The purpose of this study is to analyze the use of hospital, hospitalization, medical service, discharge and power of medical care patients who are concerned about moral hazard. We conducted focus group interview with 3 medical care patients and their families and 5 workers who had worked for more than 4 years in a nursing hospital. The main results and implications are as follows. First, admission to nursing hospitals was mostly based on the linkage between the medical institutions and the competition to attract the patients rather than the choice of the patients. Second, the main cause of the long-term hospitalization of medical assistance patients was the lack of social protection measures such as absences of residence and care giver, although there are factors that cause moral hazard such as low self-pay. Third, most of the patients were in need of treatment, but they were admitted to the hospital even though their needs were not higher than those of the health insurance patients. Fourth, the rehabilitation service is the mainstay of the medical service of the nursing hospital, and the roles of nursing staff and care givers are important. Fifth, medical care patients are paying medical expenses for nursing hospitals due to cost of living and family support, but they are exempted from the hospital expenses or the burden of their own expenses in the hospital. Sixth, public institutions and social welfare institutions have not managed continuously since commissioning patients to nursing hospitals and have neglected the connection with community services after discharge.
The purpose of this study is to investigate the moderating effect of home-based welfare facilities for older adults on the associations between the activities of daily living (ADL) / instrumental activities of daily living (IADL) and the depressive symptoms among Koreans in later life. Multilevel analysis was conducted with Korean Longitudinal Study of Aging 5th data and the public report about welfare facilities from Ministry of Health and Welfare in Korea. Samples were 4,139 older adults over 65 years old. The dependent variable was depressive symptoms, and individual level independent variables were ADL and IADL. The ratio of home-based welfare facilities out of 10,000 older adults in each city and province was the moderator. As a result, the effects of ADL on depressive symptoms vary according to the proportion of elderly welfare facilities out of the old population in the community. In specific, the older adults who live in the place where the elderly welfare facility rate was higher were less affected by ADL. Also, the more IADL people had, the more depressive symptoms they had. However, the interaction effect between IADL and the proportion of home-based welfare facilities was not significant. It suggests that delivering welfare services helping ADL through the home-based welfare facilities may be useful for decreasing depressive symptoms. Moreover, considering the proportion of facilities and older population will be helpful to make the welfare facilities efficiently work.
In South Korea, the number of households that rear companion animal has been gradually increasing. With the rise of household dogs, the frequency of humans that are being bitten by another's dog has also increased. This type of accident, which is known as a dog bite accident throughout the United States. It can cause significant physical and emotional damage to the victims and may result in grave injuries or death. Dog bite accidents are serious public health problems and can cause immeasurable hidden costs to the community. South Korea has enacted several laws to address dog bite accidents, which include the Animal Protection Act, the Civil Act, and the Criminal Act. On March 20, 2018, the Animal Protection Act was amended to reinforce the current legislation. These amendments addressed the duty of care owed by a companion dog owner to society members and the punishment that an owner of a fierce dog would face in the event of a dog bite accident. Conversely, several states in the United States have enacted a single law that regulates the details regarding dog bite accidents, such as the type of dog or animal, the type of damage, the scope of compensation for damages, and the scope of recognition of liabilities. This paper is intended to review the present situation of dog bite legislation in several states in the United States, which have a variety of laws that address dog bite accidents, and compare them with current South Korean dog bite legislation. Through this research, this paper will discuss what issues may exist in South Korean's current dog bite laws, analyze the responsibility of companion dog owners, and provide solutions to any issues that are discovered.

Interest in smart parks has been increasing due to the recent rapid rise of smart cities, but concerns are growing over the development of technology-oriented smart parks. The purpose of this study is to evaluate the relative importance of park services through Focus Group Interviews and the Analytic Hierarchy Process (AHP) to develop user-oriented smart parks in the future. To this end, literature on park functions and services was reviewed, and interviews with experts in the field of landscape architecture and IT were conducted to derive service items. The AHP model consisted of four values, and 15 park services were established and used to survey 38 landscape experts. As a result, services for improving the park's essential functions, such as contact with nature, relaxation, and exercise-walking, were deemed important. Services related to the environment and safety in response to climate change, such as the amelioration of pollution and heatwaves were also high. The importance of social integration services was relatively low, but it was considered an important service to when enhancing community participation. Future smart parks should enhance the health benefits of contact with nature rather than implementing excessive artificial facilities and technology. Additionally, smart technology will need to be applied based on users' needs while reflecting local characteristics. Efforts should be made to enhance user intimacy and improve the understanding of smart parks by strengthening public relations education.
The South Korean government has introduced a new Customized Care Service for Older Adults by eliminating the six existing care services for them since 2020. It is a significant change of care service system for older adults and the service would play a key role in providing preventive services for them. The aim of the study is to examine the meaning and tasks of the introduction of the Customized Care Services for Older Adults in South Korea by using the framework of Gilbert and Terrell. The study found that the new service was designed under the government's policy contexts of the establishments of public-based social service providers and the emphasis of community care, and it has brought about a number of significant institutional changes of care system in terms of allocation, benefits, delivery, and finance. The institutional coverage of the service was increased to lower 70% of older adults and a large number of kinds of health and social care services would be provided for them. The sphere of living was set in each local area and the new service providers are entirely in charge of providing the services in each sphere. The financing system was changed to support service providers by providing government subsidies. Although a number of positive results would be expected to occur for the elderly, it is likely that some challenging tasks would happen in the fields as follows: the inadequate coverage, the vagueness of the application of self-care principle and the decrease in the amounts of direct care services, the inappropriate area of service provision, and the supplier-oriented provision of services rather than user-oriented.

