Review and Prospects on Venture Firm Accumulation Center: The Case of Kwan-Ak Venture Town (벤처기업집적시설의 현황과 문제점 및 개선방안에 관한 연구 서울시 관악구 벤처타운 사례를 중심으로)

  • The study examines the present condition and prospects of venture firm accumulation center in the case of kwan-ak venture town. The survey shows most of companies have been founded since 1997. Their major items are software development and the average employees are under 10 workers. According to the questionary about the type of R&D and the level of innovation, technology innovation such as the development of new product is advanced whereas tacit innovation like inter-firm cooperation is very weak. And the source of idea and information is concentrated on the within-firms and research center As a result of the analysis of regional linkage, the dependence of production and R & D is large on kwan-ak-gu, but sales and information services have emphasis on Seoul area. In the light of the affiliation of inter-firm, they response sympathy with cooperation, but could not strengthen their commercial ties yet. At last, the policy for venture firm accumulation center must intend to make tacit measures through inventing of system instead of the simple means such as the assistance of location, finance and tax.

South Korea's Response to the Formation of the International Regime on Access and Benefit Sharing within the Convention on Biological Diversity (생물다양성협약상 ABS 국제레짐형성 논의와 우리의 대응)

  • As commercial use of genetic resources increases in modern society, calls for fair and equitable sharing of the benefits thereof have become increasingly prominent, particularly from developing countries. As a result, negotiations have been ongoing for the "International Regime on Access and Benefit Sharing (ABS)" for genetic resources as a successor to the non-binding Bonn Guideline. 2010 has been set as the target date for the Agreement. As South Korea is more likely to be a user country of genetic resources, it will be necessary for it to take part in the negotiating process and contribute to creating the International Regime on ABS, to ensure both appropriate access to genetic resources and fair and equitable sharing of the benefits arising there from. To develop appropriate response strategies for South Korea, it is critical not only to closely examine the negotiations within the framework of the CBD but also to engage in discussions within thescope of related international organizations and domestic legislation. To achieve this goal, it is imperative for South Korea to form a comprehensive Government Response System, composed of relevant governmental bodies including the Ministry of Foreign Affairs and Trade, and the Ministry of Environment, etc.

  • Culture and art are emerging as main components in the creative economy to enhance the competitiveness of urban centres in the global market by nurturing cultural or artistic industries. A range of research exists which investigates the role of artists and art museums in the process of urban regeneration in Northern American and Western European countries. Yet research into the geography of at galleries acting as an intermediary between art works and cultural consumers remain rare. Empirical research on gentrification and urban regeneration and their connection with spaces for cultural consumption in Asian cities is even less common. The aim of this paper is to show the rise and decline of art galleries in Seoul and the way that this reflects urban development process, historically specific conditions and the characteristics of artists' communities. The background of the locational agglomeration of an galleries is examined in connection with the human ecology of artists, art business and its implication for the global market. The location of art galleries in Seoul seems to be affected by commercial art business and public policy, rather than by artists communities embedded in local areas. The location dynamics of art gallery clusters in Seoul is examined in the context of rent increases, changes of consumers' taste and fluctuating market cycles.

  • One of the key mission is to develop and prompte the use National Competency Standards, which is defined to be the systemization of competencies(knowledge, skills and attitudes) required to perform duties at the workplace by the nation for each industrial sector and level. This provides the basis for the design of training and detailed specifications for workplace assessment. To promote the data-driven service improvement, the commercial product Splunk was introduced, and has grown to become an extremely useful platform because it enables the users to search, collect, and organize data in a far more comprehensive, far less labor-intensive way than traditional databases. Leveraging Splunk's built-in data visualization and analytical features, HRD Korea have built custom tools to gain new insight and operational intelligence that organizations have never had before. This paper analyzes the NCS homepage. Concretely, applying Splunk in creating visualizations, dashboards and performing various functional and statistical analysis and structure without Web development skills. We presented practical use and implications through case studies.

