The thesis examines the problems for improvement of clearance procedure and shows the various ways of overcoming them. Practical implications regarding the innovation of clearance procedure are as follows. First, the basis of information for customs clearance service should be built for unifying customs clearance information and imports and exports goods. Second, Customs Service need to keep on trying continuously that customs clearance system should be inter-convertible in the inside and outside of the country. Third, reliable law and execution system should be needed to revitalize customs clearance business and the government need to take measures for new system which is suitable for our own country. Finally, mutual cooperation administration system for customer in domestic and foreign country should be made for supplying high quality clearance service. As we have reviewed above contents, the customs clearance business meet the needs of innovation with new information technique to overcome lots of problems which come by when we execute simplification of customs clearance procedure and customs inspection administration fairly. As well as, when we review a few methods in the line of our customs system, we need strongly completion of related system and arrangements in trade business and similar fields. Hereafter we hope the limitation of this study should be overcome by the process of proper inspections through subsequent studies.

This thesis examines the problems faced in the clearance procedures of Korea's e-customs system for which improvements are necessary, and suggests various ways of overcoming those problems. Practical implications regarding the advancement of Korea's e-customs system are as follows. First, the substructure of the e-customs clearance system, which is the basis for the establishment of a global single window, should be developed into a more modern and advanced system. Second, additional improvements in the law are required to render the broad array of Internet-based export and import documents legally binding. Third, customized services should be provided in order to improve the operating efficiency of the e-customs clearance system. Fourth, the reputation of Korea's e-customs clearance system should be raised via the strengthening of a cooperative system between concerned parties, including exporters and importers. This innovative approach to systematic improvements will come about when we can simplify current customs clearance procedures and establish a fairer customs inspection administration regime. Additionally, when we review the methods intrinsic to our customs system, we must emphasize the urgency of proper completion of related systems and arrangements in the trade business and similar fields.

Electronic Clearance System in the Advanced Countries give sane hints Clearance System in Korea to improve. It is as follows. It is necessary to enhance the economical efficiency and rapidity on clearance system. It is important to improve the conveniency of importer and export through all day services in customs. It is necessary to control export and import goods efficiently for guarantee of security. Export entry data in export country has to linked with import entry data in import country to improve speedy, correctness, and efficiency. Korean government and companies have given a lot of their efforts to exchange electronic documents between themselves and their partners. As the results of them. Korean EDI standards were made by Korean EDIFACT Committee and the standards have been used by companies and governmental organization in Korea. However, Korean export customs clearance EDI system is based on VAN(Value Added Network) and one VAN company ha monopolistic right to relay EDI documents to Korean Customs Service. Therefor is leads to a lot of problems such as inconvenient software, expensive transmission fee and the difficulty of connection with the in-house systems of user companies. To solve these problems, a few good solutions and systems have been suggested and one of them is the Internet EDI. we will suggest a new export customs clearance EDI system running on the Web. This system is basically an Internet EDI system, but we have developed this system using XML instead of HTML, XML is a new markup language with merit such as isolating data from style of documents. This system consists of 7 modules, schema/style/template management, XML/EDI document management, XML/EDI transformation, EDI transmission, certification management and log management. Also this system can be used with other traditional EDI systems that have UN/EDIFACT standards. We will discuss the advantages and disadvantages of XML/EDI system for customs clearance. The development of this system will be a leading study for XML/EDI standards in export clearance EDI system.

There is a clearance between the parts of a machine due to design tolerance, manufacturing error, wear, looseness, or misalignment. If the clearance is large, the vibration and noise of the machine is generally large. Therefore, the analysis on the nitration and noise of a machine can tell the clearance of the machine, which reveals the condition of the machine, i.e., the existence of faults and the safety of the machine. The investigation of this kind of research should be on the basis of experimental results. A link mechanism with a clearance at a joint between the coupler and locker is made for the investigation of the condition monitoring of a machine due to clearance. The vibration and sound are measured from the link driving system during the operation. The signals are clarified using line enhancement technique. The noise removed signals are used to develop the dynamic model of the system for a model based fault diagnosis. Also this study showed that the clarified signals can be used for the calculation of the joint forces between the coupler and rocker and for the correlation between the vibration and sound levels and the clearance sizes.

