It is necessary to establish a UAV pilot license and training system because the number of UAV-related accidents has rapidly risen. Most of accidents are caused by the human factors such as the lack of control skill and aviation knowledge. In this paper, we investigate licensing policy of small UAV pilots and examine the level of UAV licensing system and classification criteria based on comparative analysis of national cases such as USA, UK and China. Recently, the Ministry of Land, Infrastructure and Transport Affairs is planning to improve the safety regulation by taking into account the risk level of the licensing system, which has been classified according to the existing weight and commercial purpose. From the comparative analysis, we suggested a improvement policy for UAV licensing system in the view of pilot license segmentation, beyond Visual Line-of-sight flight and high risk UAV for non-commercial.

The purport of this paper is to deduce political implication and significance of the proposed redress scheme of 'Consumer Collective Lawsuit (hereinunder "CCL")' under way to be introduced by the Korean government via various assessments per each phase of policy implementation process. To this end, the paper classifies the subject policy (referring to CCL) implementation process into 4 phases: policy origination, policy enactment, policy advertisement, and policy execution. Based on the said classification, assessments per each phase together with pros and cons analysis have been conducted. Through the aforementioned analysis, the paper concludes the following political implication and significance of CCL under way of introduction: - 1. In the case of policy origination led by external parties, a social consensus by and from involved parties with various interests is the most critical; 2. Prior feasibility and/or suitability study is also crucial in the policy implementation procedure; 3. To mitigate inter-ministerial conflicts that might arise from the due policy making procedure, democratization of conflict settlement mechanism, and institutionalization of participation in and disclosure of policy making process are cal led upon; and 4. Prior planning wi th respect to the public relation and advertisements of the subject policy on the table poses substantial significance.

In order to provide new value-added services such as a policy-based routing and the quality of services in next generation network, the Internet routers need to classify packets into flows for different treatments, and it is called a packet classification. Since the packet classification should be performed in wire-speed for every packet incoming in several hundred giga-bits per second, the packet classification becomes a bottleneck in the Internet routers. Therefore, high speed packet classification algorithms are required. In this paper, we propose an efficient packet classification architecture based on a hierarchical binary search fee. The proposed architecture hierarchically connects the binary search tree which does not have empty nodes, and hence the proposed architecture reduces the memory requirement and improves the search performance.

This study surveyed 503 adults to examine the effect of gaming disorder classification, recently announced by World Health Organization(WHO), when it is applied to Korean game market. Considering the difference in respondents' background knowledge on gaming disorder, half of the respondents were randomly assigned to read an informative news article describing WHO's decision and its expected effect on domestic game industry. Based on previous literature of gaming disorder, we categorized respondents into a normal-use group and a potentially problematic-use group. As a result of analyses, it was found that the gaming disorder classification would yield overall reduction of game-related consumption in terms of gaming time(24%), game cost(28%), the number of games(22%), etc. The potentially problematic group showed higher willingness to pay for gaming than the normal group did, even if the game cost presumably increases due to the gaming disorder classification. A similar outcome was observed in those with high stress levels. This implies that the policy to solve game addiction problems may ironically lead to unexpected cost increases to the target group of the policy. Hence, problematic groups, especially, highly stressful people and the people with the lack of self-control, need to be considered when the gaming disorder classification policy is established. Furthermore, the informative news article had the preventive effect on the attitude and the intention of the people with moderate or high self-control capacity, but not to the people with gaming-additive tendencies, Again, this finding confirms the necessity of the tweezers policy to refine target groups by their characteristics and prepare for differentiated policies. When the gaming disorder classification is simply adopted with no consideration of domestic circumstances, irreversible loss could affect Korean game users, game industries, and related companies. This calls for urgent cooperation between academia, government, and industry to set up appropriate measures to deal with the gaming disorder classification.

