Fisheries' biological resources were considered public resources before the 1990s. Every country could access and use these resources without regulation. However, the United Nations adopted the Convention on Biological Diversity and the privileges and rights to these resources were attributed to countries. This research starts with the research background and social and academic value of "The Jasan Eobo (or Report on Marine Organisms in the Coastal Waters near Heuksan Island)" by Jeong Yak-Jeon, who pioneered the new field of Fisheries Science and Marine Biology in Korea in the early 1800s. We also searched for recent results from the Marine Bio-Diversity Research Activities of the Korean National Council for Conservation of Nature (KNCCN) and the Ministry of Maritime Affairs and Fisheries (MOMAF). KNCCN reported that marine bio-diversity comprised approximately 6,500 species in 1996, and the Ministry of Maritime Affairs and Fisheries reported there were about 10,000 species in 2007. Among these marine species, plankton account for about 25%, seaweeds 11%, invertebrates 52%, and vertebrates 12% in Korean Coastal Areas. The Ministry for Food, Agriculture, Forestry, and Fisheries (MIFAFF) enacted a law for Agriculture and Fisheries Resources Management in 2012; this law includes the preservation of marine ecosystems, the conservation of wetlands and the preservation of fisheries resources, and describes the boundary of taxonomy for new species and unknown species that could be identified in the near future. To follow the new regulation for Access to General Resources and Benefit-Sharing, this research suggests (1) the importance of taxonomy for new species and unknown species as a goal of "No Name = No Information", (2) integrated research on bio-diversity, species distributions and the abundance of fisheries resources, both in local areas and in Korean Coastal Areas, and (3) the observance of international regulations or agreements for benefit-sharing without additional damage in the future.
The structure of the south Korean coastal front, their fluctuation, the properties and the probable effects of the front on the mackerel fishery are discussed based on the data of 26 cruises in 1967-1969 in the southern waters of Korea. In the south Korean coastal water the annual variations of the properties shows the greatest magnitude among the other water masses in the north of East China Sea. The salinity profile provides a fairly accurate description of the interface between the two kinds of water and agree with the temperature structure in winter. The temperature front does not always coincide with the salinity front in summer, while the former corresponds to the later in winter. The sharpest and most stable front between the Tsushima Warm Current and the south Koren coastal water was found in autumn and winter. In autumn 1969, the most successful catches of mackerel was recorded in the south Korean front of great borizontal gradients of properties(temperature 5.0$^{\circ}C$/10miles, salinity 1.2 /10miles) in the east of Cheju Is. If future investigation finds the peculiar oceanographical conditions like that shown in summer, 1969, the conditions of frontal layer in coming autumn will be estimated and finally the success of the mackerel fishery will be predictable from preseason information on temperature and salinity structure in the southern waters of Korea.

The aims of this study are to estimate the optimal vessel reduction scales and these direct economic effects of coastal and offshore fisheries in the Republic of Korea. To estimate respectively optimal fishing efforts of individual fishery by species in coastal and offshore fisheries, we adopted appropriate fishing power of each species published by National Fisheries Research and Development Institute and also considered biological and socio-economic factors such as the bycatch rate, the profit rate, the efficiency of resource use, the average age of fishing vessel, the intention of vessel reduction, and the annual changes in vessels by other factors. The direct economic effects of the optimal vessel reduction in coastal and offshore fisheries based on maximum sustainable yield and 2/3 maximum sustainable yield was calculated by a cost-benefit analysis. This study showed that optimal reduction numbers of vessels engaged in coastal and offshore fisheries were 4,431 and 374 vessels and the direct economic effects in coastal and offshore fisheries were about 371.7 and 569.4 billion won and these NPV and BCR were 111.7 billion won and 1.65 and 342.6 billion won and 4.97 respectively.