Numerical simulations have been performed to investigate tip clearance effect on through-flow and performance of a centrifugal compressor which has the same configuration of impeller with six different tip clearances. Secondary flow and loss distribution have been surveyed to understand the flow mechanism due to the tip clearance. Tip leakage flow strongly interacts with mainstream flow and considerably changes the secondary flow and the loss distribution inside the impeller passage. A method has been described to quantitatively estimate the tip clearance effect on the performance drop and the efficiency drop. The tip clearance has caused specific work reduction and additional entropy generation. The former, which is called inviscid loss, is independent of any internal loss and the latter, which is called viscous loss, is dependent on every loss in the flow passage. Two components equally affected the performance drop as the tip clearances were small, while the efficiency drop was influenced by the viscous component alone. The additional entropy generation was modeled with all the kinetic energy of the tip leakage flow. Therefore, the present paper can provide how to quantitatively estimate the tip clearance effect on the performance and efficiency.

There are many difficulties in realizing Ultra-micro gas turbine system. Among them, the effects of tip clearance upon the micro turbine flowfield are discussed in this paper. The flowfield was investigated numerically with the Reynolds-averaged three-dimensional thin-layer Navier-Stokes equations. Calculations were conducted with clearance height from 0％ to 10% of the passage height. Leakage mass flow and deterioration of efficiency are proportional to the clearance height for the clearance height larger than 4%. However, in the case of 2% clearance, leakage flow is significantly reduced due to relative motion of the casing and as a result deterioration of efficiency is very small. It is difficult to control tip clearance in micro turbines, but the results of this study indicate that if the clearance height is controlled within a few per-cent of passage height, deterioration of stage performance will be small.

Recently, Electronic commerce market is growing sharply for the expansion of internet and development of means of air transportation. Import Clearance System for express consignments, introduced in Korea, confers some benefit upon express consignments, ie. prompt clearance, simplification of the clearance procedure, exemption of necessary documents. But it has some problems such as lack of social security and trade compliance. So it requires some improvements as follows. Firstly, it has no legal background to clear all articles valued at US$100 or less carried by an express consignment operator. So customs brokers, not express consignment operators, should clear that articles. Secondly, it should be presented necessary documents including commercial invoice to prevent a wrong price declaration in entering express consignments valued at US$100 or less. Thirdly, X-ray inspectors must enhance their inspection ability. Customs must provide education programs for X-ray inspectors to improve their inspection ability. Lastly, Cargo selectivity system for express consignments have to be improved to operate effectively.

Recently, the importance of variable displacement piston pump is increasing in industrial world. Especially, most consumers require various range of pressures and flow rates. Pressure compensator is a system controlling flow rate in piston pump at low cost and, therefore, satisfies the need of consumers. However, the system has serious problems, such as response and leakage. The response and leakage are affected by clearance between actuator piston and cylinder, roughness of surface, and spool overlap. In this paper, these effects are investigated experimentally, and optimal clearance and chamfer is obtained. While diameter of cylinder is fixed and diameter of actuator piston is changed in this experiment, response and leakage are measured. Also parameters such as roughness and processing accuracy are changed for piston of fixed clearance. Experimental setup modelled into several parts of actuator piston, cylinder, spool, and swash plate. Input pressure is changed by function generator and proportional valve. The result of this experiment shows that leakage increases very much in proportion to the increase of clearance, and especially leakage occurs enormously when clearance is more than 0.002. The response is not good because as clearance increases leakage increases and as clearance decreases viscous damping effect increases. Accordingly, it is found out that optimal clearance range exists for tile response, within about 0.0012∼0.0014, at this time. Futhermore, the better roughness and geometrical accuracy of actuator piston are, the smaller are leakage and friction. The paper informs that response and leakage are influenced by and geometrical accuracy of actuator piston, roughness of surface, and the clearance between actuator piston and cylinder, and that optimal design of actuator piston in the pressure compensator is possible.