Recently, the government is reinforcing safety management at construction sites to prevent safety accidents in construction works, and the safety management plan of workers is an important situation. Meanwhile, modular construction is expected to be gradually expanded to middle and high-rise buildings, but active measures to ensure worker safety are insufficient. This study is a preliminary study of the development of a checklist for preventive worker safety management. The purpose of this study is to derive a checklist classification system for the safety management of workers in the field of modular construction by preceding studies, case analysis, and expert advisory opinions. The classification system consists of large categories of factory manufacturing, transportation, and on-site construction, and the sub-system consists of six sub-classes: foundation work, frame work, modular frame installation work, finishing work, and facility work. Among them, the sub-classification of modular frame installation work consists of 12 unit works, centering on module lifting and assembly module work, which are the main construction processes. And the classification system reflects the three main management factors and contents for defined safety management. It is expected that the research results of this study can contribute to efficient safety management at the modular construction site.

This review paper examines various terms used for the definitions and classifications of ecosystem services, often times mixed and confused, in the literature and re-establishes the concepts of important terms, including ecosystem functions, services and benefits, to enhance communication among the stake-holders in the process of decision making. The definitions and scopes of ecosystem services are differentiated depending on the policy purposes such as environmental accounting, environmental valuation and natural resource management. The importance of identification and enumeration of final outputs associated with a particular policy is addressed. In addition, the usefulness of an alternative pathway-analysis beginning from benefits, via services and function, to process/structure of ecosystem is emphasized.

Job is a basic factor which ties individual employee and organization, and it affects employee satisfaction and organizational effectiveness. It is usually found that the relationship between individual and organizational interests does not coincide each other in short-term. When job is being performed, it is important to have a job which satisfies individual interest and maximizes organizational goals in order to have an organizational effectiveness. The purposes of the study were designed to investigate the variations of the job characteristics and job attitude across technological classification, to examine the relationship of job attitude to the job characteristics employed by both socio-technological and job design approaches to organizational change, to find the job characteristics which characterized technological classification, and to test the moderating effects of demographic characteristics in korea organizations.

This paper aims to offer a solution based on intelligent document classification to create a user-centric information retrieval system allowing user-centric linguistic expression. So, structures expressing user intention and fine document classifying process using EBL, similarity, knowledge base, user intention, are proposed. To overcome the problem requiring huge and exact semantic information, a hybrid process is designed integrating keyword, thesaurus, probability and user intention information. User intention tree hierarchy is build and a method of extracting group intention between key words and user intentions is proposed. These structures and processes are implemented in HDCI(Hybrid Document Classification with Intention) system. HDCI consists of analyzing user intention and classifying web documents stages. Classifying stage is composed of knowledge base process, similarity process and hybrid coordinating process. With the help of user intention related structures and hybrid coordinating process, HDCI can efficiently categorize web documents in according to user's complex linguistic expression with small priori information.

The study is to provide the guidelines for the classification of residential zoning System in Seoul which reflect district characteristics. To this end, we first identify the problems the residential areas of Seoul are facing, and set up the policy goals and guidelines for refinding the zoning system for residential areas. Also, this study reviewed density control in he classification of residential zoning system, based on the guidelines of density, which included height, ratio of total floor to ground area, and land distribution.

본 연구는 룰들의 각 필드들을 index하여 곱한 cross-product 테이블을 이용한 packet classification 알고리즘에 대해 연구하고 그 것의 성능을 평가하고 분석한다. 현재 Packet Classification은 Packet Filtering, Policy Routing, Accounting & Billing, Traffic Rate Limiting, Traffic Shaping, 등등의 서비스를 위한 가장 핵심적인 작업이다. 그러나 이들을 빠르게 서비스하는 알고리즘은 아직 존재하지 않는다. 단지 하드웨어 TCAM 을 이용해서 작은 룰들에 대한 처리만이 어느 정도 가능한 실정이다. 이에 본 연구는 소프트웨어를 이용한 cross-product 알고리즘의 효용성을 가늠하고자 연구하고 이를 실제 구현해 평가하고자 한다.
