An Efficient Information Fusion Method for Air Surveillance Systems (항공감시시스템을 위한 효율적인 정보융합 기법)

  • Among the various fields in the communications, navigation, and surveillance/air traffic management (CNS/ATM) scheme, the surveillance field, which includes an automatic dependent surveillance - broadcast (ADS-B) system and a multilateration (MLAT) system, is implemented using satellite and digital communications technology. These systems provide better performance than radar, but still incur position error. To reduce the error, we propose an efficient information fusion method called the reweighted convex combination method for ADS-B and MLAT systems. The reweighted convex combination method improves aircraft tracking performance compared to the original convex combination method by readjusting the weights given to these systems. In this paper, we prove that the reweighted convex combination method always provides better performance than the original convex combination method. Performance from the fusion of ADS-B and MLAT improves an average of 51.51% when compared to the original data.

  • Future air navigation system (FANS) Committee overcomes the limitations of traditional systems, the development of worldwide new system that allows the development of air traffic management have been determined to be necessary. In order to accommodate the rapid increase in aircraft traffic and maximize the safe air navigation efficiency, ICAO is recommending a new performance-based communications and surveillance (PBCS) system. However, although utilizing wireless data link in the case of korea currently, the introduction of the PBCS is not performed normally. In this paper, we review the concept of PBCS, and aviation developed countries look to the applied case of PBCS. It also analyzes trends and status and problems of Korea and introduce future policy directions for CNS/ATM system improvement.

  • Recently, U.S. and Europe, which are advanced to Air Traffic Control Management, are interest in replacing Radar System with Communications, Navigation and Surveillance(CNS) and Air Traffic Management(ATM). They pursue to research the efficient Air Traffic Control Management. This paper covers ADS-B 1090ES system which is one of CNS/ATM surveillance systems. This research satisfied all performance required by RTCA DO-268B and EUROCAE ED-129. It optimized algorism to mainly enhance performance such as quality of receiver signal, dynamic range, and so on. The optimized mechanism provided stable performance of demodulation, tuned the level of signal, and had reduced the false reception ratio by the signal level difference. The analyzed algorism helped great performance and will be considered to apply broad system applications.

Hazard Assessment Methodology Based on Target Level of Safety for CNS/ATM System (항행 안전 시스템을 위한 안전 목표 수준 기반 위험 평가 방법론)

  • Safety assessment is an essential activity for developing a system in the CNS/ATM domain. Up to now, there are many reference materials, but there is nothing that definitely specifies what to do and how to apply in the CNS/ATM. Another problem is that software assurance level has to be determined for a software under development. But there is nothing that defines a determination scheme of software assurance level. To solve these problems, this paper proposes a method to conduct a hazard assessment based on target level of safety defined in ICAO Doc 9689. To be applied generally in CNS/ATM domain, it mathematically defines procedures of hazard assessment. And it defines severity classification, probability, and safety objective of a system, which are necessary for hazard assessment, and it describes a method to apply event tree analysis process in order to conduct a hazard assessment.

  • An ADS-B system, which is a critical technology in surveillance area of the CNS/ATM, can replace or compensate a conventional radar based surveillance system through the communications among aircrafts. An ADS-B ground system which is to use the ADS-B on the ground air traffic management system consists of various subsystem devices such as ground stations that communicate with the aircrafts, and ADS-B/TIS-B/FIS-B servers. The ADS-B ground system has a form of distributed system and is interconnected through the network. Therefore, a system which can monitor and control the status of the multiple subsystem devices of the ADS-B ground system is essential. In this paper, we designed and implemented a remote status monitor and control system for the ADS-B system that can monitor and control the subsystem devices of the ADS-B system in remote place via SNMP protocol.

A Study on the Implementation Scenarios of GNSS Augmentation System for Korean Airspace (우리나라 전공역 위성항법 보강시스템 구현 방안 연구)

  • According to the ICAO's Global Air Navigation Plan for CNS/ATM - Communications, Navigation, and Surveillance - systems, employing digital technologies, including satellite systems together with various levels of automation, are to be applied in support of a seamless global air traffic management system. For the future navigation, the focus of future implementation efforts can be placed entirely on an expected gradual migration toward GNSS-based navigation, Korea has been considered various options for airspace GNSS augmentation system: GBAS, SBAS and GRAS. This paper discusses current status and future trend of GNSS airspace navigation systems, and presents the results of possible augmentation options and scenarios to analyze system availabilities which could lead to the conclusion of the best program for Korea. The results showed that Korea could have sufficient availabilities from en-route to CAT-I approach with ABAS and GBAS. The study was in cooperated with MITRE, an American research company.
