Comparative study of greenhouse gas emission from coastal and offshore gillnet and trap fisheries by field research (연근해 자망과 통발 어업의 온실가스 배출량 현장실측 연구)

  • Fossil fuel combustion during fishing activities is a major contributor to climate changes in the fishing industry. The Tier1 methodology calculation and on-site continuous measurements of the greenhouse gas were carried out through the use of fuel by the coastal and offshore gillnet (blue crabs and yellow croaker) and trap (small octopus and red snow crab) fishing boats in Korea. The emission comparison results showed that the field measurements are similar to or slightly higher than the Tier1 estimates for coastal gillnet and trap. In offshore gillnet and trap fisheries, Tier1 estimate of greenhouse gases was about $1,644-13,875kg\;CO_2/L$, which was more than the field measurement value. The $CO_2$ emissions factor based on the fuel usage was $2.49-3.2kg\;CO_2/L$ for coastal fisheries and $1.46-2.24kg\;CO_2/L$ for offshore fisheries. Furthermore, GHG emissions per unit catch and the ratio of field measurement and Tier1 emission estimate were investigated. Since the total catch of coastal fish was relatively small, the emission per unit catch in coastal fisheries was four to eight times larger. The results of this study could be used to determine the baseline data for responding to changes in fisheries environment and reducing greenhouse gas emission.

Ecosystem-based resource assessment on coastal fisheries of Uljin in East Sea of Korea (한국 동해 울진 연안어업의 생태계 기반 자원평가)

  • Coastal fisheries in Korean waters have highly complexity with a variety of fishing gears, and scale of those fisheries is smaller than that of offshore fisheries. As a result, important spawning and nursery grounds for many species of fish has been destroyed. The pragmatic ecosystem-based approach was developed for the assessment of fisheries resources in Korean waters by Zhang et al. (2009; 2010). As for the species risk index (SRI), common squid caught by coastal gillnet in the Uljin region had the highest risk. As for the fisheries risk index (FRI), coastal gillnet in the Uljin coastal waters had the highest risk. For the common squid which had the highest SRI, resources management strategies must be established such as catch prohibition of length and period with TAC. For the coastal gillnet in the Uljin region which had the highest FRI, it is judged to need management plans for conserving biodiversity as reducing the catch of non-target species and discards. Also to protect existing habitat, illegal fishery should be prohibited, and fishing gears should be designed in the environmental-friendly way considering when fishing gears lost.

The IPA-based introductory survey and analysis for the safe fishery of the coastal gillnet fisheries (연안자망어업의 안전조업 방안에 관한 IPA 기반 기초연구)

  • This study analyzes the importance and implementation of countermeasures to reduce safety accidents that may occur during fishing in coastal gillnet fishing. Safety accidents that may occur in coastal gillnet fishing were classified into 56 measurement items in six areas: slips and trips, contact with machinery, falls, struck by object, musculoskeletal symptoms, and electrical shock. 35 fishermen belonging to coastal gillnet associations in Tongyeong and Namhae were selected as samples, and the importance and implementation of the proposed measurement items were investigated in the field. In addition, the results were evaluated visually by IPA analysis. As a result of the analysis, the importance of struck by object was the highest, and the implementation of slips and trips was the highest. On the other hand, prevention of musculoskeletal damage was found to be the lowest in both importance and implementation. The area with the most significant difference in importance and implementation by the classified area for measurement items was struck by object, and the area with the minor difference was slips and trips. Among the measurement items, the importance is highly recognized, but there are items with low implementation. To improve their level of implementation, countermeasures such as continuous education, economic support, and structural change of fishing boats should be prepared; moreover, policy support activities for implementation should be carried out.