Investigation of Disputes for Nominated Sub-contractor(NSC) -Focused on the Judicial Precedent of NSC issues in Singapore, Malaysia and Hong Kong- (아시아 건설 시장에서의 지정하도급자(NSC)문제에 관한 연구 - 싱가포르, 말레이시아 그리고 홍콩의 판례를 중심으로 -)

  • Many disputes are happened with various causes in overseas construction projects. One of major disputes is closely related with nominated subcontractors (NSC). This paper investigates 30 judical precedents for Singapore, Malaysia and Hongkong to analyze the detailed disputes related with the NSC, and then the judical precedents are classified into 6 categories: Delay and Defect Trouble (T1), Contract Relation (T2), Payment Trouble (T3), Set-off (T4), Liquidation (T5) and so forth (T6). According to the analytical results, the frequency of occurrence of disputes is considerably related with social and economical changes, and the dispute between NSC and employer for residential and commercial building projects is the most frequently happened case. As the results of analysis, therefore, it is concluded that the employer needs to response aggressively to the problems related with NSC, and it is also important to make the council for communication among related bodies. Furthermore, the institutional reform that make the role and the responsibility of employer consistent under considering contract terms and conditions is considered as the most important and fundamental issue.

A Prefetching and Memory Management Policy for Personal Solid State Drives (개인용 SSD를 위한 선반입 및 메모리 관리 정책)

  • Traditional technologies that are used to improve the performance of hard disk drives show many negative cases if they are applied to solid state drives (SSD). Access time and block sequence in hard disk drives that consist of mechanical components are very important performance factors. Meanwhile, SSD provides superior random read performance that is not affected by block address sequence due to the characteristics of flash memory. Practically, it is recommended to disable prefetching if a SSD is installed in a personal computer. However, this paper presents a combinational method of a prefetching scheme and a memory management that consider the internal structure of SSD and the characteristics of NAND flash memory. It is important that SSD must concurrently operate multiple flash memory chips. The I/O unit size of NAND flash memory tends to increase and it exceeded the block size of operating systems. Hence, the proposed prefetching scheme performs in an operating unit of SSD. To complement a weak point of the prefetching scheme, the proposed memory management scheme adaptively evicts uselessly prefetched data to maximize the sum of cache hit rate and prefetch hit rate. We implemented the proposed schemes as a Linux kernel module and evaluated them using a commercial SSD. The schemes improved the I/O performance up to 26% in a given experiment.

Hydropower Development and Sustainability in the Mekong River Basin

  • The study aims to evaluate the complexity of relationships between the riparian states - China, Myanmar, Laos, Thailand, Vietnam and Cambodia - in the Mekong River Basin since the mid-1990s with special reference to the discourse on hydropower development. A special emphasis will be put on the influence of China on hydropower development. Although a variety of issues on the river basin have been discussed among the riparian states, none of them has been effectively implemented owing to the lack of China's commitment to the discussions for sustainable water management. Now, a new turning point is observed in the region with emergence of the issue on hydropower development, not only in the upper basin but also in the lower basin. The discourse on hydropower in Mekong has quickly drawn attention of the public, accelerated by the onset of construction of the Xayabury Dam in Laos since November 2010. The influence of China as the upstream country with its political, economic, and military power has increasingly grown in the region over the last few decades, and such trend recently intensifies together with an expansion of Chinese commercial interests in the region. Since the establishment of the Mekong River Commission (MRC) in 1995, the four MRC members have striven to push forward a sustainable use of water resources in the basin. But the legitimacy of the MRC system has been eroded due to the lack of participation by Myanmar and China, and in particular, the Chinese absence has made the four riparian states blind about the change of water regime due to the Chinese dams upstream. Environmental damages due to hydropower development might be possible, including a drop of fish yields, crop production, and damages to the river's ecosystems. Vietnam and Cambodia have already expressed their concerns over the dam construction towards China as well as Laos by pointing out detrimental impacts of the dams to their economies. China's move to collaborate with the other riparian states since 2010 has given a positive signal in terms of sustainable water management in the river. However, this phenomenon never confirms China's proactive contribution to the cooperative activities within the framework of the MRC system. Laos' initiative to build a new dam in the lower basin alarms those who are opposed to dam construction in the fear of its far-reaching damages to the environment. The question goes back to the year-long debate on policy priorities given to economic growth or the environment. The riparian states require wisdom based on a consensus about sustainable water use rather than hydropower development based on individual growth dreams.

