes in the program production by the local broadcasting stations through the analysis of their programs. Currently, one of the biggest changes in the local broadcasting systems is that they focus on the self-produced contents about the community and expand the joint-production. In the case of KBS Daejeon, they try to activate various joint-produced programs together with the local broadcasting stations in Yeongnam province. MBC Daejeon has also strengthened the joint-production systems since 2002 by classifying MBC's 19 subsidiary stations around the country into 5 groups in order to strengthen the competitiveness. As for TJB, they work in the cooperation with other commercial broadcasting stations in other cities, including Busan, Kwangju, Jeonju, Ulsan, Daegu by sharing the programs which they produced. In conclusion, the local broadcasting systems should depart from the function as a mediating center of the central broadcasting network and strengthen the ability of producing programs in order to be able to function as a source of producing programs. Thus, local broadcasting stations should expand the joint production of the programs about the communities and the ratio of the organization of the self-produced programs.
