  • This study examined how 'forest name' or 'information of forest healing effectiveness' influence their perceived environmental restorativeness (PER) and perceived healing effectiveness (PHE). Study area was the 'Forest Healing Road (FHR)' in Mudeungsan National Park. Data were collected from 247 visitors selected by convenient sampling method using questionnaire survey during May-June, 2015. Respondents who read interpretive signs (forest name and information on forest healing effectiveness of FHR were written) installed along the FHR were regarded as placebo group and respondents who didn't read them as control group. The results showed that there were no overall differences on PER and PHE between control and placebo groups. Placebo group, however, rated more positive on 'being away' factor of PER than control group. All four factors (i.e., being away, coherence, fascination, comparability) of PER statistically influenced PHE (p<0.001), and these factors explained 51.1% of PHE. The 'coherence' was the most influential to PHE, followed by 'being away', 'comparability', and 'fascination' in order. Placebo effects on PER were shown in male, in lower age group(age${\leq}54$), or respondents with lower visiting experience to FHR(${\leq}20$ times/year). Placebo effects on PHE were found in male, in small group (${\leq}2$ persons), in respondents who visited 'alone' or 'with relatives/family', or in respondents with lower visiting experience to FHR(${\leq}20$ times/year). Some research and managerial implications were suggested.

  • SeNtinel's Application Platform (SNAP) is an open source software developed by the European Space Agency and consists of several toolboxes that process data from Sentinel satellite series, including SAR (Synthetic Aperture Radar) and optical satellites. Among them, S1TBX (Sentinel-1 ToolBoX)is mainly used to process Sentinel-1A/BSAR images and interferometric techniques. It provides flowchart processing method such as Graph Builder, and has convenient functions including automatic downloading of DEM (Digital Elevation Model) and image mosaicking. Therefore, if computer memory is sufficient, InSAR (Interferometric SAR) and DInSAR (Differential InSAR) perform smoothly and are widely used recently in the world through rapid upgrades. S1TBX also includes existing SAR data processing functions, and since version 5, the processing capability of KOMPSAT-5 has been added. This paper shows an example of processing the interference technique of KOMPSAT-5 SAR image using S1TBX of SNAP. In the open mine of Tavan Tolgoi in Mongolia, the difference between DEM obtained in KOMPSAT-5 in 2015 and SRTM 1sec DEM obtained in 2000 was analyzed. It was found that the maximum depth of 130 meters was excavated and the height of the accumulated ore is over 70 meters during 15 years. Tidal and topographic InSAR signals were observed in the glacier area near Jangbogo Antarctic Research Station, but SNAP was not able to treat it due to orbit error and DEM error. In addition, several DInSAR images were made in the Iraqi desert region, but many lines appearing in systematic errors were found on coherence images. Stacking for StaMPS application was not possible due to orbit error or program bug. It is expected that SNAP can resolve the problem owing to a surge in users and a very fast upgrade of the software.

  • Today, the most pivotal issue in the national research and development, and national scientific and technical policy is to overcome uncertainties in the environment of technology development. The social and economic environment around us is at restricted uncertainty (complex system) where order and disorder coexist. Furthermore, the environment of technology development is more complicated. In order to bring about creativity in practices of technology development, we need a paradigm shift towards a new framework for the construction of the national scientific and technical information infrastructure, which entails a shift to creativity, self-organization and dynamic capability. The paradigm shift will lead the present scientific and technical information infrastructure which centers on information sharing, to move towards one that enables information coherence through self-organization. Thus, it is expected that the new Web 3.0 will provide a client-flexible analysis information system that will make information coherence and feedback possible. Through this system, the policy for the construction of a new scientific and technical infrastructure will evolve, which will bring about co-evolution of individual's knowledge through sharing of self-organizaed knowhow.

  • Low water temperature during the summer associated with the occurrence of cold water zone off Haeundae was studied using the data from CTD observations and a monitoring buoy deployed in Suyeong Bay. Shortterm variability of current was dominant and was not related to the wind. The NE-SW components of wind parallel to the coast contained more than 96% of total variance and could account for major fluctuations of water temperature. Upwelling-response of water temperature was very sensitive so that the temperature began to decrease immediately after the onset of the southwesterly wind. In particular, there were three cases in which SW winds for only two days caused considerable temperature drops. In 2009, four upwelling events shorter than 5 days took place while seven events with periods of 2~18 days were recorded in 2010. During a very intense upwelling for seven days in mid-August 2010, temperature decreased by more than $10^{\circ}C$ in spite of the variable winds. Temperature variability at Gampo, Ulsan, Gijang and Haeundae had similar patterns. CTD observation and satellite imagery showed that the upwelling zone could be extended to the Haeundae-Busan area. According to the wavelet analysis, coherent periods were 2~8 days during the frequent upwelling/downwelling events.

