Data on squid catches, water temperature, and climatic factors collected for the Northwest and subtropical North Pacific were analyzed to examine the influence of oceanic and climatic conditions in spawning grounds on catches of Japanese common squid, Todarodes pacificus, in the East (Japan) Sea. The main spawning ground was divided into four sub-areas: the South Sea of Korea (R1), the southern waters off Jeju, Korea (R2), the southwestern part of Kyushu, Japan (R3), and the northern part of Okinawa, Japan (R4). Interannual and decadal fluctuations in water temperatures correlated well with squid catches in the East/Japan Sea. In particular, water temperatures at a depth of 50 to 100 m in sub-areas R3 and R4 showed higher correlation coefficients (0.54 to 0.59, p<0.01) in relation to squid catches in the East/Japan Sea than for R1 and R2, which had correlation coefficients of 0.40 or less (p>0.05). Air temperature and wind velocity fluctuations in each sub-area are correlated with water temperature fluctuations and were closely connected with variations in the surface mixed layers. Water, air temperatures and wind velocities at the main spawning grounds are linked to the Southern Oscillation Index (SOI) with higher signals in the ca. 2-4-year band. Strong changes in a specific band and phase occurred around 1976/77 and 1986/87, coincident with changes in squid catches.
The common squid $Todarodes$$pacificus$ is a dominant species in Korean waters, where it is captured preponderantly by the angling fishery. The spawning and nursery grounds of $T.$$pacificus$ extend from the southern East Sea to the northern East China Sea. Consequently, the environmental conditions in this area during the spawning and nursery seasons might affect the abundance of $T.$$pacificus$. This study, analyzed the relationship between the distribution of zooplankton and the abundance of $T.$$pacificus$ and variation in the squid angling fishing grounds in Korean waters. There was a positive relationship between the fluctuations in zooplankton and the catch per unit effort (CPUE; $kg{\cdot}day^{-1}{\cdot}person^{-1}$) of the angling fishery in the East Sea of Korea. The main fishing season is from July to December and the CPUE was closely related to the zooplankton biomass in April in the East Sea. Recently, the center of the squid jigging ground has moved drastically from the area around Ulleung Island to the northern East Sea. We postulate that the fishing grounds of the squid angling fishery will move farther north with climate change.
This study is to vindicate the vacation of arbitral awards in the United States. It focuses on the harmony of case law with statutory law of the United States. Until the early twentieth century, the American legal system, having adopted the English common law view, harbored a hostile attitude toward arbitration. The purpose of the Federal Arbitration Act (FAA) of the United States, enacted in 1925, was to eliminate the hostile attitude of courts toward arbitration. Congress is to enforce arbitration agreements into which parties have entered and to place arbitration agreements upon the same footing as other contracts. The structure of grounds for vacating arbitration awards has two layers. One is of vacating grounds with statutory origins, such as the FAA and the Uniform Arbitration Act, and the other, of vacating grounds originating from a nonstatutory, case law background. For a while, vacatur based on case law has coexisted with vacatur on statutory grounds for arbitration awards. After the Supreme Court decision in Hall Street Associates, L.L.C. v. Mattel, Inc., however, the justification of vacating based on case law has weakened. Post-Hall Street decisions of circuit courts show ways to deal with manifest disregard of the law. One of them is the harmonization of the case law grounds for vacating with the statutory grounds. It seems that the manifest-disregard-of-law and public-policy exceptions show a possibility of survival after Hall Street. However, other nonstatutory grounds for vacation of arbitration awards have no firm basis after Hall Street.
This study is to excavate superior fishing communities by applying the Ostrom (1990)'s principles of sustainable and successful use of common goods. Ostrom(1990)'s principles are (1) clearly defined boundaries (2) congruence between appropriation and provision rules and local conditions, (3) collective choice arrangements (4) monitoring (5) graduated sanctions (6) conflict-resolution mechanism (7) recognition of rights to organize by external government authorities (8) nested enterprises. The survey was carried out under the individual interview method of 15 fishing village members in 32 fishing communities with the government's fishery environment improvement and fishery creation projects. The total effective samples are 477. These data were analyzed. The analysis result shows that 24 fishing villages are selected among the 32 fishing communities in the samples, including Nanji, Sanghwang, Songseok, Sinshido, Jukyo, Jinsan, Changli, Pado, Beopsan, Rahyang, Palbong, Woongdo, Daehwang, Sapsi, Chido, Jinri, Daeri, Songgak, Joongwang, Ojii, Doripo, Doseong, Mongsan 1ri and Songnim as superior fishing villages. The results of this study have limitation that may vary depending on the rigor of the criteria in the process of deriving good fishing communities. Despite this limitation, this study has expanded existing research focused on validating the theoretical applicability of the framework through case analysis of specific fishing communities to objectively and quantitatively to many fishing communities. The results of this study are expected to contribute to the creation of conditions in which fishermen can continue to manage their fishing grounds and stand on their own feet by presenting the framework and principles for developing desirable fishing village models for the continued use of mudflat shells grounds as the common goods.

