The National Center for AgroMeteorology (NCAM) has designed a risk management solution for individual farms threatened by the climate change and variability. The new service produces weather risk indices tailored to the crop species and phenology by using site-specific weather forecasts and analysis derived from digital products of the Korea Meteorological Administration (KMA). If the risk is high enough to cause any damage to the crops, agrometeorological warnings or watches are delivered to the growers' cellular phones with relevant countermeasures to help protect their crops against the potential damage. Core techniques such as scaling down of weather data to individual farm level and the crop specific risk assessment for operational service were developed and integrated into a cloud based service system. The system was employed and implemented in a rural catchment of 50 $km^2$ with diverse agricultural activities and 230 volunteer farmers are participating in this project to get the user-specific weather information from and to feed their evaluations back to NCAM. The experience obtained through this project will be useful in planning and developing the nation-wide early warning service in agricultural sector exposed to the climate and weather extremes under climate change and climate variability.
The Geostationary Ocean Color Imager (GOCI) on board the Communication Ocean Meteorological Satellite (COMS), the first geostationary ocean color sensor, requires accurate atmospheric correction since its eight bands are also affected by atmospheric constituents such as gases, molecules and atmospheric aerosols. Unlike gases and molecules in the atmosphere, aerosols can interact with sunlight by complex scattering and absorption properties. For the purpose of qualified ocean remote sensing, understanding of aerosol-radiation interactions is needed. In this study, we show micro-physical and optical properties of aerosols using the Optical Property of Aerosol and Cloud (OPAC) aerosol models. Aerosol optical properties, then, were used to analysis the relationship between theoretical satellite measured radiation from radiative transfer calculations and aerosol optical thickness (AOT) under various environments (aerosol type and loadings). It is found that the choice of aerosol type makes little different in AOT retrieval for AOT<0.2. Otherwise AOT differences between true and retrieved increase as AOT increases. Furthermore, the differences between the AOT and angstrom exponent from standard algorithms and this study, and the comparison with ground based sunphotometer observations are investigated. Over the northeast Asian region, these comparisons suggest that spatially averaged mean AOT retrieved from this study is much better than from standard ocean color algorithm. Finally, these results will be useful for aerosol retrieval or atmospheric correction of COMS/GOCI data processing.
Precipitation and no-precipitation events under the influence of the Siberian high pressure system in Yeondong region, were analysed and classified as four types [obvious precipitation event (OP) type, obvious no-precipitation event (ON) type, ambiguous precipitation event (AP) type and ambiguous no-precipitation event (AN) type], according to the easiness in determining whether to have precipitation or not in Yeongdong region, to help in improving the forecast skill. Concerning the synoptic pressure pattern, for OP type, the ridge of Siberian high extends from Lake Baikal toward Northeast China, and there is a northerly wind upstream of the northern mountain complex (located near the Korean-Chinese border). On the other hand, for ON type, the ridge of Siberian high extends southeastward from Lake Baikal, and there is a westerly wind upstream of the northern mountain complex. The pressure pattern of AP type was similar to the OP type and that of AN type was also similar to ON type. Thus it was difficult to differentiate AP type and OP type and AN type and ON type based on the synoptic pressure pattern only. The four types were determined by U (wind speed normal to the Taebaek mountains) and Froude number (FN). That is, for OP type, average FN and U at Yeongdong coast are ~2.0 and ${\sim}6m\;s^{-1}$, and those at Yeongseo region are 0.0 and $0.1m\;s^{-1}$, respectively. On the contrary, for ON type, average FN and U at Yeongdong coast are 0.0 and $0.2m\;s^{-1}$, and those at Yeongseo region are ~1.0 and ${\sim}4m\;s^{-1}$, respectively. For AP type, average FN and U at Yeongdong coast are ~1.0 and ${\sim}4m\;s^{-1}$, and those at Yeongseo region are 0.0 and $0.2m\;s^{-1}$, whereas for AN type, average FN and U at Yeongdong coast are 0.1 and $0.6m\;s^{-1}$ and those at Yeongseo region are ~1.0 and ${\sim}3m\;s^{-1}$, respectively. Based on the result, a schematic diagram for each type was suggested.

Construction of a blockchain network needs a cumbersome and time consuming activity. To overcome these limitations, global IT companies such as Microsoft are providing cloud-based blockchain services. In this paper, we propose a blockchain-based construction and management tool that enables blockchain developers, blockchain operators, and enterprises to deploy blockchain more comfortably in their infrastructure. This tool is implemented using Hyperledger Fabric, one of the famous private blockchain platforms, and Ansible, an open-source IT automation engine that supports network-wide deployment. Instead of complex and repetitive text commands, the tool provides a user-friendly web dashboard interface that allows users to seamlessly set up, deploy and interact with a blockchain network. With this proposed solution, blockchain developers, operators, and blockchain researchers can more easily build blockchain infrastructure, saving time and cost. To verify the usefulness and convenience of the proposed tool, a blockchain network that conducts electronic voting was built and tested. The construction of a blockchain network, which consists of writing more than 10 setting files and executing commands over hundreds of lines, can be replaced with simple input and click operations in the graphical user interface, saving user convenience and time. The proposed blockchain tool will be used to build trust data infrastructure in various fields such as food safety supply chain construction in the future.

Surface air temperature ($T_{air}$) is a key variable for the meteorology and climatology, and is a fundamental factor of the terrestrial ecosystem functions. Satellite remote sensing from the Moderate Resolution Imaging Spectroradiometer (MODIS) provides an opportunity to monitor the $T_{air}$. However, the several problems such as frequent cloud cover and mountainous region can result in substantial retrieval error and signal loss in MODIS $T_{air}$. In this study, satellite-based $T_{air}$ was estimated under both clear and cloudy sky conditions in Gangwon Province using Aqua MODIS07 temperature profile product (MYD07_L2) and GCOM-W1 Advanced Microwave Scanning Radiometer 2 (AMSR2) brightness temperature ($T_b$) at 37 GHz frequency, and was compared with the measurements from the Automated Mountain Meteorology Stations (AMOS). The application of ambient temperature lapse rate was performed to improve the retrieval accuracy in mountainous region, which showed the improvement of estimation accuracy approximately 4% of RMSE. A simple pixel-wise regression method combining synergetic information from MYD07_L2 $T_{air}$ and AMSR2 $T_b$ was applied to estimate surface $T_{air}$ for all sky conditions. The $T_{air}$ retrievals showed favorable agreement in comparison with AMOS data (r=0.80, RMSE=7.9K), though the underestimation was appeared in winter season. Substantial $T_{air}$ retrievals were estimated 61.4% (n=2,657) for cloudy sky conditions. The results presented in this study indicate that the satellite remote sensing can produce the surface $T_{air}$ at the complex mountainous region for all sky conditions.