In the era of low growth, many provincial cities are experiencing population decline and aging. Population decline phenomena such as reduction of productive manpower, reduction of finances, deterioration of quality of life, and collapse of the community base are occurring in a chain and are being pushed to the brink of extinction of the cities. This study aims to propose a methodology to objectively estimate the employment creation centers and setting the basic unit of industrial-centered zoning by applying spatial statistical techniques and GIS for the application of the compact city plan as an efficient spatial management policy in a city with a declining population. In details, based on reviewing previous studies on compact city, 'employment complex index(ECI)' were defined considering the number of workers, the number of settlers, and the area of development land, the employment creation center was estimated by applying the 'Local Moran's I' and 'Getis-Ord's Hot-Spot Analysis'. As a case study, changes in the four years of 2013, 2015, 2017, and 2019 were compared and analyzed for Changwon City. As a result, it was confirmed that the employment creation center is becoming compacted and polycentric, which is a significant result that reflects the actual situation well. This results provide the basic data for functional and institutional territorial governance for the regional revitalization platform, and provide meaningful information necessary for spatial policy decision-making, such as population reduction, regional gross domestic product, and public facility arrangement that can respond to energy savings, transportation plans, and medical and health plans.

Altmetrics is an alternative impact evaluation index that evaluates the social interest in the research performance of individuals or institutions in universities, research institutions, and research fund support institutions. This study empirically analyzed what kind of attention a papers of domestic library and information science researchers published in an international academic journal was receiving in the international community using Altmetric explorer. As a result of the analysis, 230 papers were tracked. The average Altmetric Attention Score (AAS) was 6.63, but there were 2 papers that received overwhelming attention (over 170 points) as they were mentioned in news report and Twitter. Second, there was a tendency for high AAS to appear in cases where a domestic researcher participated as a co-author and the main author belonged to an overseas institution, and in the case where the research funds were supported by foreign government agencies. In addition to the field of the library information science or information system, the papers classified as the field of public health service and education showed high AAS, and it was confirmed that these papers were published in the journals of various fields such as life science. Finally, it was confirmed that there was a weak correlation of r =0.25 between the AAS and the number of citations of the analyzed paper, but a strong correlation of r =0.68 between the number of Mendeley readers and the number of citations.

Purpose: The purpose of this study was to identify role through job analysis (duties and tasks) of nurses who work as clinical nurses with education and clinical nurse with patient coordination within the hospital. Methods: The DACUM committee was organized with 8 nurses each, clinical nurses with education and clinical nurses with coordination. The committee derived the duties and tasks of the two groups of clinical nurses from their actual work in the hospital through a DACUM workshop. Validity of the derived duties and tasks was tested by 12 nurses at each of 3 hospital. Results: For clinical nurse with education, 8 duties and 45 tasks were identified, which included patient education and consultation, patient advocacy, management of the therapeutic process, direct nursing care, activities work directed at improvement, management of health promotion events, administration work, and self-improvement. For clinical nurse with coordination, 10 duties and 54 tasks were identified, and included client consultation, client education, direct nursing care, coordination of therapeutic flow, employee education, public relations with the community, planning and operation of meetings, administration work, work directed at improvement, and self-improvement. Conclusion: The results of this study contribute to not only the work of the participants but also basic data for human resource management in the hospital.
International Development Cooperation (IDC hereafter), which closely relates to international trade and foreign direct investment, is gaining global importance regarding diplomatic relations and economic cooperation. As Korea contributes increasing resources to the international community, Korea should play a larger role in the IDC along with increasing academic cooperation, impling more necessity to grow research on the IDC as a crucial element of international trade. The IDC has focused on the provision of basic human needs, such as food, shelter, and clothing. However, higher education has not yet be explored for its effectiveness or validity as to service area including foreign trade or insurance. In this regard, this research aims to review existing IDC literature, to propose a project for insurance education, and to provide alternative ways for future development of the IDC. This paper is structured as follows. First, the literature review begins with the IDC's history and development, review of traditional methods of providing basic human needs (food or sheltering) and public health, importance of job creation and business activities to alleviate poverty, and the introduction of insurance education as a vehicle to reduce poverty. Results of the case study provide implications for service area projects including foreign trade education.
While late-life suicide has been increasing and become an important issue for public health in Korea, little is known about the phenomenon and its contributing risk factors based on which effective preventive measures can be made. Since suicidal ideation is a major precursor to attempted and completed suicide, the objective of the present study was to reveal primary contributors to suicidal ideation. Data were collected from a cross-sectional survey of 247 community-dwelling Korean older adults (age≥60) in the mid-size city in Korea. The statistical methodology employed a robust hierarchical regression procedure that iteratively downweights outliers. Based on the stress-diathesis model, the study examined major diathesis and stressors directly explaining suicidal ideation. The study also explored the significant interaction among these factors. The findings revealed that living alone and depression were significant main antecedents of suicidal ideation. In addition, neuroticism X life events and neuroticism X depression were significant interaction terms with the strongest explanatory power, which provides an empirical evidence to support the stress-diathesis model in explaining suicidal phenomenon of the Korean elderly. The result demonstrates the theoretical implication as well as the practical implication for developing and implementing late-life suicide prevention strategies. Limitations and directions for future research are discussed.
