A Study on the Organizational Structure and Operational Plans of Local Government Representing Library - with a Reference to the Library of Busan - (지역대표도서관의 조직 및 운영방안에 관한 연구 - (가칭)부산도서관을 중심으로 -)

  • The objective of this study is to present the organization and management plan for the new main library in Busan metropolitan city. The characteristics of the Busan Library was defined as follows: stronghold library of Busan, policy and research library, and research hub for Busan studies. The five core functions of the library are to be library policy making, support and collaboration, preservation, information services, and administrative support. In order to fulfill the duties and the roles of the library, it has been suggested to maintain 4 departments along with 1 team including the department of library policy, the department of support and collaboration, the department of information services, the department of administrative support, and the preservation team. It has also been suggested to secure proper number of personnel including 43 staff members for the opening of the library, which consist of 10 administrative staff, 31 librarians and 2 computer specialists. The annual operating budget has been estimated to 4.33 billion won including labor cost (1.53 billion won), acquisitions (.735 billion won) and, other operating cost (2.13 billion won).

An Informetric Analysis on the Notation of East Sea Recorded in Academic Journals ('동해' 표기에 대한 계량적 분석)

  • This study worked on the qualitative analysis about nomenclature East Sea by the record type in researches related to East Sea shown in the scientific journals. Here in this study, the way of marking is classified as three: 'sole notation of East Sea', 'sole notation of Sea of Japan', and 'simultaneous notation of both'. Based on a total of 4,192 selections from Web of Science DB, the analysis was followed up for change in time series by the notation type, notation type according to the nation that authors belong to, difference in research topic, impact factor, collaboration in research, and co-authorship network. The result turned out in this work that the sole notation of Sea of Japan accounted for the largest portion. It also showed that the rates of sole notation of East Sea and simultaneous notation have kept increasing continuously since the 1990s. Hub nations regarding the research of East Sea is five including Japan, Russia, Korea, USA, and China. In the case of sole notation of Sea of Japan, active collaboration studies are performed in USA, Russia, and China with a focus in Japan. In the case of sole notation of East Sea and simultaneous use, the research rate is relatively high in USA and Japan with a focus in Korea. As to the co-authorship network in the sole notation of Sea of Japan, sort of a "giant component" among different groups has been set up and through which the collaborative works are actively underway. However, it was found that the research of sole notation of East Sea is dispersed into small groups on the base of relevant individual institution.

Analysis of the University Library's Space Program and Design Characteristics with the Concept of 'Cultural Commons' - Focused on the Tama Art University Library - (문화공유지(Cultural Commons) 개념에 의한 대학도서관의 공간프로그램과 디자인방법의 특성 - 타마미술대학 도서관을 중심으로 -)

  • This study is to conclude a direction for Information Commons, which supports the university library in a new role. The study explains perspectives on the changing role of the university library by examining the approaches, histories, and theories practiced by various researchers on Information Commons. The study aims to discover ways of improving the library space that are dedicated to technology using Information Commons, it also examines ways of creating a unified "library space" that will support learning and access to knowledge and information. The features of Cultural Commons include making improvements to technology-centered space, and providing support to research, freedom of speech, creative approach, public freedom and collaboration, and interaction. The functions of Cultural Commons within the university library are listed: First, it supports programs that will transform the library into a social hub within the university. The space specifically blurs the boundary between the library building and its surroundings, and unifies these spaces to enhance its catalytic role in aiding social interactions and human-centered approach. Second, it supports active participation through cultural programs and provides a fluid and interactive space with virtual resources. Third, it enhances user experience to supports behaviors and activities that involve fixtures and equipment in the space to promote learning. The study notes that, with the emergence of these characteristics, the university library is changing by implementing Cultural Commons for on-campus social space and new learning. Accordingly, this implementation is expected to enhance active acceptance of the library space in the future.