The United Nations Convention on the Law of the Sea(hereinafter referred as "the Law") adopted in 1982 was enacted on November 16, 1994. South Korea, China, and Japan signed and ratified the Law, respectively. These three countries announced their domestic laws relating to Exclusive Economic Zone(EEZ) with reserving their applications. The enactment of the Law and announcement of EEZ inevitably brought new order on the seas. The New Fishery Agreement based on the Law with EEZ was concluded between South Korea and Japan and ratified by each country′s parliament. Another New Fishery Agreement between South Korea and China is also going to be concluded in near future. The New Fishery Agreements, however, do not include regulations relating to the marine scientific research, the protection of the marine environment, and so forth, which are essential for the States to fully implement the Law According to the New Fishery Agreements, it is impossible for the Coastal States to excercise their jurisdiction. Because the agreement of delimitation ocean boundaries among the three countries are not easy to settle, provisional agreements can only be concluded. Thus, many problems including the sovereignty over Dok-do between South Korea and Japan and delimitation of EEZ between South Korea and China can be arose anytime. This paper investigates the problems and possible counter measures in legal excercise on the seas by South Korean Government. The above mentioned problems introduced by the New Fishery Agreements include potential problems in the Middle Sea Zone, Provisional Zone, and so forth. In this paper, only the legal aspect of the Zones will be discussed excluding the law enforcement and the economic aspect of the Zones.
This paper examines the trend of restructuring and direction of management response in the Large Purse Seine Fishery. The large-scale fishing industry is one of the most popular fishing areas in the coastal area, and it has been developed by providing exclusive supplies of many types of catchy fish, such as mackerel and horse mackerel through physical productivity in fleet operations. However, the Large Purse Seine Fishery has been declining in profitability due to the deterioration of the business environment since 2000. It is at a crossroads whether it will disappear or regenerate as it is. The Large Purse Seine Fishery's current problems are: firstly, the continued deterioration of the fishery business balance and worsening labor problems, secondly, insufficient freshness management and quality control after landing, and thirdly, import competition. The fourth is the intensification of the market competition, which is the evolution of fishing variability and the increase in the proportion of small fish. The fifth is the reduction of the operating fishing ground due to the suspension of mutual fishing in Korea and Japan. To address these problems and suggest management response directions for the survival of large-scale fishing businesses is as follows. First, a sustainable production system should be established through strengthening resource management and promoting international fisheries cooperation. Second, the profitability of fishing management should be improved by introducing a low-cost supplier system and securing a stable labor force. Third, we should improve the leading and quality control of catch, improve the high value-added value of catch through brand development, and secure competitive advantage with imported produce. Finally, the government should establish a cooperative system among private sector, government, and research institutes to push ahead with these tasks and strengthen the competitiveness of the front and rear industries.
Pusan is the largest fishing port in Korea, and deals with more than I million ton of fish catches annually, including catches of coastal and off-shore fisheries as well as those of deep-sea fishery. However, it hen had no fishing port facilities specialized fer deep-sea fishery since it started 30 years ago. Economic and physical losses resulting from this have teen enormous. Although fishing port facilities are a part of infra-structures built by Governments, the construction of them has been delayed due to financial difficulties of Central or local governments. To overcome this harsh situation to which deep-sea fishery cooperations faced, some cooperations have decided to construct fishing port facilities including fish-pier specialized for deep-sea fishery in Gamcheon port. The construction expenses of these facilities were financed by private funds to which they themselves jointly contributed. As a result, a fish-[pier, which has the capacity of serving one fishing vessel of 10, 000 ton or four of 5, 000 ton or four of 1, 000 ton at the same time, will be opened in here by 1994. The paper examines the master plan to revitalize the deep-sea fisheries industry in a deep depression with the opening of these physical facilities. The framwork of the plan is pursued in two different aspects, which are both hardware and software. In a hardware aspect, the plan in to develop Pusan into a city which is suitable for one of the best fishing ports in the world. That is, it is to develop the city into a place famous for sightseeing as well as the distribution and processing of fish-products centering around fish-piers. On the other hand, in a software aspet, it is regarding improvement of the distribution system of fish-products. One way to do that is to make up some deficiencies of the current system of a producers' joint sale. And the other is to establish an exchange of fish-products futures. Through these institutions, we could abrsorb speculative funds, which would otherwise be invested in speculation on fish-products, into productive investment opportunities, We believe that if the plan is realized, the deep-sea fishery in Korea will revive from a long-tasted depression and make progress to become one of the mai industries of Korea.