Analyzing Optimal Economic Fishing Efforts of the Coastal Snow Crab Gillnet Fishery (대게 연안자망어업의 경제적 적정 어구사용량 분석)

  • The Korean government is in the establishment process of plan for managing fishing effort by setting up the maximum fishing gear usage per fishery type for the recovery of fishery resources, for the settlement of disputes between fishery sectors over fishing gears, and for the stability of fishing business condition. Especially in the setting up of the maximum fishing gear usage, economic standards as well as biological standards are being considered as a significant factor to promote the sustainable and economically viable development of fisheries. This study is, thus, to analyze the optimal economic fishing gear usage ($E_{MEY}$) as the most economically efficient one for the coastal snow crab gillnet fishery, one of the most controversial sectors in establishing the maximum fishing gear usage. The data of logbooks per trip were used for concentrating on the estimation of $E_{MEY}$ per trip because it was considered there were limitations of data available for analyses. As a finding drawn from the analyses, the optimal economic trap usage ($E_{MEY}$) of coastal snow crab gillnet vessels per trip has to be decreased by about 13%. That is, reducing the trip gillnet usage up to the level of $E_{MEY}$ can lead to the reduction of trip fishing costs, thereby resulting in the increased trip profits.

Estimations on population ecological characteristics of small yellow croaker, Larimichthys polyactis by the drift gillnet fishery in Korean waters (한국 주변해역 참조기의 자원생태학적 특성치 추정)

  • Estimations on population ecological parameters of the small yellow croaker, Larimichthy polyactis in Korean waters, were calculated using catch data based on coastal and offshore drift gillnet fishery and biological data from 2010 to 2012. The population ecological parameters included survival rate, instantaneous coefficient of natural and fishing mortality and age/length at first capture. The survival rate (S) of the small yellow croaker was estimated to be 0.20 from catch curve method. The instantaneous coefficient of natural mortality (M) was estimated to be 0.46/year with Alverson and Carney method. The instantaneous coefficient of total mortality (Z) was 1.611/year, used to be transformed the survival rate and the instantaneous coefficient of fishing mortality (F) were 1.153/year. The length at first capture ($L_c$) was 19.1cm by Pauly method, and the age at first capture ($t_c$) was 1.303 years of the small yellow croaker by the coastal and offshore drift gillnet fishery.

Productive Efficiency of the Coastal Fishing Business : A Comparison of Data Envelopment Analysis and Stochastic Frontier Analysis (연안어업경영의 생산효율성 분석 : DEA와 SFA 기법 비교를 중심으로)

  • Improving productive efficiency is important for strengthening a competitiveness of coastal fisheries. This paper examines the productive efficiency of a sample of coastal gillnet fishing business units by estimating a stochastic frontier analysis (SFA) and a data envelopment analysis (DEA) approaches and compares those estimates obtained from two approaches. The estimated mean productive efficiency by SFA is 77.6% and the mean productive efficiencies obtained for the VRS and CRS DEA are 75.9% and 45.7%, respectively. The joint use of SFA and DEA for estimating efficiency is also discussed.

Catch and cluster analysis according to net materials of gillnet for the Pacific herring in the coastal waters of Samcheok, Korea (삼척 연안 청어자망의 그물 재질에 따른 어획과 군집 분석)

  • Experiments for catch and cluster analysis on the catch by gillnet for the Pacific herring were conducted using traditional nylon net (PA) and developing biodegradable net (PBS) with different monofilaments of #2 (=0.23 mm) and #3 (=0.28 mm) in diameter between 2011 and 2012, and of #2, #2.5 and #3 in 2013 in the eastern coastal waters of Samcheok, Korea. The total catch during the experiments was 3,337kg in weight and 16,757 individuals in number. Though the catch ratio of the Pacific herring in 2011 and 2012 was 97.4% and 98.7%, respectively, that of the Pacific herring in 2013 was 73.6% as the biggest and followed by goldeye rockfish (8.6%), black edged sculpin (8.4%), atka mackerel (7.2%) and Alaska cod (1.0%). The ANOVA analysis on the total catch in relation to net material showed that there was not statistically significant difference at the 5% level between nylon net (PA) and biodegradable net (PBS) (p=0.91). With the cluster analysis on the catch in relation to net material (PA, PBS) and twine thick (#2, #3), it showed the influence of net material on the catch was greater than that of twine diameter in this experiment. From the test of homogeneity on the catch by the gillnet with PA and PBS in which several species were caught in 2013, there was not statistically significant homogeneity in relation to net material (p<0.005). That meant the traditional gillnet of nylon (PA) was more efficient than the biodegradable (PBS) gillnet to catch several kinds of fish, however the PBS gillnet was better than the PA gillnet to catch the target Pacific herring.