  • Information of target changes in inaccessible areas is very important in terms of national security. Fast and accurate change detection of targets is very important to respond quickly. Spaceborne synthetic aperture radar can acquire images with high accuracy regardless of weather conditions and solar altitude. With the recent increase in the number of SAR satellites, it is possible to acquire images with less than one day temporal resolution for the same area. This advantage greatly increases the availability of change detection for inaccessible areas. Commonly available information in satellite SAR is amplitude and phase information, and change detection techniques have been developed based on each technology. Those are amplitude Change Detection (ACD), Coherence Change Detection (CCD). Each algorithm differs in the preprocessing process for accurate automatic classification technique according to the difference of information characteristics and the final detection result of each algorithm. Therefore, by analyzing the academic research trends for ACD and CCD, each technologies can be complemented. The goal of this paper is identifying current issues of SAR change detection techniques by collecting research papers. This study would help to find the prerequisites for SAR change detection and use it to conduct periodic detection research on inaccessible areas.

  • The passive surface wave method measures seismic signals from ambient noises or vibrations of natural phenomena without using an artificial source. Since passive sources are usually in lower frequencies than artificial ones being able to ensure the information on deeper geological structures, the passive surface wave method can investigate deeper geological structures. In the passive method, frequency dispersion curves are obtained after data acquisition, and the dispersion curves are analyzed by assuming 1D-layered earth, which is like the method of active surface wave survey. However, when computing dispersion curves, the passive method first obtains and analyzes coherence curves of received signals from a set of receivers based on spatial autocorrelation. In this review, we explain how passive surface wave methods measure signals, and make data processing and interpretation, before analyzing field application cases.

  • This study analyzes the political dynamics of the election law reform in December 2019, from a perspective of the veto player theory combined with the partisan theory. Three features are revealed in the reform process of the electoral system. First, the number of cooperative veto players was higher than that of competitive veto players, that provided a favorable condition for policy changes. Second, concerning the ideological distance between veto-players (congruence) the possibility of policy change was evaluated as quite small. Especially in the fourth to fifth periods, the congruence between the cooperative veto players and competitive veto players was extremely weak. Third, the internal coherence of cooperative veto players was relatively weak, while the internal coherence of competitive veto players was relatively strong. That acted as a limiting factor in policy changes. In other words, there was a high possibility of policy changes in the number of cooperative veto players, but the possibility of policy change was relatively restricted in the congruence between veto players and the cohesion of veto players. That explains the limited nature of the election law reform.

  • Well-deviced buyback programs may be detrimental to achieve sustainable fisheries. However, it is not difficult to find undesirable examples that the result of buyback program have no impact on fish stocks or the sustainability of the fishery. This paper discusses the problems and policy directions for successful restructuring of Korean marine fisheries through comparative analysis of selected cases from five main countries including Japan, Norway, Italy, Taiwan and Australia. From the analysis, this study demonstrated that Korean buyback program just pursue the reduction of boat number but passed over alleviation of the real ability in fishing industry. Although there were clear decrease of fishing effort in a certain parts of fisheries and some evidences of advancement in efficiency, it seemed hard to continue these effects because the Korean policy lacks consistency and coherence of systematic restructuring. To summary, four things are recommended for successful application of Korean buyback program; first is to establish the obvious goal of the program, second is to introduce downsizing in both fleet capacity and engine power, third is to conduct other management tools simultaneously to help resource restoration, and last, but not the least is to induce voluntary participation of fishermen providing opportunity to pursue their mutual interest.

  • In the KRISO cavitation tunnel, the acoustic characteristics for the measurement of underwater noise are investigated, The background noise is measured and analyzed up to 100kHz at various test conditions. The noise level of the KRISO cavitation tunnel is compared with those of the other cavitation tunnels which have been designed for the noise study[HYKAT(Germany), GTH(France), etc.]. In order to investigate the background noise source. the coherence between structural vibration and noise level is analyzed using the B&K 3550 FFT analyzer. The experimental results show the possibility of the noise study and suggest the improvement plan.