The fishing vessel buyback program, that is, the project of fishing vessel reduction is a complex challenge that needs to take into consideration for both fishing resource protection and industrial restructuring. By the way, the fishing vessel buyback program in Korea is still poorly fruitful and there are few applications for the project in the country. For example, the buyback program of this nation has some problems like uncertainly set goals, conflicts among targets, no flexibility in the program implementation, low participation in the project and lack in follow-up actions. To solve these problems, this study offers the following alternatives. First, it is setting up detailed targets for fishing vessel buyback. Those targets should be what can be actually driven under policy support, such as reduction in illegal fishing, decrease in an exact number of fishing vessels and decline in fishing capacity rather than what seem to be comprehensive such as protection of coastal or offshore fishery and industrial restructuring. Second, it is taking measures for the livelihood of those who would face disadvantages due to fishing vessel reduction. Those measures providing or supporting the re-education and re-employment of fishery workers and building up systems that help the workers transfer fishing to another job. Third, it is adopting the governance system that overcomes lacks in communications between the fishing vessel buyback program and improves the performance effectiveness of that program. Here, governance means that businesses and authorities concerned in the program interact and cooperate with one another in making and implementing policies related to the project of fishing vessel reduction and assessing the results of that project. Fourth, it is taking actions for fishery reorganization after the fishing vessel buyback program. Factors that can be considered as those actions include supporting fishery workers' cost of fishing vessel reduction, decreasing and modernizing fishing fleets and improving the quality of fishing equipment. In conclusion, the fishing vessel buyback program should be prepared with comprehensive actions or measures that can cope well with a variety of problems that may be arisen from it while keeping itself on the track of its original goals.
Distribution and stock assessment of mega-benthos living in the shallow hard bottom around Dokdo were studied in July,2000. Depth and topographical conditions have affected to the densities and biomass of benthic animals. In shallow area, less than 10 m depth, turbo shell Batillus cornutus, mussel, Mytilus corusucs were dominated and showed distinct patterns in vertical distribution. On the other hand, the area over 10m depth, it showed diverse pattern depending on topography. Turbo shell, mussel and sea cucumber Stichopus japonicus were dominated in terms of fishery resources, but abalones were rarely sampled. Stock assessment were estimated to be 6.54 M/T, 3.89 M/T and 8.92 M/T, respectively. Some parts of coastal hard bottom around Dokdo, such as the area between Dongdo and Seodo, seemed to play an Important role as nursery ground. Therefore, it is necessary to the environmental monitoring for coastal fishery managements aspects.
The Proposal of this paper is to draw up solution about fishing disputes in Korea coastal waters. Small fishing vessels under 8 metric tons which is regulated by the provincial governors, must operate within provincial boundary on the sea as in fishery policy of Korea. on this, I think that the present situations of fishing disputes have related to the fishing license system. Problem of this kind, Before 1970's, fishing disputes rarely took place, and it, if any, did not bring any social conflicts or disputes. Since 1980's, some of fishing disputes have been reported within fisheries society Recently, The disputes have been increasing to become social conflicts between local people concerned and have evoked an argument on whether the provincial boundary on the sea exists. If such disputes continues to increases or remains unsolved, they will bring a tremendous social cost such as an accelerated decrease in fish resources, degradation of fishing grounds, disorder in fishing, destruction of fisheries culture and so on. The reasons for the growing disputes can be specified as fellows : the degradation of fish resources, the present fishing license system which inherently causes competitions in fish catching, irrational ceiling system of fishing vessels, legal problem on existing boundary between neighbouring two provinces, the functional problem of national or regional fishery coordination committee which has been established to coordinate general fishing disputes. This study has also dealt with Japan's experiences in fishing disputes which has the history of more than a hundred years and its coordinating mechanism. In the discussion section, some possible solutions have been briefly touched fer further study.

The effects on the size selectivity for Muraenesox cinereus caught by coastal longline fishery were investigated in the southern coast of Korea from June 2 to 17, 2019. Four sizes of hooks (sizes 15, 17, 18 and 19) and two sizes of bait (sizes 9.9 g and 18.3 g) were tested in seven and three fishing trials, respectively. Such results revealed that smaller hook and bait size improved capture efficiency. And our results demonstrate that there was no significant size selectivity effect for hook size (ANOVA, p>0.05), but small bait improved on catching smaller fish (ANOVA, p<0.05).
