Determination of Installation Priority of Washlands Using Multi-Dimensional Scaling Method (다차원척도법을 이용한 강변저류지 설치 우선순위 선정)

  • Within a basin, there are potentially multiple locations that can be used as a washland, given their relatively small size when compared with other hydraulic facilities such a dam. However, it is unreasonable to install washlands in all these potential locations due to economic and environmental considerations. In this study, a new methodology for determination of installation priority of washlands is presented. How to integrate the decision variables in this decision making problem has been a key issue in previous studies because a washland can provide many benefits such as flood reduction, agricultural benefit and recreational benefit. In particular, a methodology is needed to integrate all decision variables realistically, properly and reasonably, in situations where there is not sufficient data for direct integration of all these decision variables such as construction cost or benefits a washland can provide. This new methodology aims to suggest how to integrate methodologies used in previous studies. The suggested methodology uses four different rankings which are determined based on a flood reduction effect, a relative significance index, an economic analysis, and a space planning suitability index. These rankings are integrated to determine a final installation priority ranking of washlands by a multi-dimensional scaling method. The new methodology has been applied to the Anseong river basin, to show its applicability, and the application result compared with those of previous studies.

  • Plan and management for Ecological Abandoned Mine Lands (AMLs) reuse using Geographic Information System (GIS) technique are an ideal method. GIS technique display, manage and analyze a spatially referenced data, which can be combined in user-defined ways to make plan and decision about AMLs reuse. Local communities are affected by AMLs. In the past, plan and management of AMLs have never been considered for ecological aspects as well as using GIS. However, the rapidly growing GIS technology have proven to be a valuable tool in the process of understanding environment and of making responsible environmental decisions. This paper suggests that making responsible decision and plan using GIS can create a various types of benefits to local communities. This also shows that GIS may play a vital role at the decision/planning process of analysis and exploration of local environmental situation. We are trying to apply to decision support system for AMLs reuse. Moreover, a lot of thematic maps are making using GIS providing a comprehensive data with images. These can be an ideal platform to deliver meaningful outcomes.

Application of Benefit Transfer Method to Estimate the Willingness-to-pay in Planning the Construction of the Integrated Sewerage System at the Catchment Areas of Dams (댐상류지역 하수도시설 확충사업에 관한 지불의사액 추정을 위한 편익전환기법의 적용)

  • Benefit transfer is a method, which obtains an estimate for the economic valuation of non-marketed commodities at a given site through the analysis of studies that have been previously carried out to value similar commodities at a different location. The objective of this study was to estimate benefit transfer values for the construction of the integrated sewerage system in the catchment area of dams in Korea. For pooled data analysis, five models were suggested in this study. Among five models, model 2 showed only 6 to 7% errors when the willingness-to-pay(WTP) predicted in the policy-site, Dam Soyang was compared with that estimated using contingent valuation method(CVM) in the study-sites, Dams Namgang, Hapcheon, and Daecheong. However, the WTP estimate predicted by model 1 showed the absolute errors of 42 to 47% when it was compared with WTP estimated using CVM in Dams Andong and Imha. It seemed that residents of Dams Andong and Imha have feeling of being victimized since two dams were constructed very adjacently, the upstream area was designated as drinking water source protection zone, and thereafter their developmental economical actions have been significantly restricted.

  • The urban center of a large city has a high concentration ratio of population, commerce, and traffic. Therefore, the expected effect is high from the introduction of the urban utility tunnel and it also has sufficient economic feasibility considering life cycle cost. Moreover, the construction cost can be greatly reduced if it is included in a large underground development such as a subway or a complex transfer center construction. However, it is not reflected in actual underground development plan. When planning a urban utility tunnel in Korea, it is expected to have difficulties such as the cost of relocation of the existing Life-Line, conflicts among the individual facility institutions, procurement of construction resources and sharing. Furthermore, it is possible to promote the project only if a consensus is drawn up by a collective council composed of all facilities and project developers. Therefore, an optimal alternative should be proposed using economic analysis and feasibility assessment system. In this study, the analytic hierarchy process (AHP) is performed considering the characteristics of urban areas and the importance of each indicator is quantified. As a result, we can support reasonable design capacity optimization using the feasibility assessment system.

The New Urbanization Process and Changing Urban Space of Daejon in the 1990s (1990년대 대전의 신도시화 과정과 도시 공간의 변화)

  • There is a general agreement that the global social-economic system is undergoing fundamental changes, which can be explained in terms of the transformation of production system from the Fordism to Post-Fordism since the 1980s. These fundamental changes have resulted in the 'new urbanization' process in the most of large cities in the developed countries. The aim of this paper is to identify the 'new urbanization' process in a large city in Korea that is, Daejon. For the propose, this paper tries to examine and conceptualize empirically the changes of economic, political, social-cultural, and spatial aspects of Daejon metropolis in the respect of 'new urbanization'. The major findings of this essay are summarized as follows. First of all, Daejon economy has experienced new changes, that is the development of service economy and high tech industry. But the old industry still remain important in the urban economy. Secondly, in the political aspect, new civil movements flourish in the city, while the political power of Jaminlyeon, a pro-conservative and narrow-regionalism party, once dominated this region, has decreased its influence. Thirdly. the original CBD of Daejon has been declined while new (sub-)CBBs have emerging in Daejon spatial structures. In conclusion, we can find some clues of the new urbanization process in Daejon, but this process is still quite slow and somewhat different from those of large cities of the developed countries.