Beyond Limitations: Practical Strategies for Improving Cancer Care in Nigeria

  • Background: The burden due to cancers is an emerging public health concern especially in resource-limited countries like Nigeria. The WHO estimates that cancer kills more people than tuberculosis, HIV/AIDS and malaria combined. As people in Nigeria and other developing countries are beginning to survive infectious diseases, there is an observed epidemiologic transition to chronic diseases, such as cancers. In 2008, 75 out of 1,000 Nigerians died of cancer. Despite the rising incidence and public health importance, Nigeria lacks an organized and comprehensive strategy to deal with cancers. Materials and Methods: This article reviewed 30 peer-reviewed manuscripts on cancer care in four countries. It highlights the limitations to cancer care in Nigeria; due to lack of awareness, low health literacy, absence of organized screening programs, inadequate manpower (in terms of quality and quantity) as well as limited treatment options. Results: This review led to the formulation of a proposal for Nigerian National Cancer Policy, mainly drawn from effective strategies used in Canada, Brazil and Kenya. This is a vertical cancer program that is patient-centered with an emphasis on tobacco control and cancer disease screening (similar to Canada and Brazil). Additionally, it emphasizes primary cancer prevention (similar to Kenya). Its horizontal integration with other disease programs like HIV/AIDS will improve affordability in a poor resourced country like Nigeria. Capacity building for health professionals, hub-and-spoke implementation of screening services, as well as investment in effective treatment options and increased research in cancer care are essential. International 'twinning collaborations' between institutions in richer countries and Nigeria will enhance effective knowledge translation and improve the quality of patient care. Conclusions: A national cancer policy must be developed and implemented in Nigeria in order to overcome the present limitations which help contribute to the observed increases in cancer morbidity and mortality rates. Cancer control is feasible in Nigeria if the nation was to consider and employ some of the cost-effective strategies proposed here.

  • Recently, more and more firms are considering the adoption of RFID technology because it is expected to make process automation easier and has many different application areas. A review of existing studies about RFID adoption methodology shows that the most of the proposed methodologies are mainly based on economic evaluations. However, in the near future when the adoption and diffusion of RFID become major forces among business firms, it would surely have some limits to decide its adoption solely on the basis of economic considerations. In order for all the important strategic objectives to be considered during the major decision processes, it is necessary to make explicit what the decision makers really want to achieve from the RFID system. In this paper, we propose a general value model of RFID system which can provide an overall vision of all values RFID adoption may offer and a way to search and evaluate alternatives on the basis of these values. Especially, this model contains not only opportunities but also risks of RFID adoption so that a balanced consideration can be made. The model building process was essentially based on the 'value-focused thinking' approach proposed by R. Keeney. The proposed model is expected to provide insights about what to do in the process of introduction in order to maximize the potential benefits and minimize the negative risks. Referring to this value model, the important decisions would have greater chance to be based on a balanced consideration of opportunities and risks.

A Decade of the National Institute for Materials Science as an Independent Administrative Institution

  • In April 2001, many Japanese national institutes were reorganized as Independent Administrative Institutions (IAI) based on the General Act for Independent Administrative Institutions and the act for each institution. Under the Ministry of Education, Culture, Sports, Science and Technology (MEXT), the National Institute for Materials Science (NIMS) was established by the merger of the National Research Institute for Metals (NRIM) and the National Institute for Research in Inorganic Materials (NIRIM). One of the biggest changes was the expansion of autonomous administration. The nanotechnology and material R&D field was prioritized in the 2nd (2001-2005) and the 3rd (2006-2010) Science and Technology Basic Plans; subsequently, NIMS was assigned to take the initiative in nanotechnology as well as materials science. NIMS has proactively expanded research fields through the introduction of researchers from polymers, electronics, and biotechnology as well as member institutes of the World Materials Research Institute Forum (WMRIF). Globalization has been promoted through programs that include the International Center for Young Scientists (ICYS) and the International Center for Materials Nanoarchitectonics (MANA). The 4th Science and Technology Basic Plan (2011-2015) emphasizes outcomes-recovery and rebirth from the disaster, green innovation, and life innovation. The Midterm Plan for NIMS also follows it. R&D collaboration by multi-partners (that include industry, university, and GRI) should be strategically promoted where GRI are especially required to play a hub function for innovative R&D and open innovation. NIMS highlights are Tsukuba Innovation Arena (TIA) and the Nanotechnology Platform Project. On January 20, 2012, a new organization was decided on by the Japanese Government where several IAI from different science and technology areas will be merged to realize more effective R&D as well as administrative cost reductions. NIMS is also supposed to be merged with 4 other R&D IAI under MEXT by the end of 2013.

Synthesis of Li1.6[MnM]1.6O4 (M=Cu, Ni, Co, Fe) and Their Physicochemical Properties as a New Precursor for Lithium Adsorbent (Li1.6[MnM]1.6O4(M=Cu, Ni, Co, Fe)의 합성 및 리튬 흡착제용 신규 전구체로서의 물리화학적 성질)

  • New precursors as a Li adsorbent, $Li_{1.6}(MnM)_{1.6}O_4$ (M=Cu, Ni, Co, Fe), were synthesized by hydrothermal method and their physicochemical properties were discussed. XRD and HRTEM results revealed that the original spinel structure was stabilized by cobalt-doping while Cu-, Ni- and Fe-doping led to structural changes. Such a structural stabilization by Cobalt-doping was maintained after lithium leaching by acid treatment. Li absorption efficiency from seawater was significantly enhanced by using the Cobalt-doped spinel manganese oxide, $Li_{1.6}[MnCo]_{1.6}O_4$, compared to the commercially available $Li_{1.33}Mn_{1.67}O_4$; the adsorbed amount of Li from 1g-adsorbent was 35 and 16 mg by $Li_{1.6}[MnCo]_{1.6}O_4$, and $Li_{1.33}Mn_{1.67}O_4$, respectively.