Signalling equipments at railroad sites are widely exposed to high voltage lightning surges. This paper presents a lightning protection system for the signalling equipments at subway car depots. The main features of the system are as follows : (1)the common grounding system between power system grounds and the signaling system grounds, (2)physical and chemical methods to reduce grounding resistivity, (3)rearrangement of lightning rods based on the rolling bal1 theory, (4)equi-potential bonding networks to minimize the potential differences between the equipments grounds. The system has been constructed at six subway car depots in Seoul metropolitan area and it is measured that the grounding resistivity are reduced to 0.266 ohms and the potential differences between devices are reduced to a negligible quantity. After the construction of the systems, it has not been reported the break-down of the signalling equipments caused by lighting surges.

In this study, we estimate the interannual spatial and temporal distributions of fishing grounds at night in the East Sea based on satellite and in-situ data. We observe that the $15^{\circ}C$ thermal front moves in the north-south direction according to the movement of the warm water (above $18^{\circ}C$) in the Tsushima Warm Current (TWC) area, forcing the cold water area (below $10^{\circ}C$) to either expand or shrink. The interannual variations of sea surface temperature (SST) in winter represented by the indicator SST of $6^{\circ}C$ are consistent with the east-west zonal areas in the central East Sea which represented over $1^{\circ}C$ standard deviation of SST in February during 1990-2000. Annual SST in the fishing grounds of common squid fishing vessels, observed both by fishing vessels and satellites range from 9-$22^{\circ}C$, with the satellite-observed data having a larger range than the fishing vessel-based ones. The interannual distributions of the common squid fishing grounds in the East Sea are mostly concentrated in the TWC area in the southwestern part of the East Sea and in the coast of southern Honshu and Hokkaido in Japan. The interannual distributions of the nighttime fishing vessels are consistent with the catches investigated from the fishing vessel.
Annual variations In main fishing grounds of common squid with different angling and their fishing conditions in Korean waters were studied by analyzing catch and water temperature data. The main fishing grounds of squid angling fishery started to moved to the north in April and to the south in September in the last Sea of Korea. The catch of squid was related to the direction of thermal fronts. The catch was high when the thermal front was formed in the east-west direction, while there was low catch when the thermal front was formed in the south-north direction which runs parallel to the roast.

In order to find out the environmental factors influencing the catch of fyke nets in the coastal waters Yosu, the oceanographic factors, i.e., the waters temperature and the salinity were observed respectively from April to November in 1999, and each of them was compared with the catch of common mullet, Mugil cephalus by fyke net. The results obtained are summerized as follows : 1. The water temperature was ranged from 13.0 to $25^\circ$C and water temperature increased from April to August and decreased on September to November. 2. The range salinity in the fishing grounds was from 28.6 to 33.8$\textperthousand$, and salinity was high from April to June. From July, however, the salinity decreased to continue a low value still september. 3. The catches of common mullet caught by funnel net were the highest in may and the smallest in November. The ranges of optimum water temperature for the funnel nets fishing was 15.0 to $16.0^\circ$C, the ranges of optimum salinity for fishing varied between from 32.6 to 33.8$\textperthousand$.
The East China Sea is an important region as nursery and spawning grounds for pelagic fishes such as jack mackerel, common mackerel etc. , and thus constitutes a major fishing area for purse-seine fishery. The environment surrounding in this region is under the influence of the Yellow Sea Cold Water, China Coastal Water and Kuroshio Current. The purpose of this study was to clarify the effects of oceanographic conditions and thermal fronts on the formation of the fishing grounds for the mackerels in the East China Sea. Through the analyses of fisheries statistics during 1968-1976 and temperature data, the following facts are found: 1) Approximately $70\%$ of the total mackerel(common) catches appeared to be come from the Tsushima Current region which includes Sakai coast of the Japan Sea, eastern Tsushima and Shirase Island, and Jeju Island of Korea. This area covers only about $8\%$ of the East China Sea. 2) Main fishing grounds for the jack mackerel are also centered around the area of southwestern Goto, Shirase and eastern Tsushima Island where the catches accounted for about $54\%$ of the total jack mackerel catches. 3) Fluctuations in annual catches are relatively small in the Tsushima Current region, compared to other regions such as Yellow Sea, southwestern coast of Kyushu and mid-western part of the East China Sea, where the fisheries yields varied considerably due to unstable fishing conditions. 4) It appears that the fishing grounds for the jack mackerel are mainly distributed along the warmer region ($15-20^{\circ}C$) of the thermal front, and those for the common mackerel are in somewhat colder region ($13-16^{\circ}C$) in the Tsushima Current.