An Analysis of the Multiplier Effects of Gyeongsangbuk-Do Provincial Government Relocation on Daegyeong Economic Region (경북도청 이전이 대구경북광역경제권에 미치는 파급효과 분석)

  • The relocation of the public institutions such as the provincial government attracts much attentions since it results in substantial regional economic impacts. In this context this paper analyzes the effects of relocation of Gyeongsangbuk-Do provincial government from Daegu city to Gyeongsangbuk-Do, which is scheduled for 2014, on Daegyeong economic region. Based on the interregional input-output model and I-O data which were provided by the Bank of Korea, this paper examines the multiplier effects of the relocation in terms of production, value added, and employment on Daegyeong economic region and other regions, except for the construction effects of the provincial capital. According to the analysis, the relocation is expected to reduce the production by 290million won, value added by 709million won, and employment by 571 persons in Daegyeong economic region. Also, the relocation turns out to decrease the production by 1,179million won and value added by 123million won of other regions. This paper discusses some policy implications of the analysis.

A Study on The Improvement of Related Regulation System for The Utility Tunnel Activation (지하공동구 활성화를 위한 관련규정 체계 개선에 관한 연구)

  • The purpose of a utility tunnel is to prevent repeated excavation as well as disasters and calamity. Domestic utility tunnels have been built in new town development plans. Currently, it is difficult to establish a utility tunnel due to a conflict of opinions by organization and financing. In this paper, research was conducted based on systematic procedures to suggest ways of improving the activation of utility tunnels in new cities and existing cities. First, a survey was conducted on the laws and status of utility tunnels, and problems were derived based on the review and analysis of the status. Finally, a method suggesting improvement measures to solve problems was applied. Based on the related laws and problems, the status of the development project was analyzed to select the installation scale in the utility tunnel, and the appropriate scale was reviewed through economic feasibility analysis of the installation scale under 2 million square meters. Considering the new city and the existing city, it was proposed to support administrative expenses to reduce the burden on additional installation areas and occupied institutions in a utility tunnel. In addition, improvement plans were presented for the details of the master plan for reviewing the installation regional of the utility tunnel. This paper will help officials to work smoothly when planning and installing utility tunnels in the future.

A Study on the estimation of traffic congestion for Pyeongtaek·Dangjin port development (평택·당진항의 내항개발에 따른 교통혼잡도 평가에 관한 연구)

  • The port entry system of the inner harbor in Pyeongtaek${\cdot}$Dangjin was planned as lock-gate in 'Master plan project on port planning in Asan industry base(1990)‘, but was changed to tidal harbor in 'Project maintaining Master plan for comprehensive development of Pyeongtaek${\cdot}$Dangjin port(2001)'. Accordingly, southern sea bank constructed under the lower part of Seohae-bridge will be removed so that inbound/outbound vessels for the inner harbor can navigate at all times. However, in the view of the safety on passing through the lower of Seohae-bridge, navigating conditions for the inner harbor will be restricted in the single-way of 50,000 DWT vessel and the two-way of vessel less than 30,000 DWT Therefore, this study carried out the estimation of traffic congestion arising from these vessels with above restrictions q[ter supposing annual inbound/outbound vessel's numbers for loading and unloading cargo surveyed on the inner harbor.

Optimum Design of Outfall System by Analyzing Mixing Characteristics of Heat and Brine Discharge at Near Field Region (온배수 및 염배수의 근역혼합특성 분석을 통한 방류시스템의 최적설계)

  • When planning outfall system, the first target cif design is to maximize initial dilution of discharge effluent. To achieve the target effectively, the characteristics of mixing phenomenon between ambient and discharged water should be analyzed. Especially the analysis at the Near-Field-Region(NFR) as initial dilution zone should be preceded. Usually, the initial behavior of effluent through outfall system is rising toward the surface due to mixing with ambient water for heat discharge and sinking toward the bottom due to the difference of density for brine discharge. After mixed with eddies accompanied by the ambient water, the plumes are showing the same density and internal current pattern by advection and diffusion. Until recently, lots of studies are being carried out for the optimum design of outfall system. but it is difficult to find any studies of heat and brine discharge at the same time. Therefore, this study is hoped to provide some basic data for optimum design of outfall system.

A Basic Study on The Seismic Capacity Evaluation and Repair Reinforcement in Cultural Assets : Focused on Wooden Structure Cultural Assets in Korea and Japan (문화재 내진진단과 보수·보강에 관한 기초적인 연구 -한국과 일본의 목조 건조물 문화재를 중심으로-)

  • The purpose of this study is to improve the repair and reinforcement of cultural construction assets made of wood and develop seismic countermeasures. The existing regulations for the earthquake proofing of cultural assets are termed 'Regulations concerning earthquake disasters affecting cultural assets' of the cultural heritage administration, which only specifies the reporting of damage to cultural assets after the occurrence of an earthquake. Since 2013, Korea has been studying the introduction of a seismic evaluation system consisting of experts by referring to the 'Guideline for the diagnosis and reinforcement of important cultural properties in Japan. The earthquake proofing of wooden cultural assets in Japan is assessed by experts using a scoring system similar to the one in Korea, but the system in Japan is managed in three steps, viz. before, during and after the occurrence of the earthquake. In order to extend the existing management system by focusing on the repair of the damage after the occurrence of an earthquake, it is necessary for Korea to cultivate experts for the regular management of cultural assets, establish seismic criteria for them, and introduce a regular management system through a civil organization related to construction. By examining the current status of wooden cultural assets, it is necessary to develop various seismic diagnosis techniques and produce guidelines for the repair and reinforcement of individual wooden cultural construction assets following their identification.