Assessing Biosecurity Practices on Commercial Pig Farms across Korea and Risk Factors for Porcine Circovirus Type 2 Infection (국내 양돈장의 차단방역 수준 평가 및 돼지써코바이러스 2형 감염의 위험요인에 관한 연구)

  • The primary aim of this study was to investigate biosecurity practices in pig farms and to determine the major risk factors associated with PCV2 infection for a sampled swine population in Korea. To this end, we analyzed data from a cross-sectional study of 296 farrow-to-finish farms, which was conducted between March and September 2014 to explore the prevalence of swine disease at farm level. Face-to-face interviews by on-site visit of trained veterinarians were conducted with the farm owners or managers using a standardized questionnaires with information about basic demographical data and management practices. Farms were classified as negative or positive through the use of infection profiles that combined data on serological testing including PCR antigen test result, antibody titer and sero-conversion pattern at each age category taking into account vaccination status. Data were analyzed using multivariate ordinal logistic regression. Results from this study indicated that biosecurity level of the farms was considered not good given low compliance of the biosecurity programs and facilities in the farm: off-site removal of dead stocks (7%), off-site location of storage facility for incoming feeds (12.6%), off-site pick-up location for finishers (19.3%), restrictions on feed supplier vehicles for farm entrance (19.6%), restriction of finisher trucks entering the farm (22.4%), and restriction on manure disposal trucks entering the farm (26.4%). In the final model (n = 255), allowance of finisher truck driver to the pig unit had increased risk of infection (OR = 2.4, 95% CI 1.22-4.67) whereas farms with a sign forbidding the entrance had decreased risk of infection (OR = 0.19, 95% CI 0.10-0.58). Further comprehensive research with larger sample size is required to better understand the multifactorial characteristic that some predisposing risk factors that were not available in this study. To the best knowledge of the authors, this was the first study to use empirical data to report risk factors associated with PCV2 infection in the Korean pig farms. Results from the current study could be used to decide optimal biosecurity measures to reduce the impact of PCV2 infection to farmers and policy makers.

CFD analysis of the effect of hydrogen jet flame in road tunnel (도로 터널 내 수소 제트 화염에 대한 CFD 해석 연구)

  • Domestic eco-friendly vehicles currently account for 5.8% of the total registered vehicles in Korea. Hydrogen vehicles, one of the representative eco-friendly vehicles, have grown rapidly as they have been expanded to the market based on the government's policy to boost the hydrogen industry. Therefore, it is time to expand the safety review of hydrogen vehicles in various directions according to the increase in supply. In this study, the effect of internal heat damage was analyzed when a jet flame was generated by a hydrogen car in a road tunnel. It was simulated using Fluent, and the amount of jet flame injection was selected in consideration of the hydrogen tank capacity of commercial hydrogen vehicles for road tunnels. In addition, the study was conducted with the direction of the jet flame and the nozzle distance from the tunnel wall as variables. From the results, when the jet flame erupted in the road tunnel, high radiant heat emission of more than 20 kW/m2 was generated in most areas within ±5 m in the longitudinal direction based on the vehicle (spray nozzle) and 5 to 7 m in the lateral direction based on the adjacent tunnel wall.

A Study on the International Discussion of Digital Trade Norms (디지털 무역규범의 국제적 논의에 관한 연구)

  • With the spread of digital trade, the share of digital trade under the global trade environment is increasing. However, since there is no international digital trade standard, the discussion to establish a new trade rule has important significance. Countries around the world are implementing digital trade policies in consideration of their own interests, but different regulatory policies are causing trade conflicts. In order to provide safeguards against personal information infringement due to the free movement of data across borders, major countries around the world have taken measures to localize data, and the EU has enacted GDPR. And the United States regards the imposition of the digital tax as a trade barrier, and some countries oppose the implementation of the digital tax for fear of negative impact on their countries. However, discussions on the global digital tax, centered on the OECD and the G20 are making progress. As it is highly likely that a digital tax agreement will be drawn up within this year, countermeasures must also be prepared. Therefore, this study presents implications for the future direction of Korea's trade policy by examining recent trends in digital trade norms and analyzing major issues in digital trade.