  • Recently, the importance of software education is growing because computational thinking of software education is recognized as a key means of future economic development. Also human resources who will lead the 4th industrial revolution need convergence and creativity, computational thinking based on critical thinking, communication, and collaborative learning is known to be effective in creativity education. Software education is also a time needed to reflect social issues such as collaboration with developers sharing interests and open source development methods. Github is a leading social coding site that facilitates collaborative work among developers and supports community activities in open software development. In this study, we apply operational cases of basic learning of social coding sites, learning for storage server with sources and outputs of lectures, and open collaborative learning by using Github. And we propose educational model consisted of four stages: Introduction to Github, Using Repository, Applying Social Coding, Making personal portfolio and Assessment. The proposal of this paper is very effective for software education by attracting interest and leading to pride in the student.

Do Not Just Talk, Show Me in Action: Investigating the Effect of OSSD Activities on Job Change of IT Professional (오픈소스 소프트웨어 개발 플랫폼 활동이 IT 전문직 취업에 미치는 영향)

  • With the advancement of information and communications technology, a means to recruit IT professional has fundamentally changed. Nowadays recruiters search for candidate information from the Web as well as traditional information sources such as résumés or interviews. Particularly, open-source software development (OSSD) platforms have become an opportunity for developers to demonstrate their IT capabilities, making it a way for recruiters to find the right candidates, whom they need. Therefore, this study aims to investigate the impact developers' profiles in an OSSD platform on their finding a job. This study examined four antecedents of developer information that can accelerate their job search: job-seeking status, personal-information posting, learning activities and knowledge contribution activities. For the empirical analysis, we developed a Web crawler and gathered a dataset on 4,005 developers from GitHub, which is a well-known OSSD platform. Proportional hazards regression was used for data analysis because shorter job-seeking period implies more successful result of job change. Our results indicate that developers, who explicitly posted their job-seeking status, had shorter job-seeking periods than those who did not. The other antecedents (i.e., personal-information posting, learning, and knowledge contribution activities) also contributed in reducing the job-seeking period. These findings imply values of OSSD platforms for recruiters to find proper candidates and for developers to successfully find a job.

A Convergent and Combined Activation Plan for Exercise Rehabilitation in the Era of the Fourth Industrial Revolution (4차 산업혁명시대에 운동재활분야의 융·복합적 활성화 방안)

  • The purpose of this study was to make convergent and combined analysis of the sport industry and exercise rehabilitation in the era of New Normal based on the Fourth Industrial Revolution and devise a comprehensive plan for future activation. For this purpose, literature review was performed mainly by analyzing the environment of the sport industry in the New Normal era based on the Fourth Industrial Revolution and by carrying out convergent and combined analysis of the sport industry to present a convergent and combined activation plan for exercise rehabilitation comprehensively as follows: First, it is necessary to make a strategy of promoting exercise rehabilitation in convergent and combined ways at the sport industry level. This means development of a convergent and combined exercise rehabilitation-tourism-ICT model as well as a convergent and combined exercise rehabilitation-ICT model through collaboration among ministries, including those of health and sports. Second, it is necessary to convert into a convergent and combined way of thinking and extend and reinforce educational competitiveness in the area of exercise rehabilitation. That is, it is necessary to refine the education and training systems for reinforcing personal ICT competence of exercise rehabilitation majors and relevant ones and provide convergent and combined business commencement education. Third, it is necessary to make different types of research and development by applying practical, convergent and combined skills based on the industrial field to exercise rehabilitation and relevant areas. Efforts should be made to overcome any risk in the era of New Normal and support business commencement with convergent and combined skills for exercise rehabilitation. Fourth, it is necessary to make mid- and long-term clusters where exercise rehabilitation and relevant businesses can be accumulated. This means building an industrial hub and complex for exercise rehabilitation and requires making an R&D-based cluster with industrial-academic-governmental collaboration, maximizing the synergy effects with local infrastructures, and fulfilling the function of realizing a spontaneous profit-generating structure.