Study on the size selectivity of a gillnet for Pacific herring (Clupea pallasii) in the eastern sea of Korea (동해안 청어 (Clupea pallasii) 자망의 망목선택성에 관한 연구)

  • The mesh selectivity of the gillnet for Pacific herring (Clupea pallasii) was examined in field experiments with four different mesh sizes (63, 69, 75 and 81mm) from June to July, 2013 in the coastal areas of Imwon in Gangwon province. The fishing performance tests were conducted with a commercial Pacific herring gillnet and a biodegradable gillnet for Pacific herring together selectivity tests. The filed tests were carried out the total 11 times. The master curve of selectivity was estimated by the extended Kitahara's method. In the results, the catch number of Pacific herring was 9,409 (2,203kg) and occupied 84.2% in total catches weight. The optimal mesh size for 50% retention on first maturity size (female, 250mm) of Pacific herring was estimated as 64.5mm by master selectivity curves. The fishing performance of the biodegradable gillnet was showed to be equivalent with commercial gill for Pacific herring.

Risk factors and fisher positioning task during coastal gillnet fishing boat operation using UWB based positioning system (UWB 기반 측위시스템을 이용한 연안자망어선 어선원의 작업위치와 위험요소)

  • We analyzed risk factors of coastal gillnet fishers during fishing process and considered work safety measures to reduce safety accidents during fishing using a UWB (ultra wideband) based positioning system. The static position accuracy of the UWB based positioning system was 45 cm. When entering a port, there is a risk of falling overboard. When casting a net, there was a risk of falling overboard due to being hit by fishing gear or guards, or getting caught in a buoy line or sinker line. When hauling a net, there is a risk of getting caught between fishing gear and net hauler, and the risk of musculoskeletal disorders due to repetitive work over a long period of time. Most safety accidents during work on fishing boats are blamed on human errors of the fisher and skipper, but safety accidents occur due to a mixture of mechanical and equipment factors, work and environmental factors, and management factors in addition to human errors. Therefore, the 4E were presented as countermeasures against the 4M, which are causes of safety accidents, and the proposed measures were used to identify risk factors for operation process, comply with work safety rules, and ensure the wearing of personal protective equipments. We need to reduce safety accidents during work by making it part of our daily routine. These research results can be used in the future for optimal placement of fishing gear and fishing nets in other coastal industries where safety accidents occur frequently.

Evaluating the TAC Policy in the Sandfish Stock Rebuilding Plan (도루묵 수산자원회복계획에서의 TAC정책 평가)

  • This study aimed to evaluate the TAC policy and to examine the effective annual TAC quota in the sandfish stock rebuilding plan using a bioeconomic modelling method. In the analysis, first, a sandfish bioeconomic model was developed by combining a sandfish stock population model and economic models by fishery and second, achieving stock rebuilding targets and changes of fishing revenues by the level of annual TAC quota were examined. Model results indicated that the TAC 1,500ton policy would have the greatest impact on the increase of sandfish stock biomass comparing to the status quo and other TAC policies. In addition, it was evaluated that the total fishing revenues of coastal gillnet and danish seine fisheries could be increased the most in the TAC 2,500ton policy. In both cases of TAC 3,500ton and 4,000ton, the fishing revenues of both fisheries were inversely reduced due to the decrease of catch by coastal gillnet and the decline of market prices by danish seine's excessive catch. Furthermore, they would have a negative impact on sandfish stock biomass.
